A.M. Costa Rica wire services The U.S. Treasury Department has sanctioned Venezuela's so-called national development bank in response to the illegal arrest of Interim President Guaidó's top aide, Roberto Marrero. The bank, Bank of Economic and Social Development of Venezuela (BANDES), and four subsidiary institutions that the U.S. Treasury sanctioned were used by Maduro and his regime as slush funds to evade United States sanctions and to move money out of Venezuela, the White House said in a March 22 statement. Treasury Secretary Steven Mnuchin said Nicolás Maduro and his enablers have distorted the original purpose of the bank, which was founded to help the economic and social well-being of the Venezuelan people, as part of a desperate attempt to hold onto power. Marrero was arrested by former President Maduro's security services on March 21. Michael Richard Pompeo, U.S. Secretary Pompeo twitted on March 21, "The United States condemns raids by Maduro's security services and detention of Roberto Marrero, Chief of Staff to Interim President Guaido, we will call for his immediate release. According to Treasury Secretary Mnuchin "the regime's continued use of kidnapping, torture, and murder of Venezuelan citizens will not be tolerated by the U.S. or the international coalition that is united behind President Guaidó," said Mnuchin. "Roberto Marrero and other political prisoners must be released immediately." In addition, the U.S. Department of the Treasury has sanctioned Venezuela's state-run gold mining company and its president for propping up the regime of Nicolás Maduro. According to Treasury, the company, CVG General Mining Company of Venezuela CA (MINERVEN) and its president, Adrián Antonio Perdomo Mata, worked closely with Maduro and his allies to expand illegal mining operations in recent years and rob the Venezuelan people of their natural resources. "The illegitimate Maduro regime is pillaging the wealth of Venezuela," Treasury Secretary Mnuchin said when announcing the sanctions March 19. The government's illegal mining has provided Maduro and his cronies with hundreds of millions of dollars’ worth of gold while Venezuelans suffer from starvation and shortage of medicine. |

The sanctions are part of the United States' ongoing efforts to stop Maduro and his inner circle from "plundering Venezuela's wealth for their own corrupt purposes," according to President Trump's executive order authorizing the sanctions. Along with siphoning off oil wealth from Venezuela's state oil company, after years of corruption, Maduro and his inner circle have used illegal gold mining to enrich themselves and stay in power, the Treasury Department said. The scheme has been one of their most lucrative in recent years as oil production has failed. The administration's action "will prevent Maduro and other corrupt actors from further enriching themselves at the expense of the long-suffering Venezuelan people. In addition, it will help stop mining-related environmental damage and labor exploitation in Venezuela's gold industry," the State Department said.
