Since 2015, government has been working on plan to recover indigenous territories |

The government, through institutions such as the Rural Development Institute, the Vice-Ministry of the Presidency, the Ministry of Justice, the National Commission for Indigenous Affairs and representatives of indigenous territories, has been working on a plan called "Plan for the Recovery of Indigenous Territories" known as RTI since 2015. "The objective of the RTI Plan is to provide the Costa Rican State, through a technical study, with accurate information on the situation of the indigenous territories and their inhabitants," said the government in its statement. Once the plan is complete, there will be an expropriation of land or paid compensation to the registered owners of the land that will then be transferred and become part of the indigenous territory. According to the government, these are, until now, the main results of the plan: 1. Registration of territories: More than 1,359 documents from the territories of Cabagra, Guatuso, China Kicha, Salitre, Kekoldi, Zapatón, Térraba, Guaymí de Osa, Altos de San Antonio, and Guaymí de Coto Brus were registered and reviewed. This work included interpretation of decrees (some territories have up to five decrees); reference to plans and reconciliation the information; digitization of plans; investigation of information related to appraisals and payments made in the past. 2. Amojonamiento: 108 "mojon" markers were placed. The "mojon" is a sign, traditionally made of stone or other materials are used to delimit territories. 3. Census: 1.852 censuses have been carried out so far to the population in the indigenous territories of Cabagra, Guatuso, China Kicha, Salitre, Kekoldi, Zapatón, Guaymí de Osa, Altos de San Antonio, and Guaymí de Coto Brus. The census was taken during 2,846 visits by representatives of the Rural Development Institute. 4. Topographical registration: 808 farms are currently ready with their respective measurements. The amount of registered land is approximately 12,000 hectares. According to information provided by the Rural Development Institute, information is still being in the process of registered and will be used in decision-making regarding the indigenous people. This government information came as a response to the recent issues between farmers and indigenous population members. As A.M. Costa Rica reported last week, police arrested a man suspected in the attempted murder of indigenous people. The Deputy Prosecutor for Indigenous Affairs confirmed the arrest of a man surnamed Zúñiga Fallas, suspected of having attempted to kill two indigenous people on March 14th, in Salitre* territory, in Buenos Aires, Puntarenas. Police report that Zúñiga Fallas was captured on Thursday afternoon at his home in the town of Olán in Puntarenas after the Prosecutor's Office initiated an investigation against him. The investigation was the result of a complaint made by a victim who said that Zúñiga Fallas shot at him. "That day, the victim attended the office accompanied by indigenous leader Sergio Rojas Ortiz, who was murdered on Monday night. However, Rojas did not appear as a complainant or as a witness in the case," said the prosecutor in its statement. The report states that on March 14, the accused, Zúñiga Fallas, and another man who has not been located went to the estate of one of the complainants and fired at him. The intended victims took refuge behind trees. |

9-1-1 call about the murder of Rojas in the
Yeri sector of the Salitre indigenous
territory in the Buenos Aires canton of
Puntarenas.
According to the Prosecutor's Office, this case is being carried out independent of the investigation into the murder of indigenous leader Rojas Ortiz, which is in charge of a special team of prosecutors. On Wednesday, March 20, the police received the 9-1-1 call about the murder of Rojas in the Yeri sector of the Salitre indigenous territory. The caller said that a series of shots had been heard. When the police arrived at the house, they identified the body of Sergio Rojas. He had been killed by multiple gunshots. The government report said that after the emergency call was received by the 9-1-1 operator they immediately activated the appropriate protocol and the precautionary measures requested by the Inter-American Commission on Human Rights for several members of the indigenous community of Salitre. The Public Ministry wishes to clarify false information being disseminated about the murder on social networks: - The victim did not file any complaint, neither as an offended person nor as a witness, related to any land property case. - He went to the Prosecutor's Office of Buenos Aires in Puntarenas, to accompany two people who filed a written complaint. - Mr. Rojas has not made any complaint for threats or aggression or against his life. - Mr. Rojas does not appear as a victim or as a witness in any complaint about threats. - Based on the evidence collected so far, it has not been determined that the motive for murder is related to the complaint filed by the indigenous people who were accompanied by Mr. Rojas. Mr. Sergio Rojas was a well-known indigenous leader of the Salitre and member of the National Coordination of the National Front of Indigenous Peoples. The indigenous zone is in a dispute over almost 12,000 hectares of land that indigenous groups claim to own.
