Emergency Commission invested more than $2.5 million on rebuilds road destroyed by the 2009 earthquake |

The National Emergency Commission invested about $2,527,275 in the construction of the road of Toro Amarillo town in Sarchi* in Alajuela, which was destroyed by the earthquake in 2009. The epicenter of the earthquake was in the town of Cinchona*. The 2009 Cinchona earthquake occurred at 1:21:35 pm local time on January 8, with a magnitude of 6.1 and a maximum Mercalli intensity of 7 a very strong quake. The quake shook the town of Cinchona, in northern of the country but it was felt throughout Costa Rica and in southern central Nicaragua. According to the Commission, the road is the main access to the town of Toro Amarillo, in Sarchí and it is estimated it will be repaired in 2020. In other word, the “emergency” that the commission was supposed to take action on took place 11 years ago. According to the Commission, the order to start repairing the road had been given in 2013, but a "series of obstacles" prevented the work from continuing. "The biggest and most recent inconvenience was large underground rocks that must be destroyed, it paralyzed the work for eight months because there was no money for that work," said the Commission in its statement. In order to solve this problem, the Commission asked the National Laboratory of Materials and Structural Models of the University of Costa Rica, to perform a study on modifying the thickness of the asphalt layer that was going to be used in the road and with that change reduced the costs of the asphalt. With that change, the money could be obtained to break and extract the rocks. "We had eight months of not moving forward with the project, but thanks to the efforts of the institution it was possible to carry out the excavations of the rocks," said Luis Oscar Quesada, mayor of the town of Sarchi. According to the Commission, the instability of the land caused by the earthquake and the rains in 2009 destroyed the road. For that reason, the government has to close access on that road.
