Government will invest more than $8 million in studies |

The Ministry of National
Planning, known as Mideplan, approved
financing for three institutions for an
approximate amount of ₡5 billion colones
(about $8,668,062).
With this money, many studies will be supported as: pre-feasibility, feasibility, and final designs that will determine the ideal conditions for the projects to be sustainable and of high socioeconomic impact. "These resources will contribute to improve the management of public investment, to promote economic reactivation, the generation of employment and to overcome the historical backwardness of the country in infrastructure," said Maria del Pilar Garrido, Minister of Planning The money will be distribuited as follow: A study with the cost of ₡3 billion (about $5,098,265) for the Ministry of Public Works to carry out the technical, financial, economic-social and environmental feasibility study and the pre-design of National Route 4, a section that goes from the town of Florencia* in San Carlos to the village of Las Tablillas*. These studies would be carried out in a period of approximately two and a half years and the funds are granted under the credit modality. Another study will be done, with the cost of ₡1.9 billion colones (about $3,316,740) for studies of four projects of the Port Administration Board and Economic Development of the Atlantic Coast. This non-reimbursable financing is for the rehabilitation and improvement program of the port infrastructure. It deals with market studies, technical, financial and economic-social feasibility for: 1. Construction and operation of the Marina and Cruise Terminal in Limón. 2. Construction and equipment of the Transfer Zone of Cargo and Logistic Activities in the Port Complex of Moín in Limón. 3. Construction of an Industrial Park for the Caribbean, in Liverpool in Limón*. 4. Construction of loading and unloading dock of hydro-biological products in Cieneguita in Limón. According to the Ministry, these studies will be ready in a maximum of six months, after having the appropriate company has been hired to make the studies. Another study will cost ₡150 million colones (about $253,057) and be given to the National Institute of Housing and Urban Development for the preparation of the regional urban quadrants as planning instruments for the National Plan for Urban Development. The resources will be transferred at the moment the companies that will do the studies are contracted. ------------- Should the government pay other companies $8 million to do studies instead of doing this work with their own specialists?
