Government invested more than $7.6 million
in social assistance housing for 198 families

President Carlos Alvarado and first lady Claudia Dobles made the delivery of housing certificates to 198 people: 10,093.27 m2 in the community of Los Guido in Desamparados* in San Jose, which cost ˘4,588 million colones (about $7,623,478).

"This intervention in Desamparados aims to build an urban development impact in the canton, with very high standards of quality, road access, services, green and public areas, spaces for recreation and housing solutions," said first lady Doubles.

The beneficiaries are mostly women who support their families with an average of four members per family and an average monthly income per family of ˘290,000 colones (about $481).

The housing project, known as Las Anas is of mixed use, which means that in addition to housing there is a shopping center that will offer services to beneficiary families and other neighboring neighbors, and safe spaces for recreation, training and social integration.

The first lady explained that in both developments a modern design was proposed, applying new architectural trends and the correct use of space and floor. It included a greater extension of green areas, as protected areas because they border with rivers, as well as recreational areas to integrate them with trails and spaces for community use.

The project was developed by Fundación Promotora de Vivienda.

The Federated College of Engineers and Architects evaluated the quality of aid homes delivered to poor families in other years, finding some anomalies in contracts and construction.

According to specialists, the report aims to assess the quality of housing solutions that are delivered to the most vulnerable sectors of the population and corroborate the proper administration of resources of the National Housing Financial System.

The Tenth Report on Social Interest Housing involved assessing quality in a representative sample of 268 homes in the country.


The evaluated houses are individual cases, processed before June 2014 to May 2015. Houses built in the years 2015-2016. The inspections were carried out in 2017-2018.

To prepare this report, inspections were carried out on the houses already built, and an interview with the beneficiary of the housing voucher or a member of the beneficiary family.

The results were delivered to the Ministry of Housing and Human Settlements and to the Mortgage Bank of Housing.

Among the main conclusions of the study were:

- About the area processed versus built area: 25 percent of the evacuated homes have areas greater than 70 square meters, that is, they have extensions not initially registered in the bond, and this percentage is significantly greater than previous audits (previously it was maintained approximately 10 percent).  That is, the amount approved by these houses was increased by 25 percent without having any registration that justified this increase.

- Approximately 11 percent of the houses could not be technically evaluated and in 20 percent of the individual houses there were difficulties evaluating the social part, that is, incomplete surveys, uninhabited, unfinished housing, beneficiaries who did not agreed to give an interview and did not allow entry into the houses.

- The study recorded that one of the houses was for sale.
