The payment of salaries and food services for the police officers who had to patrol the different activities carried out by the members of the unions in last year’s strikes the strike of last year cost the Ministry of Security ¢860 million colones (about $1,442,178), said Michael Soto, Minister of Security. Minister Soto appeared before the deputies of the Special Commission on the Right to Strike in the Legislative Assembly, where file #21049, known as the law to provide legal security on the strike and its procedures is being analyzed. According to Minister Soto, around 1,500 police officers were required by the Ministry of Security to deal with situations that occurred in almost the entire country during the strike period. "From peaceful demonstrations to blockades of roads and "tortuguismo" (referring to obstruction of the roads by the marches of the unions) that is a difficulty for the transit of people, merchandise and vehicles had to be attended," said Minister Soto. One of the biggest problems faced by the police was the so-called "tortuguismo", since there is a legal vacuum in the face of such situations, so the Minister called on the deputies had to take into account the specific term "tortuguismo" at the time to include it in the new law. The word "tortuguismo" is a popular Spanish word, from the Spanish tortuga (turtle) means go-slow or slowdown and is a reference to slowing down work or walking slowly in the street to interrupt traffic. Attending to strike demonstrations forced a decrease in the number of policemen that could work to provide security for citizens because they had to be sent to reinforce the operations on the blockades caused by the members of the unions. File #21049, known as the Law to provide legal security on the strike and its procedures is a reform of the Labor Code and has the goal of filling the gaps that, in the opinion of its proponents, exist with respect to the regulation of the strike, especially for government employees. Among the reforms that are introduced are: - Clearly define when the strike is declared illegal. |
