Amnesty on vehicle tax fines will expire March 4th

The Ministry of Finance announced that next Monday, March 4, the current amnesty, a 60 percent reduction in fines or penalties for delays in the payment of vehicle ownership tax, will expire.

This reduction applies to all types of transport vehicles - land, sea or air – on which the property tax was not paid before October 1st, 2017.

"The owners of vehicles such as cars, boats, helicopters or any other, who have debts on the property tax on fiscal periods prior to October 1st, 2017, may request the tax amnesty," said the Ministry's statement.

Amnesty applies only to the reduction of 60 percent in the accumulated amount of interest or fines for late payment of property taxes.

To request amnesty, the vehicle's owner must go to the Ministry of Finance on Second Avenue and Third Street. Identification documents and the property ownership document are required. It is not necessary to set an appointment. At the ministry, there is a department of customer support executives who will make the amnesty agreement.

If an owner lives far from San Jose, should call 2539- 4000 to request the address of the nearest Ministry branch.

In case the owner cannot go personally, there is the option to authorize a third party in writing. Call the ministry to determine the requirements for the third party authorization.

If it is not clear how much is pending payment, call and request a customer support.

As A.M. Costa Rica reported on Dec. 28, the amnesty on others debits to the government will expire also Monday March 4.

This amnesty allows people to pay all debts to the government that were acquired in the fiscal periods prior to October first 2017. The law cancels interest on the taxes owed that were imposed by the General Directorate of Taxation, the National Customs Service and the General Directorate of Finance.

According to the law, this amnesty covers those amounts originated by:

·Self-liquidating or rectifying statements presented before and during the amnesty period.

·Determinations made by tax administrations or by the Directorate of Big National Taxpayers.

·Debts that are in process of judicial collection.

·Declared unjustified increases in assets.

·Debts transferred to the Judicial Collection Department, as long as the amount of the respective professional fees and the corresponding claim has not yet been filed.

Individuals or owners of companies that have debts and interest accrued for late payments may cancel all debts with the reduction of of interest and fees.

In addition, it would apply to a reduction in the payment of penalties for delay that are self-liquidated before or during the amnesty period, and originated from:

i) debts of taxes determined by the Tax Administration or by the same taxpayer,

The amnesty on others debits to the government will expire also Monday March 4.



ii) debts determined by the Tax administration,
iii) omitted and inaccurate statements,
iv) requests for compensation or refund of improper taxes or
v) returns obtained unduly.

 The percentage reduction in the fees or interest amounts applied as follows:

-An 80 percent, from December 4, 2018 to January 4, 2019.

-A 70 percent, from January 05 to February 04, 2019.

-A 40 percent from February 5, 2019 to March 4, 2019.

Additionally, the Ministry offers a payment by parts or splitting the payment during the period of the amnesty, when the deadline established for payment does not exceed six months, includes the entire debt and is made in cash.

The payment arrangement is made in the offices of the ministry, but payment can be made in three ways:

-Through online transfer (SINPE).

-Directly in the cashier windows of these entities with only indicate the identification number.

-And the people or companies that are registered in the online system "Digital Taxation" can do it online.

In case of doubts or if you need assistance to determine how much the Ministry will reduce the delayed taxes amounts, call: 2539-4000 in extension # 1 to contact the Tax Information Center.

Another option is go to the office of the Tax Administration of the Ministry of Finance, which is located 350 meters west of the Municipality of San José, in Sabana, working hours of 8:00 a.m. at 4:00 p.m.

The Ministry of Finance does not have a bilingual customer support service.
