Government declares a moratorium on bureaucratic procedures for the next three years

President Carlos Alvarado declared a moratorium that will prevent the creation of new bureaucratic procedures, requirements or authorizations that can be requested by public offices.

The moratorium plan specifies a period of time in which public institutions cannot request new procedures or requirements to provide services to people, companies or other organizations. The declaration of a moratorium is given for three years and expires in May 2022.

According to Alvarado, "this decision, which seems simple, is fundamental to changing the way in which the procedures have been conceived for a long time, now moving from a scheme focused on controls, with excess requirements and documentary reviews, to another with subsequent verification mechanisms."

According to the government, this declaration will help to increase production, regulate the activity of public institutions, make them more efficient and make procedures easier.

However, this order does not eliminate or suspend procedures that are already established in public institutions, according to the announcement.

The only exceptions that could suspend this decree is a national emergency or when the public institution presents a new procedure that gives more benefits than an old procedure.

According to the government, with this moratorium 1,609 procedures were automatically reduced to 1,232.

This measure aims to improve the conditions for companies to obtain permits and start operations and not be punished with extended waiting times, the government said.

For example, the Ministry of Health reduced the time of approval of an operating health permit from 91 to seven business days, the government said. In some cases, this procedure has been resolved in one day, the announcement added.

The Ministry of Economy set up the email address infotramites@meic.go.cr for people who want to report procedures in public institutions which can be considered a waste of time.
