Former President Solís asks that case
of budget shortfall be investigated

Former President Luis Guillermo Solís, in a press conference, responded to the accusations made by the deputies of the Special Permanent Commission of Income and Public Expenditure, related to the investigation of the government's budget shortfall of ¢900 billion colones (about $1.5 billion).

The resolution of the deputies is asking for Solís and Helio Fallas, former Minister of Finance, to be banned from holding any public position for four years.

According to former president Solís, "the shortfall in the budget was not a theft, nor was it misappropriation of money, nor was it a subtraction of government money. Those who say that (referring to a supposed subtraction of money) are cheating people, and those who suggest that are cheating too."

According to former President Solís, he had already given the explanations of that case to the Commission in the Legislative Assembly in an interview that had lasted 5 hours.

"My government acted with absolute responsibility to prevent the fiscal deficit from hitting the pocket of the Costa Ricans in December 2017."

According to the former president, the budget for government expenditures was made by the Ministry of Finance, then it was authorized by the Central Bank and finally it was approved by the deputies of the Legislative Assembly. That was an elaborate process during which any ill intent would have been detected.

With regard to the statements made by some deputies about the budget shortage, former President Solís said that "they scared international investors who had offered sufficient credit in excellent conditions for the country."

With regard to the information from the Ministry of Finance, where it was confirmed that it lacked enough money to cover the expenses that the government would make during 2018, former president Solís said "I was never informed by the head of public credit of finance authority on a possible risk of making payments without budgetary content, he never told me, never insinuated it and never put it in writing."

In addition, Solís confirmed that he has already made the request that the Public Ministry and the General Comptroller make an investigation of the report made by the deputies.

"From now on I am at the orders of any organization that concerns me to continue collaborating with the investigation, I have not hidden, I have always been here when it comes to explaining my government management," said former president Solís.

As A.M. Costa Rica reported yesterday, the deputies of the Special Permanent Commission of Income and Public Expenditure requested that the report be delivered to the Prosecutor Office to establish the civil and criminal responsibilities of the seven persons who were investigated.

Jonathan Prendas, a deputy and president of the Commission said there is enough evidence to be able to show the possible illegal acts of both a civil and criminal nature of seven people as follows:

Former President Luis Guillermo Solís.

Former Minister of Finance Helio Fallas.

Current Minister of Finance Rocío Aguilar.

Four additional high authorities from the Ministry of Finance, Marta Cubillo, Marjorie Morera, Julio Espinoza, and Melvin Quirós.

The report was signed and approved by deputies Yorleni León, Silvia Hernandez, Xiomara Rodriguez, Franggi Nicolás, Jonathan Prendas, Luis Fernando Chacón, Pedro Muñoz, Otto Vargas, and Erick Rodríguez.

Only deputy Paola Vega did not vote for the report. She refused to vote because she considers that no money that has been lost, stolen, or used for other purposes with intentions of corruption, but only that it was money as part of a budget not authorized by the Legislative Assembly.

"It is very different to divert public funds than steal money. Here is an irresponsibly some deputies have wanted to make it seem. In 2017 budget was endorsed by the General Comptroller and the Central Bank of Costa Rica and with the support of the deputies who did not make a single change or a single motion to change this budget," said Deputy Vega.

Luis Guillermo Solís Rivera was the President of Costa Rica from 2014 to 2018. He is a member of the center-left Citizens' Action Party, known as PAC. Solís led the field in the 2014 presidential election, and won the presidency in a landslide election, earning more votes than any presidential candidate in the history of the nation.
