Government could extend current
emergency decree due to drought

The government is analyzing the possibility of extending the emergency decree, which is valid for five years, in order to face the worsening problem of drought in the country, finalize ongoing projects and decide on whether or not to inject funds that were budgeted for this year.

Alexander Solís, president of the National Emergency Commission, informed residents of the options after a tour of the province of Guanacaste* this Thursday and Friday. He was on the tour with Renato Alvarado, Minister of Agriculture and Livestock, and the two had a series of work sessions with producers, fishermen, beekeepers, and livestock owners.

Representatives of the Commission met with more than 200 producing families from Nicoya*, Santa Cruz*, El Coco*, La Cruz*, and Bagaces*, to hear about the effects of the drought in different parts of the province.

"We are working on the collection of data that allow us to demonstrate the causality of the aggravated effect of the previous drought impacts and the rainfall deficit registered in the periods prior to this dry season. That is, we had a drought in 2014 that we have not yet recovered from and this year we will be under the influence of the "El Niño" phenomenon,” said Solís.

El Niño is the warm phase of the El Niño–Southern Oscillation (ENSO) and is associated with a band of warm ocean water that develops in the central and east-central equatorial Pacific, including the area off the Pacific coast of South America.

According to the Commission if the emergency declaration period is extended, projects that were already in the process could be concluded, providing an injection of funds that the government budgeted to face the El Niño phenomenon.

Representatives of the fishing sector requested that the government pay attention to the fishing families, mainly with food in case of an eventual extension of the declaration of emergency.

Renato Alvarado, Minister of Agriculture and Livestock said that, if they were to extend the emergency decree of 2014, resources could be transferred to the Commission of Emergencies and from there could coordinate various actions to help fishermen who have seen affected by the drought.

According to the Ministry of Agriculture and Livestock, various actions have been carried out to support the farmers and producers of Guanacaste*. Among these are:

- In 277 farms, the Rational Grazing System Project with electric fences with solar panels was being executed. To this end, the farmers have been trained in the sowing of pastures and management of herds of cattle, in order to make efficient use of food resources and pasture management.

- 600 farmers have participated in 21 training activities that the Ministry organized as "Mitigation and Adaptation to Climate Change Practices."

- Installation in Nicoya* of 14 windmills with reservoirs of 24,600 liters for small irrigation and plastic tanks for human consumption. This benefits 20 producers and is developed with non-reimbursable foundations of the Fundecooperación Foundation.

- Implementation of the Underground Water Utilization Project with Clean Energies using Wind Mills and Solar Panels.

Administrative management, such as registration of wells, training in sustainable production and efficient use of water resources, is bringing water closer to livestock, protecting springs and reusing water.

- Dissemination of other techniques for the use of rainwater, such as water harvesting, is underway. In the framework of the efficient use of water, the implementation of water reservoirs and irrigation systems has been promoted.

- Provision to producers with improved seeds for the increase of planting areas and that generates availability of food for livestock in the dry season.

- Delivery of 100 chopping machines to producers throughout the Region, to maintain a forage reserve.

- Drip irrigation was installed in all the cantons, with coverage of 150 direct producers.

- One producer received storage tanks from 2,500 liters of capacity for water storage for consumption and irrigation availability.

According to the Ministry of Farming and Livestock, only 6.5 percent of the area of Guanacaste* is a wild protected areas and 93 percent of the territory is used mainly in the production of crops like rice, corn, beans, melon, and watermelon among others, and livestock.
