Country hosts the Fifth Latin
American Sanitation Conference

Costa Rica is the host country of the Fifth Latin American Sanitation Conference (known as LATINOSAN 2019), which began on Monday at the National Convention Center in Heredia*, where 1,300 people from 30 countries are meeting.
 
The inaugural ceremony was attended by President Carlos Alvarado, and Yamileth Astorga, Executive President of the Costa Rican Institute of Aqueducts, among other senior government officials.

Related to the country's commitment to water sanitation, in order to promote health and environmental well-being as a right of the population, President Alvarado said "Costa Rica is a reference in Latin America in drinking water coverage and the commitment is to continue maintaining these high-quality standards, seeking to protect the entire population in the proper collection and treatment of wastewater."

Yamileth Astorga, Executive President of the Institute of Aqueducts said that this congress will disseminate the best experiences of other countries.

The Conference opened on Monday and will end on April 3. In total, six separate meetings will be held.
 
During the conference, the "Declaration of San José" will be signed by ministers of Latin America and the Caribbean. A regional report on water and sanitation will be presented, and there will be an announcement about the new organization called the Latin American Observatory of Water and Sanitation.

In addition to Latin American ministers, the conference invited international specialists such as María Neira, Director of the Department of Public Health and the Environment at the World Health Organization, Léo Heller, representative of the U.N. on the human rights to drinking water and sanitation, Catarina de Albuquerque, executive director of Sanitation and Water for All and Eleanor Allen, executive director of the Water for People Organization.

LATINOSAN is an international event that takes place every 3 years with the aim of promoting universal access to quality and sustainable sanitation services in urban and rural areas.

As regards water quality and sanitation in Costa Rica, and as reported by A.M. Costa Rica on Monday, March 25, just 15 percent of residents have a wastewater treatment system.



   
According to the most recent report on water for human health and sanitation of the National Water Laboratory, in Costa Rica there are 4.6 million people who have potable water in their homes (92.4 percent), being the highest coverage regional level. However, only 750,000 people have safe sanitation (15 percent). That means that 85 percent of people do not have a safe wastewater treatment system.

The Costa Rican Institute of Aqueducts and Sewers, together with the United Nations Development Program, recognize the need to increase safe sanitation, as well as adaptation and mitigation measures against the effects of climate change on water sources.

"Costa Rica is recognized for the high coverage of drinking water access," said Yamileth Astorga, president of the Institute. "But we must continue with investments in wastewater treatment and treatment projects."

The report also showed a gap in access to drinking water between urban and rural areas, since coverage is 96.4 percent in the capital and 84.4 percent in rural areas.

In terms of sanitation, 13.4 percent of wastewater is disposed of in sewers that do not have a treatment plant and are direct discharges to rivers, streams, and the sea persists.

Extreme weather conditions affect water availability when they occur. For example, it is expected that, in the northern region of the country, rainfall will decrease by 35 percent in 2050.

There is also an increase in the frequency and intensity of storms and hurricanes that directly threaten the potable water infrastructure.

Kryssia Brade, an official of the United Nations Development Program, said: "climate change and the depletion of natural resources, often due to pollution, demand immediate actions to guarantee sustainable development."
