Alliance for Bilingualism trained 500 people in San Carlos

By the A.M. Costa Rica staff

More than 500 students received English language courses from the Alliance for Bilingualism (ABi) program in the northern part of the country.

Program goals are: students will certify their level of English at the end of the 12 months of training, acquire skills necessary to improve their chances of finding employment and will be part of a labor intermediation process.

President Alvarado met with 100 of these students at the National Apprenticeship Institute (INA) in Aguas Zarcas in San Carlos*.

"Imagine a group of people 10 times bigger than this, that's the number of people in the North region who will be learning English by the end of this year thanks to the Alliance for Bilingualism, 1000 people. These young people from the northern zone show us that we can do,” said President Alvarado.

The ABi program is part of the government's strategy to promote employment by responding to the characteristics of each territory.

In the case of the northern area, teaching English is part of a focus primarily on tourism, the growing trade, and services sectors and information technologies.

The government's goal is to train 1000 people from the north in the different types of programs, namely: Skills for Life, the Alliance for Bilingualism and the various training programs of the Ministry of Labor.

Minister of Labor Steven Núñez, said, "we continue to produce positive results from ABi throughout the country. These first 100 students from the north will see their occupational profile improved and they will have better opportunities to develop in the workplace. From the Ministry of Labor, we will continue promoting this type of initiatives that, in the end, will mean a significant reduction in the poverty levels of the country."

According to the Ministry of Labor, the government invested ¢78 million colones (about $129,605 in the Alliance for Bilingualism program to teach the English language, which is developed by the government, together with Fundación Aliarse, the Ministry of Education, the Ministry of Labor and other public institutions. The courses are provided by teachers from the United States.

As. A.M. Costa Rica reported on Nov. 05, 2018, the statistics of Ministry of Labor shows that speaking English means better jobs.

The Labor Ministry presented a study on "The benefits of bilingualism in Costa Rica," that was carried out by the Development Observatory of the Costa Rica University.

The study was carried out by researchers Alejandro Abarca and Suráyabi Ramírez. It is an analysis of the labor benefits of speaking English in Costa Rica and was based on an analysis of data from the statistics from the of Statistics and Censuses National Institute, from 2005 to 2017.

What stands out in the study is that people with knowledge of English have better working conditions than non-bilingual people of similar age, academic training, and social status, among others.

Regarding the salary issue, the study confirms that, on average, an English speaker receives $241 more in their monthly salary compared to a non-bilingual person even though the English speaker works an average of nearly an hour less per week than someone who is not bilingual.

Benefits are different as well. The study shows that bilinguals have 2.5 percent more holidays, 2.7 percent more possibility of having social security and 1.4 percent more aguinaldo (or Christmas bonus) than a non-bilingual person.

Steven Núñez, Labor Minister, said that seeing the results of the study, "we are clearer that we are on the right track to focus our efforts in promoting the study of this second language through the ABi and with the start of English courses with native teachers from English speaking countries."
