Government declares 2019 as the Year of Education

President Carlos Alvarado, inaugurated school year 2019 in the kindergarten named Republic of France, located in San Nicolás in Cartago*. During his speech, he declared 2019 as the Year of Education.

"2019 is the year of Costa Rican education and this school year should be a great success for the country, for children, for youth and for the entire education sector involved. It must be a great success because the country needs it. This is a goal that may unite us, and calls us to work together," said President Alvarado.

The Republic of France Kindergarten has 225 children in preschool. They participate in French language classes, have lessons on robotics, and an environmental education program that incorporates technology into the learning process.

President Alvaradao commented on the educational challenges that the country faces, saying, "we need a bilingual Costa Rica, we need a Costa Rica that successfully joins the fourth industrial revolution, we need a Costa Rica that builds capacities in the students to face the challenges of the modern world and all that range of challenges we can solve only if we work hand to hand."

According to the Ministry of Public Education, ¢1,631 million ($2,661,139) will be invested in hiring 140 teachers and ¢ 6,900 million ($ 11,258,040) in the payment of 1,880 extra working hours for teachers. This will allow service to 3,500 students this year.

Edgar Mora Altamirano, Minister of Public Education, stated, "it has been demonstrated that early childhood education is key to the cognitive, social and emotional development of children. We wanted to open the school year in a preschool to reaffirm to the students and their families the commitment to strengthen quality education in the first years of life."

According to the statistics of the Ministry, assistance to nursery level education went from 63 percent to 84 percent between 2014 and 2018.

The Ministry established that, in order to enter primary school next year, students will have to present the certificate of completion of the preschool level so parents are reminded to register their children in those levels.

According to the government, these are some of the goals that the Ministry has for this year:

- Have 987,000 students in more than 5,000 schools and colleges, public and private.

- Evaluate the performance of 66,700 teachers.

- Train teachers to improve their performance.
 
- Teach languages from the preschool level

- Install the internet in 4,659 schools.

Last year,  as A.M. Costa Rica reported, students were out of school for about three months due to the public employees’ strike. The majority of teachers are public employees.

The National Association of Teachers was on strike for 88 days from September to December 2018 and union representatives say that the 88 days of strike were difficult for union members.

In Costa Rica, there are three main unions of employees of the Education Ministry: the National Association of Teachers (ANDE), the Costa Rican Education Workers Union (SEC), and the Association of Teachers of High Schools (APSE).

The unions were on strike to protest the new tax law which was approved.

The Legislative Assembly currently has a special commission where legislators are analyzing bill No. 21.049, Law of Legal Security to Strike and its Procedures.

The Legislative Assembly reports that the new bill seeks to speed up the declaration of illegal strike, among other controls. The commission has four months to complete the analysis of the project.
