Ministry of Finance ordered special seal
for liquor bottles to avoid contraband

The Ministry of Finance published a new rule to control the sale of alcohol in the Duty Free stores in Golfito* in the southern zone of the country.

This new rule is obligatory and begins on February 1st. It applies to liquors sold Duty Free stores. In its first phase of implementation, all distilled liquors (whisky, rum, vodka, and others) that are purchased in the Duty Free stores must have a visible security permanent seal.

Rocío Aguilar, Minister of Finance, said that "with our commitment to fight against contraband, we announce this new control tool to deal with the smuggling of alcoholic beverages, starting with distilled spirits from the Duty Free stores of
Golfito*.” The ministry has identified those stores as being at the greatest risk of contraband.  

This permanent seal must contain: the QR code, the name and ID number of the importer or national factory and the following caption: “Depósito Libre Comercial de Golfito. Únicamente para uso personal. Prohibida su venta.” The English equivalent would be “Duty Free of Golfito, only for personal use, resale prohibited.”

In addition, the importer or national factory will have to provide to the Ministry of Finance with the database where the information contained in the QR code can be verified.

At some point, the same control measure could be established for other products such as wine and beer.

The updated report of the fiscal control police states that in 2018 were confiscated 562,057 bottle of liquor of various types, 913,700 bottles of beer, 135,102 bottles of whisky and 38,251 liters of ethanol.

Police seized a total of 162,125 units of products
like deodorants, medicines, and toothpastes.


During January 2019 were confiscated 20,069 bottles of liquor various types, 30,816 bottles of beer and 1,280 bottles of whisky.

Entrepreneurs who import alcoholic beverages should ask to the Ministry of Finance officials for more information on this new rule at: 2284-5000.
