Albino Vargas, general secretary of the public employees' union known as ANEP, characterized as revenge a bill being considered that would restrict some types of public employee strikes. Vargas presented himself to a hearing before the deputies of the Special Commission in the Legislative Assembly where the bill No. 21.049, Law of Legal Security to Strike and its Procedures, is being considered. Vargas said that this proposal aims to make a political charge to the working class organized in union in response to the lengthy general strike last year. "It is a very subjective bill. It even began to be drafted when the strike had not ended, so we believe that this project is being processed at a very complicated time of the sociopolitical climate of the country. We see this society polarized for quite some time. We believe that it tends to become more acute, this polarization, and this honorable commission should consider how it was that this whole procedure was developed," Vargas said, speaking for the union members. According to Vargas some experts have cataloged this project as the second labor code. "This project is revengeful, subjective, untimely, for all the social and political phenomenon of the strike against the fiscal combo and we reiterate that all this if you want to review, you should respect the whole procedure, a social, multi-sectorial dialogue, with the participation government, parliament, business and national unionism, "said Vargas. The strikes were held in opposition to tax and fiscal proposals that eventually passed into law. According to independent deputy Floria Segrega a survey made the University of Costa Rica confirmed that a little more than half of the population agrees with the strikes, but the majority of the population does not agree with all the problems that happened in the last strikes, for example the medical services that were suspended. |

"By my part I agree with the strikes, I think it is a form of demonstration. But it needs certain limitations in which it comes to ensure, and give citizens legal security, which we often see violated in this type of activities," said Segrega According to the Legislative Assembly, the new bill seeks to speed up the declaration of illegal strike, among other controls. The commission has four months to complete the analysis of the project. The strike of public employees affected the majority of public services from September to November 2018. The union headed by Vargas, the Asociación Nacional de Empleados Públicos y Privados, was a major actor in the strikes. ---- Should Government must control more the affectation on public services as consequence of lack of strikes controls?
