Government rejects accusations by Nicaragua

By the A.M. Costa Rica staff The government, through the Ministry of Foreign Affairs, rejected accusations and protests made by the government of Nicaragua alleging an invasion of a criminal group. The Nicaraguan government claimed that a criminal group, identified as the Banda de Jobo, attacked police officers Jan 17 in San Ramón, Municipality of San Carlos. Four Nicaraguan police officers died, and the claim was that the gang was operating from Costa Rican territory. “The protest of Nicaragua is rejected outright, as well as any suggestion regarding the possibility that Costa Rica has any responsibility with said facts," said the Costa Rican statement. Nicaraguan rebels, through a public domain video, claimed responsibility for the attack, which took place almost 12 kilometers from the border with Costa Rica, the ministry said. “Therefore, there are serious doubts about the authorship of the regrettable attack, its purpose and other circumstances that surround it," said the ministry statement. The ministry took exception to Nicaragua's decision to make a public statement before it officially communicated its concerns to the government of Costa Rica, Nicaragua even sent a large number of countries, international organizations and cooperation agencies their respective English translations, and this generates doubts about the intention of that statement, the Costa Rican statement said. "Therefore, Costa Rica rejects not only the protest made by Nicaragua and the alleged facts, but also any attempt by the government of Nicaragua to use this situation for its own purposes,” said the ministry. “It is a surprise that despite the existence of bi-national mechanisms to deal with a situation such as that allegedly denounced by Nicaragua in its note, it has chosen to ignore them in order to give prominence to a large-scale international media effect," the Ministry said in its statement. According to the ministry, this accusation by the government of Nicaragua is a means of diverting attention in the face of the serious political and social crisis that Nicaragua has experienced since last April. Sunday Nicaraguans marched through the streets of San José, to demonstrate against Nicaraguan President Daniel Ortega. According to the organization Nicaraguans in Exile "The theme of the march is to fight for the liberation of the Nicaraguan people, which has been repressed for many years, and to demand the departure of Ortega."

In December  during an extraordinary session of the Permanent Council of the Organization of American States, representative of Costa Rica appealed to the international community to join efforts to ensure respect for human rights in Nicaragua, as A.M. Costa Rica reported at the time. Luis Almagro, secretary general of the Organization of American States, said the organization is forced to begin the process of applying Article 20 of the Inter-American Democratic Charter to Nicaragua. Article 20 could lead to sanctions against Nicaragua or its suspension from the hemispheric bloc, though it is not clear whether the required 24 of 34 member nations would support that. The Central American nation has been mired in a political crisis since protests broke out. More than 320 people were killed, and independent rights groups accuse the government and allied, armed civilian groups of violently cracking down on demonstrations and persecuting opponents. Ortega alleges that the protests amounted to an attempted coup against him. Last month the Nicaraguan government shut down prominent non-governmental organizations and news outlets and expelled international monitors documenting alleged rights abuses. -------- Is Nicaragua on the verge of a civil war?
