Spain police crack down on cocaine smugglers
who were using Costa Rican pineapples

Spain authorities announced that they have captured the largest cocaine trafficker in the northern coast of Africa and seized a ton of drugs hidden in pineapples coming from Costa Rica.

The man is said to be the head of a family organization dedicated to drug trafficking on Costa del Sol. The family used a wide range of real estate, commercial and financial infrastructure to create an appearance of legality and to divert police and customs controls. Family resources included a large commercial presence in several West African countries and important business contacts on the Levantine coast. This allowed them to disguise their criminal activities. At sea the criminals used the commercial routes of one company to transport the narcotics from South America.

The leader of the clan, along with four of his sons and two sons-in-law, used the commercial flow of one of his companies to transport the narcotics from South America, hidden inside pineapple shipments.

Agents initially located several containers from Ecuador, bound for the port of Algeciras, and they suspected that they were transporting narcotics. Inspection revealed more than 960 kilograms of cocaine hydrochloride hidden in a shipment of pineapples.

In one of the Costa Rican containers inspected, agents then found 33 kilos of cocaine pressed in cylinders, covered with yellow wax and hidden inside pineapples.

The way in which the drugs were concealed was quite sophisticated and the drugs were difficult to detect. In the end, police officers claim to have cut thousands of pineapples in half.

A total of 11 people were arrested during the operation, which seized 180,000 euros in cash, 200,000 euros in jewelry, 15 vehicles, two pistols, and various geolocation devices.

Malaria outbreak in Nicaragua worries

Around 7,000 cases of malaria in Nicaragua have worried the Costa Rican Ministry of Health due to the risk of importing the disease into the Costa Rican territory, especially at a time when the migratory flow increases.

The director of Health Surveillance, Daniel Salas, said that a series of protocols are active to identify people from Nicaragua country with suspicious symptoms.

He added that the problem lies with migrants who cross the border in an irregular manner, and who are left out of any control to intercept cases.

"The workers in different activities that come from the neighboring country may can come infected and if they are not detected in a timely manner that could cause some trouble then yes, we are very worried," said Salas.

Salas said that part of the actions carried out are training and discussion, both with communities and with companies, so that any suspicion of malaria can be reported and given its due attention.

During 2017, there were native cases of the disease in Costa Rica, mainly on Matina, Sarapiquí, and Pital de San Carlos.

Salas explained that Costa Rica has many malaria habitats because the Anopheles albimanus mosquito lives in natural breeding places such as rivers and lakes at sites between 600 and 700 meters above sea level.

The Ministry declared a sanitary alert in September 2017 and it remains in force in order to intensify preventive and control actions.

Malaria causes sudden fever along with chills, sweating, and headaches. At first, the symptoms last up to four hours and then disappear making the patient believe it’s over. However, after two or three days, it manifests again.

Conservation System's finances hit hard
due to closure of Poás Volcano

Since April 13th , there has been a total closure of  Poás Volcano facilities due to constant eruptions that represented a high risk for visitors and officials.

This decision halted the flow of cash to the National System of Conservation Areas (SINAC), and a loss of about ¢1,066 million in anticipated revenue.

The figure was obtained by taking into account the average visitation of the previous year and estimating this year’s income based on that total and the nearly 144,000 tourists who visited the area before it closed.

The Minister of Environment, Edgar Gutiérrez, acknowledges that not collecting these funds affects not only the institution but also local commerce, but points out that a direct recommendation of the National Emergency Commission cannot be ignored.

The current rate for admission to the National Park is ¢1,000 for Costa Ricans and $15 for foreigners.

New 4.5 G mobile technology will be launched in January

The Costa Rican Institute of Electricity (ICE), through its commercial brand Kölbi, will launch the 4.5 G network as of January 2018, allowing its customers to double the speed of their mobile internet service, according to the Institution.

Over the last few  months, engineers worked on the facilities, tests and technological practices to ensure a faster and more reliable connection, with a greater bandwidth and the optimization of mobile resources.

"We have the strongest telecommunications network in the region. We want to take it to the next level, because our clients deserve the highest quality and experience in our services," said Jaime Palermo, manager of Telecommunications at ICE.

While the 4G network receives 100 Mbps in download and 25 Mbps in upload, the 4.5G service will make it possible to receive and upload information at speeds of up to 200 Mbps of download and 50 Mbps uploading in optimal conditions. To reach this capacity, the terminal and the number of users connected to the same cell must be considered.

According to German Sánchez, head of the ICE Infrastructure Division, the technical tests carried out show excellent results. "Our customers will feel a positive change while navigating on high demand sites, such as social networks, Netflix and multimedia content platforms in general," he added.

Kölbi will begin a massive communication campaign to inform consumers of the availability of this new service.

This network prepares the ground and the strategy for the arrival of the 5G, which involves a gradual development towards functional technologies. The fifth generation is projected to be commercially launched starting in 2020.

San José celebrated with local holiday parties

Thousands of people took the Avenidad Segunda in San José to attend the annual Tope and Carnival, on Dec. 26 and 27.

The Tope is a traditional horse parade where riders come from all over the country to commemorate the agricultural origins of the Costa Rican society. The local “knights” pay about $20 to have the right to ride through crowds of admirers. Beer, customary hats, and cowboy shirts are a must.

The Red Cross was on hand in case of accidents, and Guillermo Pacheco, regional director of the Red Cross said about 16 people required medical attention, most of them because of falls. Henry Vega, a well-known Tico lawyer died as a consequence of a fall.

The Carnival took place yesterday from 12:00 pm to 5:00 pm under a bright and cold December sky. Hundreds of families gathered to listen to the bands and watch the dancing comparsas move along complete with Caribbean rhythms and famous songs. The activity reportedly ran smoothly and no big security issues where reported. The Carnival is the last yearly activity organized by the Municipalidad de San José.

San José public offices will be closed tomorrow

The public employees of the central canton of San José will enjoy an extra holiday on December 29th thanks to a decree signed by the Ministry of the Presidency and the Ministry of the Interior and Police. Each year this decision is made by decree.

The holiday for public offices marks the civic celebrations in the capital, and most public institutions in the canton will not provide services that day.

According to the decree, the holiday does not include the police or any members of law enforcement attached to the Ministry of Public Security. Their work cannot be interrupted, in the interest of maintaining public order.

It also stipulates that workers of the Ministry of Public Education, the General Directorate of Customs and the National Insurance Institute, should consult their superiors about the possibility of taking the holiday.

Two Costa Rican women launch campaign to fight depression

The national singer Sasha Campbell, in conjunction with communicator Cristibel Leandro are carrying out a campaign, which under the hashtag# HablemosDeDepresión. The campaign seeks to open a space on social networks to support those who are going through a time of depression or have a more chronic diagnosis.

Depression is considered the epidemic of the 21st century. According to the World Health Organization, depression affects about 350 million people on the planet. It is believed that by 2020 it will be the leading cause of disability globally.

Both Campbell and Leandro approach the initiative from their personal experiences, convinced that visibility of the problem and open and transparent conversation about it opens the space to start the recovery and prevent serious consequences.

"When I made public my fight against depression in September of 2016, I never imagined the answer I got. Hundreds of people got to me with me not only to extend their support but to tell me about their personal struggles. It is necessary to open spaces, not only for those suffering from depression but for their family and friends, eradicate stereotypes and thus learn and heal together," said Campbell.

The prevention of suicide is also one of the fundamental parts of this campaign. One of the main causes of suicide in the country is depression. Because feeling depressed is associated with experiencing sadness, melancholy, unhappiness or hopelessness, the condition generates confusion, because all people experience these emotions at some point, although in short periods.

Wind gusts will pay a visit next week

A high pressure system is entering into the Caribbean and is expected to bring winds of up to 90 kilometers per hour to the Central Valley and the North Zone until next week, according to the National Meteorological Institute (IMN).

The effect of the strong gusts will be felt mainly in the high and mountainous zones of the central part of the nation, such as the Irazú or Santa Ana volcano areas.

The meteorologist of the IMN, Daniel Poleo, explained that the lower parts of the Central Valley and Guanacaste could register gusts between 45 and 70 kilometers per hour.

The conditions are expected to continue during this week and into the first week of January.

The windy patterns have also caused clouds and scattered rains in the North and Limon, but it is unlikely that these situations will occur in the Great Metropolitan Area (GAM) and the Costa Rican Pacific coast, according to the meteorologist.

In the Caribbean rain might reach 10-30 millimeters in periods of six hours.

The IMN recommends that people be alert for falling trees, branches, and other objects due to the high winds. Drivers are advised to drive with greater caution due to the possible presence of fog banks and objects on the road.

A proposal seeks to put negligent parents in jail

The Costa Rican Commission for Cooperation with the United Nations Educational, Scientific and Cultural Organization (Unesco) has called on the National Children's Trust (PANI) to accuse parents of negligence if they do not send their children to elementary or high school.

In its Monitoring Report on World Education 2017/2018, Unesco highlights qualities of the Costa Rican education system. Unesco warns, however, that the right to education must be judicially enforceable. At present, only 45% of countries enforce educational rights.

According to Rocío Solís, representative of the Ministry of Public Education (MEP) before Unesco, there are no sanctions in the country for parents who do not send their children to school.

The Unesco official in Costa Rica, Ricardo Martinez, said that there is also a responsibility of the government which should guarantee that educational coverage reaches a 100% percent of the population.

According to him, there are about 15,000 children of primary school age who do not attend classes for different reasons.

New tool shows tax delinquency of people and companies

The Ministry of Finance has launched a public consultation service through which citizens can check if a person or company is up to date with the payment of their tax obligations.

This is, "Tax Defaults," a site that can be accessed from click here. To obtain information, people only have to enter the physical or legal identification number, Dimex or special tax identification number.

As explained by the institution, the platform is intended for the taxpayer to know their own situation and to know who is in breach of the tax. The latter is available in order to prevent those who are not up to date from doing business with the state and to keep them from obtaining authorization from other procedures in public institutions.

"Tax Defaults" displays information that includes business name, commercial name, tax status, tax domicile, date of registration, delinquency or omission status, economic activities performed, legal representatives and tax obligations.

The institution said that the debts that are in process of judicial collection will not be displayed in the system initially, however, they will be incorporated once executed.

The list will be updated every 24 hours. When the taxpayer complies with his tax obligation or proves to be up to date and communicates it to the administration, the latter has three days to verify the information and remove the compliant taxpayer from the list.
