Coast guards rescue five  U.S. citizens from drowning
in Manuel Antonio

Five U.S. citizens, 2 Costa Ricans and a national from Turkey where rescued on Saturday near the shores of Manuel Antonio in the Central Pacific Region of the country.

According to the Public Security Minister, the group was caught in a rip current around 4:30 pm in Playa Espadilla.

The Americans rescued were aged 10, 13, 23, 24 and 47 years old, according to the report.

The two Costa Ricans reside in Cartago and San José, and are aged 22 and 25 respectively.

The Turkish tourist was reported to be 39 years old.

No one required medical attention after the rescue.

The Coast Guard officers said they will maintain high surveillance on the busiest beaches in the country while encouraging visitors to be cautious with the rip currents.

More financing options and fewer administrative hassles allow Costa Ricans to purchase more cars.  In 2008 there were 204 vehicles per every thousand inhabitants; by 2017 the figure rose up to 302 per thousand inhabitants.

The data comes from the National Insurance Institute and the National Institute of Statistics and Census.

The increase in motor vehicles (including private vehicles, cargo trucks, buses and motorcycles) coupled with poor road infrastructure and an inefficient public transport system translates into everyday traffic jams and paralyzed roads.

The director of the Traffic Police, Mario Calderón, seemed alarmed by the figure, because there has not been an increase in the number of traffic officers in the last decade and only 706 deployed through the entire country.

Calderón said that the number of officers is insufficient, as each traffic police officer should have to watch  over 1,976 motor vehicles.

Calderón said there should be at least 1,200 officers to provide more adequate surveillance. He also said there must be an improvement in road infrastructure and an expansion of lanes on the main roads and highways.

Faced with a steep increase in traffic, the country is looking for a comprehensive solution such as making public transport more attractive and discouraging the use of private transport, according to Andrea San Gil, an environmental engineer.

"The country must focus on strengthening other mobility strategies, such as restricting parking. These measures will be unpopular, but must be accompanied by efficient options. Currently the people who ride the bus are because they have no other alternative, so as soon as they can buy a car, they go for it," she explained.

A subway, a metropolitan train and an electric train stand out among the proposals of the presidential candidates. Experts say that although there are promises that are very nice, the candidates do not detail how they will implement them. Therefore, the question that the electorate should ask is, “How?”

$4.3 million in compensation delivered
by the National Insurance Company

The National Insurance Institute (INS) has already paid 482 compensations to customers affected by the Nate storm, accounting for a total of $4.3 million.

Of the compensations paid,  438 were for fire insurance, with 397 for homes, 30 for businesses and 11 for industries.

In addition, 44 cases vehicles were covered by the voluntary automobile insurance, accounting for a total of $251,000.

The cases were covered by the policies that protect customers against floods and hurricane winds.

The INS sent experts and engineers to different affected areas.  They made evaluations of property and vehicle damage, paying compensation in the shortest possible time. The areas most affected by Nate were Guanacaste and the South Pacific.

According to INS there are also payments delivered as a result of crop insurance, which amounted for 14 million colones.

Business school analyses successful social evolution
at La Carpio slums

The INCAE Business School has proposed to further study the phenomenon of social evolution in Carpio through the Cueva de luz case.

Under the name "Music with an Entrepreneurial Soul", the students of the Global MBA 2018 of INCAE will analyze the pros and cons that private entrepreneurs had to evaluate when they were presented with the opportunity to make a social investment by building a two-story building in a shanty town.

After a week of studying of the conditions, the background, the premises and philosophy of the SIFAIS foundation and the motivations that the promoters of the project raised to the investors, the students of the master's degree program will go to Carpio and share their position about building Tower 3, part of the Cueva de luz Complex.

"For me, this is the best way to say thank you for revolutionizing the term social investment, because they were guided more by an inspiring idea and a social intuition, than by the numbers that a feasibility study could throw out. What was created to build Cueva de luz, is an impressive change of investment paradigm; so it becomes an interesting object of study,” said the president of the SIFAIS Foundation, Maris Stella.

Some of the investors who supported the project will be present at the activity. Funding was also achieved through different Crowdfunding schemes that allowed promoters to obtain the resources to build this building, which, even before completion received the Grand Prix of the XIII edition of the International Architecture Biennial.

Improvement in seniors’ health services are urgent,
Ombudsman says

The Ombudsman's Office urgently requested the authorities of the Costa Rican Social Security Fund (CCSS) to implement in all its health centers the Institutional Policy for the care of the Senior Adult Personnel approved by the Board of Directors back in October 2016.

The request arose after a complaint of bad treatment of an elderly person was received in the Max Peralta Hospital of Cartago.

Ahmed Tabash, spokesman for the Ombudsman's Office, explained that the institution verified that the medical center has not yet developed an action plan for the execution of the policy.

The Institutional Policy for the Integral Attention of the Elderly of the Caja contemplates offering the elderly preferential and timely attention that results in  good treatment, based on their condition and general health. The policy includes development of a plan to let the elderly be accompanied to different services.

Study finds a gender based digital gap in the country

A study on the digital gender gap in Costa Rica was carried out jointly by the Vice Ministry of Telecommunications and the Research Center in Communication of the UCR. The study is entitled is called, “An Approach to the Digital Gender Gap in Costa Rica.”

According to Edwin Estrada, Vice Minister of Telecommunications, "The results of this study constitute an input for the formulation of public policies in Telecommunications, and at the same time, serve as material for discussion, analysis and decision-making of public institutions, private and civil society. "

The methodological approach followed to fulfill the research objective covered three main areas: the digital access gap, the digital use gap and the digital divide and professionalization. These were analyzed in a cross-section with a series of variables suggested by the empirical evidence, such as income, educational level and, the zone and region of residence.

Their results show how, despite the fact that in recent years the digital gap in access to telecommunications between men and women has been reduced, asymmetries persist according to the sex of the head of the household.

For example, between 2010 and 2016, the computer access gap between men and women was reduced by 3% however, a gap of 4% persists.

The study also shows that cultural gender stereotypes continue to constrain the use of technology by women in activities more related to family life and less to professional life.

The document shows women are still influenced by gender roles when using technology.

The use of Internet for activities regarding health care is 4.1% higher in women, contrary to what happens in the use of the Internet for content production, where the gap between men and women is 6.8%

The study also shows that  although the wage gap according to the gender has been reduced, except for the professions in the sciences, in the other professions women continue to receive lower salaries than men.

New agreement to fight sexual harassment
inside public transport

The National Institute of Women (Inamu) and the Costa Rican Railway Institute (Incofer), signed an agreement that seeks to unite efforts to eradicate violence against women, specifically near or on public transportation.

This agreement consists in an educational strategy called Triple Commitment, labeling five stations and several trains with information regarding street harassment in public transportation, as well as training on the impact of harassment in public spaces and the options for denunciation. A total of 110 officials of Incofer and the personnel of the companies that provide logistics services have been trained.

Triple Commitment was created and promoted by the Municipality of Heredia last January, when it was originally focused on the bus service.

"The signing of this agreement allows us to carry out actions established in the new National Policy for the Care and Prevention of Violence against Women. In this new policy we are committed to the issue of prevention of sexual violence, which is why we take over massive public spaces visited by women so that they can take ownership of these spaces destined for public transport," said Alejandra Mora, Minister of the Status of Women and Executive President of INAMU.

Elizabeth Briceño Jiménez, Executive President of the Incofer said that, "it is very important to raise awareness of the more than 16,000 passengers we transport daily on the train on the problem of street harassment and sexual violence against women in public transport services, in this case the train, where we do not want there to be a single case of violence against women."

"We received with great joy and pride the fact that the governing body on gender issues, recognize this contribution of the Local Government of Heredia and request replicate this initiative taking it to the train service," said José Manuel Ulate, Mayor at the Municipality of Heredia

The World Health Organization lists sexual harassment in public spaces as an act of sexual violence.

The Survey of street sexual harassment in Costa Rica, conducted in 2015 by the University of Costa Rica, showed that more than 61% of women in the country have been victims of street harassment, while the percentage of men harassed it's barely 32%

For its part, the Institute of Social Studies in Population of the University of Costa Rica, showed that 92.5% of cases of violence against women occur at home through incest, domestic violence and sexual abuse, while 3.5%  occur in the street and 2.5%  happen in the workplace.

Letter to The Editor

Dear
A.M. Costa Rica:

The “Tale of Two Couples” (posted on Friday Dec 22 edition, click here ),  tells us nothing new. It's only thinly veiled angst of an expat who must live in the central valley of Costa Rica - probably the greater metropolitan area - who has no idea of the origin of the phrase “Pura Vida!”

But, first of all, why would anyone who saves for three years to come to Costa Rica have not done enough research to know that San Jose is not a vacation destination. It's a transit hub to Costa Rica vacation destinations.

The author needs to move to somewhere else instead of bellyache about what is fairly common knowledge: San Jose is riddled with traffic congestion, disobeyed traffic laws and crime, as are many large Latin cities.

Welcome to reality. And welcome to the original meaning of Pura Vida!

The origin of the phrase "Pura Vida" (idyllic life) was made popular by a 1956 film titled Pura Vida.







The phrase was expressed sarcastically/hopefully when things went wrong, used as a phrase similar to expressing "poop happens," but all will be Ok.


Ticos immediately related to life going wrong and adopted the expression as used in the movie.

In later years, foreigners did not understand the sarcastic humor. Rather they came to Costa Rica and discovering once was then a land of endless smiles, hardly any crime, and inexpensive living, interpreted the phrase as "idyllic life" changing the term from its original meaning into its literal meaning.

Over time, Ticos adopted the "foreign" corruption of the term Pura Vida, and begin to use its literal meaning as idyllic life. It became an iconic phase representing ecology issues that were becoming popular in the seventies and now has several meanings and uses.

Costa Rica! The land of Pura Vida! in many ways....

Oh my aching back.

‘Tis the season to start seeds. So says my friend with the farm, so I am taking his advice. This morning I grabbed all my old egg cartons and planted most of the seeds I got from the US and England.

Some of them are old friends – cucumbers, spaghetti squash, and watermelon. Some are truly new to my garden. I have planted asparagus from root but never from seed so I intend to baby them as much as I can. Brussel sprouts and artichokes are also in the “never before” category.

Then there are things that I have never heard of like “Maravilla de Verano” lettuce. This one is really special and we found it in England. The lettuce was developed in Italy to grow in the warmer climates around the Mediterranean including Sicily and even Morocco. Since Metric Man loves crunchy lettuce, we thought we should give it a try.

Even the soil was special today. It is a serious mix of truly cured compost with lots of castings from red wigglers and light orange clay. Clay? This is clay brought up from the depths by my old enemies, leaf cutter ants. Clay is full of minerals and the leaf cutters bring it to the surface in tiny little bites when they dig a nest. Mix those little bites with your compost and it should give any plant a natural head start. We shall see. If you decide to try the “cutter clay,” make sure you keep it dry until you use it or it will clump. Clumping is bad, fluffy is good, so store it under cover.

My farming friend also said, “’Tis the season to prune your fruit trees.” Hey my trees still have fruit on them. “No problem,” says he. “Leave the branches that are still fruiting alone.” Well, okay. So now we have a local expert out pruning the orchard. We have to admit the citrus do need pruning (they also need to be left alone by leaf cutters), so we shall see how this all turns out.

He did have some final words on citrus. Do not top fertilize! Top fertilizing is spreading fertilizer on the ground. He says that just feeds the grass (okay we admit the grass looks good). His advice is to take a piece of plastic pipe, angle one end for easy insertion into the soil, shove it in about 6 inches and pour the liquid fertilizer directly into soil. Do that in several places around the trees and they should fruit like mad.

Okay, we’ll try it, but, oh, my aching back.

It’s a mystery that’s what it is. It’s a beautiful ginger-looking flower with a round leaf that I found in tangled undergrowth when I was out looking for orchids. Well, I love a mystery so I clipped some and took them home to see if I could find it in a book somewhere. No luck, so I put it out on the web sites where gardeners hang out. Still no luck, here it is. The leaves are fairly thick and from 3-4 inches. The flowers are vary to about 4 inches and are not perfumed. Maybe you recognize it??
