Country delays its goal of becoming carbon neutral
for 10 more years

Costa Rica had determined to become a carbon-neutral country by year 2020 but the Country Carbon Neutrality Program 2.0 was linked with the Paris agreement which set a new date of 2030.

By that date the country should reach an emission reduction of 25% when compared to 2012, when the most recent emissions inventory was prepared.

According to Andrea Meza, director of the Directorate of Climate Change, reaching that figure would indicate the beginning of the de-carbonization of the economy. According to the NDC, there would be an ongoing progress until 2080 when the goal of zero emissions would be reached.

The minister explained that when Costa Rica launched its carbon neutrality goal for 2020-2021, there was no Paris Agreement. After the agreement, world economies had to define their contributions to the goal with the objective that the temperature would not rise more than two degrees.

The previously defined Costa Rican goal for the year 2020-2021, set in the year 2005, was not zero neutrality emissions, "It’s important to point out, since the country never said it would have a net goal of zero, but it was referred to a baseline," she said.

With the Paris Agreement, the countries of the world had to present their trajectory, to move towards de-carbonization and the goal of becoming carbon neutral.

"In order to de-carbonize the economy and break the dependence on the use of fossil fuels, we have to move forward strongly in changing the current model of city and transport as a we know it. We should encourage public electric transport and non-motorized models such as bike paths and pedestrian mobility and make changes that allow us to maintain forest coverage and even take it to 70% in our territory," Meza said.

The new Carbon Neutrality Country Program 2.0, presented in September 2017, shares a longer-term vision based on the advances it is hoped will be achieved in three different milestones of the Nationally Determined Contribution: one in 2030; another in 2050; and, finally, another in 2080.

Andrea Meza explained that the first stage is raising awareness of the problem and looking for voluntary adherence to the plan.

"There are more than 90 companies trying to reduce their carbon footprint in agriculture and livestock, with a civil society that cries out for transportation to be electrified," said the Director.

“The country is ready to enter a transition process. In countries like Germany, the most expensive processes is to de-carbonize electricity, but here that milestone is already achieved," said Meza.

A World Bank project allows several types of training in the Program, necessary for organizations to comply with the new rules. Laura Mora, adviser to the Directorate of Climate Change, said in the first stage companies are already registered and others remain interested.

This workshop lasts five months and costs $ 200 but, as soon as it is completed, half is returned to the company and the remaining $100 is held by the program.

Former Magistrate charged with rape walks out free

The lack of solid evidence kept former magistrate Óscar González from being sentenced to 40 years in prison on three charges of rape against a female judge who was once his student and with whom he had a romantic relationship.

The ruling was made public on Monday in the Heredia Trial Court.

The in dubio pro reo principle establishes that when judges are in doubt of someone’s guilt, they must respect of the constitutional principle of innocence and cannot make a ruling of guilty.

This was the reason given by two of the judges of the court, Víctor Cruz and Marianela Vargas. The third member of the body, Katherine Chaves, considered that there was enough evidence to convict the ex-judge.

Although the content of the sentence will not be announced until January 8, Francisco Dall'Anese, defense lawyer for the ex-magistrate, said the court's decision is in line with the defense's approach, which claimed the offended woman's arguments were contradictory.

Quirós denounced González in 2012 claiming harassment and rape before the Office of the Prosecutor. At that time, she worked in the magistrate's office.

In mid-2013, the Plenary Court agreed to request the magistrate be dismissed for gross misconduct. One year later, on July 28, 2014, 53 legislators voted to revoke the magistrate’s appointment, an unprecedented decision in the history of the country.

The trial began on October 9th. According to the criminal complaint, the sexual assaults took place between 2001 and 2009, when "the student-teacher relationship evolved into a romantic relationship characterized by sexual encounters," according to the Public Prosecutor's Office.

The case caused Magistrate Gonzàlez to be dismissed from his position.

"He used the victim as a sexual object," said the Prosecutor during the process.

Dall'Anese pointed out that an appeal by the Prosecutor's Office would be "a waste of time", since the accusation is weak. As for the possible actions that could be taken by González administratively regarding his dismissal, the lawyer said that we will have to wait until the sentence is firm to assess the situation.

Authorities recover fuel from stranded ship

The extraction of fuel from the ship Yicel stranded in the South Caribbean since last week, ended successfully yesterday afternoon, according to the Ministry of Environment and Energy (MINAE).

A system of interconnected pipes injected water into the ship and pumped out the fuel.

According to the MINAE, personnel in charge of the work monitored the ship in order to ensure that no drop of diesel could escape and affect the ecosystems. Removing the 6,000 liters (1,600 gallons) of diesel and 15 liters of hydraulic oil on the ship took almost 18 hours.

Representatives of Coast Guard, SINAC park rangers, Talamanca Public Force, RECOPE, Firemen, National Emergencies Commission, MOPT and the Shipping Agency Atlantic Shipping,  managed to correctly and safely remove the diesel from the ship. The ship can now be towed from the beach and will be transported to a safe harbor by Atlantic Shipping.

Authorities seize illegal gun powder

During the weekend, he Border Police stopped a truck in the area of ​​Tuba Creek, in Talamanca, Limòn, and discovered it contained illegal gunpowder in the form of fireworks.

In total, the authorities seized 85,290 units of gunpowder believed to have come from Panama, according to the director of the Border Police, Allan Obando.

The parcel truck was driven by a Costa Rican. Among the fireworks that they found there were dynamite quarters and triangles, as well as makeshift bombs, which can occasionally cause serious injuries due to their high destructive capacity.

The case is being investigated by the Bribrí Prosecutor's Office in Talamanca. The Weapons and Explosives Law establishes penalties of 3 to 7 years in prison for those who acquire, trade, transport, store or sell pyrotechnic articles without having the necessary permits.

Lottery winner threw his tickets in the washing machine

A man from San Jose arrived at the lottery office to claim his price quite worried that his tickets with the winning number would not be accepted.  He had left them in his clothes and they looked shiny and a bit battered after spinning in the washing machine.

In the end, though, he had no major problems getting the ¢200 million he won.

"This person was quite worried because the issue was whether he was going to be paid or not," said the Marketing Manager of the Social Protection Board (JPS), Claudio Madrigal.

The Board did not give more details of the winner.

In total 59 tickets have been cashed, 31 in the own offices of JPS and 28 in the Bank of Costa Rica and Coope Alianza.

The maximum number cashed by one single person was five, as of latest report.

The Gordo Navideño, the local name given by Costa Ricans to their holiday lottery, was distributed in the seven provinces of the country with more than 50 tickets being sold just in San José. Alajuela and Cartago account for 25, in Limón and Heredia 20 and Puntarenas and Guanacaste, 10.

Winners of the raffle will be showing up discreetly in the following days and weeks.

The biggest prize is ¢ 40 million per fraction, and a total of ¢ 1.600 million if someone has the Entero, meaning tickets with a 2 digit number and the series.

During this Christmas raffle, 95% of the total tickets were sold.

Social Security will carry out extraordinary
measles vaccination campaign

Measles is a very contagious and serious disease, which is transmitted very easily through the coughs and sneezes of infected people.

The ease of contagion makes it important to have good vaccination campaigns. For this reason the Costa Rican Social Security Fund (CCSS) proposes an additional vaccination day for next year.

In some cases, people who are vaccinated fail to develop antibodies for the disease and need to be re-vaccinated.

Doctors of the Immunization Program of the CCSS say about 10% of children who are vaccinated every year are not protected against this disease.

Leandra Abarca, coordinator of the program, explained that in this group there are parents who do not vaccinate their children due to the "anti-vaccination trend,” without realizing the serious damage they are doing, not just to their children, but to general population.

The new campaign seeks to reduce the number of people in the vulnerable population and raise awareness of the importance of vaccination. It is the only way to reduce the risk of serious complications caused by this virus, which include blindness, encephalitis, severe diarrhea, ear infections and pneumonia, according to the CCSS.

Liberia's airport to have its first cargo terminal

The construction of a cargo terminal in Liberia was announced yesterday by  general Manager César Jaramillo.

He explained the project has a cost of two million dollars for materials and the purchase of necessary equipment to meet the minimum requirements of the National Customs Service.

Initially, the plan will cover an area of ​​500 square meters, but its modular design will allow it to be extended to up to 1,500 square meters.

The terminal will receive the cargo from the same commercial aircraft that currently arrive at the airport.  Future plans have the terminal handling export and import products to facilitate their distribution in Guanacaste, Puntarenas, the Northern Zone of Costa Rica and southern Nicaragua.

"We can take advantage of the road infrastructure that exists in this part of the country so that it arrives faster not only to the airport but to the final destination," the manager said.

The project was inspired in part by a desire to boost the economy in the region. The facility will serve current companies but it is hoped that entrepreneurs will be encouraged by the service and start new companies in the area.

The project has been interrupted several times for commercial reasons, but the delivery date is maintained for mid-January, as scheduled.

Currently the infrastructure is receiving wall renovation,  the installation of security cameras, LED lights and an internal meshing, which must be inspected and validated by the customs authority before proceeding with the installation of equipment.

The new facility includes a bearing system for the transfer of the load and an X ray system for verifications, which allows for the visualization of objects in three dimensions.

"We are very happy with the positive effect that airport has had on the tourism sector, because there are many jobs, there are many businesses of all kinds that have been generated in this area," added Jaramillo.

Bureaucracy is unbearable, according to the private sector

According to experts in the area of ​​construction, over the last four years the country has experienced a setback when it comes to ease of new investments.

Franco Pacheco, president of the Costa Rican Union of Chambers and Associations of the Private Business Sector (Uccaep), estimated that the issue of too much paper work, "is worse than it was before."

"Sometimes, meeting all the requirements, in some municipalities or cantons, is practically impossible. We are in retreat," said the leader of the private sector. He added that the bureaucracy has not decreased, in fact, it has increased.

To him the perfect case is the new matrix of the National Service of Groundwater Irrigation and Drainage (Senara), published on October 12th.

"Now one can be stopped not only by the National Environmental Technical Secretariat (Setena), also by the newly National Water System," he complained.

Randall Murillo, Executive Director of the Costa Rican Chamber of Construction (CCC), agreed with Uccaep's position.

For him, all progress made with the digital processing platform -APC-  is overshadowed  by the start-up procedures that the investor must carry out, such as land use, Setena permits, and availability of the water.

For Pacheco, drowning in the procedures generates uncertainty because it prevents people from knowing when the work will begin. "This translates into financial costs for infrastructure and construction. It is very regrettable," said Uccaep's chief.

In addition to this, it discourages investment in the country and the generation of jobs in the construction sector declines, Pacheco added.

Too much paper work could be negatively affecting the construction sector, according to its representatives.

 
"We call on the new government to assume this issue as one of national priority, in the sense that a real simplification of paperwork has to be generated," Pacheco concluded.

Geannina Dinarte, Minister of Economy, refused to accept those arguments.

"This is the administration that has simplified the most procedures in the history of this country," she said.

Dinarte made a call for participation to the private sector, since in recent weeks, the consultations for regulatory improvement were open for the year 2018 and only the Chamber of Shipping Companies showed up.

"It is surprising that when we are giving transparency, when we are trying to guarantee that procedures are improved, the private sector does not participate," added Dinarte.

Pococí leads in Zika cases

The canton of Pococí stands out as the most vulnerable in the country in terms of the incidence of Zika infection with 542 registered cases.

This is confirmed by the most recent Epidemiological Bulletin by the Ministry of Health, while other importantly affected regions are Siquirres (435), Guácimo (272), Matina (157), Orotina (69), Esparza (96), among others.

A total of 2,391 cases have been reported.

This infection is caused by the bite of the Aedes aegipty mosquito, which also transmits Dengue and Chikungunya, and can cause mild fever, conjunctivitis, skin rashes, headaches and joint pain.

The associated complications include seven cases of Microcephaly associated with Zika.
