Tico kids and teenagers with the best internet access
in Latin America

Children and teenagers from Costa Rica lead the list of Latin American countries with internet access, according to the latest State of the World's Children of the United Nations Children's Fund (UNICEF).

The 2017 study focused on the interaction of minors with the digital world, and the Ticos stood out at a regional level, as the penetration of the service is 95.5%

According to the 2016 report of the Institutional Program of the Information and Knowledge Society (PROSIC), 87.6 % of Tico teenagers say they have access to the web in their homes and 97.1 percent of those surveyed say they own a cell phone with connection to the internet.

This group uses the tool to access social networks, YouTube, use chat services, visit pages to download music or programs and play games.

Internet access in the country grew by 440 percent between 2010 and 2015 while mobile access increased 690 percent in this same period. This change was heavily influenced by the opening of the telecom monopoly in 2011.

At a Latin American level, the use of the Internet reaches 53 percent of the total population, and it is the young people who take the most advantage.  The average age of internet users is 28 years and their interest are mainly linked to social networks.

In countries such as Nicaragua, Honduras and Guatemala, the connection is very low, and only 30 percent connect at least once a day.

According to the study, UNICEF sees internet access as a digital opportunity for children and adolescents to develop better connections to their environment. The study does not suggest that there is no role for family and civil society.

One of the recommendations made by the report is to protect the privacy and identity of this population in web platforms, as well as the development of a policy that establishes the role of every actor in the communication process so that it will be safe.

Four people are killed in a car accident

The collision between two light vehicles that occurred on Tuesday morning in Quepos has left four of the seven occupants  dead.

Andrés Céspedes, supervisor of the Fire Department, reported that one woman, who was seven months pregnant, suffered cardio-respiratory arrest. She was being transferred to the Max Terán hospital when she died.

Katrina Barquero, doctor of the medical center, explained that they received four patients: the deceased woman, two minors aged 11 and 16 years and  a man who remains in the stable condition and appears to be out of danger.

The accident occurred on the Portalón River Bridge. After the impact, one of the vehicles went off the bridge and caught fire. All three people in the vehicle were dead at the scene after being severely burned.

Authorities believe the accident could have occurred due to speeding.

The Judicial Investigation Organization picked up the bodies and sent them to the judicial morgue, located in Heredia.

Road closures scheduled on Friday in San José

The Municipality of San José and the traffic police will take special care to enforce vehicle control, closures and road regulations as of Friday noon, due to the Festival de la Luz that will take place on Saturday.

As of 12 pm, workers advise that all the equipment for the event go to the south side of La Sabana.

Up to 200 officers will participate in traffic control and regulation on Friday.

The Ministry of Public Works and Transport has asked drivers to be attentive to the large vehicles parked on the side of the recreation area.

At 6 o'clock Saturday morning there will traffic officers in the Paseo Colón and 10th Avenue (the street in front of the Municipality). Second Avenue and Paseo Colón will remain absolutely closed as of Saturday noon.

Further controls will be implemented in the General Cañas highway in order to divert the vehicular flow coming to the capital by the Circunvalación route. There will also be controls at the intersection of Hatillo 8.

Regarding the diversion of motor vehicles by the Circunvalation, authorities remind drivers that the National Road Council is currently performing maintenance road from La Uruca to the Los Anonos crossing, so traffic conditions could worsen when vehicles are diverted from other areas. 

It is recommended that drivers not enter the capital through the General Cañas Highway.

The arrangements for the Festival de la Luz include the creation of emergency lanes, mainly to the Children's Hospital and the San Juan de Dios Hospital.

The Festival de la Luz is a major event that usually overwhelms the roads, so public transportation is encouraged.

From the east there will be an exclusive lane that begins in Plaza González Víquez. In the south there will be control for emergencies from the railroad to the Pacific sector and in the case of the east, the lane will be from the General Comptroller's Office of the Republic passing through the Paseo Colón itself, from the statue of León Cortés.

Authorities emphasized that, although some streets will be closed, parents should keep an eye on their children, and not let them walk freely on Paseo Colón or Avenida Segunda, as they could get lost or be be struck by an emergency vehicle. Dressing them in light colored clothes also helps to make them visible, especially during the evening hours of the event.

Traveling to San José by public transport on Saturday is a better idea than entering the capital by private car, authorities added.



Crack addiction has a female face in Puntarenas

The latest report from the Costa Rican Institute on Drugs (ICD) shows how women are being heavily impacted by crack addiction.

This is the first time that statistics on drug use in a specific province are led by women. This drug usually affects the lowest economic levels of society due to its low cost, and generates a strong addiction, according to Guillermo Araya, director of ICD.

"In the province of Puntarenas it is urgent to generate employment focused on women to prevent the consumption of crack that is occurring at the lowest social levels," said Araya. "We must reinsert them into the education system, give them technical training and a source of employment."

Authorities say that social pressures are one of the main factors that push locals into this vice although links have been established when the user has family members who are in jail.

The study also says that in Puntarenas the phenomenon can be explained by how cocaine shapes the drug traffic in the area.   "There is a high probability that payments for services are made in cocaine and that cocaine is fully monetized through the sale of crack to local consumers," according to the study.

Araya said that another concern is that in Puntarenas lacks centers to provide treatment to addicts.

"Prevention is the way. We have to take care of these girls, the sooner the better," he explained. During 2016, authorities seized more than 229,000 doses of Piedras, the local name for crack cocaine.


Araya pointed out that the report seeks to improve statistics so that government can better design public policies that will generate a positive impact on society.

"The idea is to have specific actions for each canton and for each population. Costa Rica cannot have a universal model of prevention because each canton and even every district has particularities. That's the important thing about having the data, because it creates an alarm but it shows us the route," he added.

Turmoil between bishops and government
after halt of mass broadcast

The bishops of the Episcopal Conference of Costa Rica have expressed their rejection of the decision taken by the administrators of the National Radio and Television System (Sinart) to remove the Sunday broadcast of the Catholic mass and rosary from their programming.

"As citizens and as pastors of the people of God, we address you, Mr. President, as head of the state, because your constitutional and moral authority is an example for the entire public administration, and we humbly ask you to interpose your good offices so that so great evil to the inhabitants of the Republic and especially, the Catholic citizens is reversed.  Thus the Sinart media can be truly at the service of the people," they said.

The claim was made in an open message addressed to the President of the Republic, Luis Guillermo Solís, in which they also question the alleged censorship of the channel to name the Virgin of Los Angeles as "Patron of Costa Rica".

"The criterion on the transmission of religious content in the media of Sinart, dated in October 2017 prepared by the official Nathalia Rojas Zúñiga, wears apparent technical justification, a biased decision, with overtones of authoritarianism and clearly counterproductive to the interests of Costa Ricans, "says the letter signed by Archbishop José Rafael Quirós and seven other bishops.

In the opinion of the religious leaders, Rojas's criteria used "an apparent religious 'neutrality' of the media" to disrespect the rights citizens have to exercise their religious beliefs within the framework of respect, tolerance and the law, including in the media owned by the State.

The bishops felt that a public official should not be allowed to use the institutions of the state to prevail in his opinions or convictions.

a privately owned catholic radio station.



The letter insists that the decision taken under this technical criteria, "becomes not only illegal, but contrary to ethics, since it does not pursue the common good." It is aimed at making personal opinions prevail against situations of vulnerability such as seniors who cannot leave their homes or shelters, those deprived of liberty, hospitalized patients and people who live far from population centers.

The prelate also asked the President to interpose his offices to reverse the decision of the Sinart authorities. However, the president has said that although he is against the measure, the state channel has autonomy.

Peceras Marinas, a new project at
the Marine Park in Puntarenas

The opening ceremony of the Peceras Marinas project occurred on Friday the 8th. The project was executed in the Marine Park in Puntarenas.

The work consists of two large marine fish tanks and a pond for rays, designed for visual appeal and to teach about the marine-coastal resources of the Pacific in a dynamic and interactive way.

This initiative had an approximate cost of 281 million colones.

The project includes a cylindrical marine aquarium, a unique in the country, with an approximate capacity of 7,000 liters, and walls reinforced with a thermoformed acrylic 6 cm thick.

One of the tanks measures 2 meters in diameter and 2.44 meters in height and will provide a safe environment for the collected species. The cylindrical fish tank was placed on a pedestal about one meter high.  Among the marine species that will be exhibited are the idolomors, chest fish, surgeons, ladies, butterflies and courtly angel.

The project also includes a rectangular marine aquarium of acrylic and cement: its volume is approximately 7200 liters and its walls that are reinforced with a thermoformed acrylic.  This fish tank contains species such fish as popeyes, marine puffer, black and green puffer, giant hawk, old stone, ruby ​​and ringed puffer.

The pond for rays  is unique in the country and has a volume approximately 32 cubic meters of water. It is composed of a pit of two levels of depth with a slope of 5% and a depth of 1.22 meters. The pond is huge and includes viewing windows.

"It is expected that the three new marine fish tanks will promote an increase in visitation to the Marine Park of the Pacific; the project is an initiative that strengthens the large number of attractions offered by the park," said Róger Ríos Executive President of National Institute of Pacific Ports.

The project seeks to raise awareness of the marine resources in the Pacific.

"During these years we have sought to position the Marine Park of the Pacific as an engine of marine knowledge, also as a space to raise awareness of the impact we cause the ocean, today we place three new attractions that we hope will bring visitors to the Park. This awareness will add voices to the conservation of marine ecosystems and their species," said Fernando Mora, Vice Minister of Water and Seas.

Schools and health centers face a shortage of psychologists

The Colegio de Profesionales en Psicología de Costa Rica (CPPCR) has warned about the shortage of members in areas such as health and education where early intervention by psychologists can prevent mental illness and social problems.

In the case of educational centers, the institution considers it necessary for each school or high school to have at least one psychologist who provides guidance for the work carried out by the teachers and counselors.

The president of the CPPCR, Waynner Guillén, explained that situations such as bullying, cyber-bullying or depression in students could be prevented with a greater presence of psychologists in the education system.

Guillén also said they calculate a shortage of more than 900 psychologists in the Basic Teams of Comprehensive Health Care (Ebais), which constitute the first phase of medical care for the population.

According to Guillén, solving this deficit would help to reduce the waiting lists in hospitals.

2,500 new jobs expected for next year

The commercial sector expects to generate more than 2,500 new formal jobs next year. The figure is based on the hiring and investment expectations of the companies, as reported the Chamber of Commerce of Costa Rica.

"Within the aspects to emphasize next year is the participation of Costa Rica in the World Cup, an event that comes to boost the economy, increasing the consumption of food, clothing, shoes, and TV sets mainly. It is expected this time there will be a behavior similar to that observed in Brazil 2014," explained Yolanda Fernández, president of the Chamber

This sector remains the largest employer in the country, with more than 257,000 workers, representing 14% of the total workforce. In addition, it contributes 19% of contributions to social security, becoming the largest contributor.

During 2017, this sector showed a growth of 3.3%, where sub-sectors such as food, beverages, tobacco and electrical and household products showed growth rates of over 4%, mainly due to improvements in marketing strategies and opening of new points of sale.

Facing the upcoming electoral year, the Chamber of Commerce identified 4 priority areas which it claims must be present on the agenda of the next president of Costa Rica.

These issues are Informality, Illicit Trade, Competitiveness and Trade Facilitation.

Merchants expect the World Cup to boost their sales, the economy and their payroll.

The sector developed a document called Policy for the Commercial Sector which discusses the problems of each item and their suggested actions to solve them.

There is also concern among merchants about the possible approval of new taxes, as taxes reduce investment and change hiring expectations.


"The position of the Chamber of Commerce is that the tax burden should not be increased without first having approved significant expenditure control measures, equivalent to the proposal presented by the government in terms of collection," said Alonso Elizondo, Executive Director of the Chamber.

Inmates will have a vote in International Film Festival

Two inmates will be part of the jury that will choose the special public prize for the best Tico short film at the International Film Festival of Costa Rica.

On Monday, Cecilia Sánchez, Minister of Justice and Peace, signed an agreement with the Institutional Care Center (CAI) Luis Paulino Mora Mora in San Rafael de Alajuela, adding CAI as another venue for the festival.

"Access to art is also an essential element in the construction of human development tools," said the minister.


According to a press release from the Ministry of Justice, the objective of the agreement is to promote cultural film enrichment for the incarcerated population by allowing the screening of Costa Rican works.

The International Film Festival will include inmates for the first time.

The screening of the short films started yesterday and the winners will be chosen next Saturday.

According to Sánchez, the prisoners have received training in cinematographic appreciation throughout the year, from the Costa Rican Center for Cinematographic Production.
