Unusual wind gusts hit the country
as authorities declare yellow alert

Four deaths, floods and landslides, blackouts in several communities and a sunken vessel are some of the damages caused by a Frente Frío, gusts of wind that hit the country as of Sunday Night after descending from Mexico.

Among the deceased is a man who was dragged by the current of the Sarapiqui River in Turrialba when trying to cross a river.

The person in charge of the Municipal Committee of Emergencies of Turrialba, Luis Estrada, the body found on Monday belongs to the who person disappeared on Saturday

Three other deaths were reported over the weekend: a cyclist who was hit by a falling tree and two Swiss tourists who were killed when a tree fell on the cabin where they were sleeping. 

A CNE spokesman stated that 322 incidents had been reported throughout the country as of yesterday afternoon, all of them linked to strong winds, landslides and floods.

The most affected provinces are San José, Alajuela and Puntarenas. In those areas, 47 houses were left without roofing, three schools had to close and a ship was sunk.

The CNE maintains the yellow alert for most of the country, with the exception of the Central Pacific and South Zones.

The electricity supplier Conpañía Nacional de Fuerza y Luz (CNFL) reported that 25,000 out of 35,000 services have already been restored. The problems included 30 broken electricity poles and 13 fallen ones.

The National Meteorological Institute (IMN) reported that the cold conditions will continue at least until tomorrow.

The gusts also affected the docks of APM Terminals in Moín, Limón, where the access to the artificial island was flooded on Sunday.

According to Freddy Serrano, spokesman for APM Terminals, the concessionaire of the work, what happened is, "nothing out of the ordinary,” making it clear that there are no major losses.

The weather conditions forced the suspension of  inspections that the government was going to carry out on route 257,  which connects with the docks.

A freighter ship 41 meters long and loaded with more than 1,000 gallons of fuel wrecked at 4 pm Sunday  4 pm at Manzanillo beach in the southern Caribbean, 80 kilometers away  from the city of Limón.

The ship called Yisel, from Panama, was heading to the docks of Limón but suffered a breakdown in its hull.

The crew, faced with the danger of sinking offshore, crossed the reef and intentionally ran the ship aground at the town of Manzanillo.

The director of navigation and security of the MOPT, Dario Zúñiga confirmed that the cargo ship was intentionally beached and pointed out that authorities of Health, Sinac and Migration are already on the site.

"Now the most important thing is to remove the water to properly assess the damage and ensure that there is no contamination of the 1,000 and 1,600 gallons of diesel.

We are working very carefully now because the forecast says that tomorrow we will have strong tides in this area," Zúñiga said.


Yesterday afternoon, personnel of the shipping company that owns the vessel, Atlantic Shipping, began to empty the water that had entered the ship and then welded an iron plate over the hull breach so that they can safely remove the vessel from the beach.

The ship ended up on a beach near the Hotel CongoBongo and caused great turmoil among the residents of Manzanillo, a coastal community that derives its income mainly from ecotourism.

New law will oblige all public institutions
to endorse their own contracts

The initiative, called the Law on the Endorsement of Public Administration Contracts, is a proposal of the Office of the Comptroller General of the Republic (CGR).

The project establishes that the public administration must grant the endorsement and that it will be in charge of the legal advisors of each institution, but in no case will the internal audit offices assume this role.

Currently, 10% of endorsements must be resolved by the Office of the Comptroller General of the Republic.

According to the text, the request for endorsement must be resolved within a period of 25 business days in the case of public bidding and 20 business days in the remaining cases.

All endorsements, however, must be made in accordance with the guidelines issued by the Comptroller.

The proposal also introduces administrative sanctions when a public institution does not comply with the obligation to endorse its contracts. Sanctions include a written warning, suspension without pay or stipend for up to three months or dismissal without responsibility.

It also obliges contractors to verify that the contract is endorsed, otherwise they will be subject to sanctions, including non-payment of the contract.

The public administration may grant the endorsement through the electronic means established by law.

According to the project, the Comptroller would not lose its power to carry out a subsequent inspection.

The proposal law aims to speed up the contracts and purchases of the state.

"The Office of the Comptroller General of the Republic may supervise any aspect related to the exercise of the endorsement made by the Public Administration, including the internal control schemes that may be applied. For these purposes, the Office of the Comptroller General of the Republic will require all the necessary information from the Administration, who will have the obligation to provide it within the time indicated," the CGR explained on a press release.

The proposal is pending Legislative Plenary approval it in second vote, voting that will take place this week.

Costa Rica lacks education on human rights

The country lacks proper education on human rights, despite housing the headquarters of the Interamerican Court on Human Rights, according to Monserrat Solano, national Ombudsman, who was reflecting on the International Day of Human Rights that took place on Sunday, December 10th.

The day is celebrated as the anniversary of the issuance of the Universal Declaration of Human Rights on December 10, 1948. The Declaration contains 30 articles that promote peace, freedom, equality and justice.

Solano’s tone was critical but he admitted that there is a national legacy that seems to sanction discrimination which can be seen in treatment of the elderly and people with a disability. He also noted that there is a legal vacuum around the issue of human rights.

With a critical tone and accepting that the legacy of previous generations was very valuable in this issue, the Ombudsman points out that in the country there is a legal vacuum to sanction discrimination, a clear example that is demonstrated in the older adult population and with some type of disability.

  80 complaints of sexual harassment occur annually
at the Ministry of Public Education

Each year, on average, 80 complaints of sexual harassment are registered in the Ministry of Public Education (MEP). Between 2012 and 2016 the increase in the number of complaints was 95%, going from 60 to 117.

The data include a few cases in which the victim is a public officer and the victimizer is a student, but, in the vast majority of cases, the complaints involve a teacher and a female student.

The director of the Women's Area of ​​the Office of the Ombudsman, Gladys Jiménez, expressed concern about the number of victims of gender violence in schools and high schools.

The Ombudsman’s office is in charge of statistics of sexual harassment in public institutions and has the obligation to notify the appropriate parties about all the complaints and resolutions about this type of aggression. This is stated in Article 7 of the Law Against Sexual Harassment in Employment and Teaching, which dates from 1995.

In this regulation, sexual harassment is defined as all sexual behavior unwanted by the person receiving it, especially if it is repeated and causes harmful effects. Some of these behaviors are lascivious looks, groping, homophobic comments, and gestures or jokes of sexual connotation.

In the MEP, they ensure that harassment cases are dealt with by a special protocol that seeks to protect the student.

Harassment in public schools and high school increased 95% in four years.

The coordinator of the Office of the Comptroller of Rights of the Ministry, lawyer Laura Chacón, explained that the investigation is reported to the Department of Disciplinary Affairs and to the National Children's Trust. If a secondary crime is involved, it is also reported to the Public Ministry.

Chacón also stressed that the victim is given psychological attention and assistance from a social work professional.

Throughout the public sector, 4 out of every 10 complaints of sexual harassment result in a penalty for the one designated as an aggressor, ranging from a written warning to dismissal.

Exploring the field of agricultural robotics

The combination of knowledge in agronomy and Mechatronics of three Ticos, a Nicaraguan, a American, a Colombian, an Ecuadorian and a woman from Tanzania should put Costa Rica at the forefront in the development of agricultural robotics.

Trascending Technologies is an enterprise based in Costa Rica whose objective is the development of robots for agriculture. The enterprise includes ten specialists participate, among them the Master in Agribusiness Innovation from the EARTH University, Juan Manuel Zamora,.

The company, which is still being formed, already has two orders from Ecuador.  Agro businesses there want a device for the triple washing of agrochemical containers, a process which would reduce the risks of pollution.

This will be the first of two automated systems that the company will develop when it enters into operation in February, as scheduled.

The other robotic system was developed by 23 year old Zamora, a Nicaraguan native. It was part of his thesis in Agribusiness Innovation, a new field with a total of only seven graduates worldwide. Only Zamora and American Evan Daily have graduated with honors.

This Nicaraguan focused on solving the inefficiency in the process of sowing seeds in trays, which are then transplanted to the ground.

There is currently a high mortality rate in the seedlings due to inaccuracies in planting depth when the seeds are planted manually. The system also speeds up the time it takes to plant a tray of seeds.

The innovative machine transports the trays on a band, passes them through a hopper with a substrate and fills them, and then passes them to a system that sterilizes the soil with  ultraviolet lights to eliminate pathogens or fungi present in the substrate or trays. The seeds are then placed in the tray and covered to a perfect depth ready to be taken to the fields.

The Seedbot is designed to be easily manufactured anywhere in the world.

The traditional method takes approximately 7 minutes, while the robotic solution developed by Zamora takes 40 seconds.

The SeedBot, as the instrument has been baptized, allows a farmer to plant one hectare of lettuce with 33 thousand plants in two hours, while with manual labor it would take three days.

According to Zamora the technology "was designed to democratize access to robotic technology in agriculture, since it has been developed with easily obtainable parts in any city and does not require expensive engineering parts that can only be obtained abroad at very high costs, while the SeedBot is designed for the reality of small and medium producers in Latin America, Asia and Africa, as well as associations of small producers and seedling sales companies, which will be able to offer this service to their affiliates and customers at a much lower cost while multiplying their production capacity. "

So far, the first prototype of the SeedBot has a cost of $25,000. The aim is to make it more accessible for medium producers, associations and cooperatives, in an unprecedented milestone in Latin American agriculture.

Alajuelita finished its first cultural inventory

The results of Alajuelita’s cultural inventory identified 181 artists or cultural workers (109 women and 72 men) living in the area, 38 cultural groups, 25 community organizations and 28 spaces for cultural use

To collect the data, 272 information forms were collected and processed: 18 corresponding to the San Antonio district, 87 from San Felipe, 50 from San Josecito, 36 from Concepción and 81 from the central district of Alajuelita.

Of the forms collected, 181 fulfilled the necessary requirements to be admitted to the Cultural Directory of Sicultura, which contains more than 3,500 information sheets on cultural resources from all over the country and which constitutes an excellent tool for dissemination and promotion of art and culture at the national level.

Cultural resources that pass to Sicultura are as follows:
-Artists and workers of art and culture, 109
-Cultural groups, 24
-Community organizations, 21
-Infrastructure or spaces for cultural use, 26

The findings were disclosed in front of the Municipal building.

This approach to the Alajuelitean culture had the active participation of the Culture and Economy Unit (UCE) of the Ministry of Culture and Youth (MCJ) and its Cultural Information System Costa Rica (Sicultura), the Municipality of Alajuelita and community leaders of the districts San Antonio, San Felipe, San Josecito, Concepción and Alajuelita, according to the Ministry.

The cultural resources of Alajuelita have been mapped thanks to the initiative.

"For the Municipality of Alajuelita, carrying out the Cultural Inventory has been a challenge taken up very tenaciously by our Cultural Management Unit. The Inventory opens the way for us to build culture together by approaching our artists, craftsmen and carriers of traditions of our canton," said Modesto Alpízar, mayor of Alajuelita.

Paso Ancho road to be closed tonight

The MECO company will carry out closures tonight in some sections of the Circunvalación highway, in the sector of the Paso Anch while signs in the pavement are repainted.

The road will be re-opened by 5:00 am on Wednesday 13. Drivers who need to use this route at the aforementioned time will be able to take a detour towards the south sector ramp, in the direction of the Paso Ancho roundabout.

A track closure will be made on the left side ramp in the direction of the Paso Ancho - San Sebastián roundabout (northwest sector). Access to the marginal street will remain enabled. At these points, drivers can take the route to the San Sebastian.

MOPT-CONAVI requests that users of this route take the closure into consideration in order to avoid setbacks and, if possible, avoid passing through the work area. Those who travel through the sector are asked to drive with caution due to the presence of machinery and workers on the road.

Costa Rica participates in World Trade Organization's
annual meeting

The Minister of Foreign Trade, Alexander Mora, leads the delegation of Costa Rica participating in the XI Ministerial Conference of the World Trade Organization (WTO), which started on Sunday in Buenos Aires, Argentina. The Conference will run until Wednesday, December 13 and will be an opportunity to evaluate the work of this organization.

Originally, the meeting would have been used to sign the Free Trade Agreement with South Korea, however, the Korean minister could not attend the meeting for reasons related to his health, according to information provided by the Costa Rican Ministry.

Costa Rica plays a very active role as coordinator of the group of countries, "Friends of Electronic Commerce for Development" (FEDS, for its acronym in English) and in this context, it has developed an agenda of events and contacts to identify the areas in need of improvement in this field.

This issue is key to helping the WTO serve as a vehicle to reduce digital gaps between nations and allow small and medium enterprises to take advantage of electronic commerce opportunities.

In the framework of this Ministerial Conference, progress will be evaluated in the implementation of the agreements reached in the last conference, related to subsidies to agricultural exports and on regulations related to the transparency of national regulations.
