President Solís called to urgent meeting
to discuss the Honduras crisis

Tomorrow Luis Guillermo Solís will attend a gathering organized by the Central American Integration System (SICA) in the city of Panamá.

Solís said that the situation in Honduras is very sensitive which is why it is necessary for Central American nations discuss the problem and align itself on one position.

President said that he supports the position of the Organization of American States (OAS), which states the need to review electoral results questioned by opposition forces.

"We wish there was no violence, we condemn it in all its forms, it seems to us an outrage that so many people have died as a result of a process that should mean joy and tranquility in a brother country like Honduras," he said.

The vote count of the Supreme Electoral Tribunal of Honduras (TSE) shows the current president Juan Orlando Hernandez less than two points ahead of his rival Salvador Nasralla, 64.

In the first count, Nasralla was five points ahead with 57 percent of the voting booths reporting in, when the magistrate of the electoral body, Marco Ramiro Lobo, said the trend was irreversible.

But after repeated interruptions in the computer system, the result turned around igniting the spark of protests.

The TSE has set Friday as the deadline to accept in writing a request for the said review, but so far its leaders had not made the formal request.

The crisis has caused riots in the streets and the death of at least a dozen people, according to human rights organizations.

National Geographic cruise reaches the Osa Peninsula

The National Geographic cruise ship and Lindblad Expeditions landed in the Osa Peninsula, for the first time  on Friday. The arrival was possible thanks to the tourism strategy promoting this area as an international destination.

The boat, with capacity of 100 passengers, arrived at Playa Blanca in Puerto Jiménez. There the tourists were received with typical dances and sale of handcrafts. They later visited archaeological and natural attractions such as Caminos de Osa and others in the area.

"The arrival of this cruise comes after hard work trying to consolidate Caminos de Osa as a tourist destination of international quality and to promote the generation of employment sources in an area that, although it has an enormous biodiversity, also presents the country's lowest social development indexes," said Michelle Coffey, Executive Delegate of the Costa Rica United States Foundation for Cooperation (Crusa).

Caminos de Osa is a project developed for several years by the Crusa Foundation, IDB-Fomin and Tejiendo Desarrollo through the program Alcanzando Escala. It has achieved the strengthening of more than 40 tourism ventures which now offer a high quality product, including the  gastronomic offerings typical of the area.

"We are interested in looking for new and interesting things that allow us to support local communities. We look for real connections and authentic experiences for our guests. Horizontes, as our partner in the country, identified the people who work here in Caminos de Osa, with tourism and sustainable agriculture, and it seemed perfect for what we are looking for in Lindblad Expeditions and National Geographic," said Michelle Graves, Development Director of Expeditions for North America and Central America of Lindblad Expeditions.

This cruise will come back again in December, five times in January and one in March.

More of these cruises are expected in the following months.

Caminos de Osa offers three community rural tourism trails along the Golfo Dulce Forest Reserve. They are Camino del Oro, Jungle Path and Water Path. Each one allows the visitor to learn how the palmito is cultivated and how the cane is processed in a sugar mills.

"The arrival of these cruises is extremely important because it consolidates the efforts of the community, of CRUSA through Reaching Scale program and other institutions, which have come together to improve the capabilities of tourism entrepreneurs, so that they can offer a world-class product, "said José Pablo Marín, of the Asociación Caminos de Osa.

Eida Fletes has a farm, where he offers the palmito tour. "It was like a dream that came true, because we want that Caminos de Osa to go ahead, it is something of ours, that allows us to generate employment sources while promoting a sustainable and responsible tourism, not only with the planet but also with society,” she said.

The tourists were pleased with their visit and the experiences they had during their morning and afternoon tours. 

The cruise of National Geographic and Lindblad Expeditions stayed for about 12 hours in Playa Blanca, to then continue its journey to Panama.

No vehicle restriction will apply in the capital
during the holidays

The Ministry of Public Works and Transportation reported that there will be no vehicle restrictions from December 25 to January 5, including both dates. The last day the restriction will be  applied will be on Friday, December 22 for the plates ending in 9 or 0. It will resume on Monday, January 8, with the plates finished in 1 or 2.

The director of the Traffic Police, Mario Calderón, explained that during those days there are many activities in the capital that consume a lot of human resources from the Traffic Police, so it would be impossible to carry out an adequate control of the measure.

The authorities will allocate 60 officers to activities such as the carnival of San José, scheduled for December 26 and 27. In addition they will carry out road checks, before the exodus of people from the Central Valley to the mountain and beach areas.

"The vast majority of people do not go to work in the capital and even leave it to visit relatives or visit the coast, the transit in the capital is considerably reduced, so the measure is not necessary,” said the MOPT.

Immigration administrative offices will close for four weeks

The Directorate General of Migration and Foreigners (DGME) assured people that the closure of its central offices for four weeks will not impact the service received by users.

The DGME has announced the closure will be from December 18 until January 15, 2018. However some services will keep running, such as the management of permits to leave the country and the delivery of passports requested before the next December 11.

The spokesperson for Migration, Andrea Quesada, explained that most officials will have a two-week vacation between December 22 and January 5, and the other two weeks will used to improve administrative procedures.

According to Quesada, some officials will have a vacation for four weeks, because they have a number of accumulated free days that should be enjoyed.

Services that will not be suspended are those provided by the Professional Migration Police, mainly at border posts.

According to Quesada, the closing of almost a month will speed up procedures internally, which will mean a better service for users.

Essential services will continue to run as usual.


Regarding the renewals of residence cards or application for passports, Migration reminds people that these procedures can also be carried out in some offices of the Bank of Costa Rica (BCR) and the Post Office of Costa Rica.

The institution guaranteed that the closure will not have a major impact on the date of delivery of such documents, since there is always a delay at the end of the year for the two weeks of vacation that officials receive by law.

 Tourism entrepreneurs held their
second congress in Guanacaste

Businessmen from the tourism and hotel sector of Guanacaste held the II Environmental Congress organized by Condovac La Costa, in order to meet and share environmental sustainability projects and initiatives implemented by other companies.

The objective of the Congress is to promote sustainable tourism development for the province of Guanacaste by raising awareness and encouraging tourism companies to adopt and carry out best practices in their business, operations and services that they offer.

"The Congress opens a space for companies that already develop projects and initiatives in this line of sustainability, expose them, and awaken an interest in others to get involved. But, in addition, it facilitates the creation of commercial alliances," explained Jonathan Guadamuz, who is  in charge of Environmental Management at Condovac La Costa and event coordinator.

The congress addresses strategic issues adapted to the reality and conditions of Guanacaste, such as,  the management of water resources and solid waste, the use of renewable energies, transportation solutions in tourism, and carbon neutrality.

The event was aimed at general managers, operation managers and environmental agents of companies in the tourism industry.

"From Canatur we support these initiatives as strategic to strengthen the country's approach to development, generate linkages of mutual support and improve business performance in the regions. Sustainability should be considered as an opportunity and should be promoted as an added value in the final product to the tourist, for that reason, we externalize a congratulation and perseverance in the results of the Congress," said the president of Canatur, Isabel Vargas.

Inclusion of women could be key to save pension systems

The incorporation of women into the labor market in quality jobs in Latin America can counteract the impact of aging on social security in the region, said the director of the International Labor Organization (ILO) Fabio Bertranou.

"If we manage to increase the participation rate of women and improve indicators about women who join quality jobs, that will have a very positive impact to counteract the demographic effect of aging," said Bertranou during a high-level inter-regional round table called “Towards the sustainable development of social security: inter-regional practices,” that took place last week in Montevideo, Uruguay.

Uruguay, Argentina, Brazil, Chile and Costa Rica are among those that have made the most progress in social security in the region, according to the ILO. Meanwhile, those who are still lagging behind are El Salvador, Paraguay, Guatemala and Honduras.

In the last decade, all Latin American countries have made important progress in terms of social security, "of course at different speeds; particularly Uruguay has made important progress, the Andean countries have made considerable progress, but they are starting from a very large backlog because the informality is very large, more than 50 percent," said the ILO director.

Costa Rica ranks among the countries where the inclusion of women in quality jobs has increased.

There are three major challenges to improving social security in Latin America, according to Bertranou.

"Improvements in the labor market, strengthen policies for the formalization of workers in the different critical segments of the labor market, mainly advancing in incorporating self-employed workers and those in the informal economy, the second is improving public finances and the third one to improve administrative performance and management," he described.

Two Swiss tourists died yesterday
when a tree fell on top of the cabin

Two Swiss tourists, both aged 70, died yesterday when a tree fell on top of the cabin where they slept in the Cahuita setor of Limón.

The cold front affecting Costa Rica since Saturday is causing strong gusts of wind that have brought down trees in much of the country.

The accident happened in the early morning in the sector of Playa Chiquita. According to the Cruz Roja, it was 1:44 am when the tree fell and hit the hut where the tourists rested, apparently killing them immediately.

The identities of the deceased are Rodolf Balmere and Marie Louise Balmere.

The Judicial Investigation Organization took the bodies to the judicial morgue for further analysis
.

The strong winds also claimed the life of cyclist who died when a tree fell on him while he was participating in a recreational competition in Caldera.

Strong winds are expected to diminish as of tomorrow, according to the Instituto Meteorologico Nacional.

So you had trouble getting into the Christmas spirit? There is nothing like Christmas in the tropics, especially if you aren’t prepared.

If you grew up in a cool or cold climate and expect different weather to get you in the Christmas spirit, well, you have come to the wrong place and you’re on your own. For me, Christmas was always cold weather until we moved to Georgia. Then November was the time to make sure your pansies and snapdragons were in the ground so that they could bloom in January and be joined by the camellias that bloomed in February. That was a wake-up call, but it was nothing to the bugles that sounded when we moved to Costa Rica!

Cool weather? Well, we do get some in the night at 650m but only at night but usually, we have sun peeking through the clouds daily. We still use the swimming pool and that is not Christmassy. How about chickadees at the bird feeder? Nope, not here. Christmas cookies? I used to bake 100 dozen of a dozen different varieties. Now, with just two of us, I have a feeling that all those cookies would just be counted in kilos of more weight. I don’t need more weight and neither does Metric Man.

So, what have we got to put us in the spirit of the season? We have poinsettias - big ones. Forget poinsettias by the fireplace, we have poinsettias blooming outside and they all have bird nests in them. If we want a poinsettia inside we have to buy a new one every year.

What about that wonderful scent of pine? Hmm. I do know where I can snip some pine. I know because I took orchids from fallen trees near the pines. Orchids and pine trees - there’s a mix. Maybe if I snip enough, a little here a little there, I can do a real garland.

Other decorations are easy, we just have to haul them out of the workshop and test the lights. Then see if Metric Man will hang them up. He really doesn’t like that job. Lights on a palm tree? It’s possible.

And then there is the Christmas tree. That always gets me in the mood. For the last 4 years we have had a fake tree because I had no idea where to get a real one but now I’ve heard of a tree seller…. Maybe I will take a run over there and see if I can find a real tree this year.

Uh, oh. Now I want a Christmas cookie.

How could our plant be anything but a poinsettia? Sadly, the one I planted betrayed me by refusing to light up with fiery red. Instead, here is a nice red canna lily – Canna Indica red. I only have one in red, but at least it put out a Christmas bloom.

Country inaugurates new system to expedite import permits

Companies in the food, medical, chemical and pharmaceutical sectors will now have an easier way to acquire their raw materials, thanks to the Foreign Trade Single Window system - VUCE 2.0 which allows a 24/7 approval of the import permits for those sectors.

The system is expected to provide benefits for companies and increased competitiveness for the country.

The regulations being released along with the system are the NT50, which regulates the importation of food products for human consumption; the NT54, for the import of products of chemical industry and raw material; and the NT57, which is for importing medicines, equipment and biomedical material, natural hygiene products and cosmetics.

For Alexander Mora, Minister of Foreign Trade, the implementation of the VUCE 2.0 system is another achievement in terms of trade facilitation. "This translates into a mechanism that reduces the processing of services, reduces costs, simplifies import and export procedures, facilitating competitiveness," he said.
