Government requests the Netherlands sends
further information on Uber information leaks

The Inhabitants' Data Protection Agency (PRODHAB) has sent a request for information about the massive leak of Uber Technologies Inc. to its center in the Netherlands, where the violation allegedly took place.

The agency established communications with the Personal Data Protection Authority (DPA) of the Netherlands, where the data leakage would have occurred, in search of possible effects on users of Uber in Costa Rica.

The information collected so far indicates that the global leak had its point of origin with Uber B.V, the private transport service branch in the Netherlands. This was announced in writing by the National Director of Data Protection, Wendy Rivera.

Due to a recommendation of the Ibero-American Network for the Protection of Personal Data, the request of the PRODHAB was addressed to the senior inspector of the DPA, Ot van Daalen, and not to its president, A. Wolfsen LL.M.

"PRODHAB has asked to know if there are personal data of Costa Ricans involved, and if so, indicate the procedure that according to their legislation is appropriate, and if possible, communicate the information regarding the people whose data were exposed," noted Rivera.

"In the same way, the PRODHAB stressed its willingness to contribute in whatever is required within its competences," says the response adds.

On November 21, 2017, the president of the company, Dara Khosrowshahi, confessed, in an interview the Bloomberg, that the site had a leak of 57 million data files from its users and drivers worldwide in October.

The theft of information includes names, emails and telephone numbers of 50 million application clients and 7 million drivers.

There was also a leak of 600,000 American driver's licenses.

If the violation affects Costa Rican users, the Agency, depending on the severity of the leak, can apply sanctions with economic fines ranging from 1 to 30 base salary of a judicial assistant, which would imply between ¢466,000 and ¢ 14 million.

The agency could also can also force the closure of the database for six months and, in case of crime, refer the case to the Public Ministry. However, the Director acknowledged that such sanctions would be applicable only in very serious faults.

The closure of the database has legal implications in protecting the rights of citizens.

Users of the affected platform can complete the Rights Protection Procedure form and submit it to the agency, accompanied by evidence of how their personal data was violated. So far no related complaints have been filed.

Uber Costa Rica has said it would not discuss the matter until the process of notification to the authorities of each country has ended.

The subsidiary of the company in the country claims to have about 18,000 partners and about 673,000 customers.

Banana producers ask German authorities
not to decrease prices in their market

In a letter sent to the World Banana Forum (WBF), the National Banana Corporation (Corbana) said that the most recent alleged initiative of the German supermarkets to reduce the price of bananas by one euro, breaks the sustainability chain because, with less income, it’s harder to provide better wages and working conditions.

"If the initiatives of the European supermarket chains are true and seek to lower the price of bananas to the supplier, this translates into a greater margin of profit for the supermarket, it is not a reduction that will be passed on to the consumer", said Corbana .

The situation would particularly harm the small and medium-sized local producers, causing them to reduce wages and labor benefits. The Corporation proposed dialogue to look for alternatives.

According to data from the corporation, the banana industry generates employment for more than 100,000 families and contributes more than $ 800 million in foreign currency to Costa Rica.

The sculptures rise from the ground, some fighting their surroundings, expressing the eternal quest between man and adversity, freedom versus existential angst.

Each piece is a statement about resilience and self fulfilment. Each has its own wording. This is the first time the exhibit has been showcased at Parque Nacional.

Imported goods from Asia show sharp growth

Costa Rican imports from Asia have shown a sustained growth in recent years and in many cases there is evidence of a substitution of imports that were previously brought in from the United States and Central America.

This was shown in the Annual Report: "Costa Rica Importa,” prepared by the Commercial Intelligence platform of the Chamber of Foreign Trade (Crecex).

According to the three most recent annual reports of the import sector, there has been a steady increase in the participation of the Asian region. In 2016, the region showed a growth of 9% on imported value and 17% on imported volume, compared to the amounts recorded in 2015.

The administrative region of Hong Kong, India and Indonesia are those that present a greater increase in sales, with a growth of 82%, 33% and 139%, respectively.

South America presented a growth of 5% with respect to imported value and 17% on volume imported for 2016 compared to 2015, with the agricultural sector accounting for 12% of the total imports from this region.

Countries such as Brazil, Peru, Uruguay and Paraguay are the ones that show the greatest dynamism, mainly due to the increase in imports of avocados, because of the commercial blockade Costa Rica and Mexico have.

The transport sector, in 2016, had a growth of 16% of imported value, registering imports for $ 1.531 billion, placing itself, for the second year in a row, as the main importing sector of the country, dethroning the Petrochemical Sector that occupied that position in prior years.

Heiner González, an official of the Banco Popular, explained that this type of report is very useful for the bank, since it provides tools to the importing sector. In the case of Asia, it highlighted the import of Korean, Japanese and Chinese vehicles.

Once all the items were added, during 2016 7,523 varieties of different items were imported, from 211 different origins, headed by the United States with a 31% market share, and a value of $ 4.458 million

In second place was China with imports for $1.945 million, followed by Mexico in third place with $ 1.018 million. According to Crecex, in the past few years these countries have become the main trading partners.

Strike against Ministry's sex education programs
called for next year

The movement called “No the Gender Ideology - United for the Family,” has called for a national strike of parents for February 8. The demonstration was announced yesterday through their social networks.

According to Marcela Piedra, a member of the organizing group, they are organizing the activity through their Facebook page. She stressed that they are not part of a religious group, nor supporters of any political party, "we are only parents," she said.

The group proposes that on February 8 children will not attend classes, as they call for an indefinite strike. "This will go on until the Ministry of Education declines to implement the programs on sex and affection," she explained.

She said that the group wants to inform the public about what the MEP guides really are, since the group thinks that the Ministry advertising is misleading.

"They say the program seeks to control sexual diseases and promote abstinence and that is not what comes in the guides. In fact, we fully agree that there should be classes on sexuality, but in a manner consistent with the student's age and not promote gender ideology."

"The idea is not to strike people as we are crazy. The goal is, if someone is in favor, that person should really know what will be taught to their children."

The sex guides to be taught at public education do not please the more conservative member of the country.

According to Piedra, the programs will be indoctrinating the children. To illustrate that, she said that they recently published an excerpt from a seventh year guide where it says:

"You can experiment with men and women that will not define it.” For Piedra the message is to have sexual relations with whomever you want and experience sex because your body is yours.

She added that the education program would tell children that they are not male or female based on a penis or a vagina.

Sixty international events already booked
for new conference center

The Costa Rican Tourism Institute (ICT) stated that from 2017 to 2021, Costa Rica is expected to host at least 60 international congresses. The institute has been working on a strategy to boost meeting and convention tourism.

The events are expected to involve about 32,000 people and should generate an estimated economic impact of 180 million dollars, according to ICT.

"We seek to venture into wellness tourism and, of course, meeting tourism, with planned strategies that are clearly generating very positive results for the country," Costa Rican tourism minister Mauricio Ventura said in a statement.

In 2015, ICT began a campaign to compete in the meetings industry. The campaign includes participation in specialized tourism fairs, alliances with important national and international organizations, the development of promotional plans and the hiring of advisers.

Costa Rica has strengthened its position in the sector after advancing in the world ranking of meetings tourism carried out by the International Congress and Convention Association (ICCA), going from position 63 to place 53 among 200 countries.

To compete within this industry, Costa Rica is building the National Congress and Convention Center, which will open its doors in April 2018. The center is expected to host multiple events in the coming years.

Ticos fall behind schedule on their car's technical reviews

As of today, 152,000 car owners still haven't got their technical review which is mandatory by law.

It is less than 25 days before the end of the year. As of January 1, the police can begin removing the license plates from vehicles whose owners have not complied with the review, locally known as RITEVE.

RITEVE spokeswoman, Jennifer Hidalgo, explained that in the last two years the delays have increased and service stations are checking few cars, something not normal at this period.

Hidalgo adds that they do not have a specific cause of why this is happening this year, although people tend to react when fines are applied.

The cost of the Technical Review is ¢12.160 for cars and ¢8.010 for motorcycles. Taxis must pay ¢13.125. Currently there are 13 stations where people can set up an appointment.

Rescue centers awarded for their high standards

The Ministry of Environment and Energy (MINAE) and the organizations Humane Society International (HSI) and Global Federation of Animal Sanctuaries, celebrated the accreditation - in high standards for the welfare and conservation of wildlife -  of two rescue centers: Las Pumas and Animal Rescue ZooAve.

This accreditation was granted by the Global Federation of Animal Sanctuaries (World Federation of Animal Sanctuaries) after an evaluation process.

According to Jeanne Marie Pittman, director of GFAS for North America, Latin America and the Caribbean, there are thousands of groups worldwide that are described as sanctuaries or wildlife rescue centers, but the quality and nature of these facilities vary widely.

The Ministry of Environment and Energy, through the National System of Conservation Areas and the Humane Society International, assisted the centers that were accredited today.

A collaborative process with the government is also being developed to ensure that the GFAS standards serve as the basis for the accreditation of rescue centers nationwide.

"We congratulate Las Pumas and Animal Rescue ZooAve for reaching the highest level of accreditation for animal sanctuaries.

These sanctuaries are important for the protection and rehabilitation of wildlife in Central America. This accreditation puts Costa Rica at the forefront,”  said Andrea Borel, executive director of HSI.

The invisible suitcase

When we come together with another person we each carry into the relationship an invisible suitcase. It is invisible because neither one of us even knows it is there, let alone what is in it. We are each so amazingly complex and unique, and so much of who we are is hidden in the invisible suitcase. It sometimes amazes me how couples can come to understand each other and learn a process that works to resolve differences.

The suitcase is packed with our personal reality, formed by not only our life events, from the womb to the hour before we meet, but our genetics, parents’ history and personalities, and the histories of their parents. All this and so much more come together to create the unique person that you are.

We all have hangups, most of which are from the past and are hiding in that suitcase, out of awareness. Hangups are habitual, dysfunctional patterns of thinking and behaving. They are triggered by life situations and relationships, current moments that somehow remind us of the past, and we act them out unconsciously.

For some diabolical reason they often seem to leap out in close and intimate relationships. I say diabolical with humor because we are often confronted by our mates who are so close that they are affected directly and bothered by these hangups. They can see our hangups when others cannot because yours are different from their own, of which you may already be aware.

I love the word hangup because it implies not psychopathology, but a common problem, and not so serious. It helps us avoid judging and blaming ourselves. It says these are natural patterns that arise from problematic situations we have had to adapt to in childhood. In a healthy relationship, where you don’t feel defensive and guarded, maybe you can be open to hear how the hangup affects your partner and perhaps even let him/her help you work through old hangups with the help of the other.

Here is an example of a hangup. My husband went hunting with his father and grandfather as a kid. He got his own rifle when he was 12. On one trip he hiked up a canyon by himself while his dad and the others took other routes. When it began to get dark he realized he was lost. He was quite frightened at first, but he did have good scouting skills and was eventually able to find his way down to their camp site.

Now, as an adult on the road he gets very tense when he is lost in a strange neighborhood. He becomes irritable and grouches at his wife (me), sitting in the front seat next to him. His anxiety rises to very high levels. I realized that he had a hangup about getting lost and pointed this out to him. I will leave out how he reacted.

Most of the contents of your suitcase are held in the unconscious. Events that happen earlier in life carry more weight than later events. This is true because when we are younger we have little context within which to interpret them.

Every event looms large in the developing mind of the infant. It is also true that most conscious memory is from the time after we acquire language. Before language we have no mental way of encoding memories, so they are held in the midbrain, not easily accessed by the cerebral cortex, the thinking reasoning part of the brain. 

It helps to do your own inner work to discover what is in that suitcase. That way you might be able to gain insight into some of those hangups so that you are not taken by complete surprise when your partner confronts you.

Here is one way of understanding what you come across when you start peeking into your suitcase. Current neuroscience is frantically working to understand how the brain and mind work together to create our personal reality. You might think of the brain as the hardware and the mind as the operating system. The mind is the complex set of parameters that we each develop through experience and learning as we grow. So where does this set of parameters come from?

The development of the mind starts in the womb and continues all through life. Babies are always hungrily taking in and integrating information. They are learning to recognize events and their consequences so that they can predict what will happen next. The urgent drive for understanding is a basic survival mechanism a constant process of pattern recognition. If A happens I can expect B to follow.

The meaning we take from this constant input gradually forms the basic components of the mind, which is constantly increasing in complexity. We learn very early in life that hot causes pain, and mommy’s smile means food/love. Every experience initiates a specific and unique sequence of synaptic firings in the brain. When these sequences are repeated again and again, patterns are established that eventually become stable and resistant to change. These patterns become primary components of the mind. The brain and the mind develop and change until we reach the age of about 23.

Remarkably it is also true that crucial pieces of the operating system are learned and put in place during the first 2 years of life, before language. This is confirmed by research on infants in which it is shown that the feeling of the basic relationship with mother learned in the first 2 months of life is what we carry in the unconscious as our definition of love. It is deeply buried inside in non-verbal senses, like skin sensation, tone of voice and smell. This fact is so amazing that many people are shocked when they first hear it.

After age 23 the major anchors of the mind are strongly established. We still continue to learn and change and grow but the basic foundation of the operating system is already in place.

We have a dilemma. How can we begin to understand ourselves and heal relationship problems when so much important learning (programing) happens in infancy before we even have language? And then in childhood and adolescence, when memories may be vague and not well recalled.

This is where your inner work begins. You can do this work with a therapist. But you can also do it with daily meditation. In fact meditation is its own path to mental health and works whether you are in therapy or not.
