Tribunal sends doctor to jail on human trafficking charges

The former chief of nephrology at the Calderón Guardia Hospital, Dr. Mora, used his position to create an organization that recruited people to donated their organs in exchange for payments of between ¢3 and ¢10 million.

The conviction was handed down on Monday by the San José Criminal Court which sentenced the former official to 12 years in prison. Mora had been charged with human trafficking for the purpose of illegal extraction of organs and also for the crime of embezzlement. The latter conviction came because he used the assets of the hospital center for his criminal activity.

A Greek national was also sentenced. He owned a pizzeria where people willing to donate were contacted

Three other doctors who also appeared as defendants in the case were acquitted due to lack of evidence.

"This Court considers that the conduct is typical of organized crime. Mora used his profession to create a group to process and recruit people willing to donate organs in exchange for payments from foreigners with kidney failure," Judge Lorena Blanco said while explaining the sentence.

The court explained that there is also ample documentary evidence.

Since the file of victims listed 14 people, the Prosecutor's Office requested that Mora be sentenced to 10 years for each of  the 14 crimes of human trafficking.  The court, however, unanimously decided that only one crime applies for the entire group.

Kidneys were sought after by Israel citizens.

The doctor and the Greek citizen were free, but, as a result of the sentence, judges determined that they must spend eight months in preventive detention until the sentence is final.

The doctor will also have to pay ¢5million in compensation to two of the victims for moral damages, the court ruled.

The five accused were arrested in June 2013 by the Judicial Investigation Agency (OIJ). The arrests occurred one month after a report by the Costa Rican journalist, José Meléndez, of the newspaper El Universal de México, revealed the organ trafficking network from Costa Rica to Israel.

According to the Prosecutor's Office, This is the first time that there has been a conviction for this type of crime in Costa Rica. A spokesman for the office announced that it will appeal the acquittal of the other three doctors.

Despite Nate damages, hotels are booked
at 80 percent capacity

Despite the damages caused by the tropical storm Nate  in October, representatives of the tourism industry remain optimist and forecast an 80% hotel occupation, both in beaches and mountains.

The president of the Costa Rican Association of Tourism Professionals, Massi Devoto, trusts there will be a peak in tourism in the next two months.

Realistic, but at the same time positive, the executive director of the Costa Rican Chamber of Hotels, Flora Ayub, mentions that the projection is similar to that of the previous year, close to 80%.

She recommends people to book hotels that are recognized by the Association for greater security.

Social Security Fund struggles to reduce delinquent employers

The Costa Rican Social Security Fund (CCSS) urges an improvement in its collection mechanisms to reduce an accumulated delinquency of ¢392 billion.

A study of collection procedures was made by of ​​the Comptroller General of the Republic (CGR) which showed problems enforcing compliance with the payment schedules.

According to the state comptroller, during the first quarter of this year, the Caja's Financial Management reported an accumulated delinquency of ¢ 392,059 million.

This is the result of the default of 70,403 employers for ¢ 220,470 million and 151,703 independent workers for ¢ 171,589 million.

"The rapid recovery of the debts would positively impact the financial situation of the entity, and with this, better services would be generated for all the insured," the CGR said in a statement.

According to the audit, CCSS lacked strategies to control delinquency in the 2011-2016 period. Problems were also found for the 2014-2015 and 2016-2017 periods and planning for the 2016-2020 period is also problematic.

CCSS does not have standardized criteria for the selection of employers and independent workers from whom the respective collections must be made.

The institution that administers social insurance only managed to notify 43.3 percent of the delinquent employers in 2016, while in the case of independent workers the notification was delivered to 18.6 percent.

Unpaid debts to the CCSS blocks the possibility of selling goods and services to the state.

In 2016, the call center of CCSS managed to directly contact the debtors in 20 percent of the total of 146,048 calls.

In the rest of the calls, no contact could be made with the employers or independent workers in default, because their personal information was outdated.

The audit indicates that, as of December 2016, 83 percent of the delinquent portfolio as was remitted to judicial collection.

The Comptroller's Office made provisions to the Caja's Financial Management for the correction and improvement of the situation

A political announcement issued by the Broad Front Party (FA) was censored by Repretel and Teletica, the two main television networks, who argued that they received warnings from their lawyers about the announcement.

The clip warns of the risk of voting for those who allegedly have failed to fulfill their campaign promises and "those who are part of a political class that has been owed to the citizenry."

According to the FA, the objective of the video is to show the dangers for democracy of continuing to choose the same people who, from their point of view, are the ones who have harmed the country.

The FA campaign manager, Andrea Alvarado, said that, "we were very surprised by the position of channels since the announcement is being published in other media and, of course, does not have slanderous content."

Patricia Mora, legislator and president of the Frente Amplio, announced that the party will file an electoral appeal before the Supreme Electoral Tribunal (TSE), since they interpret what happened as a possible prior censorship.

The banned political announcement belongs to the only leftist party at the Legislative.

"We are in the midst of an electoral campaign and the attitude of these companies affect the Frente Amplio as valuable spaces have been lost to disseminate the proposals of our Party before the citizens," said Mora.


According to a statement, the party will continue with its media strategy.

  Catholic University will create an environmental index

The Catholic University of Costa Rica, in partnership with the VIVA Trust and the INCAE Business School, will create an observatory to ensure the measurement of the balance of society and the environment in each nation of the world. The observatory is called the Ecology Index Integral Humanist Laudato Si.

This initiative was born as part of a follow-up to the international environmental symposium of the Vatican, held in the country last week.

The index will show for each nation. "the imbalance between their society and their environment or the depth of their poverty and how it affects the environment, or rather, how their wealth has been achieved at the cost of sacrificing the environment," explained the president of VIVA, Roberto Artavia.

With this same instrument, each country can measure the degree of compliance with the principles established in the encyclical of the Holy See, which includes its environmental history with quotations from Saint Francis of Assisi, Paul VI, Benedict XVI and John Paul II.

This observatory will become a dissemination center that will gather the research of Catholic universities around the world.  Its results will be based on sciences such as sociology, economics and ecology, as well as the social thought of the Church and its leader, Pope Francis.

The organization of the Laudato Si symposium in Costa Rica came two years after its proposal by the rector of the Catholic University, Fernando Sanchez, VIVA and INCAE. They sought to begin this higher education center by convening a world congress of Catholic universities.

The Index measures each nation's compliance with peace, environmentalism and social progress.

The organization proposed to highlight the country's effectiveness in converting economic growth into social progress while maintaining the environment and continuing Costa Rica’s tradition of peace.

"The three concepts together: peace, environmentalism and social progress, are themes of Laudato Si. So, searching among the documents and ideas, we proposed it to the Ratzinger foundation, to celebrate that symposium here in Costa Rica,” noted Artavia.

Ratzinger is the organization that seeks the modernization of the environmental and social doctrines of the Catholic Church.

Chili guaro meets its new competitor: Chili bamboo

Chili Bamboo is the new alcoholic beverage of the Cervecería de Costa Rica with which it intends to position its own version of the famous local drink made up of chile and guaro.

In addition to its main ingredients, the mixture contains tomato juice, lemon, and salt.

"Chili Bamboo was born to offer Ticos their favorite shot, prepared with a balance of perfect of the best ingredients and ready to consume," said the manager of the flavored alcoholic beverages of the Brewery, Gabriel Ramírez.

The one-liter launch presentation contains eight percent alcohol.

The original drink, the chiliguaro, was born in Bar Bahamas located in the neighborhood of La California. As of now its creator, Mauricio Azofeifa, has had the patent since 2013.

Costa Rican International Film Festival starts on Thursday

A total of 73 of the best independent films from Central America and the rest of the world will be seen at the Costa Rica International Film Festival 2017 (CRFIC17), a program of the Costa Rican Cinematographic Production Center, which is part of the Ministry of Culture and Youth (MCJ).

CRFIC17 will be held from December 7 to 16 in ten venues located in San José, Cartago and Alajuela. This is the sixth year of the festival. The venues were selected to reach the greatest number of viewers. The festival has programs with different themes with something for all ages.

"The CRFIC seeks to strengthen the support and encouragement of the Central American stories that identify us and consolidate us as a new voice on the horizon of film and audiovisual on the planet. A platform for our public to reflect on signs of genuine identity," said Fernando Rodríguez, director of the Film Center.

To expand the reach to multiple audiences, CRFIC17 will program 40 free functions in places such as the Luis Paulino Mora Institutional Attention Center, La Libertad Park, and the National Park, as well as screenings at the Magaly Cinema, the La Aduana Theater and the Theater 1887. The first screening of each day, in these last three venues, will be free.

New this year is an application for mobile devices, through which users can check the CRFIC17 for details, buy tickets to theaters and vote for their favorite films. The application can be found under the name "Film Center" and is available for Android and iOS

Snitching neighbors were key to arrest a Mara gang member

In less than one week, the police arrested another alleged member of the Mara Salvatrucha based in the 'northern triangle' of Central America. The arrest was made in Guanacaste.

The Salvadoran, named Rivas, was arrested while wandering the streets of Filadelphia.

The arrest was possible after the report of some local residents.

This is the second case reported in less than a week. On November 28 another alleged member of that gang was arrested in Liberia.

"The foreigner did not carry identification, so he was consulted in the police filing system and revealed his identity: Rivas, born in El Salvador in 1986.

Rivas keeps tattoos on his body with the letters 'M.S' and the number 18 on his back and chest,” said the press office of the Ministry of Public Security.

Rivas was first deported in 2014.


Rivas had been deported from Costa Rica in 2014 when he was found with an irregular immigration status. It was also believed that he crossed the border illegally.

He is now in the custody of the General Directorate of Migration and Immigration.

The reason for the presence of two gang members in the Guanacaste province is unknown.

Barrio Amón food businessmen say “no” to single use plastic

Several groups in the area of Barrio Amón are encouraging businesses to get rid of single-use plastics, a main pollutant of the oceans. The so-called Amón Initiative seeks to educate and sensitize the managers of neighborhood businesses.

Business owners are receiving information on the harmful environmental and health effects of the use of Styrofoam and single-use plastics such as straws, coffee removers, plastic bags, and food capsules, among others.

The National Institute of Insurance (INS), the Ministry of Foreign Affairs and Worship, the Technological Institute of Costa Rica (TEC), the Ministry of Culture and Youth (MCJ) and the National Institute of Housing and Urban Development (INVU) participate in the project with the support of the United Nations Development Program (UNDP).

On Monday, representatives of the institutions involved conducted a first visit to restaurants and sodas located in Barrio Amón. The managers of these businesses were encouraged to replace their single-use products for others that are biodegradable and that do not cause an impact on health.

These institutions located in Barrio Amón will inform their collaborators about the Amón Initiative, as part of a process of education, awareness and attention to internal environmental management policies, according to the INS.

Several organizations from public and private sectors keep fighting single-use plastic.


According to UNDP, around 8 million tons of plastic end up in the oceans annually. Plastics are nearly indestructible and non-biodegradable. They do not integrate into the environment in any way and can affect marine and coastal ecosystems for thousands of years.

A study by the 2016 Ellen MacArthur Foundation showed that by 2050 there will be more plastic than fish in the oceans.
