Fiscal reform bill to be pushed one last time
by the Solís government

This week, the bill, Fortalecimiento de las Finanzas Públicas (file 20.580), will be analyzed by the Legislative Assembly, as the main proposal of the executive branch for this period of extraordinary sessions.

Extraordinary sessions are those in which the executive branch chooses the discussion agenda of the legislators. This lasts until April 30, 2018.

The document proposes measures such as the establishment of a value-added tax to replace the sales tax, which would extend the quantity of goods and services taxed although the tax rate would still be 13%.

The Government had proposed raising this figure to 15% in August, but made its position more flexible in this last proposal. The proposal hopes to reach at least one agreement to mitigate the fiscal crisis afflicting the country, which has had a sustained financial deficit of over 4% of GDP since 2010 and a debt that already reaches 50% of  production.

The document proposes reforms in areas such as income tax, fiscal responsibility and public employment, through which it is expected to generate fresh resources to avoid higher debt levels and eventual financial sustainability.

The International Monetary Fund estimates a risk limit of 60% of GDP for developing countries, a figure that Costa Rica would reach in a few years without significant reforms. The first vice president and finance minister, Helio Fallas, commented that the government's idea with this proposal is to complement, "actions to improve the collection and quality of spending,” something that the current administration has pointed out on several occasions

In addition to the fiscal project, the Minister of the Presidency, Sergio Alfaro, said that the government will propose projects such as the transformation of Banco Crédito Agrícola into the Banco Costarricense de Fomento (file 20.462), something that is already being analyzed in the in the Commission of the Carthaginian Province.

Other bills to be discussed are: the Special Law for Extinction of Domain (file 19.571), which would allow the state to claim goods that have been confirmed to have come from organized crime,  the creation of the National Strategic Intelligence Directorate (file 19.346) and the National Police Academy (file 20.303), as well as the Law for Strengthening the Municipal Police (file 20.302).

All of this is part of a document that brings together several dozens of projects, among which are electoral financing reforms (files 19.507 and 20.173) and payment of pensions (file 19.721), as well as a draft law against street harassment ( file 20.299).

Finance vice minister resigns over “Cement case”

On Friday, Fernando Rodríguez, Vice Minister of Revenue, resigned from his position in the Ministry of Finance. The announcement was made by President Luis Guillermo Solís, during the commemoration of the 69th anniversary of the abolition of the army.

His resignation occurred two days after his house and office were raided by prosecutor's office and the Judicial Investigation Agency.

Rodríguez is currently being investigated under file 17-00032-0621-PE. Solís affirmed that he did not ask Rodriguez to resign but did say that he has been under pressure to dismiss him. The resignation was by mutual agreement and given internally in the Treasury

Rodríguez has been questioned for an alleged interest in streamlining procedures for the de-storage of a ship that contained Chinese cement from the Sinocem company.

His apparent interest was pointed out by Benito Coghi, director of Customs, who presented, before the Banking Credit Investigative Committee, copies of WhatsApp chats with the former deputy minister, where Rodriguez said "Let's make an effort to get this out on Tuesday, the Big Chief is waiting for the issue to be clarified.” The email was under the subject: “RE: case of China cement".

Constitutional chamber halts delivery of new trawling permits

The issuance of new licenses for the extraction of shrimp by trawling will be halted while the Constitutional Chamber resolves an appeal for Amparo against the agreement of the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA), which revived the technique.

The case is being processed under file 17-018790-0007-CO.

Attorney Álvaro Sagot explained that the appeal is based on a court decision in 2013 in which the shrimping technique was prohibited.

The new licenses were approved through a Board of Directors agreement, which, according to Sagot's criteria, fails to comply with the provisions established by the magistrates.

The lawyer also added that INCOPESCA violated the precautionary principle of scientifically established principles of sustainability as demanded by the Court.

The Constitutional Chamber also received an accusation of disobedience as a follow-up to the judgement of 2013.

The latter was raised by the MarViva organization. The director general of the entity, Jorge Jiménez, said that only the judges should determine if the sustainability principles have been met.

The trawling technique has been strongly opposed by environmental groups.

Through agreement AJDIP/474-2017, INCOPESCA intends to promote new licenses for shrimp trawling, pointing out a series of improvements in techniques make trawling more sustainable and comply with what is stipulated by the Chamber. This plan was finalized in session of the Board of Directors.


November was earthquake month

The highest number of earthquakes registered in Costa Rica during the last 5 years were recorded on November, according to a monthly report issued by the National Seismological Network (RSN).

The document notes that the country had 471 earthquakes this year, the highest number of events since October 2012, when there was seismicity related to the Nicoya Earthquake.

According to the RSN, there were 41 detected earthquakes detected in November, while in October there were only 16.

"Most of the earthquakes in November 2017 were concentrated in the Central Pacific, South Pacific and the central part of the country, some minor earthquake groups were located in the North and North Pacific," the report said.

Last strong earthquake happened on Nov. 12, 2017.

The document makes special reference to the seismic sequence that originated on the coast off of Parrita-Jacó and the earthquake on Sunday, November 12 at 8:28 p.m.

After that event, 280 after-shocks were counted.

  Carbon neutrality techniques offered to companies

Costa Rica is preparing to execute the Carbon Neutrality Country Program 2.0, which will take effect in January 2018. The proposal seeks to be a key tool to reach zero emissions of greenhouse gases in the year 2080.

To put this program into practice, training for companies and people wishing to join the initiative is essential.

The multidisciplinary team, Arterias Urbanas, will carry out an introductory level training in which they will explain what carbon neutrality consists of.

According to Marcela Navarro, forestry engineer, the importance of companies having a carbon neutrality strategy is that climate change already affects us. "It is one of the efforts we must make as people and as a country to face the changes of weather, climate and land," she said.

The trainings will highlight the concepts of climate change and the greenhouse effect and their impact on the planet, water currents and atmospheric stability.

The carbon neutrality adviser indicated that the activities will also address historical and political element, the country's goals, the Kyoto Protocol and the Paris Agreement.

"The concepts of emissions, reductions and removals of greenhouse gases will also be specified. As well as what are the sources of these emissions. In addition they will indicate what ideas can be implemented to reduce greenhouse gas emissions, and how to compensate them and remove carbon dioxide from the environment.”

Company training seeks to provide awareness about the effects of climate change.

Currently, company certifications are a voluntary process. The engineer said that companies that comply can achieve a better management of resources.


"They make an efficient use of energy, especially electricity and fossil fuels, among others. It also attracts customers and reduces operating costs and it is agreed with environmental legislation. At the moment, there are some public biddings where a company gets more points if it has any environmental certification," she said.

The interview will take place in front of more than 900 representatives of the major wholesale companies in the United States.


"Having a relevant role in USTOA after the background interview that opened this event, positions Costa Rica in an outstanding place.

Although we have previously participated in this fair, we had never had an opportunity like this and this event will undoubtedly boost our image as a tourist destination, since we have achieved an unparalleled exhibition in front of the tour operator companies, which manage 60% of international American tourism," explained Ventura.


This fair brings together representatives of wholesale companies in the United States. The organization reports that in 2016 tourist packages marketed by US tour operators had an economic impact of almost 15 billion dollars, covering more than 8.5 million travelers.

Forum led by women seeks to inspire teenagers

Inspiring 210 teenagers to become engineers,  mathematicians or scientists is the goal of Inspira STEAM Costa Rica, a forum that brings together outstanding women in these fields to relate their experiences of success and motivate high school students to follow in their footsteps.

STEAM is an acronym for the English names of five academic disciplines: science, technology, engineering, arts and design, and mathematics and is part of the TEACH (HER) program, a UNESCO global initiative to reduce the gender gap in education.

The speakers are: Cynthia Castro, an entrepreneur and expert psychologist on gender issues; Ximena Miranda, biologist and entomologist at the University of Costa Rica; Cindy Chaves, doctor in cellular and molecular biology and first Costa Rican woman to receive the National Prize Clodomiro Picado Twight in Technology; Valeska Mora from the NGO Ideas in Action that disseminates innovation programs; Myrka Rojas, biotechnology engineer and co-founder of the biotech startup Hemoalgae; and Alicia Chong, an electrical engineer and currently a dual-master student at the Massachusetts Institute of Technology (MIT).

They will tell their success stories to an audience of 210 teenagers from the 7 public schools that are part of the TEACH pilot program (HER): Liceo Experimental Bilingüe de Naranjo, Liceo de Poás, Liceo Rural Changuena, Liceo Experimental Bilingüe de Turrialba, Professional Technical College of Hojancha, San José de la Montaña School and El Roble Environmental College.

People who need to plan their schedules according to the sea conditions, may now download the application created by the Research Center in Marine Sciences and Limnology (MIOCIMAR).

The application allows users of any mobile device to get accurate information on the state of the seas off the coast of Costa Rica. It is available for Android and IOS devices, in English or Spanish and it is totally free.

"Now it has the ability to update the data every six hours, in the past the data was updated by an operator on Mondays and Thursdays, now everything is automated and updated instantly from a server," said MIO CIMAR project coordinator Omar Lizano.

The application will also inform you about currents and the sea surface temperature and provide warning announcements.

"This application has been very favorable for the operative work, we have liked a lot that in the same tool we have alert messages, the information of the bathers we have used it to make operatives in carnivals, to give information referring to safer places," said the operational coordinator of the Red Cross in Limón, Tatiana Díaz.

The new app provides all information in real time.


The app provides regional forecasts which come with high quality images and automatic updates. It also offers precautions for bathers and the conditions of currents and surf, plus navigational information for small and medium-sized boats.


The $20,000 needed to update the application was partly provided by the National Emergency Commission (CNE) and the University of Costa Rica (UCR).

Hiring quota of Afro-descendants should be
complied with by employers

All public institutions will have to allocate at least 7% of their vacancies per year for people of African descent, as long as they meet the legal requirements.

This was established by a bill approved in the first debate by a commission of the legislature. According to the initiative, called the “Law of affirmative actions in favor of people of African descent,” the measure will apply for a term of 10 years from its entry into regulatory force.

The proposal states that, in order to appoint non-Afro-descendants in these places, there will have to be documentation that the percentage was disclosed and that there were no applications by people of African descent or that the participants did not meet the requirements for the position.

The project, promoted by Deputy Maureen Clarke, of the National Liberation Party (PLN), also establishes that the National Institute of Learning (INA) will have to allocate 7% in each of its educational offers to the Afro-descendant population.

Likewise, this measure will be applied for a term of 10 years counted from the law’s entry into force.

In addition, primary and secondary education programs should include in their agendas the study on the legacy of people of African descent in Costa Rica, their participation in nation building, and their cultural expressions.

So the problem is with the browser in each reader's computer. Particularly when the connection with the server is slow, a computer will look to the latest page in its internal memory and serve up that page.

Readers should refresh the page and, if necessary, dump the cache of their computer, if this problem persists. Readers in Costa Rica have this problem frequently because the local Internet provider has continual problems.

A typical edition will consist of a front page and six other newspages. Each of these pages can be reached by links near the top and bottom of the pages.
