Hydrogen fueled bus starts touring Liberia

It is called “N'Yu'Ti,” a word that comes from the from the indigenous Chorotega language and means “star.”

The bus, powered by electricity produced from hydrogen, started its test drives Monday in Guanacaste, with the aim of being able to expand this technology to the rest of the country's transportation system.

The technology was developed in the laboratories of the Ad Astra Rocket Company led by the Costa Rican scientist Franklin Chang, who, with President L. G. Solís, gave the signal to start the pilot project.

"They will see it on the road, but the ticket will be free here, in Liberia ... then we will enter different routes from Liberia to the airport, go to Nicoya and return to the beaches, we will do behave like a normal bus to see what's wrong, what's useful, what's not good, learn the system, know the ins and outs and then enter an expansion phase," said Chang.

The expansion phase will consist of taking the technology to more units until the buses are financially self-sustaining and need no additional supporting capital.

The third phase will be to turn it into a business and the final phase will be a "total adoption of energy," said the scientist.

Chang did not elaborate on deadlines to meet each stage, as he said that the priority is to learn from technology for adoption by the transportation system.

The bus can travel up to 340 kilometers on a single battery charge and can accommodate up to 35 people. According to Chang, they are betting that this energy can be adopted to transport cargo and later personal vehicles. "Now we are starting with airplanes," he said, stating that there are already world-wide tests taking place in the aeronautics area.

Up to now, around $ 4 million has been invested in the project.

Bankers opposes the creation of a new insurance
company based on social economy

A bill that aims to create a new insurance company for the social economy using the Banco Popular's assets was opposed by representatives of the Costa Rican Banking Association (ABC), who appeared before the Economic Affairs Committee at the Legislative Assembly.

Álvaro Saborío, head of the banking association, explained that the new public institution would be unnecessary, given the existence of the National Insurance Institute (INS), an entity that still has a majority stake in the market, after an 84-year monopoly.

"We believe that the country is not in need of creating new institutions," he said.

The Insurance Market Regulatory Act, which dates from 2008, allows public banks to create their own insurance companies but sets 2 conditions: that at least 51% of the shares are owned by the INS and that the new entity does not have state protection.

According to the legislators who are proponents of the project, this situation has caused: "the Popular Bank and the organizations of the social economy have not been able to fulfill their aspiration of having an insurance company of their own property".

Therefore, they promote a reform that allows eliminating the requirements stipulated in the law that opened the insurance monopoly.

The idea, however, is not liked by the General Superintendence of Insurance (Sugese). Sugese defended the idea of opening the insurance market to promote competition, but stated that private companies already have a share of the market and no change in the law is needed.

"What has happened in these 10 years is that all companies have grown in premium placement, including INS, and private companies already have 25% of the market. This authorization is incorporated and an additional joint-stock company will be created, where the most important operator in the market could generate a re-concentration of the market and that, for competitive purposes, can be harmful," said Tomás Soley, Superintendent of Insurance, before the lawmakers.

In the light of these statements, the liberationist legislator Michael Arce said that INS has given signals over the past decade that it is not interested in founding other insurance companies. He also said, the Popular bank could be at a disadvantage compared to banks and private companies that do have insurance companies, such as Davivienda and Lafise.

Soley replied that the problem that has arisen in the past is that public banks, when they have been authorized to enter to compete in the stock and pension sector, have incorporated these companies into the bank's balance sheet, creating operating asymmetries.

The proponent deputies of the reform were Julio Rojas, Juan Marín, Juan Luis Jiménez and Karla Prendas, of the National Liberation Party; Gonzalo Ramírez, of Costa Rican Renewal; Gerardo Vargas Rojas and Johnny Leiva, of the Social Christian Unity Party; Mario Redondo, of the Christian Democratic Alliance, Gerardo Vargas Varela and José Francisco Camacho, of the Frente Amplio; and Víctor Morales Zapata, of the Citizen Action Party.

Upala slowly moves to full recovery after Hurricane Otto

Seventeen projects initiated, five already completed and twelve more whose execution starts in the coming weeks, are part of the work done in the canton of Upala after the passage of Hurricane Otto, a year ago. Work on the projects began on April 10th.

The 17 projects represent an investment that exceeds ¢ 4,600 million, a figure that will double at the beginning of 2018. These works are carried out as part of a collaboration agreement between the Comisión Nacional de Emergencias, the Costa Rican Electricity Institute, the Ministerio de Obras Publicas y Transportes and the municipality.

In addition to cleaning and repair, an additional objective is to reactivate the economy, which is why the majority of the staff working on these projects is local labor and priority is given to the hiring of heavy machinery and vehicles from this affected area.

On the recommendation of experts, the first projects concentrated on the rivers because their cleaning and channeling is vital to the reconstruction process. At present, 23 kilometers have been channeled and cleaned in different sections of the Zapote River to reduce the risk of new flooding.

In June, the reconstruction of the less seriously affected roads began.

The needs of local farmers make repair
of local roads a priority.


Currently, work is being done on the repair of six roads totaling 51 kilometers, most of them of important to the inhabitants who use them to transport crops to market. The 8.7 km road between Santa Clara and Las Milpas was a priority for local farmers and has been rebuilt.

"We are very grateful for the excellent efforts made by each entity involved in this process, we know that all reconstruction works will have a positive impact on our canton," said Juan Bosco Acevedo, mayor of Upala.



New strategies to fight food waste

Four members of the Costa Rican Network for the Reduction of Food Losses and Waste joined forces to find solutions to the problem of food waste.

The United Nations Organization for Food and Agriculture (FAO), the Technological of Costa Rica (TEC), the Full Plate Project and Unilever, joined in a national conversation to raise awareness of food waste.

In the world, one third of food production is wasted. In Latin America 229 kg of food per capita is wasted annually and in Costa Rica, it is estimated that 40% of food is wasted or discarded before it is consumed, according to FAO data.

"We seek our research to provide solutions, that's why we started with the diagnosis of the situation in the country, and we have moved towards the transfer of information that is useful and generates knowledge in productive sectors such as agriculture, agro-industry and consumption, so that the food is managed more efficiently and we avoid its loss," said Laura Brenes, TEC professor and current coordinator of the Costa Rican Network for Food Loss and Waste.

The actions that are taking place in Costa Rica come from a broader regional strategy, led by FAO. In recent years, the Organization has supported countries in reducing losses at the national level, through technical cooperation and capacity development initiatives.

"The dimension and consequences of food losses and waste along the food supply chains, from the farm to the table, has a relevant role, due to the impact it has on the efforts to eradicate hunger, guarantee the food and nutrition security of people, mitigate the effects of climate change and improve food systems, as set out in the Sustainable Development Goals," commented Octavio Ramírez, FAO Resident Coordinator in Costa Rica.

Six women in charge of keeping the city neat

Through the Red Vial Cantonal project promoted by the Ministry of Public Works and Transportation, six women from the community of Tarire are contributing to their community by building roads and beautification projects.

The program seeks to promote community service including road maintenance. The six women of the Cooperativa Tarire (COOPETARIRE) serve as a model for the rest of the women of the community, by maintaining a highway with a 42 km extension.

The women stated that they were very satisfied with the work, even cutting the vegetation of the “charrales” or cleaning sewers. There were, however, some bumps on the road, a reflection of the ‘machismo’ that pervades society.

"It was a beautiful experience but hard, at first we organized to buy the warning signs that should be put on the streets, and when they only said, ‘Men working on the road,’ that was what disappointed us," explained the member of COOPETARIRE, Elizabeth Worsfold.

However, their participation in the work was pleasant for the rest of their community, as several people from Tarire came to congratulate them and to tell them that they loved seeing them doing public works. People were especially pleased due to the infrequency of such work.

The project that drives the MOPT also offers support and training so that workers learn to use the tools properly and can finish the work more quickly. The training allowed the women to reduce the time it took to complete each task.

The project seeks to provide new employment opportunities for local people.

"We spent three months doing 42 km and then after several months of practice, we do it in 3 weeks," explained Worsfold.

The work is highly valued by the inhabitants of Tarire and not for a remuneration that this generates, but for the difference that is noticed in the community when visitors arrive.

"The women come to us and ask us how we can work in this cooperative but at this moment we cannot hire more people, the idea is to grow and be able to offer more jobs, especially for women,”  said the member of COOPETARIRE.

Thousands without water supply today

Acueductos y Alcantarillados (AyA) reported that around 370 thousand people will not have water on Tuesday in some sectors, due to the maintenance of the treatment plant in Tres Ríos.

The suspension will be from 8:00 a.m. to 3:00 p.m. and includes places such as San José, Curridabat, Desamparados, Montes de Oca, Goicoechea, El Carmen and La Unión.

The suspension also affects the central cantons of Cartago and Paraíso, systems that are not administered by AyA.

It is recommended that the affected population take the appropriate measures. The service will be restored as soon as possible. In addition, a call is made to properly and responsibly use the water, and for people to store only what is required for basic needs.

Texas Tech Costa Rica opens its enrollment period

The Costa Rican headquarters of Texas Tech University announced the registration process for the first group of national students.

The university has already enabled an online form for the admission process. The registration period ends on May 1, 2018. The first semester of the university will start on August 27, 2018.

The university in Costa Rican has the same schedule as the main campus in the United States. "Students will have options to participate in short programs abroad under the ‘study abroad’ format. These are short courses, research programs, work internships and volunteering in places like the United States, England, Scotland, New Zealand, Spain, China, Korea, Brazil, Ireland and Greece, among others," said Andrés Morera, Director of Marketing and Recruitment of the university.

The courses will be taught 100% in academic English since the teachers will come from Lubbok, Texas. At the moment, the university is accredited by the Southern Association of Colleges and Schools of the United States and is in the process of accrediting through CONESUP.

Those interested should complete the application form, submit a copy of the high school grades take the SAT or ACT admission exam and an English test - TOELF, IELTS, PTE Academic or Cambridge.

Craftsmanship fair to offer at 100% Tico products

Between December 1 and 3, the Antigua Aduana  in San José will be waiting for you with the Hecho Aquí Fair, in which 181 artisans and 43 designers from all over the country will exhibit their creations.

The traditional fair will offer attendees a wide variety of original quality products from the various regions of the country, on the eve of the Christmas season.

Visitors can find stands divided into the categories: ‘Origins’, with indigenous crafts; ‘Let's play’, which is the playful area; ‘I wear it!’, clothing section, shoe store and accessories; ‘Of the tradition,’ dedicated to the crafts based on the masquerade, the landscape, the architecture and the vernacular characters; ‘I decorate my house’, with various useful products for the home; and ‘Remember,’ which is the souvenir section.

There will also be space for Costa Rican cuisine and for packaged food products.

Sylvie Durán, Minister of Culture and Youth, said that the people participating in the fair are small businesses, many of them family owned, which produce products with identity, design and quality.

"The Feria Hecho Aquí 2017 promotes the linkages for exchange and commercialization between the same artisans and designers; and also of these with other visitors or clients of the fair. In addition, for the date, is the optimal scenario for people who want to make special gifts at the end of the year for their uniqueness, found in this fair," said the minister.

According to Loida Pretiz, advisor in cultural management at the Ministry of Culture and Youth (MCJ), the importance of the meeting between artisans and designers is to display the knowledge that artisans have of their cultural and natural environment, raw materials and their trades and techniques; with the knowledge that the design sector has of the tendencies and requirements of the market.

"Thanks to the meeting between artisans and designers in 2016 we achieved 11 teams of artisans and designers who made prototypes of which three are already on the market for 2017. During the fair we will do three talks; one to know these advances in the relationship between designers and artisans, another to delve into intellectual property issues; and the third to deepen in the strategies and projects of commercialization of the products,” said Pretiz.

The fair will be the held first weekend of December: Friday 1 and Saturday 2 from 10:00 a.m. to 8:00 p.m. and Sunday 3, from 10:00 a.m. to  7:00 p.m.

new unit to treat coronary diseases

Each week the San Juan de Dios Hospital receives 10 patients with serious cardiac pathologies. This was one of the reasons that motivated the authorities to transform the Coronary Unit into a specialized unit for the care of critical patients.

This space will assist people with complex pathologies such as extensive heart attacks, aneurysms, electrical problems, and cardiogenic shock, among others. The area is integrated into a hemodynamic room and a mixed intermediate care room.

Jorge Arauz, head of the Cardiology Service, said heart episodes evolve in a matter of minutes, so it is necessary to have the patients monitored to resolve the situation immediately. Patients often enter with increasingly complex conditions that require more support.

The remodeling meant increasing capacity, with more space for critical care.

This new unit also has a state-of-the-art monitoring center that allows observation of 10 patients in real time, and the ability to observe all the beds simultaneously on the screens of the nursing station. Each cubicle has a vital signs monitor with the ability to display and store all the parameters that are being monitored in the patient.  The monitor also stores personal and demographic data.

The investment made in this new unit exceeds ¢ 584 million and the project was financed in its entirety by the Project for Strengthening Comprehensive Cancer Care of the Costa Rican Social Security Fund (CCSS), through the resources of Law 9028, a general law on tobacco control and its harmful effects on health.

This is a brief users guide to A.M. Costa Rica.

Old pages

Each day someone complains via e-mail that the newspages are from yesterday or the day before. A.M. Costa Rica staffers check every page and every link when the newspaper is made available at 2 a.m. each week day.

So the problem is with the browser in each reader's computer. Particularly when the connection with the server is slow, a computer will look to the latest page in its internal memory and serve up that page.

Readers should refresh the page and, if necessary, dump the cache of their computer, if this problem persists. Readers in Costa Rica have this problem frequently because the local Internet provider has continual problems.


Newspages

A typical edition will consist of a front page and six other newspages. Each of these pages can be reached by links near the top and bottom of the pages.


Classifieds

Classified pages are updated daily. Employment listings are free, as are listings for accommodations wanted, articles for sale and articles wanted. The tourism page and the real estate sales and real estate rentals are updated daily.


Advertising information

A summary of advertising rates and sizes are available for display and classifieds by contacting a sales executive at 2223-1327.


Statistics

A.M. Costa Rica makes its monthly statistics available to advertisers and readers. Advertising executives will be happy to provide a summary via email with no questions asked.

The daily digest
