Cooperatives would get tools to better
compete against banks in the financial arena

A bill that seeks to strengthen the role of cooperatives within the financial landscape has raised intense debate among legislators, 17 of whom support its approval.

The bill is titled: Reform to the Financial Intermediation Regulatory Law for Cooperative Organizations.

The initiative aims to authorize savings and credit cooperatives to raise funds from the public and lend money to non-members, just as if they were banks. However, they would have the benefit of not being subject to the supervision or taxes and contributions to which banks are subject.

The plan declares the creation of cooperatives of social interest and would label them as one of the most effective means for the socioeconomic development of the population.

Likewise, the current legal prohibition of engaging in activities with non-associated third parties is eliminated, so they will be able to do business with micro, small and medium-sized companies and even issue investment instruments in the stock market.

The cooperatives would be exempt from turning over 10% of their net annuities - after deducting the income tax - to the Institute of Cooperative Development (Infocoop), which must be done by public banks according to the Organic Law of the National Banking System and the Law of Cooperative Associations.

The law would also establishes that private banks must allocate 17% of their total deposits in terms of 30 days or less in order to direct those funds for Banca para el Desarrollo. Cooperatives would not be subject to that obligation.

Another part of the bill establishes that while private and state banks must pay 30% for income tax, cooperatives are exempt from that tax and instead, the surpluses that are distributed to associates pay only 5% tax.

Likewise, 8% tax would not be charged on the interest generated by securities issued by cooperatives. Public banks must turn 5% of their profits to the National Commission of Loans for Education (Conape) and 3% to the National Commission of Emergencies.

"If we are giving them the same functions and equating cooperatives with a bank, we must also request the same conditions," said the legislator of the the Citizen Action Party (PAC), Steven Nuñez.

According to Nuñez, the reform touches on fiscal issues that could open a loophole for banks and the people themselves to invest their savings in cooperatives and not in banks, having negative effects for the treasury.

Some cooperatives already offer loans, mortgage and financial services to both members and the general public.

The Department of Technical Services of the Legislative Assembly, in charge of advising technically and legally the lawmakers during the processing of bills, posed several questions to the initiative, saying it could distort the figure of cooperativism.

Specifically, it states that the initiative aims to give cooperatives the power to carry out activities and functions that are currently carried out by groups of private entrepreneurs and public banking institutions that have profit as a goal.

"These entrepreneurs meet a series of objectives of their legal and economic nature, especially the profit and gain," said Technical Services, recalling that such an objective is completely different to the social or solidarity interest that has been ruling in the cooperative sector.

"Although it seems to be a viable business option, it leaves aside the fundamental objective of being a cooperativist, as it enters markets of simple and pure profit, forgetting about the partners and their needs, as well as the reason that gave rise to the aforementioned concept," adds the technical-legal criterion.

The document adds: "The proposal is an attempt that incorporates an expansionist meaning that can affect the general economy and other groups that make up the financial system."

The technical services statement explained in that in a cooperative the purpose is not the profit but the service to the partner. Thus, profit is not possible in these entities, because customers are the same owners and cannot profit from it. It is for this reason that the operations of cooperative members do not generate profits as in banks, but surpluses.

Costa Rica moves forward to become
a zone free of single-use plastic

An initiative promoted by Minae, the Ministry of Health, MarViva, CRUSA Foundation, the United Nations Development Program (UNDP) and the National Chamber of Retailers and Allied Merchants (Canacodea) seeks to replace the single-use plastic with other renewable alternatives and compostables.

The Technological of Costa Rica (TEC) seeks to lead the way for sustainability. Through the Institutional Unit of Environmental Management and Occupational Safety, TEC has decided to move toward the elimination of plastic for a single use.

In the short term, the institution plans to eliminate straws, containers for food and drinks, wraps and disposable, and plastic bottles beverages, among others.

In 2016, around 7 billion people generated 300 million tons of plastic waste in the world.

Out of it, the United Nations Organization estimates that some 8 million tons per year go to the oceans, causing serious damage to wildlife and marine ecosystems.

Although the authorities insist on stopping the use of plastic, this global problem is increasing and the generation of plastic has increased significantly in recent years.

According to the Ministry of Health, the Ministry of Environment and Energy (Minae), and the United Nations Development Program, the ecosystem, under ideal conditions, takes 500 to 1,000 years to biodegrade these plastic materials.

Adding value to honey and papaya products

Four groups of producers, seeking to add value to their primary products, have partnered with private and public companies to take their businesses to another level.

The Anchor Agricultural Association of Playón de San Isidro de Parrita, creates a hash of green papaya and seed capsules and green papaya peel while Apiaries Don Dago, from the canton of Esparza, produce energizing products from honey and honey comb.

They were joined by the Association of Women Entrepreneurs of Jicaral, in the district of Lepanto, who have developed cosmetic products based on honey and hive products and the Monteverde Cosmetics Society of the Monteverde district, which produces papaya and honey shampoo and conditioner.

Entrepreneurs are in the process of registering their products with the government before their launch to the national market.

To identify the value chains with the greatest potential, a cooperation agreement between the Ministry of Economy, Industry and Commerce (MEIC) was developed in 2016 and 2017, under the program Achieving Scale, with technical support from the Economic Commission for Latin America and the Caribbean of the United Nations (ECLAC) and the financial contribution of the CRUSA Foundation.

Adding value to raw products seeks to increase their possibilities to export.

"This process implies a paradigm shift guided by the potentials of demand, productive transformation and true interinstitutional and intersectoral articulation.  It is also the first value chain that exceeds the level of research to reach implementation with results that will soon be on the market," said Geannina Dinarte, Minister of Meic.

After the ECLAC study, the papaya and honey chains were chosen, based on a set of quantitative and qualitative criteria and indicators to analyze the transformation capacity of these primary products.

"The CRUSA Foundation participates in this activity with great satisfaction for the work done by our implementing partners," said Marisela Bonilla, Project Director of the CRUSA Foundation. "The value chains that were benefited in the Central Pacific are honey and papaya producers and today we see these higher levels of innovation and added value that will make them more competitive in 
the domestic market and and international markets."

the next goal of the Caja

Ten years ago, only one hospital in San José had a physician specialized in geriatrics. Today, only four hospitals from the national network are missing one, according to data released by the Caja Costarricense del Seguro Social (CCSS)

The CCSS offers this service in all national, regional and peripheral hospitals. However, Maria Eugenia Villalta, medical manager, said that the staffing of these specialists is pending in peripheral hospitals: Upala, Los Chiles, Tomás Casas de Ciudad Cortés and the one from Ciudad Neily.

In the latter, there are specialists in internal medicine who can assess the elderly population and also belong to a network of services available to other professionals, such as family and community medicine.

This year the institution expanded the training quota so that instead of the 10 doctors who entered annually, this year 16 started the specialization program.

The specialty in geriatrics lasts 5 years, period in which students have to rotate for Internal Medicine services in the three national hospitals of San José and the last three years, the training process is executed in the National Hospital of Geriatrics and Gerontology.

Costa Rica and France sign agreement
to foster cultural exchange

An agreement has been signed by the Costa Rican Ministry of Culture and Youth and its French counterpart. The agreement seeks to strengthen cooperation and the exchange of experiences on topics such as architectural heritage, the preservation and enhancement of historical and archaeological sites and museology. The exchange of ideas would also include discussion on the cultural economy, design and craftsmanship; and cultural policies. 

The signing of the document, which took place on Thursday, November 23, at the National Center for Culture in San José, was attended by Sylvie Durán Salvatierra, Minister of Culture and Youth of the Republic of Costa Rica, and Thierry Vankerk-Hoven, Ambassador of France in Costa Rica.

According to the new agreement, this cooperation will open the door to youth education and will include an exchange of professionals who will present collective thematic seminars. Student exchange and individual stays will be encouraged as will internships in institutions and cultural entities, and scholarships centered on national heritage.

In addition, the eventual sending of French experts to Costa Rica to discuss issues of common interest is contemplated. There is also the possibility of developing cooperation between higher education artistic institutions.

Cultural partnering between Costa Rica and France has allowed the creation of important events in the country, such as La Fête de la Musique.

"Costa Rica and France generate cultural cooperation activities regularly. This is the case, for example, of the technical assistance we are receiving in the National Cinematheque project, as well as the policy advice, decentralization and economy of culture that we received from the professor emeritus of the University of Paris and expert in economics of culture, linkages and employability, Xavier Greffe, who accompanied us in person in 2016, and will return in 2018 again. Or the support with specialists for the subject of design and banking for the creative sector that we have agreed upon. This instrument will enhance and expand this cooperation," said Sylvie Durán, Minister of Culture and Youth.
United Arab Emirates establishes an Embassy in Costa Rica

The Government of the United Arab Emirates (UAE) announced the decision to open its embassy in Costa Rica. This was reported by Sheikh Abdullah bin Zayed Al-Nahyan, Minister of Foreign Affairs and International Cooperation, to his Costa Rican counterpart, Manuel A. González Sanz; during the bilateral meeting last week in Abu Dhabi.

The announcement was made precisely on the same day that Costa Rica officially opened the facilities of its embassy in the capital of the federation, whose opening ceremony was attended by the UAE Minister of State, Zaki Anwar Nusseibeh.

So far, the UAE Embassy responsible to conduct bilateral relations with the Costa Rican State, is the Embassy in Lima, Perú.

These announcements were made as part of the work tour carried out by Foreign Minister González Sanz to the United Arab Emirates, with the purpose of confirming the strength that has been forged between the two countries in less than two years. "The gesture, an immediate response of reciprocity, is the best testimony of the Emirati interest and its desire to take bilateral relations to new levels of interaction," said  González.

The Minister of Foreign Affairs of Costa Rica explained that, along with Minister bin Zayed Al-Nahyan, it was agreed to generate specific approaches.

"We agreed to concentrate on this stage of relations, on promoting connectivity, tourism on both routes, trade, investments and cooperation especially in the field of renewable energies, in order to generate better and greater opportunities for the welfare of both countries ".

The two countries seek to prioritize tourism, trade and investment.

González attended the invitation of His Highness Sheikh Mohammed bin Zayed Al-Nahyan, Crown Prince of Abu Dhabi and Supreme Deputy Commander of the UAE Armed Forces; to carry out the current work tour that will continue in the Emirates of Sharjah and Dubai.

Costa Rica and the United Arab Emirates have signed five international agreements: Air Services Agreement, Agreement for the Promotion and Protection of Investments, Agreement to Avoid Double Taxation, Agreement for the Suppression of Visas in All Passports, Memorandum of Political Consultations. At the level of trade and exports, the Memorandum of Cooperation between the Promotora de Comercio Exterior (PROCOMER) and the Chamber of Commerce and Industry of the Emirate of Sharjah was signed. A Cooperation Agreement on Economic and Technical matters is currently under negotiation.

Woman dead after tree branch hits her boat

A tourist's body was found yesterday in Barra del Colorado, after an accident in which a tree branch hit the boat where the victim and seventeen other people where touring the rivers.

Red Cross confirmed the deceased person to be a 20 to  25 years old female from an undisclosed nationality.

The death occurred once the branch hit the vessel, causing it to sink around 11:30 am yesterday.

Seven other people were injured and taken to the hospital in critical condition. The Judicial Investigation Organization carries out the investigation.

New exhibit brings Coco´s Island closer to Ticos and Residents

The University of Costa Rica (UCR) has inaugurated the exhibition, “A Journey Through the Coco Island,” in order to bring information about the island closer to the Costa Rican people so they may better understand the island and be educated about its need for conservation.

Coco Island is one of the few oceanic islands in this area and its biological wealth impresses scientists and the few visitors who manage to reach it.

The island is located 532 km from the Costa Rican coast, and ranks fourth in the world among the most protected sites.

The Center for Research in Marine Sciences and Limnology (Cimar) and the National Museum and the UCR came together to organize this exhibition which aims to join the celebrations of the 40th anniversary of the creation of Isla del Coco National Park and the 20th anniversary of the declaration of the island as a World Heritage Site.

The exhibition will remain open to the public until August 19, 2018 and consists of information compiled by the Cimar, photographs of several professional photographers, videos and a model of the island.

According to Eugenia Zavaleta coordinator of the museum, it is a kind of journey through the history of the island, its flora, fauna, climate and natural beauty, as well as the main threats facing it, such as illegal fishing and pollution.

The exhibit seeks to celebrate the 20th anniversary of the declaration of Coco Island as a World Heritage Site by the United Nations.

On the other hand, the researcher of the Cimar, Jorge Cortés Núñez, commented that, thanks to the studies carried out in Isla del Coco by national scientists, it has been possible to document the natural richness of that territory.

"This knowledge has allowed the island to appear as a site of great biological importance in the world and to obtain donations for its protection," he said.

A quiet path

ardens come in all shapes and sizes. Where there is just a small area and you need a place for chairs or a play area for children, your garden may be on the edges of the area. English gardens are often like that with a long rectangular greensward and plants along the fenced edges.

If you have a larger space, you may have more than one garden with interconnecting greenswards for walking from one to another or a more formal path. The question is, what sort of path suits your garden space.

We have a fairly large property – 4+ hectares – and a lot of paths. The first is a set of 40 some concrete steps that go from the house to a long rectangle of grassy area. I was going to leave it grassy, but ended up with flowers…. A path like that is easy to plan and certainly necessary as the hillside could get too slippery for walking.

Then there is the other hillside, also slippery. Over there, we cut a zig-zag path down the hill and turned it into terraced gardens. Where the straight path turns, we have a few steps up to the next path. Walking up that path is easier on my leg than walking some 40 steps but it takes a bit of time.

Then there are the forest paths through the shade garden. There are earthen paths where the land is gently sloped or flat and decorative concrete block where stairs are needed. My gardener (he can be a worrier) even put in railings next to the stairs.

Finally, we have lovely white stone paths through the gardens by the house. They are a great contrast to the flowers in the garden and the bright green of the grass. An edge of paving stones keeps the stone in place.

Naturally there are other types of paths. Gravel, for example, makes and easy and inexpensive path and can be made more attractive with stepping stones. Stepping stones can set directly into soil and the soil areas planted with what we call “steppables” or “walk-on” plants, low-growing plants that don’t mind the pressure of the occasional foot.

Up in Georgia, I used a lot of shredded bark for paths. It was a bit pricy but felt great underfoot especially when I went barefoot, my favorite way of gardening.

Sadly, my barefoot days are over, because there are too many thorny plants and too many fire ants for me to garden without protection. I may have given up on going shoeless, but I still love my paths.

Plant(s) for the Week

Now you have a path (or paths) here and there. You worked long and hard on the path and the bordering plants. You need a place to rest. What could be more restful than a quiet garden bench. This one is surrounded by ferns, coleus (center above the bench), purple shield (left foreground), ornamental taro (right background), and tiny steppables filling the cracks in the rock wall. A perfect place to rest from your labors. Now if you just added a fountain…..

Properties would be protected from foreclosure,
if they house minors and students under 25

The Legislators of the Economic Affairs Committee have endorsed a reform to articles 43 and 47 of the Family Code, which would prohibit foreclosures on homes housing minors or students under the age of 25 years.

It is a modification to the Regime of Affectation of the Assets of Family Patrimony. Currently, this system protects homes from foreclosure if the family includes children under age 18.

Gerardo Vargas, representative of Frente Amplio (FA), proponent of the initiative, affirms that this regulation ensures access to housing. He also explained the Ombudsman could also recommend expanding the coverage if the family included members with disabilities or the elderly.

"The State must guarantee the protection of the family, the Political Constitution of our country provides such a guarantee in Article 51." said Vargas. "For this reason, we legislators, have an obligation to enforce compliance with this mandate."
