National budget for 2018 approved on first vote

Yesterday, the Legislative Assembly approved a national budget of ¢9.3 billion for 2018 on first vote

During the first debate vote, the budget had the full support of the Acción Ciudadana (PAC) party, except for the legislator Marcela Guerrero, and the Libertarian Movement Party. Legislators of the Frente Amplio and Mario Redondo, of the Christian Democratic Alliance, also voted against it.

56% of the spending plan for 2018 is financed with current revenues and 44% with public debt.

The budget should receive approval in the second vote tomorrow.

The initiative to cut the political debt by 50% for the next elections was not approved. The decrease was promoted by the legislator and presidential candidate of the Libertarian Movement, Otto Guevara.

A total of 24 law makers voted against and only 17 in favor.

The initiative did not have the support of the National Liberation (PLN) and Christian Social Unity (PUSC) parties.

Guevara had proposed the cut so that one half of the political debt (¢10,637 million) would go towards the reconstruction of infrastructure damaged by Tropical Storm Nate in October.

The idea of decreasing the political debt was buried during the discussion of the budget.


The Supreme Electoral Tribunal (TSE) objected to the cut after claiming that any modification to the political debt has to be made 6 months before the elections which will be held on February 4. Otherwise, it would be unconstitutional.

By constitutional mandate, the Legislative Plenary must vote on the spending plan no later than Nov. 30.

Refugee unemployment a concern

About 45% of the refugees in the country are unemployed.  This has generated concern so different authorities have come together to achieve a plan to provide work solutions for this population.

There are 4,500 refugees in Costa Rica, but almost half of them have not managed to join the Costa Rican labor market.

Miguel Urbano, Officer of Durable Solutions of the United Nations High Commissioner for Refugees (Acnur), said that historically, Costa Rica has always been an important destination for refugees.

In 2016, more than 6,000 applications were received from people who wanted to flee their countries, to live in Costa Rica for political or security reasons.

"The level of unemployment is high and there are others in informal employment, which adds to the vulnerabilities they already face for a proper integration. The response of the country has been exemplary in the region with this issue," said Urbano.

The requests from people who feel at risk in their home countries and see Costa Rica as a viable destination has increased in recent years. In 2015, 2,500 refugee applications were while in 2017 that figure is almost 7,000.

Venezuelans and Salvadorians are the two main nationals requesting refugee status in the country.

The 2017 list is led by individuals from Venezuela, El Salvador, Colombia and Nicaragua.


The Live Integration Program was created in 2014 and, with the Ministry of Labor, is developing strategies to facilitate refugee employment and technical training.

"We have to support the policies that will be applied to facilitate the integration of these people," said the Interim Minister of Labor, Juan Alfaro.

The Ministry pointed out that training and education for all people in Costa Rica is essential to prevent companies from leaving the country because they are unable to find skilled labor.

Year-end celebrations may increase the flow of vehicles on the main roads

The works that are being carried out between La Uruca and Los Anonos will be suspended from December 22 to January 2.

This was announced by the Roads and Bridges Conservation Management of the National Road Council (Conavi) on Monday. Work will continue through November, hault between December 1st and 4th and then  resume until December 22. They will stop again and resume on Jan. 2 and continue for four more months.

"For end of the year end celebrations, all the lanes will remain in normal operation, which means that there will be no impact on traffic," Conavi said in a press release.



Conavi explained that the works consist of a total rebuilding of the asphalt layer of the road.

Edgar May, Conservation Manager of Conavi, explained that a period of 3 to 4 days should be expected to set the asphalt composition properly. The process involves mandatory closure of the lane for 24 hours.

"Once this period is over, the section that was is paved and the flow of cars will continue after the drying process." Conavi said.

Currently, work is taking place in the La Uruca-Hatillo roads between 6 a.m. to 6 p.m. The works cost 3 billion colones.


28 drivers fined for refusing the alcohol breath test

Twenty-eight drivers received a fine for refusing to perform a breath analysis that was intended to determine if they were driving under the influence of alcohol.

A recent reform establishes a fine of ¢306,850.21, or type A fine, for any driver who does not agree to be tested. Additionally, they accumulate 6 points in their driver's license, which will force them to carry out a road awareness and reeducation course in order to renew their driver's license.

This course, taught by the General Directorate of Road Safety, is face-to-face. Participants attend classes for four days, in the mornings or afternoons, from Monday to Thursday, and on Friday they have to take the test. A minimum grade of 80% is required to pass the written test.

In the cases of novice drivers, who have their license for the first time, the accumulation of these points suspends the license immediately for a year, which prevents them from driving legally for that time.

The Director of the Traffic Police, Mario Calderón, calls on people to adopt responsible behavior on the road, especially during the holiday season.

"Since October, we are implementing operatives in partnership with the municipal traffic police to remove from circulation those who disrespect the law. The subject of alcohol is a priority because in December 2016, 13 people died for cause while driving. It is clear that people abuse alcohol in these times," said Calderón.

Drinking and driving accounted for 34 deaths in 2016.


Calderón said that in 2017, 18 deaths were reported on the road linked to driving under the influence of alcohol. "What we are looking for is to make sure that December 2017 does not add as many deaths by alcohol, as December 2016," the official added.

Between January and October, 21,248 breathalyzer tests were carried out to detect drivers under the influences of the liquor, which represents 70 daily, on average. Of that total, 1,190 drivers received a penalty of ¢ 306,850.21 and accumulated 6 points. Another 616 people also tested positive, but their level of alcohol in the body was so low that it did not require a penalty.

Calderón noted that 1,743 drivers ended up in the Public Ministry for driving with excessive levels of alcohol in the body.

Government will auction some of its properties,
registrations start today

The Ministry of Finance will auction off electronically ten properties located in several areas of the country, December 6th and 7th as part of the government’s measures to reduce expenses. 

The properties that will be auctioned were delivered to the Treasury as payment of debt or were transferred by other institutions.

According to article 11 of Guideline 070-H, issued by the Executive Branch in March, public entities are authorized to sell assets that are idle, unnecessary or considered a luxury.

The auction will begin at 8am on December 6, 2017 and continue until 9am the next day (December 7) The activity will be carried out in the auction module of the Integrated Public Procurement System (Sicop).

Those interested in participating must register with Sicop in order to bid electronically. Electronic bidding, a method used by the Ministry for some years, makes the auction accessible from anywhere in the country.

Prisoners will be taught meditation techniques

Prisoners and prison guards will soon learn to manage stress through meditation and breathing techniques.

That is the objective of an agreement signed by the Ministry of Justice and Peace and the El Arte de Vivir Costa Rica foundation.

The goal of the techniques is to reduce the levels of violence within the penitentiary system. Historically, clashes between prisoners have caused severe problems in prisons.  Some of the clashes have been deadly.

"The work is done through sessions where proven breathing techniques (called SKY), meditation, knowledge systems and other processes are taught, to promote an effective change in the prison environment," the Ministry said in a statement to the press

According to Justice, it is intended to "promote peace, inspire empowerment, action, strengthen leadership and build an environment conducive to the reintegration into society of those deprived of liberty."

Luis Diego Cob, director of The Art of Living, explained that the techniques that will be taught will break the cycles of violence that are experienced - in many cases - within prisons. It also seeks to avoid levels of criminal recidivism.

For Cecilia Sanchez, Minister of Justice and Peace, these tools will be important to manage the stress and violence that coexist in a "drastic" way during imprisonment.

Breathing techniques will be part of the prisoners training.

"It is an effort, in turn, to strengthen the culture of peace and peaceful resolution of conflicts," he said.

New Costa Rican ‘Institute for Access to Information’
officially created

Yesterday, the Human Rights Commission of the Legislative Assembly approved the creation of the Costa Rican Institute for Access to Information (ICAI), which will be an autonomous entity with maximum independence. In addition, the Institute will have legal personhood and budget autonomy. Its mission is to promote transparency within the state and access to public information by citizens.

The rest of the legislation encourages public consultation on public files, reports, studies, minutes, resolutions, trades, correspondence,  agreements, notes, memorandums,  and contracts, among others

The bill also specifies that the information can be in any type of format, whether written, printed, digital, audio, visual, electronic, computer or holographic.

"This bill places the country at another level of what citizen’s participation mean. Institutions have the obligation to provide information, but also to have it in accessible formats," said the legislator of the Citizen Action Party, Marcela Guerrero.

The law's articles are applicable to the institutions of the Central Government and also those included within the centralized part, the three Powers of the Republic, autonomous and semi-autonomous institutions, bodies with instrumental legal status, the mercantile companies that are property of the state, non-state public entities, municipalities, universities and public companies, as well as any other entity that manages public funds.

Half-day government break on Friday

The employees of the public sector will have a break during the morning this Friday, so that they can participate in the march for the International Day of Nonviolence against Women.

This was confirmed on Tuesday afternoon by Minister of Communications Mauricio Herrera.

"A break is being promoted for next Friday morning to make it easier for those who want to attend the march to do it." The agreement in La Gaceta is about to come out, said Herrera.

The march is scheduled to start at 8:30 in the morning. It will leave from the Parque de la Merced and will go down Second Avenue until it ends at the Plaza de la Democracia.

The holiday will cover only half a day, so workers should return to their posts for the afternoon.

Costa Rica hosts science conference

For the first time, Costa Rica will host the tenth Ibero-American Congress of Science and Technology Indicators, whose objective is to update the discussion agenda on science, technology and innovation indicators, as well as to exchange national and regional expertise.

The meeting is organized jointly by the Ibero-American Network of Indicators of Science and Technology (RICYT), the Ibero-American Observatory of Science, Technology and Society (OCTS / OEI) and the Ministry of Science, Technology and Telecommunications of Costa Rica (MICITT).

According to the ministry, the conference seeks to maintain a dialogue between producers and users of information to develop goals, projects and programs as well as policy design, monitoring and evaluation of indicators.

"We need to continue to visualize the impact of scientific and technological activities and show the strategic importance of knowledge as a social resource, the mobility of its frontier and the increasing magnitude of the resources required for its creation and application. The Organization for Economic Cooperation and Development (OECD) has insisted on the importance of having this information," said Carolina Vásquez, Minister of Science, Technology and Telecommunications.

The Congress brings together academic and professional experts in the development and analysis of science, technology and innovation indicators, belonging to more than 30 countries such as: Mexico, Argentina, Brazil, Colombia, Portugal, Spain, Chile, and the United States.

There will also be 200 researchers from the different productive sectors of the region, such as professionals in economics, statistics, mathematics, data sciences, planning, administration, physics, and engineering, participating in the Ibero-American Indicators Congress.

This edition of the Ibero-American Congress of Science and Technology Indicators will run until next Wednesday, November 22 at the Wyndham Herradura Hotel facilities.
