Full deployment of electronic invoices scheduled for 2018

One year from now, the electronic invoice system will be the norm in the Costa Rican business transactions.

The new electronic invoice is a digital receipt that is generated when a sale of goods or services is made. It can be used for accounting records, credit and debit notes.

The Prosecutor of the Association of Public Accountants of Costa Rica, Dunia Zamora, recalled that the health sector must have the new billing system ready as of January 15, 2018, and recommends starting to test the program as soon as possible, to avoid delays.

"The first thing companies and professionals must do is define who will provide the electronic proof service, or use their own software provided that it complies with the established regulation," explained Zamora. "For the affiliation process, people should go to the website of the Ministry of Finance and then go to the tab ‘Electronic Billing Record’ and complete all the information requested.”

“The procedure applies both to those who have offered their services for several years, and to those who will do so for the first time. From that day on, taxpayers can only use the electronic invoice and save the paper invoices not used so far," said Zamora.

The Tax Administration has issued the following calendar with the deadlines that apply according to the field of the business.

Health Related
Date: January 15, 2018
Activities: Clinics, medical centers and private hospitals, ophthalmology, homeopathy, psychology and veterinary services.

Accounting, financial and administrative sector
Date: February 1, 2018
Activities: Accountants, advice, audit services, economists and business administration consultancy.

Legal sector
Date: 01 March 2018
Activities: legal, law firm, notary and legal advice.
Sector: Engineering, architecture and informatics

Web designers and others
Date: April 2, 2018
Activities: Web designers, repair and maintenance of computer equipment, architectural draftsman and / or construction plans, topography and architecture and engineering.

Other sectors
Date: May 1, 2018
Activities: Technical advice on construction and civil engineering works, teacher on their own, journalist on their own, advertising services, occupational health professionals.

Those who have two or more different activities must use the system in all cases, regardless of whether one generates more profits than the other.

For example, if an economist works mostly in teaching, he or she should use the invoice as of February 2018, since the calendar indicates that his or her sector must comply with the obligation as of that date, although that is not his primary activity. From that date, he will use the electronic invoice for any of its two services, according to Zamora.

Those who do not comply with the implementation of the electronic invoicing system within the aforementioned deadlines are subject to an economic fine equivalent to two basic salaries (¢ 852,400) and the closure of the business in case of recurrence.

In the event that one of the companies supplying the electronic billing service is hired, the Costa Rican Association of Public Accountants recommends that, before signing the contracts, the terms of support for the documents be negotiated and exist online, at least for a fiscal period and a maximum of four years.

This is to have a B plan in case the emails are deleted or there is a hacking of the email account of the company or the professional, since these documents are indispensable for the declaration and payment of taxes.

Guanacaste's Carrillo will get increased water supply

The expansion of the Sardinal-El Coco-Ocotal aqueduct in the district of Sardinal, in Carrillo, Guanacaste, will begin in mid-November with the placement of the first pipelines. The works will benefit 34,000 people, according a population forecast for the next 25 years.

The ¢1,730 million project, built with public funds from the Costa Rican Institute of Aqueducts and Sewers (AyA), consists of three components: storage, pipes and the well field. Works will begin in the second quarter of 2018.

The works will provide 70 liters of water per second out of the 440 liter per second that could be extracted from the Sardinal aquifer, according to the scientific studies. This is one of the 54 projects of the Comprehensive Water Supply Program for Guanacaste (PIAAG). The investment will guarantee the human right of access to water that the AyA must comply with.

The scientific evidence shows that the aquifer is in excellent condition to supply the demand and that it has enough recharge capacity, even after the drought of 2015-2016.

An Interinstitutional Technical Committee monitors the Sardinal aquifer monthly thanks to a network of 33 wells since 2009. This Committee is made up of the National Service of Groundwater Irrigation and Drainage (Senara), the AyA, the Ministry of Environment and Energy (Minae), and the University of Costa Rica (UCR).

The AyA is part of the Pro Plan Committee for the Sustainable Use of the Sardinal Aquifer, along with the community, the local government, Senara and Minae. The group studies the protection of hydrographic basins, recharge zones, rivers and water sources.

The Constitutional Chamber of the Supreme Court dismissed an appeal file at the beginning of 2017, as it found no violation of rights or irregularities in the project, according to sentence number 2017-001163.

Both the Office of the Attorney General of the Republic and the Office of the Comptroller General of the Republic have already approved the works.

About 34,000 people will benefit from the new aqueduct.
The aqueduct will also be expanded to supply other areas of Sardinal such as Zambranas, Los Chilolos, Obandito and Nancital-Bejuco.

An earlier stage of the project was built and donated to the AyA in 2011 by the use of a trust, but in June the institution assumed the construction due to the danger of salinization of the coastal wells. A letter of understanding was then signed to guarantee that no profit will be generated by using some the funds placed in the trust.

The trust allows private funds to be donated to the construction of the aqueduct. These donations can be made in cases where water is available, but there is no infrastructure to take advantage of it.

National Electricity Institute in a quest to save
the National Theater

The National Electricity Institute has finished the basic studies, preliminary designs and 3D models of the work that seeks to reinforce the infrastructure of the National Theater, work that makes up part of the collaborative agreement to protect these facilities and the annex building.

The works carried out to date -  a progress of 75% - leave everything ready to start the construction phase, which  - according to Fred Herrera, director of the Theater - will depend on the approval of the loan of $31.3 million in the Legislative Assembly.

"The works are urgent, we must remember that the theater reached its 120 anniversary this year, the same time it has been vulnerable to a disaster," said Herrera.

According to Herrera, two fire incidents that occurred in January and April 2016, alerted management to the urgent need of providing the building with a modern fire-fighting system, new electrical installation, technological improvements in the wooden structure that load lights and other furniture - known as tramoya - and the stage.

According ICE Engineering and Construction department, new works have been included, such as the potable water and sewage system, design of showers in dressing rooms, load elevator, structural revision of the new stage, design of the alternative scenario during construction and design of coverage for mobile telephony within the facilities.

All of the works have been reviewed and endorsed by the Committee of Experts and the international consultant, Juan Ruesga, renowned architect and set designer.  The work aims to maintain the historical and architectural essence of that national monument,

"The support of ICE in the designs is quintessential and will be until the beginning of next year, when they are will be ready. Then, if we get the approval of the loan, we will follow the path indicated by the Bank to select the supplier that will build the remaining works," said Herrera.

ICE has also collaborated in supervising of the installation of pipes, which will allow the operation of a water pump located at the northeast end of the theater, mitigating a possible fire in one of the riskiest areas of the property. The resources for this project are a donation from the National Insurance Institute.


People with disabilities would get free bus transportation

The special legislative commission that analyzes issues related to people with disabilities, approved on first vote a bill that seeks to relieve this population from the payment of bus fares.

Law 19623 was signed by legislators from different political factions who agreed to grant this benefit as long as there is an official document certifying that these people have a disability.

The bill that will now be discussed in the Plenary establishes that the Costa Rican Social Security Fund (CCSS) will issue a document that certifies the person's permanent disability.

The member of the Citizen Action Party (PAC), Marcela Guerrero, said that the initiative come from the State's obligation to promote, protect and ensure the right conditions for the full enjoyment and equality of all human rights and fundamental freedoms of people with disabilities.

"The percentage of people with disabilities in our country is approximately 10% of the total population. More than half of them lack employment and face various adverse conditions that hinder their social and economic development. That is why this initiative is one step towards building a fairer society," explained the PAC legislator.

The law maker who promoted the initiative, Oscar López, from the Accessibility Without Exclusion Party, said he feels satisfied with the progress of the proposal and hopes that its approval in the Plenary will be fast.

"Today we are closer than ever to obtain the approval. This is great news," said Lopez who also has a visual impairment.

On Friday, a reform was approved to transform the Special Commission on Disability and Senior Citizens into a permanent commission, and thus, provide a permanent space within the Congress to address issues.

"This is a significant advance in terms of what we might say is a double discriminated population, not only because of the conditions in different circumstances that prevent them from actively integrating themselves into an autonomous life," added Guerrero.

10 percent of children are born prematurely every year

Since one of ten children is born prematurely every year, various hospitals of the Costa Rican Social Security Fund (CCSS) carried out several activities last Saturday during the World Day of the Premature Child, with the aim of raising awareness among the population.

Premature birth is a public health problem in the world, since it occurs in high-income countries, as well as in middle and low-income ones. Most of the births occur spontaneously, although some are triggered as a result of early induction of uterine contractions or cesarean delivery, either for medical or non-medical reasons.

In Costa Rica, about 30 percent of infant deaths are due to extreme prematurity, since these children, at birth, have not  yet developed the adequate central nervous systems, lungs and cardiovascular and digestive systems necessary to sustain life . Those who survive can face lifelong physical, neurological or learning disabilities.

The Calderón Guardia Hospital staff delivers approximately 5,100 babies a year, with 26 percent of this total at high risk.

According to statistical data provided by the neonatology service of the hospital, in 2016, 1,200 hospitalized babies were treated. Of the premature births, 445 required mechanical ventilation for an average of 4.5 days each.

That is why hospitals such as Calderón Guardia, San Juan de Dios, San Vicente de Paul and Nacional de Niños and Hospital Mexico will continue to carry initiatives to raise awareness of the risks of prematurity.

Hospital Mexico will implement innovative techniques aimed at ensuring the stimulation of these babies and provide newborn care focused on development.

At San Vicente de Paul, nursing and medical staff organizes yoga for mothers with their babies, in order to provide early stimulation for infants and recreation for the mothers, all with the collaboration of different NGO´s.

World Prematurity Day is an initiative that emerged in 2011, proposed by the European Foundation for the Care of Newborn Infants (EFCNI), for the awareness of Prematurity as a public health problem.

With the purpose of consolidating the Digital Health File throughout the national hospital system, the Board of Directors of the Costa Rican Social Security Fund (CCSS)approved a contract with the Costa Rican Institute of Electricity (ICE) to renew and expand the technological and electrical infrastructure of the 29 hospitals.

It is the largest technological investment CCSS has made.

Gabriela Murillo, manager of Infrastructure and Technology of CCSS said it represents a technological leap of great dimensions, since it allows CCSS to have a platform that provides all that is required to implement the digital health file system.

The project seeks to create a unique and universal digital record of the health history of every patient of CCSS. Some hospitals were already connected during a beta phase of the project. By the end of next year, all public hospitals are expected to be connected to the platform.

The contract approved today by the Board of Directors amounts to $201 million and will allow the renewal of communication networks, electrical components, computer and communications equipment, printers, bracelets to track down patients, tablets so that professionals in medical sciences can use them during the hospital visits, wireless networks, networking equipment, and other advances.

The contract includes: maintenance equipment, monitoring, and 24/7 incident monitoring for a period of five years.

Murillo explained that ICE was chosen for its technical expertise and experience in executing mega projects.

This decision of the Board of Directors will allow implementing more hospitals that are digitally based, so that more and more it is information that travels, not the patients. This has been a goal promoted by the CCSS since 2014.

Engineer Rodriguez Arce explained that this investment is necessary because the national hospital network has about one million square meters of space and about 32 thousand patients throughout the nation.

New works on Santa Ana roads start in December

On December 8, the Public Works and Transports Ministry will start the field studies and adjust the designs for the expansion of the Santa Ana radial on route 147.

The Ministry will have 10 weeks to complete the modifications to extend this two-lane highway with a turning center, to a highway of four lanes, with a central lane for turns and two marginal lanes.

Work on the project is expected to begin in August 2018 and should take about twelve months to complete.

UNOPS, an entity attached to the United Nations Organization, is in charge of managing the project, taking into account design improvements. It is also responsible for the contracting processes as well as the inspection and the execution of the works, explained Andrés Muñoz, engineer at the National Road Council, which belongs to the Ministry.

The design and construction will cost about $8.5 million. However, this figure will be recalculated more precisely once the final plans are in place.

The expansion project is considered to be an essential step to improve traffic along this route which is full of commercial buildings.

The project has had economic support of the business sector, which has contributed money for the design of the route and the bridge over the Corrogres River.

Santa Ana is one of the most commercially powerful cantons in the country, and experiences heavy traffic.

This work will cover 2.2 km between the Virilla Bridge and the Corrogres river, some 200 meters before the radial tunnel, at the intersection with route 27, said Muñoz.

The project will also have marginal lanes, one in each direction, that allow transit to and from commercial buildings in the area and will be separated from the main lanes with concrete barriers.

One advantage of this project is that expropriations have been totally unnecessary.

Why we do garden?

Well, it can be a great excuse for someone like me who hates housework. “Can you do the –dishes/laundry/vacuuming/mopping – today? All that gardening today just wore me out.”

How about this one: “No I can’t go to the supermarket, the roses need spraying and pruning.” I like that one. Roses are an easy mark, they always need something.

Okay, okay, no more excuses. Why do we garden?

We garden because there is nothing better than a home-grown, sun-kissed tomato on the salad. Don’t put them in the refrigerator first, chilling them makes them lose flavor.

We like green peppers that go Crunch when we bite into them.

We garden because really fresh herbs have so much more flavor than the ones in the stores.

We get out in the garden because we like to feel the sun on our backs and the dirt under our fingers.

We garden because we like to water our plants. When we water them, we like to point the hose skyward and let the water shower down on us – it makes us feel like kids again.

We garden because we like to have really fresh flowers in the house, even if they are little flowers in a tiny vase that used to hold toothpicks.

We garden because we like the feel of the early morning dew. We like to be up early while the sun is still behind the trees and slowly sneaks up on us, warming us slowly.

We garden because the bare naked green grass just wasn’t satisfying.

And we garden because there isn’t enough frustration in our lives already.

Oh yes, gardening is frustrating. Take radishes for example. They sprout quickly and then slump. Or they grow beautifully but have a stringy root. They grew fine “Up North” but here they need to be babied with extra sand and rice husks to lighten the soil and a few extra minerals.

We get frustrated because “Up North”, we planted things in full sun and they flourished. In Costa Rica, they need shade but we didn’t know that and we lost a lot of plants before we figured it out.

We get frustrated because we have leaf cutter ants that strip a tree overnight and iguana the size of ------ the size of ----- well they are bigger than a breadbox and they love to eat our veggies.

We get frustrated because the neighbor’s cows can strip a patch of sweet corn down to nothing in an hour and then head off to have hibiscus for dessert.

Yup, we get frustrated a lot but we still garden. We fence out the cows and use tons of Omitox on the ants and we keep at it.

Why? Because we are gardeners!!!

National Center for Congresses and Conventions
almost finished, authorities say

The Presidency Ministry and the Costa Rican Tourism Board have reported an 80% completion of the construction of the new National Congress and Convention Center during an inspection carried out last week.

Along with representatives of the construction company, President Luis Guillermo Solís and the Tourism Minister Mauricio Ventura toured the building, which shows significant progress since the start of the works in January, according to Casa Presidencial.

"The significant progress of this work represents the success of Costa Rica in taking on the challenge of diversifying its tourism offer. We are a consolidated destination and we have achieved more airlines to connect to the country increasing tourism, investments and now with the National Conventions Center we´ll be able to compete in this market," said President Solís.

During the inspections it was possible to verify the advances and to gather information about the materials used and the constructive features. The main room has 12,080 cubic meters of concrete, 74 tons of steel and 27,162 square meters of asphalt.

Ventura said the National Center for Congresses and Conventions is a sign that in Costa Rica public works can be executed on time.

"We move forward in the construction of this longed for project," said Ventura.

"Grupo Heroica and Volio y Trejos Consortium, which manages the Cartagena de Indias Convention Center in Colombia, won the bid to administer our center," added Ventura.

As required by the Comptroller's Office, two companies competed on said bid. After the legal and technical analysis, it was the Heróica-Volio y Trejos Consortium who won the contract.

According to Juan Carlos Borbón, Project Manager of the Convention Center, in the next few days the corresponding contract must be signed, the endorsement process must be carried out and the start order must be issued.
