Three dead and minor damages in infrastructure after Sunday's earthquake

The Ministry of Public Security (MSP) confirmed the death of Juan Carlos Zúñiga due to a cardiac arrest in the Coronado Clinic. Zuñiga is the third fatality linked to the earthquake that shook the country on Sunday night.

"Zuñiga was taken to the clinic in a vehicle of his sister. She said that after the earthquake he felt bad, entered the medical center with cardio-respiratory arrest and then died," Hidalgo said.

Zúñiga was a resident of Cascajal de Coronado.

There were a total of three heart attack deaths attributed to the earthquake.

The other two victims were identified as José Alberto Segura Gutiérrez and Teresa Viales Navarro, both of whom received medical care at the Jacó Clinic.

The earthquake happened at 20:28 local time with a magnitude of 6.9 on the Richter scale. The  epicenter was 23 kilometers southeast of Jacó beach, in the canton of Garabito at a depth of 10 kilometers, according to the National Emergency Commission.

Another lower intensity earthquake occurred on Monday at 5:50 am. More than 300 aftershocks were detected as of Monday at noon.

The National Seismological Network (RSN), reported that the earthquake and its sequence of aftershocks was caused by the subduction of the Coco plate under the Caribbean plate.

This is one of the most active areas of the country. Historically, earthquakes of magnitudes 7.0 have been generated, such as the Cóbano earthquake of March 25, 1990, the RSN on a statement explained.

The network also added that earthquakes in nearby areas took place in Quepos, in August 1999 (magnitude 6.9) and in Osa  in June 2002 (magnitude 6.4). Another important earthquake, close to the epicenter of the earthquake on Sunday, is the Damas de Parrita earthquake on November 2004 (magnitude 6.4).

Infrastructure damage was minimal taking into account the amount of energy released.

In Alajuela and Orotina, there were reports of lack of electricity that were later restored by the Costa Rican Electricity Institute.

In Jacó, a landslide was also reported between Villa Caletas and Playa Herradura in one of the three lanes. However, the passage of vehicles through that area was not blocked, according to Gilbert Madrigal, deputy mayor of Jacó.

At least one building was evacuated in Jacó, "for apparent damages, while in other parts of the country there were reported superficial affectations such as falling objects,”  informed the National Emergency Commission.

The Fire Department confirmed, through its Twitter account, damage to the walls and floor of the fifth floor of the San Pedro Mall in San José. The security personnel of that shopping center evacuated the building and closed the facilities.

Last registered earthquake in the area dates from August 1999, specifically in Quepos.

According to Marino Protti, a volcanologist at the National Volcanic and Seismological Observatory, it is likely that the central Pacific will suffer more earthquakes of similar magnitude over the next few days.

On the other hand, the risk of tsunami was ruled out by experts.

In the diplomatic field, Ecuador, Guatemala, Mexico and Panama expressed their solidarity with Costa Rica.

"A solidary hug to our Costa Rican brothers, we are attentive and ready to provide the support they require,”  published the president of Ecuador, Lenin Moreno, on his Twitter account.

For his part, the head of State of Panama, Juan Carlos Varela, expressed his "solidarity with the people and Government of Costa Rica before the earthquake that left damages in the country."

The Mexican Foreign Ministry also expressed its support.

"Mexico is attentive to the damage and needs of the Costa Rican people and our fellow citizens," said the Mexican Ministry of Foreign Affairs.

The Ministry of Foreign Affairs of Guatemala posted on Twitter that the country is attentive "to the news in Costa Rica due to the strong earthquake registered a few moments ago, our solidarity with the people, the government and the residents' pending."

The president of Costa Rica, Luis Guillermo Solís, thanked all the governments for their through Twitter.

"Costa Rica has the strength of the institutions of the Risk Management System, which are already alert to the earthquake," he said Sunday night.

Solís asked the population and the authorities "to take the necessary preventive measures in the case of aftershocks, to pay attention to the authorities and to be attentive to official information."

Little expat emphasis in U.S. tax bills

As the US Senate and House wrestle over the content of proposed tax bills, one fact is clear: Overseas Americans are hardly a footnote.

Both senators and members of the house have drafted their own versions, and the Donald Trump administration has its own 400-plus-page proposal. Eventually, if the measures passed, the legislative committee will negotiate the differences.

Every facet of taxation seems to be on the table, and some proposals would eliminate or reduce the popular home mortgage interest deductions and deductions for state and local income taxes.

American Citizens Abroad and other expat advocates have been arguing for residency-based taxation instead of the current US worldwide approach.

As the US Internal Revenue Service, the nation's tax policy, puts it: "If you are a US citizen or resident alien, the rules for filing income, estate, and gift tax returns and paying estimated tax are generally the same as if you are in the United States or abroad. Your worldwide income is subject to US income tax, regardless of where you reside."

American Citizens Abroad is more specific and says: "You may have US tax filing if you have personal income such as salaries, salary, commissions, tips, consultancy fees, pension fund, alimony, US or foreign social security, interest, dividends, capital gains, rent property, farm income, royalties, inheritance or payment in kind in the US or abroad."

Those fairly simple statements become much more complex when put into practice, and many overseas Americans have been scurrying to file statements of assets and lists of bank accounts.

Many have generally ignored the US Rules, at least as far as income earned overseas. Many expats in Costa Rica draw their primary income from US sources, such as Social Security and US-based pensions, so they pay taxes whether they are physically in the United States or not. Other Americans in Costa Rica have jobs here, but few exceed the $ 102,100 annual income exemption available to overseas Americans. Many probably do not even pay Costa Rican taxes.

Lawmakers have directed their focus to the billions of dollars US companies are holding overseas to avoid US taxes. The Senate bill proposes a territorial taxation system for these companies, but it is unclear if that rule would filter down to individual Americans.

The Internal Revenue Service has threatened to pull the passports of Americans who owe more than $50,000 in tax debt.

Many Americans here have routinely avoided or evaded US taxes for years. There has been no way for the Internal Revenue Service to check on capital gains on the sale of Costa Rican homes or other real estate held by an American. Costa Rica does not levy this tax, but the United States does.

Lately, however, many homes are being sold for less than the price they commanded before 2008, so real gains, except for long-held properties, are few.

Despite the threatening pronouncements from the Internal Revenue Service, enforcement overseas has been spotty. The agency has threatened to require the US State Department to pull the passports of Americans who have more than $ 50,000 in tax debt, but the start of the program has been moved forward several times.

Now the start date has been set for January.

American Citizens Abroad continues to lobby for a territorial tax system and has conducted studies to show what impact such a change would have in the tax money collected from overseas Americans.

US expats in Costa Rica continue to address the US rules individually. A few have renounced their US citizenship to protect large overseas incomes. Others just hope that US tax collectors will continue to cherry pick big evaders and leave them alone.

What will happen in Washington is highly uncertain, and there remains the possibility that no tax revisions will take place.

Rate on new Added Value tax is not high enough,
say authorities

Some government representatives consider the 13% Value Added TAX (VAT) is not enough for the interests of the country. The tax bill is currently in the Legislative Assembly ready for discussion.

"It is clear that a higher rate is needed, but it is also clear that there are political spaces that need to be respected," said the Minister of Finance, Fernando Rodríguez, after delivering the bill to the heads of the factions of each political party.

There will be more discussion of the bill, but the Executive Branch does not want to risk losing the progress made in prior discussions.

The VAT will tax goods and services that are consumed or used by anyone in Costa Rica.

If the project is approved, streaming services such as Netflix, legal advice, gyms, rentals of more than ¢425,000, downloading books online and renting vehicles, among many others would pay the tax, which would increase the price for the consumers.

Other services that would be taxed are those related to cultural, artistic, sports, scientific, educational, recreational, gaming or similar activities, as well as commercial exhibitions.

The bill also asks for a differentiated rate of 4% for services such as private health, primary and secondary education, as well as the purchase of airline tickets originating in Costa Rica.

According to the Treasury, that 4% tax will not add up much in revenue, but in trace-ability.


Major improvements coming to Juan Santamaría International Airport

Due to the increase in commercial flights and the arrival of intercontinental airlines in the last five years, the Juan Santamaría Airport has begun to expand its facilities.

Aeris, the company in charge of managing the airport, announced the construction of two new blocks. Each new block includes two new boarding sleeves for wide body aircraft.

The first extension should be ready in October 2018 and the second has no definite date.

The executive director of Aeris, Rafael Mencía, said that the current program of investment and expansion will be extended at least until 2020.

"We are growing with two bridges to the west, which we call block V. After that we have to build block X, which are two bridges farther west," explained Mencía.

The two new projects involve four more waiting rooms. In the basement of the first, there will be a new system to handle the luggage.

Mencía explained that the construction was in the hands of a Spanish firm contracted through the International Civil Aviation Organization, but the company presented a series of problems. In this case, Aeris offered to build the new building to accelerate the process and it was approved by the government.

The cost of the modules is $40 million.

Another pending project is the expansion of the southern parallel highway, a place where planes wait before taking off.

Changes to the main Costa Rican airport should be ready by 2020.

Mencía said that this work is fundamental for the efficiency of the process, because all the airplanes must currently cross it and it stops the flow of other airplanes for several minutes.

“Today, each landing and each take-off has a delay ranging between three and six minutes, and with the extension, we will gain many minutes at peak time and we will have happy airlines because their operation is running smoothly,” Mencía said.

With the extension of the road, up to three planes can be lined up. This project, whose cost is $2 million, will begin next year.

Improving the quality of life of inmates who are single mothers

A group of 70 volunteers from the company Mondellez International joined forces with the Zurquí Juvenile Training Center to allow teenage single mothers in prison to raise their children in a more welcoming place than a jail.

Currently, there are 93 inmates who committed various crimes when they were minors. Twelve of them are teenage mothers who are in a process to be reintegrated into society successfully.

"A few weeks ago, we learned that the girls and their babies were going to be moved from the jail to a house that was in bad condition and we saw the opportunity to equip the house and make it feel like a home," said Sylvia Alvarado, Corporate Affairs manager at Mondellez International.

Now the children will be raised, not within the walls of a prison, but in a house that has three rooms, flowers and games.

"We fell in love with this project and thanks to the love of our collaborators, the openness of the Center and many others who donated their money, today we can say that these children will grow up in a calm environment which is as normal as possible," said Alvarado.

The director of the center, Kattia Góngora, explained this new space is of great benefit to the family circle of these teenage mothers.

"These children have the right to be with their mothers, and we have the obligation to generate a space with the best conditions," Góngora added. "The house is a huge advance in human rights. Mothers can do something as basic as getting up at night to prepare milk for their babies," she said.

"This change has been very important and invaluable for our children. This mother-child house has completely different conditions.   Here our children can play and have more freedom to play in green areas and we can be with them all day," said Hillary, one of the teenage mothers.

Much of the process of inserting the 93 inmates into society falls on what they learn and the experience they have within the Center. In a place where most do not receive visitors, books and technology are excellent company. For this reason, the library was rehabilitated, the courts were painted to play basketball, volleyball and football. Also, 24 laptops were donated to the population of this Center.

A more cozy environment in which to raise the children of the inmates is at the heart of the project.


Actions like these, aim to give the prison population a series of social, emotional and educational tools that help them avoid recidivism.

Góngora also said that the donation of the computers and the improvement of the conditions of the library are tools that strengthen the learning process of the 93 young people, since many of them have not even completed their primary education.

"Here, education is provided from Monday to Friday in both school and high school, and this type of donation changes their lives completely…you can immediately see the joy. This year we have two boys who did their baccalaureate and we are confident that they will win, "said the coordinator.

The importance of having spaces such as a library is highlighted by the United Nations, in its Nelson Mandela Rules, which aim to educate the inmates. "Each prison will have to be adequately stocked with both recreational and instructional books, which all inmates may use. Inmates will be encouraged to use the library as much as possible,” says the United Nations Standard Minimum Rules for the Treatment of Prisoners.

A greater environmental awareness, government regulations and the sustainable use of agrochemicals are some of the factors boosting the biological pesticide and herbicide industry in Costa Rica.

That is the conclusion of the study "Supply of bio-controllers of Costa Rican origin as an input for agricultural production" developed by the Promotora del Comercio Exterior de Costa Rica (Procomer).

Biological control is a method that consists in the use of extracts of plants, invertebrates, microorganisms, and minerals for the control of pests in agriculture.

It is estimated that the annual global market growth for these products will be 30% in 2017, reaching $11 billion, according to the Promotora.

The products are commonly used in the growing of vegetables, fruits, ornamental plants and other products such as coffee, sugar cane and tubers.

Although North America and the European Union represent two-thirds of this market, Latin America is the region with the highest projected growth,  projected at 18% from 2015-2025.

"In Costa Rica, the industry of these products is still under development, with the study we managed to identify four botanical pesticides and two microbiological pesticides, properly registered," explained Enrique Ulloa, economic analyst at Procomer and author of the research.
 
"Worldwide, around 1,400 types of bio-pesticides are marketed, in presentations as diverse as concentrates, liquids, wet-able powders, granules and ready-to-use powders," he added.

The sale of eco-friendly products for the agricultural sector faces harsh competition from bigger companies.

Costa Rica currently has a support platform for bio controller producers, which includes public institutions, research, and teaching centers. The services of the platform include training, formulation and quality verification.

According to the industry's producers, there are some barriers to growth, among them the difficulty to register products, the ingrained use of chemical pesticides by farmers, unfair competition for products not registered correctly, the negative perception in terms of the quality of local products and the lack of state support.

In 2016, the import of bio-controllers reached $2.7 million. Regarding exports, Procomer says that a total of $109,000 was exported, meaning an average growth of 2% in the last five years.

Costa Rican Electricity Institute cleared from multi-million fine

The Contentious-Administrative Tribunal (TCA) annulled a multi-million fine that the Superintendency of Telecommunications (Sutel) filed against the Costa Rican Electricity Institute (ICE), for alleged monopolistic practices.


This was confirmed by ICE on Monday morning, saying that the Court issued judgment 108-2017 VIII on November 10, giving reason to the suit filed by ICE against Sutel.

The case began in the tribunal in September 2015, when ICE denounced Sutel for ordering it to pay a fine of 2,100 million colones, after accepting a third party claim filed by the company Telefónica de Costa Rica.

The Board of Directors of Sutel had said that ICE committed anticompetitive practices in the case known as Extreme chip promotions. ICE sued Sutel back.

"ICE never had a real defense opportunity," said Julieta Bejarano, legal director of Grupo ICE.

According to the official, the TCA found very serious mistakes in the administrative process, among them the fact that Sutel used evidence provided by an operator that competes with the ICE, in this case, the Telefónica company.

Kölbi, the telecom brand used by ICE still has the largest market share in the country.

The sentence, according to ICE, also pointed out several serious errors in the administrative procedure that placed ICE in a state of total defenselessness.

The finding means that Sutel to pay the costs of the trial.

Poás Volcano will remain closed, no matter what tourism businessmen claim

Despite constant requests of tourism business owners, the National Commission of Emergencies has denied a partial opening of the Poás Volcano. Although eruptions have almost ceased, high degassing – the expulsion of dangerous gases from volcanic vents –continues to present a danger and prevents the reopening of the park.

The mayor of Poas, José Joaquín Brenes said that the decision of experts in seismology and emergency prevention must be respected and that these are decisions that businessmen must understand.

Brenes added that it insists that tourism in the area is not just about going to the volcano.

The National Park has been closed since April 13.

Students must learn about the pensions system,
says social security system

Members of the Costa Rican Social Security Fund (CCSS) have recommended that students in schools and high schools get a proper education the Costa Rican pensions plan.

One of the suggestions is that the Ministry of Public Education (MEP) include a program on the subject in schools.

The advisor of the Department of Curriculum Development of the MEP, Warner Ruiz, commented that pensions is not a specific topic that is addressed, although the Civic Education study programs do include related content.

The official said that there are constant issues that different social sectors consider appropriate to incorporate the education received by students.

According to Ruiz, for MEP it is not possible to create a new subject for each of these recommendations, although they are taken into account in discussions of curriculum.
