In response to the damages caused by the floods from tropical storm Nate in early October, the European Union has allocated 100,000 euros, approximately 68 million colones, to provide immediate assistance to the most affected population.

The funds, managed by the Department of Civil Protection and Humanitarian Aid Operations of the European Commission, ECHO, will benefit 550 families in the northwestern province of Guanacaste, the Central Valley and the South Pacific area.

"This support to the victims of Storm Nate in Costa Rica tries to allow the most vulnerable people to recover, after the severe damage to their homes, livelihoods and resources," explained Raimundo Núñez-Flores, responsible for the Humanitarian programs of the European Commission in Central America.

The intervention, which will last six months, is the responsibility of the International Federation of Red Cross and Red Crescent Societies (IFRC). It consists of assistance in recovering livelihoods and basic goods.

"Once again the European Union accompanies the Costa Ricans in a time of difficulty. The help we are announcing today for those most affected by the impact of the NATE storm is an expression of our solidarity with the most needy," said the Ambassador of the European Union in Costa Rica, Pelayo Castro.



With the floods, the income of people who depended on their crops or fishing is in danger.

Humanitarian funds will allow the implementation of a cash transfer program ($ 200 per family). It is hoped that this influx of cash will contribute to the recovery process of the local economy and the economic security of the most vulnerable households.


This will be achieved by allowing affected families to meet their immediate needs and replace the items they lost.

According to information from the National Emergency Commission, storm Nate left in its path a total of 14 deaths, more than 500,000 people without drinking water and 11,361 people in 178 shelters during the peak of the emergency.

The tropical storm Nate, labeled as one of the biggest disasters in Costa Rica, reached Costa Rican soil on Oct 5, 2017. Its effects were felt particularly in the provinces of Guanacaste (northwest), Puntarenas (south), in the area of ​​Pérez Zeledón (south) and in the province of San José. In total, 76 of the 82 cantons of the country were declared in emergency.

Ombudsman files constitutional appeal
against minimum Internet speed

The functional speed of 256 kilobytes (Kbps) for the postpaid mobile Internet, fixed by the Superintendence of Telecommunications (Sutel), does not work for many users.

Due to claims of the citizens, the Ombudsman's Office has once again appealed to the Constitutional Chamber to challenge that decision set by Sutel in October.

The plea was brought before the court on Tuesday.

The functional speed of 256 mbps was set after the repeal of the fair use policy, which punished users who exceeded the monthly limit of data consumption, according to each of the operator’s plan.

The speed of 256 Kbps also serves as a 'punishment', because if the user exceeds the monthly data package, it remains under those conditions until the billing month is restarted.

Sutel said that this measure would be reviewed every 2 years and that it was established according to technical studies carried out. This guarantees the operational speed required by mobile applications most used by users in Costa Rica.

"Mobile operators must eliminate the fair use policy from their adhesion contracts immediately, and clearly incorporate data from the contracted service, such as: speed of access to the service, the volume of data agreed and the functional speed of access to 256 Kbps Internet, which guarantees your right to information and access to the most used applications," a spokesman said.

According to the Ombudsman office, the internet speed offered is obsolete.


The Consumers Association of Costa Rica indicated in October that this "functional speed" was not the most appropriate for users.


"We are surprised that this speed is similar - or almost equal - to that which some operators have been implementing (with the fair use policy)," said Erick Ulate, president of the association.

The Constitutional Chamber asked the Sutel to set a fair speed for users on contract plans and nagged Sutel for having delegated this  decisions to the operators.

35,000 car owners have paid the marchamo tax in one week

In a week, 35,000 vehicle owners are up to date with the 2018 marchamo, according to data from the National Insurance Institute (INS).

The sum raised as of Wednesday, November 8, amounts to ¢ 6,128 million.

The total includes 22,400 individual vehicles, 6,000 light cargo vehicles and 4,400 motorcycles.

The first option for payment was the page www.ins-cr.com.

"Through the website we have received almost 1.7 million queries, through the mobile application 76,000, 13,000 through text message,” said Róger Arias, head of the Auxiliary Service Directorate and Health of the National Insurance Institute (INS).

Arias said the payment of the marchamo has been a fairly fluid process, but confessed that there have been some problems with the systems, which become slow due to the large number of users.

"10 a.m., noon and afternoon are the times of the highest volume of users. We are working on solving this situation," Arias explained.
 

Also, he suggested not postponing the payment of this tax for the last days of December.


New aqueduct for Santa Cruz will be operating in 2018

The new coastal aqueduct of Santa Cruz will benefit 50,000 people. It transfers water from the Nimboyores aquifer to supply communities whose wells are highly vulnerable to drought and salinization. The work of ¢ 8,000 million already began with the placement of the first meters of pipelines.

The project is promoted jointly by the Acueductos y Alcantarillados and the and the Asociation of Communal Water Administration (Asadas).

On July 24, 2017, the companies signed an alliance for the construction, administration, maintenance and operation of the new project.

The work consists of 38 km of pipeline, four storage tanks, the purchase of land for the said tanks and all required equipment.

This is one of the 52 projects of the Comprehensive Water Supply Program for Guanacaste (PIAAG). In addition, the aqueduct is covered by the emergency decree of 2014, issued due to a drought. All works are approved by the National Emergency Commission.

The first stage of the Santa Cruz coastal aqueduct project, which uses wells already drilled, will provide 60 liters per second (l/s) of water, while a second stage it would allow a maximum of 172 l/s.

he design includes pipes going through the Lorena up to Cerro Huacas. From there, three different pipes will come out: one to Tamarindo, another to Matapalo and Playa Grande and the third to Brasilito, Flamingo and Potrero.

The alliance implies that government will build the infrastructure to take advantage of water from the Nimboyores aquifer and will channel it to the different Asadas according to an established flow, which will be verified thanks to the installation of 14 macrometers. The Public Services Regulatory Authority (Aresep) will establish the rates.

There is scientific certainty that the Nimboyores aquifer has sufficient flow and stability for current and future demand and has a reserve. This was established by hydrogeological studies, monthly monitoring and monitoring in real time. These studies are in the charge of the Inter-institutional Technical Committee for Aquifer Management.

The new aqueduct is promoted by the Commission for the Integral Management of the Nimboyores Aquifer and the Coastal Zone, a group that brings together public institutions, Asadas, the private sector and academia to protect water and promote an integral management of the aquifer.

The first phase of the aqueduct is scheduled to be completed in the second quarter of 2018.

40 percent of voters have not picked
a presidential candidate yet

It is four months before the next elections, and 40% of the citizens willing to vote have not a chosen a candidate, a sign of lack of motivation and disinterest among the citizenry according to the latest survey published by the Research Center in Political Studies (CIEP) of the University of Costa Rica (UCR).

According to political scientist and teacher Gerardo Hernández, the distancing of the electorate from the political parties is a consequence of cultural changes, a sense of unreliability due to broken promises, corruption scandals and the rupture of partisan family traditions.

Although Costa Rica remains a country with a high level of support for the democratic system, the various publications of the Americas Barometer show that it is also a society intolerant to the diversity of opinions being expressed. This could become fertile ground for a democratic rupture.

"Discontent alone is not bad, the big difference is how it is channeled," says Ronald Alfaro, coordinator of the Public Opinion Unit of CIEP, who said that "political disenchantment could be a very powerful force in favor of democracy."

He adds the ideal of a democratic country is to support the political system and citizen's tolerance demonstrating a mature and stable society with the freedom to choose or express oneself.

However, collective unrest and intolerance can easily become a basis for the consolidation of ideas or political figures whose strategies would jeopardize the democratic stability of a country.

Far from the bipartisanship that characterized Costa Rica until 2002, the current electoral panorama incorporates the emergence of new political forces that give voice to traditionally excluded sectors and seem to reflect an increasingly diverse society.

Hernández labels this phenomenon as a positive and a legitimate symptom of a democratic society; however, he admits that speeches and groups totally opposed to inclusion of diverse groups are also being reinforced.

Violent and hateful messages are easily spread in places such as social networks against certain political parties or towards groups such as the Lesbian, Gay, Bisexual, Transsexual and Intersex (LGBTI) population. These messages worry analysts who see them as possible triggers for greater intolerance that could be seen as legitimized.

"Conditions would make it easier for some actors to use that unrest as a political weapon, mobilize people and take them to the polls to support some measures that undermine democracy," said Alfaro.

He explains that, although there will always be tolerant and intolerant actors in a society, differences of opinion should never lead to actions that harm the rights of third parties.

"In a democracy, people are expected not to take actions that violate the rights of other people, only because they have different opinions from theirs," the researcher emphasizes.

The rise of authoritarian speeches, punitive populism and threats of an “Iron Fist” by certain political candidates are interpreted as the prelude to ideologies that, if they come to power, would affect the stability of Costa Rican democracy.

"As of the moment you start to disqualify yourself and do not recognize others, there are strong signs of political or social intolerance, "said Hernández.

In addition to being well conducted, free, clean and transparent, it is said that electoral processes must also educate citizens and give them tools to make decisions.

Ilka Tremiño, director of the Latin American Faculty of Social Sciences (Flacso) in Costa Rica, believes the Costa Rican electorate faces the challenge of getting to know not just the candidates for the presidency, but also those who aspire to the legislative seats.

"The president is no longer the only figure with decision making and we have been negligent in seeking information on legislative representatives, knowing who they are and where they come from, knowing if they represent the democratic responsibility we seek," says Tremiño.

The groups that come to power after the elections on February 4 will face a legislative power that, as it has been since 1994, is increasingly fragmented and, therefore, will require agreements and coalitions to advance the political agenda.

"Candidates have to know that they are going to play on a board that does not have only black and white pieces, it is a multicolored board and, therefore, it poses a very different dynamic", said the political scientist.

In this scenario, the consolidation of groups intolerant to differences and reluctant to negotiate would have an important impact on the democratic stability and the future of the country.

The experts conclude the citizens have the duty to exercise an informed vote and not to echo what violates democracy.

Firefighters to launch their own web series

“Alarma”, a reality show in which unpublished historical stories will be presented that demonstrate the nature of the emergencies attended by the Fire Department of Costa Rica will be premiered December 6.

The first preview of the series was published a few hours ago. On it, firefighters are observed both in their stations and in the different emergencies that they handle daily.

The series has the support of the Film Center of the Ministry of Culture, the Film Commission of Costa Rica and was declared of cultural interest according to the Culture Center.

In addition, various companies and institutions joined to support the project. They include Brandy Creativity & Technology, Industrial PS, Sondel, Shneider, Petzl, Ingelectra, UCIMED, CNFL, Cinépolis, Veritas University, Children's National Hospital,  and Air Surveillance, among others.

Constitutional Chambers reject an appeal against gender ideology

The Constitutional Chamber rejected an unconstitutional appeal presented by the legislator and presidential candidate of the National Restoration Party (PRN), Fabricio Alvarado, against the executive decree in relation to the gender ideology

The appeal was presented by Alvarado along with lawyer Alexandra Loría, on October 18.

"The appeal was signed by 18 legislators and we sent it to the Constitutional Chamber. We defend public officials and citizens to whom the government wants to force to adopt the new ideas as their own," said Alvarado at the time.

According to the press office, the unconstitutional appeal against the decree called "Policy from the Executive Power to eradicate from its institutions discrimination against the sexually diverse population", was rejected on Tuesday by a vote of 17-793.

"The appeal is rejected outright. The magistrates Castillo Víquez and Salazar Alvarado save the vote and order to give course to the action," confirmed Vanlly Cantillo, spokeswoman for the Constitutional Chamber.

The Legislator Fabricio Alvarado assured that, despite the rejection, they will continue with other actions in Contentious Court.

In the same way he said the fight is not over and that this failure is not a defeat.

The appeal was filed by legislator Fabrizio Alvarado.

Geovanny Delgado, an activist in Human Rights, cheered the magistrates' decision and even assured people that this is something historic for the country.

"This reaffirms that the steps that the Government has been taking in human rights issues is correct. Also, the subject of sex education guides is important because the appeal also went against them and the Ministry of Public Education (MEP). Sex education is in great need in Costa Rican," he said.

He also clarified that what Christian groups commonly call gender ideology is not an imposition, but equality.

The Minister of Justice and Peace, Cecilia Sánchez Romero, signed a cooperation agreement with the Municipality of Limón with the aim of meeting the needs of prisoners for job training and income.

The signing of the agreement took place on Monday with the mayor of the municipality, Néstor Mattis.

The mayor defined as areas of interest those related to environment and sustainability, infrastructure and decoration, employment and education, community volunteering, art and culture, productivity, cooperativism and entrepreneurship, among others.

Minister Sanchez said that the signing of these agreements is important for the Ministry and will all it to develop different projects.

"We will continue making efforts to expand the possibilities of cooperation with local governments and all entities and organizations willing to support second opportunities," said Minister Sanchez.

Aresep finds 22 service stations providing
irregular amounts of gas

The Public Services Regulatory Authority (Aresep) detected a total of 22 gas stations nationwide where less gas is delivered, It is sold at an inexact price or below quality standards.

This is confirmed in the Service Stations Quality Study of the first semester of 2017, prepared by the regulator, which showed that the majority of detected non-compliance issues are related to the quantity of product sold.

The results were confirmed by the Intendant of Energy, Mario Mora, who said the findings allow the Aresep to take administrative measures.

The Aresep detected three gas stations where users were sold fuel intended for non-sport fishing: La Puesta del Sol Service Station, Los Reyes Servicentro and NASA Service Station.

In addition, other stations encountered problems due to the quality or quantity of fuel dispensed: Los Sueños Marine Service Station, La Puesta del Sol Service Station and Coopeagri R.L.

According to Mora, the problems related to the amount of fuel have decreased when compared to the study of the second semester of 2016.

The Guanacaste and Limón gas stations showed no problems.

The majority of gas stations where some irregularity was detected are located in the province of Alajuela and San José, with seven stations each.

In the case of Puntarenas, 4 nonconformities were detected, 2 in Heredia and 2 in Cartago; while in Guanacaste and Limón no service station presented problems.

The Aresep evaluated a total of 359 service stations nationwide.
