Government seeks to buy occupied properties and
turn
squatters
into their official owners

About 160 families who, for more than 18 years, have been living irregularly in the Chánguena and Térraba farms in the South Zone of the country will be given a property certification, thanks to an initiative of the Instituto de Desarrollo Rural (Inder).

The Executive President of Inder, Ricardo Rodriguez and the General Manager of the Inder, Diana Murillo visited the site on Friday and met with the community members.

An agreement was reached in the Board of Directors of Inder, which declared the situation as a Public Interest Conflict. This is the initial stage of the expropriation process that will then be carried out in the courts of justice.

This decision is based on the provisions of Law 9036 that empowers Inder to initiate proceedings of this type.

The authorities of the Inder made it clear that, before reaching this determination, other administrative procedures were tried.
 
The conflict between 80 families of squatters and the National Bank, which owned the land, began more than 18 years ago and culminated in a demonstration by the squatters on the bridge over the Térraba River in 2015.  The search for solutions has taken a long time.

Following action by the courts, Inder will take possession of two properties and redistribute the areas among the beneficiary families of the project.

The owner of Finca Chánguena is a cooperative called Coopalca R.L.

There will be more studies to determine if there are additional beneficiaries and an analysis of how to distribute the land. Inder will also look into construction of roads, electrification, aqueducts, and construction of community centers or even value-added centers or industrial plants.

It is expected that the agricultural production that will be harvested from both properties will supply the Brunca regional market that will be built soon in the area.

In addition, training will be provided by the Instituto Nacional de Aprendizaje and technical assistance will come from the Ministry of Agriculture and Livestock as well as other institutions.

The British are Coming!

So far this year, the British market has gained ground, positioning itself as the largest generator of tourists from the European continent, accounting for 47,826 international arrivals (from January to September). This is a growth of 9.1% compared to the same period in the previous year.

The Costa Rican Tourism Institute (ICT)
is taking actions to encourage British tourism since that area of the economy is so important for the country.

Mauricio Ventura, Minister of Tourism, explained that after the arrival of British Airways there has been a dynamic in the market that should be exploited. This is why ICT, along with 53 tourism companies, will participate in the World Travel Market (WTM) fair that will be held at the Excel Convention Center in London, from
November 6 to 8.

"Since we took on the challenge of creating a strategy for the reinforcement of the European market, we have seen good results," said Ventura, "We must reinforce the actions to consolidate the destination and, without a doubt, the participation in WTM represents the most important showcase in the English market, in which Costa Rica is playing an even more leading role."

As part of the strategy, participation in international fairs are handled
by public relations agencies for the four main markets (France, Spain, Germany and the United Kingdom), studies of better prospects in these markets, reinforcement of cooperative campaigns and the strategy for attracting airlines.

One of the most relevant aspects is the growth in the participation of the private sector. In 2015 there were 34 private tourism companies involved and that grew to 53 companies in 2016.  

Costa Rica will be have a large area for its presentation at the WTM which will, for the first time, focus on the culture of the country not just on nature and adventure.

Country is on the verge of high season

There's hopeful news for those still bailing out basements and sloshing through the landscape.

The local weather experts will be outlining the expected arrival of the dry season at an informational meeting today.

That same means the country will face some cold fronts that move in from the north, noted the National Meteorological Institute, the national weather service.

Costa Rica was hit hard this year by tropical weather, the last being Hurricane Nate, whose deadly long arms stretched from the Gulf of Mexico.

Twice a year, the weather service holds informational sessions to estimate the arrival of the rainy season, although the data varies annually by just a few weeks.

The North Pacific is to first to experience a reduction and eventual end of the rains. The arrival of the drier climate continues south for more than a month until the southern Pacific coast benefits. It is also from the south that the rainy season begins its march northward in April.

For Costa Ricans, the arrivals of the dry periods herald Christmas and the tourism high season.

The seasonal winds from the north get the credit for chasing away the rains. But they also bring chilly weather to higher elevations.

Despite the meeting today for the press, the forecast is for thunderstorms.


Our Reader's Opinion: Fines on Uber Drivers


Dear A.M. Costa Rica:

Exactly WHO is setting the ends for all the traffic tickets and now, Uber ticket ???  $4,000 fine for driving an Uber? This is an absurd amount of money. While some gringos might be able to pay $4000 I do not know too many Tico's who could.
 
By setting ends so high for all the traffic-related offenses, the government is encouraging the corruption of its process. Who will not offer cash to a police officer when faced with a fine in the hundreds or thousands of dollars (or in the millions of colones).

The reality of Uber is that the public LOVES it for its ease of use and it's economy. All the government employees who are taking the red taxi banner might find themselves out of a job when their voting public decides to boot them out of a job for eliminating Uber.

One Uber driver said it best. If the government wants to tax the Uber drivers let them do it. Just let all the men and women who have suddenly been able to earn a living in this crazy economy continue to do so. Tax the Uber drivers, require enrollment and let them pay a reasonable amount of money in taxes. But let them continue to earn a living and let ALL THE TICOS AND EXPATS continue to use an amazingly convenient service.
 



Their cars are newer and nicer than the taxis. Most of the drivers are more courteous and friendly, and being able to summon an Uber with a phone app beats the taxi option hands over fists!


In fact some, Ticos I have spoken to say the only way they can get a taxi is to walk from home to a hotel that is serviced by taxis.

This is a plea to common sense. I urge the Costa Rican legislators and bureaucrats to approach this regulatory issue with common sense. The two systems can coexist.

Growing from prisoner to a business administrator

Mario Badilla has been in the Carlos Luis Fallas Institutional Care Center prison for six years.  In 2014, he began his studies at the Universidad Estatal a Distancia (UNED).

Despite the difficulties and limitations of his environment, his effort and discipline allowed him to finish the program. Last Thursday, he obtained his diploma in Business Administration.

"We must forget about the noise of television, the noise of people or of the limitations that one has," Badilla said. "Sometimes you have questions, but there is no one to ask to. You may want to read at night because there is a lot less noise, but at eight o'clock they turn off the lights."

"It is up to us to strive, it takes a lot of commitment and discipline. Today I feel very grateful and this motivates me to move forward," said the new business administration graduate.

The Mélico Salazar Popular Theater, in San José, was the site of the graduation ceremony.

Mario's mother and sibling applauded and shed tears of happiness at seeing him get his degree.

"Seeing my son there was very exciting, it made me want to cry when he saw that he could get a degree even though he made a mistake," said the mother, Ana Morales.

"I felt like crying because maybe many mothers dream of seeing their children succeed, go ahead and see their dreams come true, the truth is that that's the most beautiful thing," she added.

Badilla explained it was his sister who motivated him to study. Today, Mario has among his goals to pursue further education in accounting and have greater opportunities when he is released.

"The study allows these people to leave behind many problems and exchange them for a book, a pen or a notebook," said Rodolfo Ledezma, national head of Educational Services of the Ministry of Justice and Peace.

"We have had the support from the educational center, with which we have signed agreements," he said.

Katya Calderón, the academic vice-rector, praised the effort and the dedication of the graduates and recognized the importance of Mario's presence at the graduation to reaffirm that the UNED, in its 40th anniversary, continues to strive to meet its objectives.

During 2017, 285 inmates were enrolled in university studies.

"It shows that when human beings calmly propose to reach a successful goal, we are able to do so, "said Calderón.

Main changes to Social Security pensions scheme unveiled

The representatives of the think tank created to analyze the current situation of the pensions
plans in the country have released their conclusions on its sustainability.

The group is made up of members representing employers, workers, and government.

Luis Mesalles, representative of the employer's sector and director of the Costa Rican Union of Chambers and Associations of the Private Business Sector (UCCAEP) explained the
five main oints of the plan.
 
Every three years, there will be a 0.5%  increase in the contributions paid by employers, workers, and the state. This percentage is the same as that established in 2005.

Next, there should be a transfer the contribution of 0.25% from wages from the Popular Bank to the pensions fund. For this change, a legislative bill would be needed.
 
The state is urged to transfer ¢60 billion
annually from the Family Allowances Fund (FODESAF) to the pension system. For this change, a bill will also be required.
 
The percentage of the additional amount for postponing the pension begins to operate from the 300 quotas quoted, instead of the current 240.
 
Finally, it was agreed that the administration of the pension fund establishes a percentage of not less than 4.8% as a target of a real return on the investment fund.

Mesalles highlighted the agreement reached by all sectors, after six months of dialogue, because "it was an intense and productive negotiation, in which many people contributed ideas; in the end, we had a much more transparent discussion."

The panel of experts started their deliberation in May, performing a deep analysis of the financial status of the Institution.



"These are measures that are not drastic. However, it must be clear that the proposals do not solve the long-term structural problem either. Obviously, as a country, we will have to reconvene the dialogue in five years to see what happened and then analyze the solutions to the structural problem again,” explained Mesalles.
 
For Mesalles, one of the reasons for not addressing the structural problem of the pension system was that the actuarial studies made by Caja Costarricense del Seguro Social, International Labor Organization, and the Universidad de Costa Rica presented different scenarios on how critical the situation of the pensions plan is.

Costa Rica to host the first congress
on equality in civil marriage

The first Congress of Equal Civil Marriage of the continent will take place in the country on November 8, 9 and 10.

It will have the participation of more than 40 experts from throughout the region, including: the Vice President of Costa Rica Ana Helena Chacón, representatives of the embassies of Holland, Switzerland, Canada, Evan Wolfson, founder and president of Freedom to Marry, the representative of the United Nations in Costa Rica Alice Shakelford, as well as activists from the continent.

The main objective is to open the debate on equal access to the civil institution of marriage as a concretion of the right to equality and non-discrimination throughout the Latin American region.

Although the event will be in Costa Rica, the issue of Equal Civil Marriage is relevant for the entire region, since most of the States have not been able to guarantee full access to all the rights of the LBGTI people.

The Congress has a very broad program, which begins on November 8 with a discussion panel at the University of Costa Rica among law students and Dr. Evan Wolfson. The Magally movie theater will showcase the movie Freedom to Marry.

On Nov the 9th, several talks will cover the subjects of Family, Role of Human Rights Organizations, Importance of Marriage, Difficulties to achieve Equal Civil Marriage, How to achieve The Equal Civil Marriage, and the International Framework LGBTI Rights.

On November 10, at the Inter-American Institute for Human Rights, a national exhibit by international activists and the Vice President of the Republic, Ana Helena Chacón will take place.

Aspiring doctors get tested to land an internship

During four consecutive hours, 768 medical students from the different accredited universities in the nation underwent a standardized test to determine if they are ready to to accept internships in hospitals and health centers  of the Costa Rican Social Security Fund (CCSS).

Eugenia Villalta, the medical manager of the CCSS and Carlos Esquivel, director of the Center for Strategic Development in Health Information and Social Security (CENDEISSS), explained that the test was conducted in a very orderly and smooth manner.

It started at 9 o'clock in the morning and ended at 1 o'clock in the afternoon at the six venues that the CCSS opened for that purpose: the CENDEISSS facilities and the San Juan de Dios, Calderón Guardia, Children's National, National Geriatrics and Gerontology and the San Vicente de Paul in Heredia.

The exam consisted of 160 uniquely selected questions related to clinical cases involving the basic knowledge required by future doctors.

The results of the tests will be announced on December 8 and no appeals will be accepted, only clarifications from the evaluating body.

This is the second time that CCSS has carried out this test, which was designed by the International Foundations of Medicine (IFOM) through the National Board of Medical Examiners. IFOM is accredited and recognized around the world as the leader in testing of this kind. In 2016, the test was applied for evaluation purposes.

As of this year, those who do not get at least a 411/1000 score won't be able to opt for a clinical field in the 108 establishments (29 hospitals and 79 health areas) that the institution selected.

Mopt starts building new pedestrian bridge between

Today the National Road council starts the construction of a pedestrian bridge near La Pozuelo, in La Uruca, as a complement to the 1.7 km road extension works already being carried out.

The authorities of the National Road Council said that the structure will be built 200 meters north of the said company.

The construction works will be carried out for a period of three months and will cost ¢438 million and will be executed by the company COPISA, which was in charge of the expansion of the road. An addendum was made to the original project for this work.

In order to carry out the construction, a temporary closure of the external traffic lane in the San José-Heredia direction must be made, so drivers are asked to consider this situation and be attentive to road signs and the instructions of traffic officials.

This pedestrian crossing seeks to provide the large number of people who work in the area’s shops and industries with a secure way to cross the road as well as ensuring the safety of individuals visiting Hospital Mexico and the General Directorate of Immigration.

The highway expansion project is an $8.6 million investment, equivalent to ¢4.900 million, and has been in under construction since last March.

Transit authorities also asked that those who want a permit for partial or total closure of roads for the holiday celebrations should file their request at least 10 business days in advance.

The requests should be made before the Dirección General de Ingeniería de Tránsito (DGIT) and should explain the community’s purpose in asking for the closure. Closures are granted for parades, sports activities, and food festivals among others.

The pedestrian bridge seeks to increase the safety of workers in the surrounding area.

A permit can be requested by email and should include the date of the activity, the time range required to close the route, a description of the event, the estimated number of attendees, who is addressed by the event, the route and a traffic management plan, that is the alternative routes that could be used during the closure with the respective temporary signaling, A contact for notifications is also required.

It is important to clarify, that according to Article 131 of the Transit Law, closures are not allowed on national routes.

After evaluating the closure, Traffic Engineering informs the interested party if the procedure is approved or not.

Southwest Airlines now flies from Fort Lauderdale to San Jose

Southwest Airlines has begun international service to San Jose, Costa Rica(SJO), from the Fort Lauderdale-Hollywood International Airport, (FLL), the gateway to South Florida.

The inaugural service was carried out last week, at the same time that the airline started flying to Punta Cana, Dominican Republic and the Turks and Caicos Islands in the Caribbean, all from the same airport.

The beginning of this new service is another step in the international expansion plans that Southwest Airlines has been executing in previous years. Costa Rica is a market in which Southwest has been present since 2015, and was the first Central American destination of the airline.

Southwest announced its service to Turks and Caicos Islands earlier this year and has flown to Punta Cana, Dominican Republic, since 2014.

"We are excited about this new stage in the growth of Southwest at an international level, our mission is to continue offering an affordable option for Customers and Passengers to travel to and from Costa Rica and our destinations in the Caribbean, as well as connect travelers with our vast network of destinations in the United States," said Manuel De Oyarzabal Castellanos, Strategic Planning Executive for Southwest Airlines.

"The Southwest flight that we are inaugurating from Fort Lauderdale, becomes one more connection from our main tourist issuing market, such as the United States, said Hermes Navarro Coordinator of Attraction of investments at Instituto Costarricense de Turismo. "Florida is among our best prospects within the US territory and this will definitely promote an increase in arrivals of this market for the entire national territory."

So the problem is with the browser in each reader's computer. Particularly when the connection with the server is slow, a computer will look to the latest page in its internal memory and serve up that page.

Readers should refresh the page and, if necessary, dump the cache of their computer, if this problem persists. Readers in Costa Rica have this problem frequently because the local Internet provider has continual problems.

A typical edition will consist of a front page and six other newspages. Each of these pages can be reached by links near the top and bottom of the pages.


Classifieds

Classified pages are updated daily. Employment listings are free, as are listings for accommodations wanted, articles for sale and articles wanted. The tourism page and the real estate sales and real estate rentals are updated daily.
