Government announces project to
guarantee potable water in Guanacaste

The government announced the signing of a law that allows the increase of the area of the Lomas Barbudal Biological Reserve from 2,645 hectares to 3,088 hectares.

Part of the original land of the reserve will be appropriated by the government in order to build a reservoir.

According to government projections, "This modification, which increases the size of the reserve by approximately 17 percent, will allow the country to create the Río Piedras reservoir as a water reserve to guarantee a permanent supply for human consumption and irrigation to the cantons of Carrillo, Santa Cruz and Nicoya,” which are all in the Guanacaste Province.

President Carlos Alvarado says that "this law responds to the request of the province of Guanacaste to establish water supply as a priority, and the Río Piedras reservoir is the only way to guarantee a permanent supply of water."

The Minister of Agriculture Renato Alvarado spoke about the importance of the new reservoir for the producers of the area.

"The project will allow growers of Carrillo, Santa Cruz and Nicoya, to cultivate about 26 new products, such as avocado, roots, tubers, citrus, and vegetables, bales of hay, both for consumption on the farm and for commercialization, produce more cattle per area and have it better fed, with the possibility of getting it out faster to the market."

The Environment Minister, Carlos Manuel Rodriguez, confirmed that, "water comes from the biological reserve, whose objective is to produce benefits and water is one of them." This new law complies with the requirements established in the Ramsar Convention and the Law of Biodiversity, and also creates the Lomas Barbudal wetland.

According to the plan of the new Paacume reservoir, it would be capable of:

- Generating 20 thousand liters of water per second.

- The towns of Carrillo, Santa Cruz and Nicoya, about half a million people would be guaranteed potable water for the next 50 years.

- Even in a period of drought, 18,800 hectares could be irrigated during the year.

- 700 agricultural producers will be able to keep their production in good condition in Nicoya, Santa Cruz and Carrillo.

- The Piedras River Dam, which is included in this project, would generate energy to supply some 10,000 homes.

- The use of groundwater will be replaced by the use of surface water, which allows coastal aquifers to recover.

Lomas Barbudal Biological Reserve is located 15 kilometers southwest of the Bagaces district in Guanacaste.


In July, a loan from the Central American Bank for Economic Integration (BCIE) was announced for $425 million to bring water for human consumption and for irrigation of crops, to three cantons of the province of Guanacaste.

According to the official statement, "The money will be invested in the Water Supply Project for the Tempisque River Basin and Coastal Communities (known as Paacume), which will benefit the cantons of Nicoya, Santa Cruz and Carrillo.”

The plan involves the construction of a dam on the Piedras River with a maximum height of 40 meters and a length of 485 meters. It will be 53.5 meters above sea level. The idea is to create a reservoir to store water for a full year. The dam itself will cost $142.5 million and will flood 850 hectares.

The project also foresees the construction of a 55 kilometer long canal, with a width between 16 and 20 meters, from the Piedras River to the town of Palmira. It is expected to transport 20 cubic meters of water per second. Construction will also include a network of water pipes with a total length of 350 kilometers.

According to the Tourism Institute, Lomas Barbudal Biological Reserve is located 15 kilometers southwest of the Bagaces district in Guanacaste.

The reserve serves as is a lure for those who study insects. It is rich with various species of butterflies and bees and with other insects that are considered to be endangered species. The reserve has a great variety of ecosystems but it dominated by the dry tropical forest. The most outstanding trees are the cocobolo, the "cristóbal" (Platymiscium dimorphandrum), and the gumbo-limbo, which are both odd and endangered species. It has also extended and varied wild fauna, formed by monkeys, squirrels, and badgers.

Disapproval of fiscal plan creates poor
image of Costa Rica, says AmCham

The Costa Rican-American Chamber of Commerce (AmCham) criticized the disapproval of the new fiscal plan, known as Bill of Strengthening Public Finance.

The chamber has expressed “its deep concern” over the vote of the judges, not just for procedural issues, “but also because of the impact that this action will have and the insecurity it will generate in the international financial sector."

For AmCham, it is very worrisome that the magistrates have decided to send an inopportune and compromising message, far from the legal technique, which reflects a lack of sensitivity about the difficult economic moment that the country is going through.

Elías Soley, president of AmCham, states, "faced with what happened, it is alarming that it is not clear what would be an alternative plan.”

He expressed concern that being without a plan reflects poorly on Costa Rica and leaves the country in a difficult position vis-a-vis international rating agencies, access to credit, attracting investment and joining the OECD. 

He also stated that he believes that "It is time to complete the processes by making firm decisions which allow us to begin to overcome the fiscal crisis."

For the Chamber, the process of analysis of this new tax plan generates many negative signals which reach the international financial markets and risk rating agencies, directly affecting the image and competitiveness of the country.

"Without a doubt, it is best to approve the fiscal plan, but in the understanding that we must work, immediately, on issues of public employment, size and efficiency of the state and institutions, seeking a structural reform of spending aimed at achieving the logical balance that we can cover what we spend with the income we generate," said Soley.

The Costa Rican-American Chamber of Commerce (AmCham) has been promoting investment and bilateral trade between the United States and Costa Rica since 1973. It is the largest binational chamber of commerce in Costa Rica.

Rescuers confirm first storm victim in Guanacaste

Red Cross officials confirm that they found the body of a 20 year old man surnamed Medina, who was reported missing in Nosara in Guanacaste.

The report of the rescue team stated that the young man was reported missing on Tuesday and his body was found near the mouth of the Nosara River in Guanacaste.

According to the police report, "the man was surfing in the company of other people, when due to heavy rains and increased water speed, two young people were dragged by the current." The second man has not been located and his identity has not been released.

Officials of the OIJ went to the site to remove the body and transfer it to the forensic morgue.

The National Emergency Commission reported that "there is an increase in the number of people in shelters due to the rain.” The total of those in shelters has risen to 505, mainly in Guanacaste.

Two tropical storms crossed the country Tuesday and Wednesday, causing floods and landslides and damaging bridges, houses and highways.

The Commission is keeping open shelters in Paquera and Paraíso de Puntarenas and Guanacaste. Alexander Solis, president of the National Commission of Emergencies, confirmed that "the country remains under alert, except the Caribbean region.” He added that the effect of the rain in the last few days and the forecast for more rain means that the commission will keep its protocols active.

  Young man was reported missing on Tuesday. His body was found near the mouth of the Nosara River in Guanacaste.

The Commission maintains a green alert in Guanacaste, Perez Zeledon, Peninzula de Osa, Sarapiqui and San Jose. Red alert are the areas of Puntarenas, Paquera, Lepanto and Cóbano.


According to the forecast of the National Meteorological Institute, it is expected that tropical storm #42 that affected the country on Wednesday, will continue moving north and the climate is should return to normal Thursday and Friday.

Institute of Ports to invest more than $1.3 million
to promote tourism in the San Lucas island

The Costa Rican Institute of Ports of the Pacific (known as INCOP for its acronym in Spanish) is investing $1,347,000 for infrastructure improvement to promote tourism in the National Wildlife Refuge on San Lucas Island.

The president of the Juan Ramón Rivera Institute reported that, "an articulated work is being carried out to prepare San Lucas Island with the necessary basic equipment with two objectives: to encourage tourism and protect the valuable heritage that is at risk of deterioration."

The institute confirms that Friday it will begin the construction of a perimeter wall around the park ranger’s house on the island. This step is an investment of more than $11,000. In addition, improvements will be made in the rangers house where household furniture, appliances, and miscellaneous items will be installed.

The improvements have the objective of preserving the cultural legacy of the island, such as the cells of the old prison, the moat, the corridors and the structure around the prison.

According to the institution, the total amount of the investment is in the final approval phase.
 
"The institution is also waiting for the validation of the Cultural Heritage Conservation Center for the materials with which a project will be executed to build a battery of bathrooms, a storage center, and prepare the path that goes towards the Cocos beach," added Rivera.

the cultural legacy of the island.



Currently the ports institute, the tourism institute and the tourism chamber are also promoting visitation to Isla San Lucas and the other islands of the gulf.

San Lucas Island, declared National Wildlife Refuge in 2001 and Architectural Historical Heritage of Costa Rica in 2002, has an area of 472 hectares and consists of a penitentiary center, a chapel, 6 cell blocks, a dispensary, the surveillance unit and a bathroom module.

Costa Rica supports initiative to investigate
crimes against humanity in Venezuela

The government has confirmed its support of the request to denounce the Venezuelan government of Nicolás Maduro before the International Criminal Court made Argentina, Canada, Chile, Colombia, Paraguay and Peru.

President Carlos Alvarado stated, "Following up on its historic fight against abuse of power, Costa Rica supports the efforts, presented on September 26, 2018, by six countries in the Americas, based on article 14.2 of the Rome Statute, in which they ask the Prosecutor's Office to initiate an investigation into the possible commission of crimes against humanity, which may have occurred as of February 12, 2014."

Through the Ministry of Foreign Affairs, the government communicated its support for the existence of a preliminary investigation, opened by the Prosecutor of the International Court on February 8, 2018, in which alleged crimes are investigated in the context of demonstrations and political riots; in particular the excessive use of force by state security teams, arrests of members of the opposition, as well as abuses and mistreatment in detention.

According to the ministry, "Costa Rica trusts the independence of the Court that, as a permanent institution of international criminal justice, will make the necessary examination and take the measures that this situation merits, and reiterates its unrestricted support for international criminal justice.”

The government of Costa Rica calls on the authorities of the Bolivarian Republic of Venezuela to, "comply with the international obligations acquired by accessing the international legal instruments of Human Rights, so that fundamental freedoms are respected, political prisoners are released and an end to abuse of power."

The government also requests that the Venezuelan president, "follow the recommendations of the report of the United Nations High Commissioner for Human Rights, June 22, 2018, and the various mechanisms of human rights."

Investigation opened by the Prosecutor of the International Court,  alleged crimes are investigated in the context of demonstrations and political riots.


President Alvarado reiterated his commitment to collaborate with the international court and announced that he will continue to use the multilateral forums and available diplomatic channels to contribute to overcoming the serious crisis that Venezuela is experiencing through a peaceful and negotiated solution in the framework of International Law.

According to the organization of human rights, a socioeconomic and political crisis has been taking place in Venezuela since 2010 under the presidency of Hugo Chávez and has continued into the current presidency of Nicolás Maduro.

The current situation is the worst economic crisis in Venezuela's history and among the worst crises experienced in the Americas.

Specialist report strong eruption at Rincon de la Vieja volcano

The Volcanological and Seismological Observatory (OVSICORI) reported that an eruption was recorded in the Rincon de la Vieja Volcano in Guanacaste.

According to the report, the eruption occurred at 5 am on Wednesday and was about two minutes in length. “The expelled gas column reached a thousand meters in height from the crater, and at 2,916 meters above sea level."

According to the National Seismological Network, there have been 24 events of this type since June, with between three and nine are reported monthly at this volcano.  

OVSICIRI reports that, "The seismic activity is greater, with respect to the one registered on Tuesday the 16th. The main eruption was mainly of steam, water, gas, aerosols and sediments (ash) .The top of the volcano was covered by a whitish layer of water and sediments ejected from the hyper-acid lake of Rincón, the eruption was observed by neighbors to the north of the volcano and by the webcam located in Sensoria Land of Senses."

The specialists remind the public that the park around the volcano is closed to the public. It is also recommended that people living in the vicinity of the pack "take precaution and avoid being in the vicinity of the rivers that descend the northern flank of the volcano, because of the potential danger of water slides in the lagoon."

According to institute statistics, "this volcano has maintained emissions of gas and steam since June 26. In addition, tremors have been recorded in the vicinity of the volcano."

The two largest eruptions were on October 2 and October 16 when there were swarms of earthquakes and eruptions of ash and strong gases.

Rincon de la Vieja is an active andesitic volcano complex in north-western Costa Rica, about 23 km from Liberia in the province of Guanacaste. Its name means "The Old Woman's Corner," a reference to a local legend about a girl whose lover was thrown into the crater by her father. She became a recluse living on the mountain, and was credited with powers of healing. Stands 1,916 meters (6,286 ft) above sea level.

In another case, the Turrialba Volcano in Cartago, has maintained its activity. "Since August 28, 2018 there has been a continuous eruption in the Turrialba volcano, with a column that rises to 500 meters above the height of the crater and 3840 meters above sea level.”


Specialists confirm that the seismic activity is lower, compared to Tuesday. In addition, this event was of lesser magnitude than that recorded on October 5 , "the eruption is of lesser quantity than the previous days.

There are moderate emissions of ash and ejection of fresh lava fragments from the strombolian eruption on October 5. Light continues to shine in the west crater indicating temperatures equal to or greater than 600 C. Turrialba continues to emit gases, aerosols and small amounts of ash persistently. "

As for the records of the volcanic activity, gas and steam emissions have been presented since June 12. The level of tremors in the vicinity of the volcano has been moderate and constant.

Turrialba Volcano is an active volcano in central Costa Rica that has been explosively eruptive in recent years including 2016 and in January, March and April 2017. Visitors used to be able to hike down to the main crater, but increased volcanic activity (2014-17), resulting in large clouds of volcanic ash, has caused the surrounding Turrialba Volcano National Park to close.

The stratovolcano is 3,340 m (10,958 ft.) high and is about 45 minutes from the Atlantic slope town of Turrialba. The summit has three craters, the largest of which has a diameter of 50 m (160 ft.). Below the summit is a mountain range and mountain forest, with ferns, bromeliads, lichens and mosses. Most of the forest is either primary or secondary forest.

On September 19, 2016, an eruption lasting around fifteen minutes was the first event of many through the day that eventually covered the metropolitan area with ash.

Two Costa Rican doctors will be
part of the USNS Comfort Team

Two Costa Rican doctors will be part of the USNS Comfort Team, a humanitarian medical mission for Central and South America. Doctors Albert Brown and María Cecilia Barrantes, who are experienced in coordinating and management of emergency situations and disasters are currently part of the Social Security Emergency Medical Team.

Social Security confirmed that doctors, "will join the crew of the USNS Comfort of the U.S. navy and will provide health care in Ecuador, Peru, Colombia and Honduras between the months of October and December."

Roberto Cervantes Barrantes, medical manager of Social Security, stated that the Costa Rican specialists will provide humanitarian assistance, including medical, surgical, dental, and optometry services in each of the destination countries. He confirmed that "the chosen officials come from hospitals that were visited by humanitarian missions of the U.S. Navy (USS Iwo Jima in Limón in 2010 and the USNS Comfort in Puntarenas in 2011), which could facilitate future missions of these vessels on any of the two coasts of our country."

For Dr. Maria Cecilia Barrantes, participation in this humanitarian mission will facilitate the establishment of ties of support with nearby countries, and, at the same time, expand the knowledge of the professionals of the institution and acquire new contributions for the Mobile Medical Unit. "I am really excited and very proud to represent our country and our institution in this mission," said Dr Barrantes.

Dr. Maria Cecilia Barrantes is an epidemiologist and in charge of the Committee of Infections Associated with Health Care at the Mons. Víctor Manuel Sanabria Martínez Hospital in Puntarenas. She is an active collaborator of the Emergency and Disaster Assistance Center and part of the core group of the Mobile Medical Unit, where she is responsible for developing the surgical component.

Dr. Brown Gregory said that he "hopes to be able to apply the knowledge that is expected to be acquired in this new experience with the missionaries."

Dr. Brown Gregory is an emergency medicine specialist and works as head of the emergency service at Tony Facio Castro Hospital. He is also the coordinator of the Regional Emergency Committee of the Regional Directorate of Health Services Huetar Atlantica.

The USNS Comfort is one of two Mercy-class hospital ships owned by the United States Navy and provides services in the Atlantic Ocean. The USNS Comfort has, among other facilities, 12 operating rooms and 1000 beds for patients: 80 intensive care beds, 20 recovery beds, 280 intermediate care beds, 120 light care beds and 500 limited care beds.

The ship also has a radiology service, clinical laboratory, pharmacy, physical therapy service, burn unit, sterilization center, medical imaging, dental services, two oxygen-producing plants, laundry, and four distillation plants to make drinking water from of sea water.

The participation of the Costa Rican doctors was due to the invitation made by the Southern Command of the United States of America and they will join the crew of the hospital ship when they dock in Puerto Esmeralda, Ecuador, next week.

Vesta Bridge in Limón has been repaired, Ministry confirms

The Public Works Ministry announced the total repair of the Vesta Bridge over the river of the Estrella Valley in Limón after two months of repairs to the structure that was undermined in one of its bases by heavy rains in the middle of July.

The work was completed at the end of September with an investment of more than $57,000.

The investment came from the Special Fund for Prevention and Infrastructure of the National Banana Corporation. The repairs included protection in concrete in the culvert, lining of gutters and lifting of a wall as containment.

President Carlos Alvarado expressed his satisfaction with the fulfillment of the commitment in the repair of this bridge. "We demonstrate that we can give concrete solutions when there is political will. Our main interest is to provide peace and tranquility for communities."

The organization Minister, Rodolfo Méndez congratulated the workmen for the speed of the repairs saying that the work began a week after the damage occurred and was quickly completed despite the adverse weather conditions. 

The Ministry is an organization that belongs directly to the administration of the government. It is known by the acronym in Spanish as MOPT.
