Consulate intervened in release
of Costa Rican from Nicaraguan jail

The Consulate of Costa Rica in Nicaragua provided the paperwork necessary for the release of Allan Cordero from Chipote jail in Nicaragua.

According to the Ministry of Foreign Affairs, Cordero had dual citizenship as he was born in Nicaragua but was a naturalized Costa Rican citizen. Cordero was arrested on Sunday with some 30 other people in Managua for participating in a protest against the government of President Daniel Ortega.

The release took place on Monday afternoon, thanks to the intervention of the government through the Consulate of Costa Rica in Nicaragua.

According to Óscar Camacho, Consul General of Costa Rica in Nicaragua, "Allan Cordero was arrested during the protests on Sunday in Nicaragua."

On the day of Cordero’s arrest, Camacho asked the Nicaraguan government to be allowed to visit Cordero, saying it was "a visit to the detention center to verify the state of health and the conditions in which Cordero was."

Cordero was found to be in good health and Camacho began the procedure for his release. At present, it is uncertain if Cordero is still in Nicaragua or if he is coming back to Costa Rica.

President Carlos Alvarado called on the Nicaraguan president for the immediate cessation of repression and arbitrary arrests saying, "The repression that the Nicaraguan people are suffering must end."

Vice President Epsy Campbell also called on the international community to open a mediation on the Nicaraguan crisis. "Once again, Costa Rica calls for the cessation of repression and arbitrary detentions against demonstrators in Nicaragua.” She asked that “the necessary conditions are restored to allow the dialogue to resume."

On September 12, The Permanent Council of the Organization of American States, OAS, passed a resolution on events in Nicaragua. The member states expressed their "strong condemnation regarding acts of violence, repression and human rights violations and abuses" committed against the people of Nicaragua, as documented by the Inter-American Commission on Human Rights and the Office of the United Nations Office of the High Commissioner of Human Rights.

The release took place on Monday afternoon, thanks to the intervention of the government through the Consulate of Costa Rica in Nicaragua.



The document urges the Nicaraguan government to comply with its commitment to facilitate and provide necessary assistance to the Special Follow-up Mechanism for Nicaragua (MESENI) and the Interdisciplinary Group of Independent Experts (GIEI), by giving them access to and providing them with information necessary for the proper implementation of their mandates. It also calls for the development of conditions for the re-establishment of "a committed dialogue in good faith between the parties," and support for an electoral calendar jointly agreed to in the context of the National Dialogue process.

The Organization of American States is the world's oldest regional organization, dating back to the First International Conference of American States, held in Washington, DC, from October 1889 to April 1890. That meeting approved the establishment of the International Union of American Republics, and the stage was set for the weaving of a web of provisions and institutions that came to be known as the inter-American system, the oldest international institutional system.

Investigators confirm finding body of missing U.S. citizen

Forensic investigators of the Judicial Morgue confirmed through OIJ that the body found in Siquirres is that of missing U.S. citizen Thomas J. Cook.

According to the police report Cook disappeared on August 23rd. He was last seen in near Jaco beach on the Pacific Coast.

Investigators responded to an emergency call on October 1 regarding a body that had been found half buried on a large property in Siquirres, Limón, on the Atlantic Coast.

According to the report of the Siquirres police office, "the body that was located on October 1 in the sector of Palmiras. The body was in a state of putrefaction and buried in a paddock. The body belongs to a male, who was wearing a blue shirt, a gray color shorts, girdle gray tennis shoes, plus an earring and fabric bracelet with the colors blue, white and red."

Forensic specialists did a dental analysis and established with certainty that the body is that of Thomas Cook.

According to the police investigation, Cook traveled frequently to the country and had a friendship with a woman surnamed Hurtado who was his companion during the stay abroad in the country. The woman has a residence in the Limón area on the Atlantic Coast.
 
In an interview on a local television channel, Hurtado stated, "that she had nothing to do with the disappearance of Cook." She also confirmed that she "helped him find a house in a residential area in Jaco beach, where she signed as responsible for the rent, however he (referring to Cook) was in charge making the rent payments."

Investigators found that the contract to rent the apartment where Cook lived was made in the name of Hurtado.

There are several indications that the motive for the crime was theft, said investigators. They found several transactions in Cook's bank accounts and will continue to investigate that line of reasoning as a motive for the crime.

The press department of OIJ reported the investigators are working together the specialists from Siquirres and Jaco offices but no advances in the case have been announced and no arrests linked to Cook’s death have been made known.

The Judicial Investigation Organization – OIJ - is a unit of the Supreme Court of Justice of Costa Rica.  It was founded in 1973 as a subsidiary body of the Criminal Courts of Public Prosecutions in scientific discovery and verification of the crimes and those responsible.

Research begins on the impact of shrimp trawling

 Two research ships from the Costa Rican Institute of Fish and Aquaculture sailed from Puntarenas on Monday to carry out an investigation on the consequences that shrimp trawling has on local fish populations. 

According to the organization "there will be four trips, from 15 to 20 days each, in order to assess the effectiveness of the devices that exclude fish and turtles,” from shrimp trawling nets. 

These investigations come as a response to a court request to determine if “a significant reduction of bycatch be demonstrated, when the use of fish-excluding devices was implemented."

The objective of the studies is to establish the effectiveness of devices known as "fish excluders," which are used to reduce the capture of fish or sea turtles that are close to the shrimp at the time of harvest.

Biologists from the institute will travel on the vessels and are responsible for the research methodology and the execution of the studies. The ships have satellite tracking in compliance with current regulations.

According to the report of the institution, "the specialists will evaluate the percentages of exclusion of the fish,” when the boats trawl for shrimp “using different sizes of mesh lights and other devices that exclude the fish and turtles. "

The Executive President of INCOPESCA, Moisés Mug, says that the study will also serve to record other characteristics of the marine fauna. "Additionally, it is intended to characterize the length, weight and stage of sexual maturity of pinky and fidel shrimps. And to know the proportion that the different biological groups that make up the marine fauna represent in weight.”

The boats that will carry out the tours have research permits from the institute and they will be sold diesel at a preferential price. The captured fishery product will be auctioned and the funds produced will go to the institute.

The boats will be between 15 and 20 days at sea for each trip developing the studies, a total of approximately 60 days.

These investigations come as a response to a court request to determine if a significant reduction of by-catch be demonstrated, when the use of fish-excluding devices was implemented.
"To these investigations will be added others that the institute plans to develop in 2019, on the biomass and shrimp resource capacity of the country and how it is distributed," said Mug.

Mug stated that the institute has been involved in research and decision making to give ensure the sustainability of shrimp fishing in Costa Rican waters. "It has carried out several actions, some of which are contemplated in the constitutional ruling. For shrimp fishermen to use exclusionary devices to minimize the impact on incidental fishing during their fishing operations, the fishing zoning that limits the capture of white shrimp to certain areas for the benefit of artisanal fishermen, and the establishment of a percentage of incidental fishing and others."

These investigations have been carried out with the support of the Food and Agriculture Organization of the United Nations.

The Costa Rican Institute of Fish and Aquaculture is the organization that regulates and promotes the development of the fisheries and aquaculture sector, with a focus on the protection of the marine ecosystem.

64 percent of hospitalized children
have respiratory infections, say specialists

The specialists of the Children's Hospital are calling on parents and adults responsible for the care of children, to increase care during this time of year due to the increase in respiratory infections, caused by the human respiratory syncytial virus (HRSV).

According to specialists, 64 percent of hospitalized children have a disease related to respiratory infections.

The syncytial virus "mainly affects children under two years, especially those under six months of age. It is transmitted by contact with mucus or saliva of the sick person” often when the person who is ill coughs or sneezes. If someone coughs into their hands, the virus can be transmitted by hand to hand contact, say the Children's Hospital specialists.

Dr. Olga Arguedas, director of the hospital said that the situation should lead everyone "to increase all the hygienic measures such as the correct washing of the hands, either by means of an antiseptic solution based on alcohol or with water and soap, preferably, covering your mouth and nose properly when coughing or sneezing and do not forget to clean objects and surfaces."

The virus can present as a mild cold with a blocked nose, mucus, cough and fever. However, "children under two years of age, newborns and mainly premature babies can get more serious infections, such as bronchiolitis and pneumonia, which can lead to hospitalization and even death," said Dr. Arguedas.

The National Children's Hospital registers 129 children currently medically hospitalized. Of these, 83 are patients admitted for respiratory reasons, about 64 percent. Of the children with respiratory infections, 20 percent are in very delicate condition.

To reduce the risk of acquiring and / or transmitting the virus, specialists give the following recommendations:

1- Wash your hands with a mixture of alcohol and water, before and after touching a child sick with the virus.

2 - Keep the child in a neat place inside the house and not send the child to school during the days that he is sick.

3- Do not take a sick child to public places.


4- If the child is breastfeeding, continue with breastfeeding.

5- Avoid exposing the child to smoke, pollution or tobacco smoke.

6- Avoid trips during the period that the child is ill with the virus.

7- Clean children's toys with water and alcohol.

8- Do not share the toys of the sick child with other children.

9- Prevent the child from receiving visitors.

10- Keep the child under the care of a doctor.

According to the Ministry of Health report, the seasonality of the syncytial virus "started the second week of June" and may continue its high season until November.

Three children have died of this virus this year, an improvement over 2017 when 15 children died.

The Children’s Hospital was found in 1845. It is the national pediatric hospital and provides medical care to children and young people under 18.

Specialists report two strong
eruptions of the Turrialba Volcano

The Volcanological and Seismological Observatory of Costa Rica (known by its Spanish acronym OVSICORI) recorded two eruptions in the Turrialba volcano on Monday. "The first eruption was recorded at 5:42 a.m. and minutes later at 6:16 a.m. a second was registered.”

According to the observatory, "at 5:42 a.m. there is an eruption in the Turrialba Volcano, with a column that rises to 1,000 meters above the height of the crater and at 4,340 meters above sea level, with a duration of several minutes and strong activity."

Minutes after the first eruption, a second eruption was recorded with conditions similar to the first one. "The seismographs registered a second explosion signal at 6:16 a.m. The column of ash and gas is between 800 and 1,000 meters high," said the observatory.

According to the report, the eruption was seen by people in Cartago - "The column of ash and gas is reported by neighbors of the sector of Paraiso in Cartago."

The observatory also has a seismographic record of an explosion or release of energy on Sunday at 5 p.m. however the foggy conditions prevented observers from seeing if an eruption was taking place or if the energy release was due to telluric movement. "The seismographs recorded an explosion. The height of the eruption is not known due to the high cloudiness conditions on the top of the volcano."

According to specialists, since the end of August 2018, "the Turrialba Volcano has increased its activity and has been emitting ashes and gases more persistently."

It is very possible that there will be more eruptions similar to or even stronger than those that occurred in the last hours, said OVSICORI.

Turrialba Volcano is an active volcano in central Costa Rica that has been explosively eruptive since 2016. It is located in the vicinity of the city of Turrialba in Cartago and has an elevation of 3,340 meters. According to the observatory record, it is about 1.5 million years old. The surrounding volcano area is the Turrialba Volcano National Park.

Vice President goes on a working tour to Italy

Vice President Epsy Campbell Barr is traveling to Italy to meet with leaders of the Holy See, the UN and the Italian government. According to the report of the Ministry of Foreign Affairs, "the working tour aims to boost Costa Rican foreign policy."

According to the agenda, "Vice President Campbell will meet Tuesday with the Secretary of State of the Holy See, Cardinal Pietro Parolin and with the Secretary for Relations with States, Monsignor Paul Richard Gallagher." The theme of the meeting is "the immigration situation in Latin America."

On Wednesday, the vice president will meet Pope Francis at a general audience in St. Peter's Square at the Vatican.

The vice president will also meet with the executive director of the World Food Program, David Beasley, the director general of the Food and Agriculture Organization of the United Nations, José Graziano da Silva, and the president of the International Fund for Agricultural Development, Gilbert F. Houngbo. The theme of this meeting was not detailed by the ministry.

Campbell will give a speech at the meeting on the United Nations ‘Decade of Family Farming.’ The theme of the event I,s "the importance it [family farming] represents for food security, sustainable development and poverty reduction," said the ministry’s statement.

The vice president will also meet with the Undersecretary of Foreign Affairs of Italy, Ricardo Merlo, the Minister of Environment, General Sergio Costa, and the Minister of Agriculture, Gian Marco Centinaio. The subject of these meetings was not indicated by the ministry.

Education Ministry will include fiscal education course in 2019

The new fiscal education course, which will be taught in all public schools in the country next year, responds to the initiative of the Finance Ministry and the Education Ministry.

According to the Education Ministry this new course aims to, "strengthen the concept of tax culture in the country."

The ministry reported that it will "train teachers on the new content of the program that should be applied next year in the subject Financial Education."

Carlos Vargas, general director of taxation office of the Financial Ministry, gives high importance to this course as "the inclusion of this issue in schools aims to increase the interest of the future citizen in tax obligations and its importance for the development of the country."

The subject ‘Tax Education’ is included in the didactic material of two sixth grade subjects: Social Studies and Civic Education.

In addition, ninth grade students will have this course included in the subject Education for Everyday Life.

Finally, the students of the eleventh year (similar to the senior year of high school in the U.S.) will have this course included in the subject: Civic Education.

Guadalupe highway will be closed for repairs

The Institute of Public Potable Water has informed the public that highway # 201 between Guadalupe and Sabanilla will be closed until November, due to repairs to the sewers.

According to the institute, these repairs are of great importance, "so that wastewater from buildings, shops and homes in the area, will be redirected to reach the Los Tajos treatment plant."

This work involves the closure of the road from the southern corner of the park in Guadalupe to Sabanilla. The work on the pipelines will take about two weeks and should be finished in November. The highway is expected to be open again on November 2nd.

The institute confirms that only people who live in the area will be allowed on the road and calls on drivers to use alternatives routes between Guadalupe and Sabanilla.

Route # 201 is one of the roads with the highest traffic volume of traffic in the country due to the proximity of the University of Costa Rica, Latina University and San Pedro Mall.

The Institute of Public Potable Water, known as AyA for its Spanish acronym, was created in 1942, with the Law of Waters that says that all water pipelines of the country are the property of the state. The institute is the organization in charge of the management and exploitation of drinking water in Costa Rica.
