Strike continues despite 13 “illegal” declarations

Country is facing the 26th day of the strike which began on September 10.

On Thursday, Labor Court declared illegal the strike of the employees on National Children's Institution, known as PANI.

According to Judge Luis Diego Charpantier, this strike is “against a bill that is still under study in the legislature” which means the new tax bill is not formal law yet, and “for that reason the strike is not a protest against public policies or laws.” Moreover the ruling stated that, “the strike would be violating the constitutional right of lawmakers to legislate."

As of today, Labor Court has now declared 13 strikes illegal: the National Production Council, House Ministry, National Emergency Commission, Municipality of Santa Ana, Central Bank, Social Protection Board, Institute of Social Assistance, Costa Rica mail services, Costa Rican Petroleum Refinery (RECOPE), the Atlantic Coast Port Board, the Social Security, the government Radio and Television chain and now the Children’s Institution.

So far, just one strike has been declared legal, the strike of employees of Institute of Alcoholism and Drug Dependency. On that case the government, through the Attorney General's Office, announced that it will appeal the decision.

One union has ended its strike voluntarily. The San Jose Municipality employees made an independent agreement with the mayor to end their strike.

Of the 42 institutions that have filed cases to have strikes declared illegal, 15 cases have been resolved. Despite this, the union continues to on call its members to join the strike.

The National Chamber of Tourism condemned acts of vandalism perpetrated by protesters in Puntarenas. The vandalism was directed against a vehicle was occupied by U.S. citizens.

"We ask the authorities to be stricter and more forceful in order not to allow blockades or violent situations that put at risk the people who must move daily to their homes or places of work or tourists who want to reach different destinations," says the chamber.

The chamber also holds union leaders accountable for, "inciting their members to proselytize in the streets," the statement said. "They must protest without affecting the free and safe transit of citizens and tourists."

Sary Valverde, president of Tourist Chamber complained about the violent actions. "We consider that acts of this type completely lose the sense of a peaceful strike and become, rather, violent revolts and vandalism. This, clearly, is not the image we want to project to the world."


The chamber makes this claim as response for the attack on a group of U.S. tourists on Wednesday.

As recorded in a video made by the tourists, the stones broke the back windshield of the vehicle causing some panic among the passengers.



According to the police report, "three adults and one baby, all U.S. tourists from Texas, were in a rented van, going to Jaco Beach. When they were near the port of Caldera in Puntarenas, they were held back by the blockades made by the union members."

Because of the blockage on the road, police had to call in the riot team and use tear gas. “The tourists were left in the middle of the attacks,” said the report, which added that protesters were throwing rocks at the police. 

As recorded in a video made by the tourists, the stones broke the back windshield of the vehicle causing some panic among the passengers.  Readers may reach the video published on social networks.

According to the police report, "six people were arrested as suspects of blocking the road and attacking the police." In addition, “All the vehicles that had been stopped by the blockades continued on without further problems.”

According to Transport Ministry report, the union members continued blocking the main roads in: Perez Zeledon, in the town of Limonal in Guanacaste , in San Carlos, near the Rio Chirripo Bridge, in the town of Siquirres in Limon, in the town of Turrialba in Cartago, near to Caldera port in Puntarenas, near the National Stadium in Sabana, in front of the legislature and in the Plaza de la Democracia.

Union leaders published a warning on their Facebook page saying "The strike continues,” and the vowed to put more focus on pressuring the legislators until the new tax bill is rejected in the legislature. “We will continue to put pressure at the legislature, until bill 20,580 is withdrawn.”

 Prosecutor opens investigation on
alleged assault of President Alvarado

An investigation has been opened by the Prosecutor of San José for the alleged crime of aggression against President Carlos Alvarado says the Public Ministry.

According to the ministry, the police filed a complaint with the Judicial Investigation Organization requesting an investigation of the events on Wednesday when the president was leaving a presentation at the National Theater.

Security Minister Michael Soto Rojas said they have identified at least two of the people who tried to attack the president.  Rojas said that there are "At least two complaints against one employee of the Costa Rican Institute of Electricity (ICE) surname Sanabria who apparently pushed the president” and another complaint against “an employee of the National Editorial Printer named Fernández” who is suspected of throwing something at the presidential vehicle when the president was in the car. 

Representatives of these two institutions said that they will initiate internal investigations and could apply administrative sanctions.

Irene Cañas, the executive president of ICE, said that the agency will open an internal investigation immediately and take administrative action if it is deserved.

The National Editorial Printer, in a press release, confirmed that they will initiate an investigation into the employees who participated in that particular march.

At the time of the closing of the edition, the unions had not communicated their opinions on the results of the protests and possible aggression against the president.

U.S. visa lottery for Costa Ricans

If you are not a US citizen and are interested in obtaining a visa to enter the United States, this information may be useful.

Beginning today and until Tuesday, November 6, you can apply for the diversity visa lottery program, known as the visa lottery, organized by the U.S. State Department.

According to the embassy, those interested in applying must enter the electronic site www.dvlottery.state.gov to carry out the process electronically and personally. This is the only official electronic address available for registration.

This is a free service offered by the U.S. State Department and does not require intermediaries for enrollment in the program.

The embassy warns about third parties that take advantage of the visa lottery to scam people. According to the warning, applicants will often receive emails from people who offer help if the applicant will give them information on bank accounts or other personal data “The visa lottery must ensure that they entered the only official website (www.dvlottery.state.gov ) to avoid being victims of fraud."

The Embassy clarified that it has no direct relationship with this process, so those interested must enter the indicated website to obtain detailed information. Before completing the registration, applicants should make sure to read the instructions available here.

Basic requirements for applicants are: completion of secondary education or two years of work experience in the last five years in a profession that requires at least two years of training or experience.

This lottery grants 50 thousand permanent residence visas to people from countries with low levels of emigration to the United States, including Costa Rica.

Green Alert declared for heavy rains

The National Emergency Commission declared a Green Alert for the Pacific coast and the Central Valley due to two low pressure systems that are affecting the country.

Alex Solis, president of the National Emergency Commission, said that “rains will increase during the next 48 hours” and that people who live in mountainous areas or near the edge of the rivers, need to be alert to any danger.  

The Commission is already working with the local committees but has not yet opened any shelters.

The areas where there is the most danger are: Paquera, Quepos, and parts of Parrita and Jacó.

The authorities ask for caution on the road due to possible landslides on route 27 and route 32. A road collapse has already been recorded on route 27, in the sector of Paso Dantas where stones fell on the road. Employees of the concessionaire Global Via are working on clearing the rubble.

The road that connects Quepos with Parrita remains closed and there is no passage between Dota and Quepos, reported the commission.

The Director of Risk Management, Lorena Romero, said that, "the riverbeds of the Nicoya Peninsula, mainly in
Paquera, are the ones that have shown the greatest growth due to the rains."

Alexander Solis, said that "although 35 houses were flooded in
Paquera, it has not been necessary to open shelters."

Rains will increase during the next 48 hours.



He also stated that there was a landslide on the route to Monteverde but Roads National Commission officials are working on the road.

Gabriela Chinchilla of the National Meteorological Institute said that rainfall is expected to be lower on Friday and the weather should normalize on Saturday.

The commission will be updating information on landslides and emergencies on its Facebook page.

Costa Rica aims to be a regional leader in judicial practices

The U.S. Bureau of International Narcotics and Law Enforcement Affairs is supporting the Judicial Branch of Costa Rica with a special two-year project to strengthen anti-corruption efforts, create a new internal ethics code, and provide tools to improve anti-corruption training and investigations.

According to the U.S. Embassy, “as part of this project, representatives from the Costa Rican Judicial Branch visited Santiago, Chile, where they held meetings with the president of the Chilean Supreme Court, the anti-corruption prosecution, the prosecutor, and the General Comptroller.”

The representatives reported that they exchanged experiences and recommendations for the creation of a new ethics code and internal control mechanisms for public servants, and discussed other important topics like preventing the incursion of organized crime, and corruption in the judicial branch.

According to the embassy, “this project also includes the evaluation of Costa Rica’s current legal frame, the creation of training and reference documents, an anti-corruption institutional diagnostic, counseling and technical support, writing of bills, design of courses for employees of the Judicial Branch, and a visit to the Colombian and U.S. Judicial Branches to learn best practices.”

Hugs make us happier, study says

In a spat with a loved one and can’t reach a resolution? Hug it out. A new study finds that hugs shield us from the harmful effects of a soured mood that come from arguments and conflicts with others.

Researchers from Carnegie Mellon University say people who consider themselves huggers actually have better overall health and stronger relationships. Previous research has shown the benefits of hugs and the role of touch, but studies have typically focused on romantic relationships.

This latest work sought to examine the power of hugging among various social circles.

For the study, the authors analyzed data of 404 men and women between the ages of 21 and 55. Only a quarter of the individuals were either married or in marital-like relationships. Participants, who were all in good general health, were interviewed every night for two weeks about their interactions with others each day.

That meant describing such things as social activities, conflicts, resolutions, and of course, hugs. Individuals were also asked about their mood and any changes as the day wore on.

The researchers found that people who received a hug on the same day of experiencing a conflict with another person showed a smaller decrease in positive emotions and a smaller increase in negative emotions compared with individuals who were not hugged.

In other words, being hugged at some point in the day may have shielded one’s good mood from diminishing completely, and similarly, prevented them from feeling more upset about a conflict. In fact, hugs were shown to help reduce bad moods in participants through the following day, as well.

Of course, the authors point to several limitations from the study in drawing the connections.

The full study was published in the journal PLOS One


For example, participants weren’t asked who they received their hugs from or whether or not the hug was received before or after a conflict, which could perhaps play a role in the effectiveness of the hug.

“This research is in its early stages. We still have questions about when, how, and for whom hugs are most helpful,” says Michael Murphy, one of the study’s co-authors, in a statement. “However, our study suggests that consensual hugs might be useful for showing support to somebody enduring relationship conflict.”

Murphy and his co-authors say that future research is needed to better understand how, why, and even when hugging is so effective. Still, they believe their results show the potential power of a hug on harder days: “Hugs may be a simple yet effective method of providing support to both men and women experiencing interpersonal distress,” they conclude.

Romanian women captured by Interpol in Costa Rica

Two Romanian citizens identified as Elena Udrea and Alina Bica were captured Thursday by the  Interpol National Bureau Costa Rican office, with the collaboration of officers of the Costa Rican National Security.

According to Gustavo Chinchilla, local Interpol director, “The international wanted alert was made by Interpol Bucharest in Romania. Two women entered the country legally in February, both applied for refugee status.”

Although they entered in February, it was not until September that a Costa Rican judge approved the international capture order. Chinchilla stated that eight month period, and until they were captured, agents had the women under constant surveillance.

Chinchilla added that Elena Udrea “held the position of Tourism Minister and Development Minister at her country. She has an international wanted alert for the crime of bribery and abuse of power.” Udrea also has a child who is living in Costa Rica but Chinchilla states that this is not a factor that will limit the extradition process.  Udrea was arrested at 10 o'clock near her home in Sabana said Chinchilla.

Alina Bica’s arrest was also requested by the Romanian Interpol office. She is the former head of the Directorate for Investigating Organized Crime and Terrorism in her country.  Chinchilla stated that she was involved in corruption and was arrested at two o'clock.

Elena Udrea  former Romania Tourism Minister has an international wanted alert for the crime of bribery.

Both women were sent to the cells of the Judicial Investigation Organization. “Both were sentenced to preventive detention for two months. Both will stay at the Vilma Curlin Prison, until the extradition process is complete,” said Chinchilla.

According to police report neither of the women had property or assets registered to them in Costa Rica and International police confirmed that they were not involved in any illegal activity during their time in the country.
