Prosecutor
opens
investigation on
alleged assault of President Alvarado |

By A.M. Costa Rica staff An investigation has been opened by the Prosecutor of San José for the alleged crime of aggression against President Carlos Alvarado says the Public Ministry. According to the ministry, the police filed a complaint with the Judicial Investigation Organization requesting an investigation of the events on Wednesday when the president was leaving a presentation at the National Theater. Security Minister Michael Soto Rojas said they have identified at least two of the people who tried to attack the president. Rojas said that there are "At least two complaints against one employee of the Costa Rican Institute of Electricity (ICE) surname Sanabria who apparently pushed the president” and another complaint against “an employee of the National Editorial Printer named Fernández” who is suspected of throwing something at the presidential vehicle when the president was in the car. Representatives of these two institutions said that they will initiate internal investigations and could apply administrative sanctions. Irene Cañas, the executive president of ICE, said that the agency will open an internal investigation immediately and take administrative action if it is deserved. The National Editorial Printer, in a press release, confirmed that they will initiate an investigation into the employees who participated in that particular march.

U.S. visa lottery for Costa Ricans

If you are not a US citizen and are interested in obtaining a visa to enter the United States, this information may be useful. Beginning today and until Tuesday, November 6, you can apply for the diversity visa lottery program, known as the visa lottery, organized by the U.S. State Department. According to the embassy, those interested in applying must enter the electronic site www.dvlottery.state.gov to carry out the process electronically and personally. This is the only official electronic address available for registration. This is a free service offered by the U.S. State Department and does not require intermediaries for enrollment in the program. The embassy warns about third parties that take advantage of the visa lottery to scam people. According to the warning, applicants will often receive emails from people who offer help if the applicant will give them information on bank accounts or other personal data “The visa lottery must ensure that they entered the only official website (www.dvlottery.state.gov ) to avoid being victims of fraud." The Embassy clarified that it has no direct relationship with this process, so those interested must enter the indicated website to obtain detailed information. Before completing the registration, applicants should make sure to read the instructions available here.

Green Alert
declared for heavy rains

By A.M. Costa Rica staff The National Emergency Commission declared a Green Alert for the Pacific coast and the Central Valley due to two low pressure systems that are affecting the country. Alex Solis, president of the National Emergency Commission, said that “rains will increase during the next 48 hours” and that people who live in mountainous areas or near the edge of the rivers, need to be alert to any danger. The Commission is already working with the local committees but has not yet opened any shelters. The areas where there is the most danger are: Paquera, Quepos, and parts of Parrita and Jacó. The authorities ask for caution on the road due to possible landslides on route 27 and route 32. A road collapse has already been recorded on route 27, in the sector of Paso Dantas where stones fell on the road. Employees of the concessionaire Global Via are working on clearing the rubble. The road that connects Quepos with Parrita remains closed and there is no passage between Dota and Quepos, reported the commission. The Director of Risk Management, Lorena Romero, said that, "the riverbeds of the Nicoya Peninsula, mainly in Paquera, are the ones that have shown the greatest growth due to the rains." Alexander Solis, said that "although 35 houses were flooded in Paquera, it has not been necessary to open shelters." |

Rains will increase during the next 48 hours. He also stated that there was a landslide on the route to Monteverde but Roads National Commission officials are working on the road. Gabriela Chinchilla of the National Meteorological Institute said that rainfall is expected to be lower on Friday and the weather should normalize on Saturday. The commission will be updating information on landslides and emergencies on its Facebook page.

The U.S. Bureau of
International Narcotics and Law Enforcement Affairs is
supporting the Judicial Branch of Costa Rica with a
special two-year project to strengthen anti-corruption
efforts, create a new internal ethics code, and
provide tools to improve anti-corruption training and
investigations.
According to the U.S. Embassy, “as part of this project, representatives from the Costa Rican Judicial Branch visited Santiago, Chile, where they held meetings with the president of the Chilean Supreme Court, the anti-corruption prosecution, the prosecutor, and the General Comptroller.” The representatives reported that they exchanged experiences and recommendations for the creation of a new ethics code and internal control mechanisms for public servants, and discussed other important topics like preventing the incursion of organized crime, and corruption in the judicial branch. According to the embassy, “this project also includes the evaluation of Costa Rica’s current legal frame, the creation of training and reference documents, an anti-corruption institutional diagnostic, counseling and technical support, writing of bills, design of courses for employees of the Judicial Branch, and a visit to the Colombian and U.S. Judicial Branches to learn best practices.” |

Hugs make us happier, study says |

In a spat with a loved one and can’t reach a resolution? Hug it out. A new study finds that hugs shield us from the harmful effects of a soured mood that come from arguments and conflicts with others. Researchers from Carnegie Mellon University say people who consider themselves huggers actually have better overall health and stronger relationships. Previous research has shown the benefits of hugs and the role of touch, but studies have typically focused on romantic relationships. This latest work sought to examine the power of hugging among various social circles. For the study, the authors analyzed data of 404 men and women between the ages of 21 and 55. Only a quarter of the individuals were either married or in marital-like relationships. Participants, who were all in good general health, were interviewed every night for two weeks about their interactions with others each day. That meant describing such things as social activities, conflicts, resolutions, and of course, hugs. Individuals were also asked about their mood and any changes as the day wore on. The researchers found that people who received a hug on the same day of experiencing a conflict with another person showed a smaller decrease in positive emotions and a smaller increase in negative emotions compared with individuals who were not hugged. In other words, being hugged at some point in the day may have shielded one’s good mood from diminishing completely, and similarly, prevented them from feeling more upset about a conflict. In fact, hugs were shown to help reduce bad moods in participants through the following day, as well. Of course, the authors point to several limitations from the study in drawing the connections. |
For example, participants weren’t asked who they received their hugs from or whether or not the hug was received before or after a conflict, which could perhaps play a role in the effectiveness of the hug. “This research is in its early stages. We still have questions about when, how, and for whom hugs are most helpful,” says Michael Murphy, one of the study’s co-authors, in a statement. “However, our study suggests that consensual hugs might be useful for showing support to somebody enduring relationship conflict.” Murphy and his co-authors say that future research is needed to better understand how, why, and even when hugging is so effective. Still, they believe their results show the potential power of a hug on harder days: “Hugs may be a simple yet effective method of providing support to both men and women experiencing interpersonal distress,” they conclude. |

Romanian women captured by
Interpol in Costa Rica

Two Romanian citizens identified as Elena Udrea and Alina Bica were captured Thursday by the Interpol National Bureau Costa Rican office, with the collaboration of officers of the Costa Rican National Security. According to Gustavo Chinchilla, local Interpol director, “The international wanted alert was made by Interpol Bucharest in Romania. Two women entered the country legally in February, both applied for refugee status.” Although they entered in February, it was not until September that a Costa Rican judge approved the international capture order. Chinchilla stated that eight month period, and until they were captured, agents had the women under constant surveillance. Chinchilla added that Elena Udrea “held the position of Tourism Minister and Development Minister at her country. She has an international wanted alert for the crime of bribery and abuse of power.” Udrea also has a child who is living in Costa Rica but Chinchilla states that this is not a factor that will limit the extradition process. Udrea was arrested at 10 o'clock near her home in Sabana said Chinchilla. Alina Bica’s arrest was also requested by the Romanian Interpol office. She is the former head of the Directorate for Investigating Organized Crime and Terrorism in her country. Chinchilla stated that she was involved in corruption and was arrested at two o'clock. |

Both women were sent to the cells of the Judicial Investigation Organization. “Both were sentenced to preventive detention for two months. Both will stay at the Vilma Curlin Prison, until the extradition process is complete,” said Chinchilla. According to police report neither of the women had property or assets registered to them in Costa Rica and International police confirmed that they were not involved in any illegal activity during their time in the country. |
