Police stop buses used by unions |

![]() By A.M. Costa Rica staff Germán Marín, director of the Traffic Police, reported that 22 buses were stopped Wednesday because they did not have permits for the service they were providing. Traffic Police officials had warned that officers would be watching on roads for the illegal use of buses or vehicles used by unions to transport their members to the Wednesday march in San José. According to the report of the transit officials, the buses have a specific permit according to their functions, be it student transport, public transport or tourist transport. This permit must be in accordance with the activity and routes that were registered before the Council of Public Transport. "Those permits are only for operating on specific routes, so if the vehicle transits through a non-corresponding route or offers a service for which it does not have a permit, it is subject to a fine of ¢104,000 colones and the seizure of the plates," stated the report. "In the event that the drivers change the route or the nature of their functions, they would be breaking the law, so they were fined and the plates were confiscated," the report ended. According to the police report, transit officials detained and fined several drivers who transported the members of the unions because they did not have the legal permits to transport union members and alter the routes they regularly make. The police report said that the majority of buses stopped were in rural areas in Limón, Puntarenas, Guanacaste, Alajuela and Heredia.

The Labor Court now has resolved cases involving the National Production Council, the Housing Ministry, the National Emergency Commission, the Municipality of Santa Ana, the Central Bank and the Social Protection Board. The last resolution occurred Wednesday when Judge Siany Barboza gave her ruling on the case of the Social Protection Board, saying, "According to the file, the movement called by the National Association of Public and Private Employees and the National Union of Workers and Workers will be declared illegal.” She also ordered the unions to pay ¢1 million colones (approximately $1,726) for payment of personal and procedural costs. Barboza’s ruling stated that in the case of the Social Protection Board, "the strike violates two requirements established in the Labor Code to be legal. The first is that the unions failed to prove that they had the minimum support required. Second, it did not state that the conciliation process with the government had been exhausted before calling the strike.” As part of the legal process, the unions involved have three days to appeal this ruling.

Marco Carrión, director of Assault Section of the Judicial Investigation Organization, informed the public on the changes in the procedure for requesting a new residence card for foreigners whose card has been lost, stolen or damaged. Carrion stated previously people were asked for the residence card, or this document was stolen, they had to deliver a sworn statement before a notary public, as well as in the case of the robberies, they must make the complaint in the Judicial Investigation Organization. This process has now changed and requests for a replacement document must be made at Migration and not at the offices of the Judicial Investigation Organization, the director added. The modification of the process allows the judicial police to concentrate on specific crimes and not invest resources in attending incidents where theft or another crime is not involved, Carrion said. When a card is stolen, however, the victim must make a regular complaint at the Judicial Investigating Organization and then request the new document at Migration, said Carrion, adding that "In the case of theft, the foreigner must make two processes, first report the complaint in the Judicial Investigation Organization, and then go to Migration to request the new document." The modification of Articles 246 and 248 of the Immigration Regulations were published Sept. 24. Any foreigners who make a payment because they do not know the law or think it will speed up the process may be accused of corruption. "I want to alert foreigners, to understand that they should never make a payment for this type of service to any Migration official,” said Carrion. “These services are part of the functions of the Migration staff and are free. There should be no payment, because they risk being involved in a serious crime."

Wednesday saw the opening of the 20th edition of the Buyers Trade Mission, billed as the most important export promotion event in the Central American region. It will see 310 buyers from 50 countries this year. The two-day event is taking place through today at the Convention Center of Costa Rica in Heredia and has the participation of 700 Costa Rican companies, exporters or those with export potential, from the agricultural, food and specialized industry sectors. The inauguration of the trade show, organized by the Promoter of Foreign Trade of Costa Rica, was attended by the first lady of the Republic, Claudia Dobles Camargo, the minister of Foreign Trade and president of the board of the promotional organization, Dyalá Jiménez Figueres, and its general manager, Pedro Beirute Prada. "The round of business exposure is an opportunity for small and medium enterprises to travel the world in two days and diversify their export markets, access international markets and take advantage of the opportunities that the country's trade policy has been developing", said the first lady. Jiménez, the trade ministry, affirmed that, after 20 years in operation, the Buyers Trade Mission has achieved its great objective: to diversify markets for the products of Costa Rica. “Thanks to this mission of buyers, today Costa Rican companies - small, medium and large - have managed to export for the first time, have expanded their export destinations and others have managed to stay in the markets that already have a presence,” she said. “This event is, par excellence, the instrument for SMEs to access international markets and take advantage of the opportunities that the country's trade policy has been developing. In 2017, deliveries of babies to women under 18 dropped to 14.7 percent (8,124 teens), the lowest recorded in history, the agency reported. According to Nineth Alarcón, director of the Comprehensive Adolescent Care Program, "this fact is very satisfactory because it shows that the efforts made to reduce and stop teen pregnancy have paid off." According to Alarcón, the results are consequences of programs to support adolescent women. These programs have been developed in the Atlantic zone and in the southern zone, and the program will be extended to the Chorotega, Pacífico and central zones, Huetar Norte and Central Valley. Sufficient progress has been made in the investigation of the murder of a Spanish tourist that the deputy prosecutor of Pococí has stated that the case will be presented to a court later this year. The 30-year-old Spanish woman was killed Aug. 4 in Tortuguero. According to the prosecutor's office, the investigation has found only one suspect in the crime, a man surnamed Díaz. The Deputy prosecutor for Pococí, José Francisco Mena, said that his office expect to make a formal accusation of the suspect at the end of this year. "We are developing great efforts so that the accusation against this person that we have as a suspect is ready, at the latest, in the next two months," said Mena, who at the same time added that "investigations of a different nature have been carried out with reconstructions of the facts." Díaz, the main suspect, is a foreigner and has been sentenced to six months of preventive detention which began Aug. 15. He was arrested following the analysis of clues in the body of Arantxa López Gutiérrez. The analysis of was part of a judicial police report. The refinery also reported that "The product was quickly contained, while a special truck was moved to the site to collect the fuel spilled and contained inside the pit, as well as the equipment and absorbent material." According to the refinery, these actions of vandalism to steal fuel can put people and the environment at risk of contamination. |
