Oil refinery ensures fuel supply

The Costa Rican Oil Refinery, known as RECOPE, says that it ensures adequate levels of gasoline and diesel in the three main fuel plants and guarantees the fuel supply throughout the country even though public employees are continuing with their third week on strike.

According to the refinery, sales made so far ensure that service stations are supplied and can meet demand normally.

"Between Friday and Saturday, attention was given to about 450 fuel tank trucks, plus eight transfers of Jet-A1 product from the Barranca campus to the Daniel Oduber Airport in Liberia.  The Barranca and La Garita plant worked at night from Friday to Saturday, while the plant at El Alto worked on Saturday during normal business hours," said the report, adding that "The Alto plant also was open for the distribution.”

The fuel plants are working normal hours, 7 a.m. to 7 p.m., and fuel distributors are also working a regular schedule, said the report.

Transporters of Liquefied Petroleum Gas have requested the support of police patrols. "The distribution of gas is made from the Moín plant, with an average of 28 tankers per day, to supply the different gas companies and industries that use this product in their production processes," said the refinery report.

The members of unions continue in talks with members of the Labor Ministry, even though the strike continues over the main highways in the country.

According to the updated report by the Road Safety Council the major traffic obstructions were: in San José, in front of the legislature, in the center of San Ramon in Alajuela, in front of Gasotica in Pérez Zeledón, in front of the restaurant known as La Cabaña in Ciudad Cortés, on the main highway to Juan Santamaria Airport in Alajuela, in Belén in Heredia, in Santa Cruz in Guanacaste, on  the Dantas River bridge in Guapiles, in Puerto Viejo in Limón, in Cañas in Guanacaste, in Liberia, in Guanacaste, in Siquirres, in Limón and in Barranca in Puntarenas.

For his part, Gilberto Cascante, president of the teachers' union, said that his organization will give out no information about the conversations with the government until negotiators reach a final decision or agreement.

Cascante said that union negotiators are listening and analyzing the situation then taking the information back to union members and boards of directors. When and if an agreement is reached it will be communicated to the public, he said.

Union leaders have said that a large march has been organized for Wednesday. They are calling it la marcha de los gatos, meaning the march of the kittens, in response to a joke that has circulated on social networks saying that union support is so small that it is like four cats walking the streets of San José. To counter that, union leaders have challenged members to turn out in large numbers for the march.

"It was a challenge that we gave to ourselves, we are not just four cats walking around San José streets. We will show 500,000 cats walking through downtown San José. We will start at the of León Cortés monument in Paseo Colon, towards the congress in San José," said the union leaders.

 Costa Rica calls for more international refugee aid

The Foreign Affairs Ministry reported that Vice President Epsy Campbell participated in a United Nations meeting on international refugees. During the meeting, Campbell highlighted the role of international cooperation to ensure sustained political support for aid and reminded members of their responsibility for the commitments they have assumed as U.N. members. Those commitments include providing humanitarian and development assistance, she said.

"We believe that we all have the responsibility to protect people who have been forced to leave their countries and, therefore, the actions of international cooperation that are oriented in this regard, must be sustainable," Campbell said. She added that, "Costa Rica is the only country in Central America that receives asylum seekers from all the causes and important situations in the region: Venezuela, northern Central America, Colombia and, more recently, Nicaragua.”

According to the ministry, in September 2016, the U.N. General Assembly unanimously adopted the New York Declaration for refugees and migrants, which reaffirms the foundations of the international regime for protection and underlines the importance of cooperation.

That declaration called for a more equitable sharing of burden and responsibility, anchored in a broader base of support from the international community, including the earlier participation of development providers and a whole-of-society approach, said the ministry, adding:

To fulfill this imperative, the member countries initiated two important processes. First, they requested that the United Nations Agency for Refugees develop and initiate a comprehensive response framework.

Secondly, they agreed to work towards the adoption of a global pact on refugees in 2018, which concluded its negotiations in Geneva last July and will be included in agency’s annual report to the General Assembly.

"The constant increase in refugee applications keeps us working to maintain clear operational guidelines, effective communication channels and, very importantly, maintain a constant update of our contingency plans," Campbell said.

According to the ministry's report, Costa Rica has developed protection and integration policies and initiatives for refugees, coinciding with its long history for the promotion and protection of human rights.

Two in 10 children have anemia

According to the latest Health Ministry study, 21 percent of children between 6 and 24 months, had anemia. This evidence reinforces the need for the consumption of iron supplements in childhood, said the ministry.

According to the classification of the World Health Organization, this percentage in Costa Rican children implies a public health problem of moderate degree.

The Children’s Hospital reported that 75 percent of the children staffers attended in 2017 had at least one hemoglobin test. That test allows technicians to detect anemia which is measured in grams per deciliter. Less than 11 grams is an indicator of anemia.

"The measurement g/dl means grams per deciliter, that is, the amount in grams of hemoglobin dissolved in 100 milliliters of blood. The test measures the levels of hemoglobin in the blood. This is a protein from red blood cells that carries oxygen from the lungs. When a child has anemia, the body cells do not get the oxygen they need," said the Ministry's report.

According to the study, 21 percent of children tested had hemoglobin less than 11 grams, which can be classified according to their severity. Slight anemia showed in 81.8 percent of the results, 19 percent of the studies showed moderate anemia and 0.2 indicated severe anemia.

"Anemia is one of the most frequent childhood diseases in the world, and in the long term, anemia can delay growth, affect psycho motor development and decrease thinking, memory and reasoning abilities, so that its treatment and resolution must be provided effectively to avoid future complications," said the study.

Social Security of Costa Rica says that last year there was an informational campaign aimed at parents, reminding them to give iron supplements to children since the health of their children is a priority for parents. Control exams followed up on the campaign.

"The management of children with anemia includes the therapeutic prescription of drinkable iron and the control blood tests to see the hemoglobin between 30 and 59 calendar days after the date of diagnosis of anemia," said the study.

In addition to medication, breastfeeding and healthy diet are essential to reducing anemia, said the ministry, adding that although a varied and healthy diet ensures adequate intake of all nutrients, food is not the only source of iron in children.

Feeding an infant breast milk exclusively for six months is essential to reducing the risk of anemia, it said.

According to Maricruz Ramírez, Social Security nutritionist, "if the doctor indicates that iron deficiency can be solved with a good diet, a series of recommendations can be followed to increase iron consumption in children."

Among his most important recommendations are:

1- Eating a diet that contains meat is more effective than a vegetarian diet as meat contains more iron. In cases where the patient does not eat meat, he or she must obtain vitamin C to enhance the absorption of iron from his meals. This vitamin is found in citrus fruits.

2- In addition to meat, other iron-rich products such as eggs, spinach, cheese, cabbage, lentils, chickpeas and Swiss chard should be consumed.

3- Eating seafood is recommended.

4- Eating red meat is a rich source of iron. The child could eat minced red meat in pieces, in soup, or in mincemeat.

Regarding the side effects of consuming high amounts of iron, the report said that although a diet high in iron can cause constipation that problem can be mitigated by greater consumption of liquids and fiber rich foods and is not a reason to stop providing iron.

 Alcohol Responsible for One in 20 Deaths Worldwide

Alcohol kills three million people worldwide each year, more than AIDS, violence and road accidents combined, the World Health Organization said Friday, adding that men are particularly at risk.

The U.N. health agency's latest report on alcohol and health pointed out that alcohol causes more than one in 20 deaths globally each year, including drunk driving, alcohol-induced violence and abuse and a multitude of diseases and disorders.

Men account for more than three quarters of alcohol-related deaths, the nearly 500-page report found.

"Far too many people, their families and communities suffer the consequences of the harmful use of alcohol through violence, injuries, mental health problems and diseases like cancer and stroke," World Health chief Tedros Adhanom Ghebreyesus said in a statement.

"It's time to step up action to prevent this serious threat to the development of healthy societies," he added.

The report found that drinking is linked to more than 200 health conditions, including liver cirrhosis and some cancers and that alcohol abuse also makes people more susceptible to infectious diseases such as tuberculosis, HIV and pneumonia.

The some three million alcohol-related deaths registered globally in 2016 — the latest available statistics — account for 5.3 percent of all deaths that year says the report.

In comparison, HIV/AIDS was responsible for 1.8 percent of global deaths that year, road injuries for 2.5 percent and violence for 0.8 percent, the study showed.

The latest numbers are lower than those in World Health's last report on global alcohol consumption, published in 2014.

The report found that drinking is linked to more
than 200 health conditions.

There are some positive global trends, the agency said, pointing to shrinking prevalence of heavy episodic drinking and of alcohol-related deaths since 2010.

But it warned that "the overall burden of disease and injuries caused by the harmful use of alcohol is unacceptably high," especially in Europe and the Americas.

Globally, an estimated 237 million men and 46 million women suffer from alcohol use disorders, World Health said.

Alcohol abuse affects nearly 15 percent of men and 3.5 percent of women in Europe, and 11.5 percent of men and 5.1 percent of women in the Americas, it pointed out, adding that alcohol consumption overall is unevenly distributed around the globe, with well over half of the world's population over the age of 15 abstaining completely.

 Judicial investigators make five medically related raids

By A.M. Costa Rica staff

Five raids on medical facilities were made Monday, according to the Judicial Investigations Organization, in a search for evidence in an investigation into an alleged case of malpractice that arose after a woman had cosmetic surgery.

The investigators reported that a woman, identified as Leiva, suffered health complications after undergoing cosmetic surgery in a private clinic Aug. 27. The case was filed on Sept. 13, when, due to post-surgical complications and health issues, “the victim had to be hospitalized in a state hospital,” said the judicial agency.

The investigation has the peculiarity of being processed as an unknown accusation case, which means there are no suspects at the moment.

According to the report, “the investigators raided the Splendor clinic in Los Yoses, the aesthetic salon Ambrosia at the San Pedro Mall, the San José Laboratory in Santa Ana, a doctor’s office at Clínica Bíblica in San José, and another doctor’s office at Thuel Clinic in Rohrmoser.”

Investigators said that the case is now in the preparatory stage. All the evidence obtained from the raids will be added to the investigation file. The information on this case will be handled under the conditions of privacy for third persons, according to article 295 of the Code of Criminal Procedure.

Police confiscate liquor and other possible contraband

The tax police have reported the confiscation of 6,312 units of liquor plus nearly 30,000 units of cooking products. According to the Ministry of Finance, the seizure was for alleged contraband and for not having permits from the Ministry of Health to sell the products.

According to the police report, the first operation was carried out in Santo Vito in the southern zone, where the police stopped a vehicle carrying 264 units of whiskey, 1,800 of beer and 4,248 bottles of other types of liquors.

The second seizure reported by the police was of 29,459 units of consommés of different flavors, from a man surnamed Robleto, in Los Chiles in Alajuela.

Irving Malespin, director of police fraud control said, "We continue to increase our actions to combat contraband. In addition to the intelligence work carried out by the police for fiscal control and joint actions with other police authorities and institutions, the citizen complaint - duly substantiated - becomes a very important factor for the success of our work. That is why we urge the population to continue supporting us in the fight against these illicit acts that affect public health and the country's finances."

The Finance Ministry calls on the public to denounce any suspicious sale of possible contraband products at the website www.hacienda.go.cr  Denuncie Ya, or at the telephone number 2539-6800.

All complaints received will be investigated, the ministry said.

The confiscated products were placed at the disposal of the Ministry of Health.

The TV advertisement for unfaithful married people



Americans that are so clever have discovered that marital infidelities can also be a good business; and that is why they have created a kind of computer marriage agency, but the opposite, I mean an agency for people who want to be unfaithful to their marriage. The business must be going well because it is announced on television and has created a multinational of the marital infidelity which wants to be installed in Spain and of course, advertise in television like a car or cologne.
 
At the beginning a national channel agreed but then it gave up and I am glad; thank God there is still a bit of decency. I doubt very much that this type of businesses helps to combat the unemployment; the infidelity is as old as marriage and unfortunately it has existed, exists and will exist without the help of the Internet. Perhaps Adam and Eve also had some "affair" when they came out of the Paradise. Leaving to one side the times in which adulterers caught "in fraganti" were punished immediately (it still happens in certain Muslim countries), recently the adultery was considered a criminal offense and could be punished with imprisonment. Adultery is not a pleasant situation for any of the three parties.
 
For this reason the fact that someone can "join" to a club of unfaithful people, as if this was a football team, seems to me trivialize a matter that is already thorny. I find it hard to believe that someone gets up in the morning and says: "Today I am going to be unfaithful to my wife/husband" and connects to the Internet to see what possibilities there are. According to the company "Cuernos On line" “they exist indeed"; in a day 70,000 potential candidates joined it.

 All these news tell us very little of the moral condition of a society where the sex has been trivialized up to consider individuals as mere recipients of sexual instincts. I think Seneca said that the age of Roman women could be calculated by the number of lovers that they had.

It is clear that the Romans were depraved where pornography is "represented" live and direct at streets, squares and theaters…maybe we are not far from this, and we know how the Roman Empire ended, demolished by the barbarian people…

Repairs begin on road to San Ramon

By A.M. Costa Rica staff

The National Road Council has reported on the repair of nine km of the road between Los Angeles Norte and downtown San Ramón.

According to the notice, “On a first phase, 10 centimeters of the asphalt layer will be removed.  After that the second phase is to place a cement base to stabilized the new asphalt folder of 9 cm. The vehicle access will be regulated by traffic officials.” The report added that portions of the road may remain closed even though no one is working there because the materials used need time to settle and dry.

The council recommends drivers use alternative routes “such as route 705 which goes from the School of Los Angeles North, to La Esperanza, and from there, access the main highway to San Ramón,” in order to prevent travel delays.

 is more than $2 million.
