Magistrates investigated for
possible involvement in scandal

The Office of the Attorney General confirmed Thursday that it is investigating the theft of information from the computers of two ex-magistrates, Carlos Chinchilla Sandí  and Doris Arias Madrigal.

This is added to the investigation of the suspended magistrate, Jesús Ramírez, and the developing investigation into Magistrate María Elena Gómez Cortés. All the investigations are centered on the Cementazo scandal which involved the import of cement from China and a major loan.


The investigation is being carried out jointly with the Computer Crimes Section of the Judicial Investigation Agency and targets the information on those computers, the judiciary said.

The investigated magistrates are suspected in the dismissal of charges against two ex-lawmakers who were also linked to the Cementazo case.


Attorney General Emilia Navas Aparicio was present at the time the computers were confiscated because she is dealing with matters involving the three magistrates who have political immunity.

The attorney general said she cannot give interviews because she is focused on investigative measures.

The information that can be found on the magistrates' computers will be analyzed by computer crimes specialist then the judicial police will present a report to the General Prosecutor's Office.



President calls for equal marriage

President Carlos Alvarado has supported passage of a new law, No. 19.852, which seeks to allow same-sex marriage.

His announcement of support came a few hours after the magistrates of the Constitutional Chamber gave the Congress a term of 18 months for legalizing same-sex marriage.

Around midnight Wednesday, the Constitutional Court ruled that several parts of Article 14 of the Costa Rican Family Code were unconstitutional because they prohibit marriage between persons of the same sex.

If the new law is not approved in 18 months, the Costa Rican Family Code will lose validity, according to magistrate Fernando Castillo, and the new law could automatically replace it.

The bill presented by the president was supported by several lawmakers from the previous government and prepared by the organization Frente para los Derechos Igualitarios or Front For Equal Rights.

The bill is in the Permanent Special Commission on Human Rights, and the final result has not yet been decided, although it was submitted for study in February 2016.

Robbery suspects captured in San Carlos

The rapid action of the San Carlos police allowed to capture yesterday, two of the three suspects of robbery  to a Spanish family tourist.

According to the police report, the tourist family were walking on the paths of the Rincon de la Vieja National Park, then
three men,  threatened them with a knife and  stole their belongings as cell phones, binoculars, cash and clothes.

The police continue to a search operation for the third suspect.

Hotel to increase security after murder

The authorities of the Laguna Lodge Hotel spoke for the first time of the murder of the tourist Arantxa Gutiérrez López, who was killed while she was staying at that hotel.

The tourist facility apologized to the relatives of the woman and announced that security measures will increase.

Rodolfo Dada Fumero, hotel manager, said that for reasons of respect for the victim, her relatives and the respective investigation process, the hotel had not provided earlier statements.

"As a result of this unprecedented case, we are adding new security measures to our protocol and have suggested extending them to public areas and the community," the hotel statement said.

Gutiérrez was found dead last Sunday 50 meters away from where she was staying. There was evidence that she had been strangled and her clothes were torn.

The authorities detained a suspect who is in the country illegally. Despite the fact that the prosecutor's office requested preventive detention, a judge initially determined that that there was not enough evidence for detention and released him.

Currently the hotel staff is working together with judicial police and investigators in charge of the case to provide all the information to find and arrest the criminal.

In the statement, the hotel said the first suspect was not part of the hotel staff. Dada explained that the suspect, “has never been employed at the Hotel Laguna Lodge, as erroneously recorded in some publications.”

Costa Ricans will mourn the murder of two tourists

Hundreds of people join together to mourn the deaths of María Trinidad Matus and Arantxa Gutiérrez López and show their deepest sympathy for their relatives at the Plaza de la Cultura today at 5:30 p.m.

The gathering, called Somos Todas, meaning we are everyone, is being organized by Nancy Adina. 

"People who want to join us can carry candles. They can also be dressed in the colors red, the symbol of the crime victims, and black, in a symbol of mourning," said Adina.

"People can bring posters with messages of support to the families of the victims, as well as messages of protest for the increase in violence. All men, women, girls and boys are invited to participate," she added.

The organizers explained that the idea of making a gathering stared after seeing the pain and impotence of women and society in general after this horrific tragedy.

Similar events will be held at the same time in Quepos and Talamanca.

Costa Rican singer-songwriter Celeste Polimeni, who used the events as inspiration for an emotional song called "Sin Miedo" (Fearless), will be present at the event.

McDonald's will employ refugees

Arcos Dorados, the franchise that operates the McDonald's brand in Latin America and the Caribbean, will participate in various fairs during the month of August and provide job opportunities for both nationals and refugees.

This initiative has the support of the Ministry of Labor and Social Security as part of the Living Integration Dimension Employment campaign.

"It is an effort to provide support to people in refugee status, and that has the support of the United Nations High Commissioner for Refugees. Currently, the company employs more than 2,100 people, among which five are refugees, four of them are Venezuelan and one is Salvadoran," the company said in a statement.

This action is added to the different public-private partnerships such as the job program of SOS Children's Villages.

The Villages has helped young people in the country enter the working world and thus obtain possibilities for development, training and acquisition of skills for their professional futures.


During these fairs, resumes of refugees will be received or the hiring staff will provide an online link to fill the job apply form.

The job interviews dates are:

Today, Friday: Job fair at the Antigua Aduana building in San Jose.

Aug. 24: Job fair at Banco Nacional building in Hatillo.

For those who wish to be part of Arcos Dorados, the requirements are: to have a very good attitude, customer service skills, be over 18 years old and have completed the ninth year of education.

Costa Rican student a finalist in international competition

Jessica Worsfold, a graduate student in food engineering at the University of Costa Rica, stood out internationally last month for her research on a microorganism that could grow in tropical juices in the country.


The research was entitled "Evaluation of the growth of Alicyclobacillus acidoterrestris." Worsfold was selected as a finalist in the Undergraduate Research Competition, organized annually by the Institute of Food Technologists in Chicago, U.S. state of Illinois.

Worsfold's research is part of a project of the School of Food Technology on the processing of juices and extracts of fruits and vegetables under the direction of teacher and researcher Jessie Usaga.

The investigation into the microorganism, Alicyclobacillus acidoterrestris is important because it produces chemical compounds that have an unpleasant odor and causes the juice to be rejected by consumers, the university said.

The microorganism has been detected in tropical juices from other countries.

The Costa Rican managed to get second place in the competition held in Chicago during the organization's annual congress.

The competition included an oral examination by several judges.

Worsfold had to answer the questions they posed, a rigorous evaluation of her knowledge, the university added.


According to the university, juices and tropical fruit concentrates represent the second most important export product of the country's food industry and consumption of Costa Rica’s products are increasing worldwide.

Theater, dance and music this weekend

The National Theater is presenting the concert "The Italians in Paris" this weekend, a special presentation by the National Symphony Orchestra, with music by composers such as Niccolò Piccinni, Antonio Salieri, Hector Berlioz and Luigi Cherubini. Suspects in murder of German women
may face six months in preventive detention

The Prosecutor's Office of Pavas requested six month of preventive detention for three men, named De la O, Carmona, and Granados at a court proceeding Thursday.


They are being investigated as main suspects of the murder of a German woman, Rosemarie Bockhold de Dietrich, 80.

The request for the precautionary detention measure was made in the criminal court of the area.

Granados had been sent to prison in Liberia prison for another case but has now been transferred to Pavas prison so that a preliminary statement can be taken regarding the new criminal accusations.

The other two men, De La O, and Carmona, have remained in preventive prison since Tuesday after they were captured in two raids in Alajuela and Coronado that were directed by the Prosecutor's Office of Pavas.

The crime occurred Sept. 20 last year at the victim’s condominium home in Santa Ana.


On that time, Granados worked as a security officer in the condominium. Investigators allege he was in communication with the other two suspects to plan the home invasion.

Apparently, when crooks entered at condominium to rob the woman, they suffocated her and stole her jewelry.

The crooks placed the body of the victim in the trunk of a car and abandoned the car near Juan Santamaría Airport.
