AmCham: Fiscal crisis requires negotiated solution

The Costa Rican-American Chamber of Commerce said that the last substitute text of a bill for strengthening public finances that is being studied in the Legislative Assembly presents new elements that need to be analyzed very seriously.

The chamber, known as AmCham,  added that it is urgent to know the impact the elements could have on the different sectors of the economy and on the population in general.

The chamber said it believes that the legislative procedure should include enough space for a political negotiation of these elements and that this process includes specific data on its impact on the market and on the investment climate.

"The chamber understands the urgency of achieving a resolution on the fiscal crisis, but believes that this urgent treatment should not put us in danger of making decisions that end up being harmful to the nation," said the organization on a press release.

"The contents that have been integrated into the legislative draft must be the object of an immediate and profound analysis. The different sectors must open up those spaces for analysis and fulfill our duty in this historic moment in which we must find a quick solution to the fiscal problem, without hurting our competitiveness," said Elías Soley, president of AmCham.

AmCham asked the legislators to take into account that the measures defined must be harmonized with the rest of the legal proposal to guarantee their effectiveness.

"We do not want to approve solutions that are not solutions or that affect our competitiveness, harms the creation of jobs and trigger an economic recession in the country. It is possible that some of the fiscal adjustments that are made with this reform are not enough, so they must be accompanied not only by measures related to public expenditure control and public employment, but also decisively driving an economic reactivation agenda that allows growth as a country, and especially generating new jobs," he added.


Feminists demand President Alvarado
approve therapeutic abortion

The feminist movement Women in Action issued a statement demanding the immediate approval of the technical standard for therapeutic abortions by President Carlos Alvarado.

The demand was made after the president's statements in which he said that the discussion of this matter distracts attention from priority issues.

"During the electoral campaign, Alvarado signed four commitments proposed by Women in Action, among which is to respect and enforce the national and international commitments that Costa Rica has signed on human rights and women's rights," reads a document sent by the organization.

The organization known in Spanish as Mujeres en Acción said it showed solidarity with Ana and Aurora, two women who were denied the opportunity for an abortion, even though doctors knew that the respective babies would not survive after delivery.

Both denounced the state before the Inter-American Commission of Human Rights.

The organization said that women's rights will not be allowed to be used as political currency or their bodies used for electoral purposes, according to their spokespersons, Mercedes Álvarez and Priscila Barredo.

"Decisions have been delegated to health staff, who in many cases, have not reported or denied therapeutic abortion to women and girls, who have had to continue with their pregnancies putting their lives at risk,” said the spokeswomen.

The cases of Aurora and Ana, two women who were denied therapeutic abortion and whose babies quickly died, have been used to illustrate that, despite the existence of legislation, those in the medical community fear to carry out the procedure, whether for moral, ethical, religious or ignorance reasons.

In the countries, where abortion is legal, an effective method is the emergency-contraception-pill, to
interrupt pregnancy up to 5 days after unprotected sex.


A few days after his inauguration, Alvarado said in his Facebook profile that he was in favor of therapeutic abortion and that the, "medical assessment must be presented with the options so that women, with the support of her relatives or those responsible, can determine if she interrupts the pregnancy or not. "


Nicaragua keeps Costa Ricans in custody
for alleged possession of drugs and weapons

Both have been jailed in that country since Friday, one in El Chipote prison and the other in a police station in Managua.

Monday the Costa Rican consul in the Nicaraguan capital, Óscar Camacho, reported he received an explanation from a vice minister in Nicaragua, Luis Cañas, about the situation in which Eduardo Mora Arana and his father Eduardo Mora Báez were captured.

"Mr. Eduardo Mora Arana was arrested and is in the prison known as Chipote and his trial was accepted by a judge for the apparent possession of a firearm," said the Costa Rican ambassador to Nicaragua, Eduardo Trejos.

The other man will be tried by a judge for the charge of possession of drugs, said Trejos, who added that the diplomats expect the approval from Nicaragua to be able to visit the detainees.

The Ministry of Foreign Affairs took several days to get an explanation of the arrest.

Government asks unions to restart
unconditional dialogue about fiscal reform

The government asked trade union organizations Tuesday to restart without conditions the dialogue that they broke off a day earlier when they failed to reach an agreement on tax reform that is being discussed in the Legislative Assembly.

A new meeting with the workers' groups and the Executive Branch, is necessary for next week, according to the minister of the Presidency, Rodolfo Piza in a local radio broadcast.

That meeting is scheduled for July 18, but  the parties will decide on a final date through correspondence.

"We are waiting to answer today a note from the unions to find a way to continue talking. I think the most important thing is we reach agreements. I think we need to sit down and review each of the arguments of the union sector," said Piza Tuesday.

Piza said that on Monday, before an eight-hour meeting between the government and the leadership of the Social Unitary Block and Trade Union of Costa Rica and the collective Patria Justa, he received a list of proposals that could help reduce the deficit fiscal.

Among the proposals is: establish a tax of 30 to 36 percent on profits of the 400 largest taxpayers, a better execution of the customs valuation, the implementation of a scan of containers to avoid evasion and a tax on international financial transactions and another tax on financial profits from the collection of credit cards, among others.

At the discretion of the minister, once some of these proposals have been discussed and improved, they could be included by the executive in the bill for strengthening of public finances.

Legislators will decide whether the requests remain in the final proposal or not.

Government is calling unions to continue the dialogue, despite having refused their conditions in a meeting that took place Monday.

To go on with the dialogue, the unions have asked the government to withdraw the bill from legislative discussion and halt the requests from public institutions to declare the June 25 strike as illegal.

All those petitions were rejected early Monday through a letter signed by Vice President Marvin Rodríguez Corrales.

The workers' organizations have also expressed their wish that the integration of the dialogue should include other sectors, such as employers and the Catholic Church as dialogue partners.

Costa Rica explores the use of plastic
bottles to create green asphalt

The use of plastic bottles to create an asphalt mixture which contributes to the responsible use of waste is the main objective of a project led by the National Laboratory of Materials and Structural Models of the University of Costa Rica.

The purpose of the plan is to take advantage of the technique of adding plastic polymers to conventional asphalt mixtures in order to improve their mechanical characteristics, including their resistance to deterioration due to climate and vehicle weight.

"For the last few years we have been working on the Pavimentos Verdes project, which consists in taking a waste material and including it in the asphalt mix. After our investigation, we confirmed that PET is quite noble and even competes very well with commercial products that are added to the asphalt mixtures," said the coordinator of the Materials and Pavement Unit of the Transport Infrastructure Program of the Laboratory.

PET is short for polyethylene asphalt, which is one of the popular thermoplastic polymer resin used for containers for liquid, fabrics and other plastic materials.

The different tests made it possible to conclude that the mixture with more than 3 percent of polyethylene asphalt has a good performance.

One thousand bottles will be used for each ton of this compound for roads, the laboratory said.

A site one kilometer from the campus in the Municipality of Desamparados will be where the project will be tested, and it will be carried out next month.

Macrebur is producing green pavement, an initiative has already been tried in European countries.


The product will be used in 500 meters of roadway.

Although the use of green pavements has already taken place in European countries, this is the first time that a Latin American country has experimented with the technique.

The project has the support of the Municipality of Desamparados, the Aliarse Foundation and the Coca-Cola Co.

International court rules in favor of Costa Rica,
confirming thousands of judicial sentences

The Inter-American Court of Human Rights ruled in favor of Costa Rican in the case of "Amhrein et al" , which sought the review of more than 100,000 criminal convictions.

Between 2004 and 2006, 17 people sentenced for different crimes, including the former directors of Banco Anglo, sued the state because they considered that they had not been allowed to appeal their sentences and wanted annulments.

However, the Inter-American Court determined that the Costa Rican criminal system followed the law so that rights were not violated.

The president of the Third Chamber of the Supreme Court of Justice, Doris Arias, described the decision of the international tribunal as positive in all its extremes.

The Foreign Ministry considered that the eventual review of the sentences would have been catastrophic for the country, due to the cost of restarting those criminal proceedings and the implications for the victims.

The defense of the state in this case was carried out by 15 lawyers from the Foreign Ministry, the Ministry of Justice, the Supreme Court of Justice and other collaborators with judicial and criminal experience.

Ombudsman fights a 71 percent increase in water rates

A representative of the Ombudsman's Office arrived at a Tuesday public hearing convened by the Public Services Regulatory Authority to present technical opposition to the request for an increase in the rates for the month of August made by the Aqueducts and Sewers Institute.

The increase is about 29 percent.

The institute also requested an increase of 25 percent as of January 2019 and 6 percent from January 2020 in order to ensure the sustainability and financial balance of the aqueduct service, the institution has said in the past.

Ana Karina Zeledón, director of economic affairs of the Ombudsman Office, said the institution has doubts about the data presented by the institute to justify the increase which will hit users strongly.

Zeledón said she worries that the justification is the improvements of its aqueduct services even though from 2014 to 2017 the annual execution rate was 55 percent of the money taken in, meaning the institute received resources that were not used at all.

The Ombudsman representative asked for a detailed review of the criteria used by institute to justify the increase request.

The Ombudsman Office implied the aqueducts services has received more money than that they actually use.


The water and sewer agency has 652,000 subscribers, of which 82 percent are households.

New rules for purchases under ¢15,000 made by card

The Central Bank issued a new directive so that customers buying goods or services for less than ¢15,000 will not be forced to sign the voucher or show the card in case they pay by using their phones.

This new option applies for all those cards that have a chip or have contact-less payment technology.

Currently, 60 percent of cardholders have this technology and it is expected that by the end of the year it will be 100 percent, according to the bank data.

The change seeks to generate more security for consumers, since as of July 1, banks are required to report immediately any financial movement made by general commerce.

The measure also seeks to force retailers to accept card payment so that the Finance Minister can track every purchase made.

Authorities warned that increase
in homicides will cause job losses

The high numbers of homicides in Costa Rica may generate worries at the international level, according to the Judicial Investigation Organization.

Between 2014 and 2017, the country registered homicide figures never seen before, and the authorities forecast that at the end of 2018 there could be at least 620 murders, constituting a new record.

The director of the organization, Walter Espinoza, said that if the upward trend continues there will be serious repercussions for the country, such as the possible loss of jobs from foreign investment.

Another area of ​​concern to the Judicial Police is tourism. Forecasters are concerned that the image of the country could collapse generating a decrease in tourist visits.

Espinoza said tourism is one of the activities that brings dynamism to the economy of the country, and on which many families rely.

So far, 326 homicides have already been registered, while only 297 were recorded in the same period last year, according to Espinoza.
