Government dismisses ambassadors

The Foreign Ministry said Tuesday that it dismissed  the country's representatives in Ecuador, Brazil, Uruguay, Panama and England. Ambassadors in those nations were appointed by the Solís government.

As of Nov. 30, Leda Zamora in Ecuador, Jairo Valverde in Brazil, Arnoldo Herrera in Uruguay and Juana Guzmán in Panama will leave their posts, said the Foreign Ministry.

Enrique Castillo, ambassador to England and concurrent in Sweden and Norway, will leave office Aug. 31.

Weeks ago, Foreign Minister Epsy Campbell announced the resignations of the ambassadors in India, Switzerland, Austria, Spain and the Organization of American States. They are Mariela Cruz, Rubén Salas, Pilar Saborio, Doris Osterlof and Rogelio Sotela.

The government has already named Sotela's replacement to the Organization of American States, Rita Hernández.

In the other cases, approval on the part of the recipient countries awaits.

Nicaragua crisis threatens Costa Rica
positive exports forecast

The Chamber of Exporters of Costa Rica has pointed out that the performance  of exporting companies was good in May. However it said it is worried about the situation in Nicaragua.

During May, exports showed an increase of 6 percent compared to the same period last year.  This represents an exported amount of $4.7 billion. The companies that are located in the free zone had a growth of 11 percent, while all others averaged a 3 percent gain, according to the chamber.

The chamber also highlighted the dynamism presented by all export sectors, including manufacturing up 11 percent, agriculture up 2 percent, food up 1 percent and livestock and fisheries, up 5 percent.

The chamber called on national authorities to speed up actions affecting ground transportation as a result of the crisis in Nicaragua, which is the fifth commercial partner of Costa Rica and the transit country for exports to El Salvador, Honduras and Guatemala.

Although the May figures to this region registered exports amounting to $1.05 billion, in increase of  9 percent, some companies exported more to these destinations to supply the distribution centers, due to the political crisis, the chamber said.

Laura Bonilla, president of chamber said that "we request the government authorities continue with the objective of implementing a ferry project to El Salvador and activate it in the short term.”

Coffee and other top export products will face trouble reaching their destination due to
the Nicaraguan civil unrest.

"We also ask the institutions linked to the export sector to apply efficiency and promptness in their efforts so that the affected exports can advance to that Central American destination efficiently," she added.


U.S. citizen drowned in Quepos Tuesday afternoon

A U.S. citizen man drowned Tuesday afternoon at the Matapalo beach in Quepos.

According to Jorge Matamoros, operations coordinator of the Red Cross of Puntarenas, the victim was a 60-year-old man, who was dragged by the current while he was swimming in the sea around 4:35 p.m.

Matamoros said that a young man brought the victim to shore and resuscitation was performed while they waited 30 minutes for a Red Cross crew to arrive.

When Red Cross arrived, the man was declared dead at the site.

Police authorities moved to the scene, awaiting the arrival of the Judicial Investigation Organization.

As of deadline, officials confirmed the victim's nationality, buy there was no information on the  name.

National Learning Institute surveys
6,0000 entrepreneurs to adapt its curricula

The National Apprenticeship Institute is conducting a survey of 6,000 entrepreneurs from all over the country to ask about the training and professional needs that their businesses require.

Once the results have been analyzed, the institute will adjust curricular offerings in order to increase the possibilities of job placement of its graduates, according to a press statement.

The aim is to transform the educational profile of the students, converting them into the professionals that companies seek to employ.

The study, which began in March, is the first of three that will comprise an exhaustive research process to cover all economic sectors of the country, the institute said.

During this first phase, companies that belong to the sectors of commerce, services, health, culture and handcrafts and the graphic industry will be interviewed.

The institute also hopes to find areas where there are higher levels of unemployment, job opportunities for people with disabilities, labor supply and demand, type of skills and required skills and gender gap issues.

The strategy is a response to the government's vision of reducing unemployment by generating jobs in each region of the country and  using the Apprenticeship Institute as the ideal instrument to encourage the creation of quality jobs, according to president Carlos Alvarado.

"60 percent of employment is concentrated in 8 percent of the national territory that represents the Greater Metropolitan Area. We must reverse this situation, training people and strengthening the generation of jobs in each territory, according to the priorities of the productive sector,” Alvarado said.

"The plan will strengthen the link between the supply of services provided by the institution and the demand for qualified personnel. The solidity of this relationship will be a fundamental axis during this administration," said Andrés Valenciano, executive president of the institute.

Quepos women promote organic production

A group of women from Quepos are promoting the production of products such as natural shampoos, organic soaps, essences and pills made from flowers and medicinal plants in the region, thanks to the development of an initiative that began three years ago.

The project is executed by the Association of Green Women of Quepos. They will show their work during the entrepreneurs fair in that canton July 7, starting at 10 a.m. on the Malecón of the Marina Pez Vela in the center of the city.

Some 30 entrepreneurs who aspire to transform their businesses will offer their local products during the eighth edition of the fair that brings together producers and artisans in fields such as clothing, healthy foods, and jewelry, among others, according to María Nevy Mora, president of the association.

She said the project to produce natural products started in 2015 thanks to a training given by the National Learning Institute and the University of Costa Rica.

"We have used digital channels, such as social networks in the case of Facebook to stimulate demand, and we have had good results, and we are already in several points of sales in Quepos center, home sales and at the entrepreneurs fair," said Mora.

The association products portfolio is based on about 20 species of medical plants such as gavilana, ylang-ylang, stevia, arnica, moringa, jamaica, turmeric, cocoa, lemon grass, cinnamon and cloves.

Mora added that the products include an organic shampoo based on gavilana and black wood which is very bitter and helps fight lice and dandruff caused by nervous tension. “The results have been quite good," said Mora.

The association will have the fair Saturday, July 7.


Another shampoo is made based on the flowers of the ylang-ylang tree which, according to Mora, is both relaxing and stimulating to the scalp which keeps hair from falling out.

According to Cornelio Mesén, founder of the Entrepreneurs Fair in Quepos, this project of organic artisanal production is a clear example of the potential of the canton.

"Behind every initiative of this kind there is a story that tells the sacrifices and the work that was done to start and the most difficult thing, to be constant, to be an entrepreneur is to be brave and perseverance is the key to continue doing what we do," said Mesén.

The Outstanding Female Scientist award
seeks to highlight women in science

Costa Ricans can now apply or nominate a woman for an award for outstanding scientific work in 2018.

The award is designed to create reference figures for female students and make the contributions of women in science more visible to the public.

"By taking ownership of science and technology, women will be able to achieve higher levels of equal opportunities and that will have an echo effect on society, by supporting their daughters and sons to choose these vocations, and benefiting everyone around them," said Paola Vega Castillo, deputy minister of Science, Technology and Telecommunications.

Since 2007, the ministry has granted recognition to the scientist of the year and since 2010 it has been awarded biannually to outstanding scientists in the areas of science and technology.

In 2014, the National Academy of Sciences was invited to participate in the selection process, Vega added.

Of the applications received, the jury of the academy will select two scientists.

Later the ministry will choose between those finalists.

Among the main criteria used to grant this recognition are: She must be a Costa Rican woman, have made contributions to knowledge and society derived from her research, have publications and not be a member of the academy.

The award seeks to encourage female
participation in the sciences.

There is no age limit for the application.

The award will be granted on Aug. 30, during the national celebrations of the Month of Science and Technology.

A profile of the scientist will be published and delivered to media and a recognition plaque will be given.

Applications must be sent to anc@anc.cr by July 15 with a brief reason why the nominator believes that the candidate should be recognized as this year’s award winner.

U.S. baritone Sherrill Milnes
will train Costa Rican opera singers

From Tuesday to next Thursday, 30 Costa Rican opera singers and advanced singing students will receive master classes with the U.S. baritone Sherrill Milnes.

The foreigner, who is currently retired, will work with the national artists in the mornings and evenings at the Eugene O'Neill Theater, located in San Pedro.

The general public can listen to the master classes by paying 5,000 colones.

The activity is organized and financed by the National Music Center with the coordination of the National Lyric Co. Both institutions are part of the Ministry of Culture and Youth.

Milnes sang more than 650 performances at the Metropolitan Opera in New York, where he participated in 16 new productions, seven premieres and 10 national broadcasts, according to information provided by the ministry.

As a leading artist in all the great operas of the world, Milnes acted and recorded with renowned artists such as Plácido Domingo, Luciano Pavarotti, Montserrat Caballé and Joan Sutherland.

In addition, he won three Grammy Awards and was the most recorded American singer of his time, said the organizers.

"One of the duties of the National Lyric Co. is to organize master classes with national or international artists with the aim of developing the local singers, who with these dynamics, may access technical improvement, learning styles and repertoire," said José Manuel Aguilar, artistic director of the opera company.

Sherrill Milnes is a leading artist in all

Milnes will hold the classes from 9 a.m. to noon and from 2 p.m. to 5 p.m. all three days, the center said.

According to the National Music Center, this time the event will have the support of the Philharmonic Orchestra of Costa Rica, a private organization that has included 10 singers in individual classes with Milnes.

Among the artists who will receive these master classes are the eight singers of the opera "Don Giovanni" by Wolfgang Amadeus Mozart, a production that the opera company will present at the Melico Salazar Popular Theater as of July 22.

Judges sentence man to 20 years
in prison for trying to kill his tenant

The Quepos Tribunal sentenced José Manuel Irías Ledezma to 20 years in prison for attempting to kill a tenant Feb. 2, 2017.

On that date the victim rented a room in Irías’ house in Quebrada Granado, Garabito Canton. Later that day Irías asked the victim to pay the rent but the tenant refused, as he had already done so several times, according to a press statement.

Faced with Irías’ threats, the victim walked away from the house but returned to sleep. At that point Irías took advantage of the situation and attacked the victim with a machete while he slept, the court was told.

The victim was taken to an emergency medical center and suffered the loss of an eye.

At the request of the Office of the Prosecutor, the accused will be kept in custody for six months until the sentence becomes final.

Bill would let legislature recall president and other officials

Recalling presidents, vice presidents, deputies, mayors and other elected officials via a plebiscite is the new initiative of independent legislator Erick Rodríguez Steller.

Rodriguez proposes two changes, one that would reform the electoral code and the other, a more complex procedure, would reform the Costa Rican Constitution.

"The project simply gives the power to the Legislative Assembly to revoke the elected officials after two years, and it would avoid a situation like that of Nicaragua," he said.

To promote this initiative, Rodríguez met with the minister of the Presidency, Rodolfo Piza, along with ex-legislator José Miguel Corrales and journalist Armando Acuña.

The latter were fully involved in the presidential campaign of Juan Diego Castro and were described as joint proponents of the initiative.
