Costa Rica calls on the US to end
the policy of separating immigrant families

The government of Costa Rica called on the United States to cease the policy of separating families of Central American immigrants who are trying to enter through the southern border with Mexico.

Elaine Whyte, the Costa Rican representative to the U.S. Human Rights Council in Geneva, was emphatic in asking the U.S. Government to stop the migration policy that separates children from their fathers and mothers, said the foreign minister and vice president, Epsy Campbell Barr, at the press conference after the Governing Council.

She added: "We have really used the proper channels to make that call, and it is a vehement call like the one made by the international community."

The president of the United States, Donald Trump, announced a package of controversial measures against immigrant families on the border.

"The United States will not be an immigrant camp, and it will not be a complex to keep refugees. It will not be," the president said Monday. He then went on to cite the migratory crisis in Europe to justify his criticized internal measures.

According to the president, among immigrants seeking to enter the country illegally are people "who can be murderers and thieves, and many other things, we want a safe country, and that starts at the border.”

According to official data sent from the press agencies between May 5 and June 9 2,342 children were separated from their families when they entered the country illegally, a measure that triggered a wave of widespread indignation in the country.

The controversy is of such magnitude that Trump referred to the issue during a ceremony at the White House dedicated to the U.S. space program.

In his speech, Trump said that "if you look at what happens in Europe, what happens in other places ... we cannot allow that to happen in the United States, not under my command."

Shortly before, in a series of messages on Twitter, Trump had referred to the big mistake of the old continent to allow entry into its territory of "millions of people who have changed their culture so strongly and violently."

Meanwhile, Secretary of Homeland Security Kirstjen Nielsen said Monday that the United States "will not apologize or give in for doing the work that the Americans expect us to do."

"Do not be confused: our border is in crisis. It is being exploited by criminals, smugglers and thousands of people who have no respect for our laws," said the official.

According to Nielsen, the government has no choice but to separate children from immigrant families.

"We must separate them in order to process adults," she explained.

U.S. Attorney General Jeff Sessions also said the government does not want to continue the policy of separating children from their families but also agreed that there is a lack of option.

"We do not want to separate children from their parents . . . . And we do not want to bring children to this country clandestinely, putting them at risk," he said.

“This is one of the reasons why the Americans chose Trump as president, to put an end to the illegality on the southern border," Sessions added.

Coincidentally, the United States formally withdrew from the Human Rights Council Tuesday, saying the organization was a cesspool of political bias.


Costa Rica receives on average 100 international alerts on money laundering per year, according drug agency

Costa Rica receives an average of 100 international money laundering alerts every year, such as the one made by the U.S. Treasury Department about the Venezuelan state company Aluminios Nacionales S.A., government officials here said.

The figure was confirmed by the general director of the Costa Rican Institute on Drugs, Guillermo Araya, who avoided referring to any specific case, arguing that it is necessary to maintain confidentiality because each case is referred to different departments which are those that determine if it is necessary to open an investigation.

Warnings from rating agencies, qualified agencies or international authorities inform the government of irregularities that occur in activities and operations in the country.

All these alerts are subject to the provisions of the Financial Action Task Force which is a network to combat money laundering. The network allows Costa Rica to attack organized crime, money laundering and terrorist financing as part of a group.

The U.S. government sent a report to Costa Rican officials May 18 detailing, without specifying amounts, that, in December 2016, the Venezuelan official Diosdado Cabello, ordered the army to appoint employees to launder money through Alunasa, a Venezuelan-owned company located in Esparza de Puntarenas.

The document follows a communication sent June 7 by the Intelligence Unit of the Drug Control Institute to the Public Prosecutor's Office. The content of that communication is confidential, but the U.S. Treasury outlined the case against Cabello and three associates in a press release in May.

The North American report says that the crime was committed when the state-owned Venezuelan aluminum industry company used boats to move minerals and launder money through Panama to the Alunasa headquarters in Costa Rica.

Cabello is on the blacklist of the United States. The Treasury Department accuses him of being involved in drug trafficking, extortion and operations involving the smuggling of Venezuelan minerals.

The blacklist also includes several of his relatives, including his brother, José David, his wife, Marleny Josefina Contreras, and his partner Rafael Sarría.

When an individual or group is blacklisted or sanctioned, U.S. authorities can freeze any asset within their jurisdiction.

For the time being, the Costa Rican Prosecutor's Office has not opened an investigation against Alunasa or ordered the freezing of its assets. The company in Esparza uses aluminum shipped in form Venezuela.

Costa Rica sentenced 13 people in 2015, 17 in 2016, and six in the first half of 2017 for the crime of money laundering, according to statistics from the Public Ministry.

Regular police officers may now issue transit fines

The agents of the Public Force, which is the name of the state's police, will be able to issue the same fines and tickets as an officer of the General Directorate of the Traffic Police after a new law enters into force.

Monday afternoon 50 legislators approved the law on a second vote and reformed the national traffic laws.

The modification empowers the police forces of the Ministry of Public Security and the municipalities to compliment the functions of the traffic police under the coordination of the Ministry of Public Works and Transports.

The agents will assume the character of institutional transit inspectors.

"This cooperation can be oriented to tasks such as traffic regulation, applying fines, tickets, control operations, attention to traffic accidents, routine police checks, attention to special events and others that the transit ministry deems appropriate to carry out," says the proposed law.

The Public Force will also have the necessary training to provide the services that usually fall to the traffic police, officials have said.

"The financing of these training will be included in their respective budgets," says the text, written by the former legislator and former presidential candidate of National Restoration, Fabricio Alvarado Muñoz.

The minister of Public Works and Transportation, Rodolfo Méndez, acknowledged the need to increase the number of agents of the Traffic Police and even to seek to increase the fleet by at least 400 officers.

The traffic division currently has 763 officers, while the security ministry has 16,647 officers, distributed among the Public Force, the Drug Control Police, the Border Police, the Air Surveillance Service, the National Coast Guard Service and the National Police School.

269 Ticos stranded in Costa Rica arrived

Of the 300 ​Costa Ricans who hired the company Destinos TV to travel to the soccer World Cup, 269 are already in Russia.

Only 90 of them have a return travel ticket, however, according to José Cortés, the CEO of Destinos T.V., the tourism company which was affected last Wednesday by the cancellation of the flight that was going to take its customers to the first soccer match of the national team.

"Now I'm thinking about how to bring them. We have two options: a charter or regular flights,” said Cortés.

The entrepreneur said bringing the customers back is much easier, since some will stay to enjoy other European countries or have the option of using flights from Spain, Germany and other locations to Costa Rica.

Cortés explained that, out of the 300 fans, there were 31 who requested a refund.

The businessman explained that now he is worried about the transfer of these fans to the different venues.

The 209 Ticos who are currently in Samara, need to go to St. Petersburg, and then to Nizhny Novgorod for the match against Switzerland.

He added that he has spent half a million extra dollars to be able to fulfill the needs of all of his clients.

The CEO stated that another company created the problem and cheated him.

"I have recovered half a million dollars of the million that we paid," he said.

The businessman said his lawyers are dealing with the issue with the main objective of recovering the money.

'Brutality' will be staged in Guanacaste

The residents of the Juntas de Abangares and La Cruz de Guanacaste, as well as the residents of Upala and Los Chiles, in the northern zone of the country, will have the opportunity to observe the play "Brutality," staged by the National Theater Co. for free.

"We decided to take this work to the communities of Guanacaste and the norther zone since it talks of discrimination and racism that develops in a school. Our goal is to perform 15 shows, and we expect the arrival of approximately 2,500 people," said Rolando Trejos, director of the company.

"Brutality" will be performed at:

· La Juntas, Abangares: Friday, 10 a.m. and 7 p.m., in the Municipal Gymnasium of Las Juntas.

· Upala: Saturday, 4 p.m. and 8 p.m .; on Sunday, 10 a.m. and 3 p.m., in the Salón Multiuso de Upala.

· Los Chiles: June 29, 10 a.m., 3 p.m. and 7 p.m .; on June 30, 4 p.m. and 8 p.m., at the Liceo de Los Chiles.

. La Cruz: July 6, 7 p.m .; on July 7, 4 p.m. and 8 p.m., at the La Cruz high-school

agreement on customs and air service

Costa Rica and the Netherlands signed an agreement on mutual administrative assistance in customs matters and another agreement on air services.

Tuesday, the Costa Rican Foreign Ministry said in a press release.

The agreements were signed in San José by the Costa Rican Vice president and foreign minister, Epsy Campbell, and the Ambassador of The Netherlands, Peter Derrek Hof.

The customs agreement seeks to strengthen measures regarding illicit cross-border traffic, to ensure the safety of the international trade logistics chain and to allow the administrations of both countries to assist each other through knowledge exchange, comparative evaluations and best practices.

For its part, the text on air services is based on the interest of guaranteeing the highest level of protection and safety of air transport, officials said.

Both countries commit to grant fair and equal opportunities to all designated airlines in order to guarantee fair and free competition in the provision of international air services, according to the agreement.

In addition, it includes cooperation and mutual assistance between the parties to resolve situations of possible misuse of aircraft.

"They are important legal instruments, not only because of the subject they are dealing with but because they are a tangible demonstration of a solid and active bilateral relationship with a country that we consider our friend and our partner," Campbell said in a statement.

The Dutch company APM Terminals is in charge of building the new Moín docks.
Hof said that bilateral relations between the two countries have always been "very close" and pointed out that the Netherlands remains the most important European destination for Costa Rican export products.

The diplomat recalled that the $2 billion container terminal that the Dutch company APM Terminals is building in the Costa Rican Caribbean, "is one of the biggest investments in the history of Costa Rica" and that, "it is going to be very successful."

Two suspects of attempted murder in Osa
get six months preventive custody

A criminal court in the Osa canton imposed six months of preventive detention on a man and a woman suspected of committing the crime of attempted homicide.

The court issued the precautionary measure on June 15.

The man was arrested Wednesday during a raid on his home at Drake Bay. His son, who was 17 at the time, was also arrested. In the operation, cell phones and ammunition were confiscated.

The female suspected was arrested on public roads in Uvita on the same day.

The Prosecutor's Office requested that the precautionary measure of provisional detention be imposed on the minor, but this was rejected.

The Juvenile Criminal Court imposed an order of orientation and supervision, non-custodial measures, against the minor.
