Freight drivers trapped in Nicaragua
call for humanitarian help

The Costa Rica's National Chamber of Freight Transportation is making an humanitarian call for aid to free trucks and drivers who are trapped in Nicaragua due to the political crisis, according to the executive director of the chamber, Francisco Quirós.

According to data provided by Central American commerce chambers, there might be up to 6,000 cargo trucks stranded in Nicaragua.

"The most serious issue is the inhuman condition that transporters are living, since many do not have access to food. They have been detained for more than eight days, without access to basic toilet services, unable to attend their physiological needs and even worse is the fact that  suffer from chronic diseases and are running out of medication," said Quirós.

The representative of the drivers said that he asks the Costa Rican Foreign Ministry and the Central American Integration System to send this humanitarian message, which goes beyond commercial losses.

Although there are no exact figures, there are economic losses due to the paralyzed transport, because the situation does not allow the possibility of making more trips and because the commercial flow has been very limited in the last 15 days, according to the chamber.

"We estimate that between 4,000 and 5,000 cargo equipment is held throughout the territory. The driver is also there because they can not leave their units and because they must to arrive with their products," said Quirós.

The most complicated areas are Managua, Chinandega and Sébaco.

Central America, whose main entry point for Costa Rica is Nicaragua, is the second market for Costa Rican exports with a 23 percent share, followed by the United States with 42 percent.

Roadblocks were established mainly in neighborhoods of different cities in Nicaragua, as well as access points to some of the larger cities, mainly located in the Pacific and northern Nicaragua, both for protection and as a way to pressure President Daniel Ortega.

The government of Nicaragua has consistently said that the solution to the crisis is for the population to eliminate the blockades. However, the villagers refuse because the National Police and the pro-government forces violated a truce agreed on May 19, and caused death among the population, according to A.M. Costa Rica sources in Nicaragua.

Nicaragua is going through the bloodiest crisis since the 1980s, according to the Nicaraguan Center for Human Rights.

The protests against Ortega and his wife, Vice President Rosario Murillo, began April 18 due to failed social security reforms and quickly became a demand for resignation.


Red Cross kicks off donations campaign
for Guatemalan victims of volcanic eruptions

The Costa Rican Red Cross has started a campaign to collect money to help the people affected by the eruptions of the Volcán de Fuego in Guatemala.

The organization said that it received a formal request for assistance from its Guatemalan counterpart that authorizes the collection of donations.

The president of the Costa Rican Red Cross, Glauco Quesada, said that since the beginning of the emergency, the institution is in a position to provide logistical and operational collaboration.

"The Guatemalan Red Cross has done an extraordinary job in dealing with the emergency. However, after the first hours and days of the emergency, a stage emerges in which the Red Cross plays a fundamental role in the recovery of the affected communities," said Quesada.

"All this work requires the collaboration of volunteers and rescue workers, but financial support is also necessary to implement it," Quesada added.

Quesada also said that part of the donations will be used to provide  psycho-social support for the rehabilitation of victims' lifestyle.

Data from the Guatemalan authorities say the powerful eruption of the Volcán de Fuego June 3, has left 114 dead and destroyed 186 homes in addition to other infrastructure damage.

In total, 3,557 people continue to be housed in Escuintla, Sacatepéquez and Chimaltenango, the three departments most damaged by the eruption.

The total affected is 1,714,373 people, out of which 12,784 have been evacuated. The number of disappeared people is 197.


Evangelical party will oppose taxes in
basic food, rent, medicine and education

To avoid new taxes on the basic food products, health and private education, as well as in renting, will be the main objective of the 14 legislators of National Restoration Party.

However, Carlos Avendaño, president of the party's legislative faction, recognized they don't have a clear plan yet on other alternatives to compensate the government for the anticipated income of such resources.

He said his legislators consider that it is necessary to look for less regressive reform which has a lower impact on essential goods and services for the population.

"These are very sensitive goods and services for the population, and especially the poorest, with regressive taxes that will increase the cost of living," he said.

It is not there where the intentions of the Finance Ministry should focus on but in greater austerity,  spending cuts, the fight against evasion and controls on public employment, he added.

On the subject of rents, he said there are small businesses that would be seriously affected by this tax burden.

"A reduction of 30 percent in government advertising is proposed, but it has to include also reductions in travel and in consultancies, solutions that have always been talked about but never really applied," he added.

According to the lawmaker, the positive side is that there is a very large spectrum, so fortunately, taxes do not have to rely on the most needy classes."

In regards the alternatives and proposals of his party, he said they will be discussed at some other time.

"At this moment we are voting the remaining appeals," he said.

The situation in Nicaragua is a wound on the very
own skin of Costa Ricans,' said President Alvarado

President Carlos Alvarado, delivered his speech in the Permanent Council of the Organization of American States in Washington Tuesday, where he said "The main achievement of the last General Assembly of this organization was the analysis of the challenges in democracy and human rights, particularly in Venezuela and Nicaragua."

His message was delivered after a meeting between the Alvarado and the secretary general of the Organization, Luis Almagro, with whom he addressed issues such as security, immigration, education, environment and integral development within the framework of the organization, according to Alvarado's press team.

Then Alvarado attended as special guest a session of the Permanent Council with the participation of the representatives of the member states and observing states.

The organization will be led by Costa Rica from July 1 to Sept. 30.

In his message, Alvarado described as positive that the Organization of American States had addressed the situation in Nicaragua in a recent statement, but considered it essential for the government of Managua to comply with the recommendations of the Inter-American Commission on Human Rights and stop the repression and death in order to resume the dialogue.

Alvarado said the situation of violence in "the brother country of Nicaragua is a wound on the very own skin of Costa Ricans due to the historical, economic and family ties that unite us with the Nicaraguan people."

He also showed Costa Rica's concern about the institutional and humanitarian crisis in Venezuela, as well as the lack of legitimacy of the last electoral process. "It is necessary to continue seeking the necessary consensus within the organization to respond effectively to the crisis and produce positive changes in the field," he added.

In his speech, the president of Costa Rica stressed the importance of the Organization of American States in this hemisphere and the responsibility of member states to give multilateralism and dialogue the place they deserve in the search for a solution to their internal situations.

Alvarado also reaffirmed the country's commitment in the defense and promotion of human rights and, therefore, to the Inter-American Human Rights System.

At the end of his message, he said that when democracy, fundamental freedoms and human rights are violated, the security of its inhabitants and peace in the region are at risk.

New flight will connect Canada and Guanacaste

The company Sunwing announced that from Dec. 23 until next March 31 it will implement a direct flight to Liberia, Guanacaste, with a Boeing 737 MAX 8, thus becoming the only operator offering this direct route from Vancouver.

As part of the negotiations carried out by the Costa Rican Tourism Board, the company Sunwing said that it will expand its operations to Costa Rica.

This is the second flight announced for the province of Guanacaste by Carlos Alvarado's government. Both flights come from North America.

"It fills me with joy to deliver such good news in such a short time, because one of my commitments is the strengthening of tourism from Mexico, the United States and Canada, markets of great importance for Costa Rica," said María Amalia Revelo,  minister of Tourism.

"Along with the growth of the European market, we can significantly increase the tourism development," she added.

With the arrival of this new route to the Daniel Oduber International Airport, tourists will have the opportunity to enter directly to Guanacaste, one of the preferred destinations from North American visitors, according to the minister.

The Puntarenas social challenges will be
part of the government focus, says president

The government says it will deliver a concrete action plan this month to face the labor, social and economic challenges in the province of Puntarenas.

The plan will involve legislators of the province, heads of different ministries and the leaders of the Costa Rican Institute of Fisheries and Aquaculture and the Costa Rican Institute of Ports of the Pacific, according to minister of Presidency, Rodolfo Piza.

Piza said the issues were addressed together to provide a more comprehensive solution.

The plan will address different issues such as tourism, employment, public works and training with fishery being one of the most important items, according to Piza.

President Carlos Alvarado invited the legislators to go along with him in a visit to Puntarenas this month, in which the president will hear the citizen's concerns.

One of the commitments assumed by the president is to designate at least $1 million from the 2019 national budget for investment in the districts of Puntarenas, through the Fund for Social Development and Family Allowances.

Heredia hydrants will be electronically monitored

Thanks to a unique system in the country, the Public Services Company of Heredia will be able to monitor 37 hydrants spread across the province, according to a press statement.

The system consists of a series of sensors that are installed in the base of the hydrants and that are responsible for sending the information to a control center by means of radio waves.

Mauricio Arias, specialized technician of hydrants, said "the hydrant monitoring system provides information regarding water pressure in each of them and its displayed thanks to a software that constantly monitors the data."

In case of an emergency, the devices would facilitate the work of firefighters who are not always aware of the state of the water network, he added.

The project is important because it reinforces the contingency plan that the company currently carries out along with the Fire Department, the company said.

"The company has a very good communication with the Fire Department in the sense that they are provided with support at the time of emergencies so they want it wants to make sure the hydrants closest to the site of an emergency are in good condition," said Jorge Guevara, leader of the Hydrants Department.

"These monitoring points have been located at strategic points such as hospitals, educational centers, meeting centers, community halls and are even intended to expand to vulnerable areas," added Guevara.

The electronically monitored hydrants seek to provide real-time information to firefighters in the event of an emergency.

The zones where the project was implemented are San Isidro, San Rafael and the center of Heredia.

Currently, the company seeks to install 100 hydrants per year in order to keep the best coverage, according to its statement.

The company currently operates 1,425 hydrants.

Ministry warns taxpayers who failed to file

More than 117,000 taxpayers have not filed their tax declaration from 2017 fiscal period, according to the Finance Ministry. They were due Dec. 15.

According to the ministry, its General Tax Office notified taxpayers via email the risks implied in not presenting a declaration.

The purpose of the measure is that those who failed to comply with the requirement, send their statements before the Tax Administration carries out more severe actions, said Carlos Vargas, general director of taxation.

"We'll implement the control processes that are necessary, starting by sending messages. If the irregular behavior persists, we will apply the respective sanctions," he said.

Vargas pointed out that if the taxpayer does not have economic activity, it is not necessary to continue being registered with taxation or to submit statements without details, so the entity can be removed with the virtual tax administration software, a tool made available on the institutional website www.hacienda.go.cr

The Finance Ministry said it already started the protocol that includes more severe sanctions to those failing to filing a declaration.


For its part, the deputy minister of revenue, Nogui Acosta, said that this plan is part of the actions carried out by the Ministry of Finance to face the breach and evasion of taxes in the face of the fiscal deficit afflicting the country.

Suspected Maras gang member becoming
more frequent in the country, authorities said

The presence of gang members with dangerous profiles from Central American countries is increasingly frequent in the country, said the Ministry of Public Security.

During weekend police operations, officers arrested three members of Salvadoran gangs, the ministry added.

As of now, 19 arrests of people matching a gang member profile has taken place in the country since the beginning of the year. That's an average of three people per month, according to Elías Quesada, head of the immigration police.

The police director Daniel Calderón said that two of the recent detainees had international alerts for links with violent crimes.

He also acknowledged the increase in the presence of gangs in the country in recent years.

The arrests of gang members so far this year already exceed all those of 2017, when the authorities registered 14 cases, according to the statistics from the immigration police.
