President Alvarado heads to Washington,
and Trump is not on the agenda

Carlos Alvarado prepares his first trip as Costa Rican president, and his destination is the same as his predecessor, Luis Guillermo Solis: the United States.

With an agenda full of environmental and safety issues, Alvarado will begin his first international trip Monday.

Alvarado will land in Washington, D.C., along with his Security minister, Michael Soto, and Environment minister, Carlos Manuel Rodríguez, according to local media and  unofficially confirmed by the Foreign Ministry.

Alvarado told the press that the trip had not been confirmed because officials were still planing the schedule, although this type of visits are usually coordinated weeks in advance.

Thus, Alvarado repeats the same first international trip made by Solís.

Four years before President Laura Chinchilla in 2010 had Spain as her first destination because an agreement with the European Union was being negotiated.

In 2006, Óscar Arias traveled to Europe for his first international visit. The trip included Germany, where he watched the opening match of the World Cup between German and Costa Rica.

Alvarado is expected to meet with senators and other congressional leaders in environmental and security matters, but no meeting at the White House has been mentioned, according to anonymous sources at the Presidential house.

Three Banco Popular top executives
laid off for not decreasing salaries

The Government Council replaced  its three representatives in the Banco Popular board of directors for failing to comply with President Carlos Alvarado's order to reduce the millionaire salary of managers.

Juan Carlos Zúñiga, Paola Chavarría and Lorena Altamirano, who came to the institution in the prior government, were separated from their duties, although they will continue to receive their diets.

Locally diets are payments delivered each time they gather. Now they are subject to a disciplinary process for failing to comply with the 011-H directive of May 30, the president said in a press conference Wednesday night.

The decision was suddenly taken due to the refusal of the directors to comply with the directive of cutting a third of the salary for the management positions in the bank.

That salary was established at ¢17 million per month, according to the president.

The high salaries are in conflict with the austerity policy that Alvarado is trying to apply throughout the public sector to help reduce the fiscal deficit.

May 30 Alvarado ordered the salaries of the managers of the three public banks to be reduced so that they do not exceed ¢9.5 million per month.

That amount also is the salary of the manager of the Central Bank of Costa Rica.


Former president Arias asks to
stop sending arms to Nicaragua

Former president Óscar Arias has sent a petition to the international community to stop sending arms to Nicaragua, which has been the scene of civil unrest for more than a month in a conflict between the government and its opponents.

Through a letter addressed to the president of the Fourth Conference of Member States of the Treaty of Arms, Nobushige Takamizawa, the Nobel Peace Prize winner addressed his concerns.

"Many voices around the world are condemning the use of indiscriminate violence against the population and the use of firearms and ammunition to control protests," said the former president.

Arias said the flow of small arms and light weapons across borders has disproportionate effects in underdeveloped countries such as Nicaragua.

"The eyes of five million Costa Ricans, including our citizens of Nicaraguan descent and Nicaraguan migrant population residing in Costa Rica, have joined thousands of others around the world, watching in anguish and dismay as Nicaraguan mothers have lost their children," said Arias in the letter.

According to the Nicaraguan Center for Human Rights, the death toll during the conflict is 121 so far.

25 Municipalities join the United Nations
strategy to replace single-use plastic

Since 2016, 25 of the 81 municipalities of the country have signed the National Strategy for the Replacement of Single Use Plastic, which is a voluntary action supported by the U. N. Development Program.

The support of the municipalities was confirmed Tuesday morning by the coordinator of the National Strategy, Carlos Piñar.

"We have performed a very intensive work with municipalities and, as of today, we have 25 municipalities adhering to the strategy to encourage policies on single-use plastics," said Piñar.

"The municipalities that have adhered to the strategy have created internal guidelines to stop buying single-use plastics," Piñar added.

The municipalities involved are La Union, El Guarco, Cartago, Turrialba, Oreamuno, Jiménez, Paraíso, Alvarado, Goicochea, Garabito, Aserrí, Desamparados, Moravia, Tibás, Alajuela, San Carlos, San Isidro, Santo Domingo, San Pablo, San Rafael, Barva, Flores, Santa Bárbara, Juan Viñas and Cóbano as well as the District Council of Cervantes.

Part of the initiative requests that municipalities encourage businesses to substitute the use of disposable plastic products such as bottles or straws for other types developed from organic materials and have a maximum degradation time of 180 days.

This would motivate local governments to reduce operating costs while contributing to a change in consumer habits.

Osa and San Carlos are the only municipalities that have been close to this second phase by approving some regulations.

Another option is to establish a tax, according to Kifah Sasa, a sustainable development officer at the U. N. Development Program.

"If that entrepreneur has an obligation to pay more if he continues using the traditional plastic, we will see a much more impressive change," he said.

The National Strategy for the Replacement of Plastics is led by the ministries of Environment and Energy and Health.

The National Chamber of Retailers and Allied Merchants, the Costa Rica - United States Foundation for Cooperation and MarViva also participate in the project.

Museum offers walks on routes marched by the
National Army in the 1856 conflict against William Walker

The Route of the Heroes, that is, the historical routes traveled by the National Army between 1856 and 1857 to defend national sovereignty can now be rediscovered through the program "On the steps of our heroes," organized by Museo Histórico Cultural Juan Santamaría, a museum located in Alajuela.

The hikes will be carried out by four routes, which weave through Atenas, Naranjo, Guanacaste and Puntarenas on different dates during the months of June and July.

According to María Elena Masís, director of the museum, the tours is one of the most successful projects.

"It consists of a different way of teaching history with new methodologies and new ways of approaching the subject. It produces significant learning in the person who performs the historical tour. Those who make the tours will hardly forget the experience because it involves touring the places where the troop traveled, knowing the communities that our soldiers passed by and understanding the difficulties faced by the Costa Rican army that marched to confront the invading filibusters in defense of the national sovereignty," said Masís.

The cost for each route is different.  The cost of registration includes a talk, two bottles of water per person, round trip transportation from the starting point, historical information and buffet lunch, said Masís.

All hikes and minibus tours will take place on Sundays and the participation is limited to 50 people per day.

Those interested in participating should call: 2441-4775 or WhatsApp 8363-4892, Monday through Friday.

When calling, they will be informed of the steps to follow to complete the registration process.

During the tour, there will be two subject specialists to respond to any questions from the participants, according to the organizer.

"The journey of the Athens walk descends, making it a very pleasant journey. While the route of Naranjo combines both the descent and the ascent and requires a little more good physical condition, but is just as nice," the institution reported. The cost per participant is ¢10,000 colones.




Route 1.
It consists of a walk that crosses a fragment of the Route of the Heroes in the First Military Campaign of 1856, which took place between the months of March and April of that year. This fragment of the route followed by the army is in the canton of Athens, between Alto del Monte and Desmonte in the canton of San Mateo.

Route 2.
It consists of a walk that crosses a fragment of the Second National Campaign, developed between November of 1856 and January of 1857. This fragment is located in a sector of the canton of Naranjo, between Cañuela and Barranca, very close to Zarcero.

Tours of Puntarenas and Santa Rosa. In addition to the previous routes, there will be two more, through Puntarenas and Guanacaste scenarios:

Route 3.
It will be a tour by minibus on the route used by the national army in 1856, from San José and to Puntarenas, during the First Campaign. "We will make stops at significant historical sites, where two specialists will explain all the details," said Masís. The cost of this tour will be announced.

Route 4.
This is an innovation for this edition, it consists of a visit to the Casona de Santa Rosa in Guanacaste where one of the most important battles took place . It will be a direct route to the house with departure at 8 a.m. "We will be accompanied by a specialist who will explain all the details of this battle, and we will have a surprise for all the participants," said Masís. The cost of this tour will also be announced.

Environmentalist propose ¢100 colon tax on plastic bottles

The government could assess a ¢100 tax on each plastic bottle to discourage its use and, at the same time, obtain fresh resources for the public treasury.

That is the proposal that a group of environmentalists are turning into a legislative bill to be sent to the Legislative Assembly, taking advantage of the current discussions in regards the fiscal reform.

Luis Diego Marín, coordinator at the Preserve Planet foundation, said he sees the tax as a possible measure to reduce the consumption of disposable plastic.

"According to our studies in the country, 650 million plastic bottles are consumed per year, an alarming number that we have been denouncing. We still see bottles thrown everywhere, and they continue to reach the seas.What would happen if your charge 100 colones per bottle? " said Marín.

According to the environmentalist's calculation, this would generate revenues of more than  six trillion colones a year to the Public Treasury.

Marín said that the initiative has had a good atmosphere in social networks, but also said that, as of now, proponents have not filed an official legislative bill.

In the past, Marín led the National Front for Forests, an initiative seeking to fight deforestation in the Osa Peninsula and other regions of Costa Rica.

Plastic bottles still reach the sea, something that could be diminished with the tax, according to Preserve Planet.

Marín also added there is a new coalition of environmental organizations called the Front for Life.

The purpose of this group is the protection of nature in different areas. For example, ZooAve Animal Rescue Center will advocate for wildlife protection, ecosystem protection and species reintegration, while Sea Shepherd will direct its efforts primarily to the surveillance of the Costa Rica Thermal Dome, which gives rise to marine life, he said.

80 percent of minors convicted for felonies
receive an alternative sentence rather than jail

Eight out of every 10 minors convicted of a crime are complying with their sentence by adhering to the Alternative Sanctions Program, according to data provided by the Ministry of Justice and Peace as of May 30.

This statistic implies alternative methods of punishment for 666 young people.

Cabletica will compensate all its
customers after Wednesday's blackout

An unexpected incident in internet supply systems left some customers of the Cabletica company without internet and telephone service on Wednesday, so the managers of the company said they made the decision to compensate all the users of their services during the month of July.

Thursday José Gutiérrez, a representative of Cabletica, said the services were fully restored on Wednesday night after 9:30 p.m.

Technicians were reviewing all of the systems Thursday and made the decision to compensate 100 percent of Cabletica's customers, whether they have been affected or not by the failure, according to Gutiérrez.

"The compensation will be made for all customers based on the regulatory framework of the Superintendency of Telecommunications. It will be done in the July billing," Gutiérrez added without specifying any amount of money.

Wednesday, the subscribers of the cable and internet television company complained about failures in the network and the lack of customer service in their emails, chats and telephone numbers.

Judicial police arrest two suspect linked to cocaine in Osa

Agents of the Judicial Investigation Organization from the Osa Regional Office arrested two men, 36 and 37, Sunday in the town of Ojochal.

According to the preliminary report, the judicial agents received confidential information that, in a farm located in Ojochal, drugs were buried, so they moved to the property.

Once there, they said they found the suspects inside the house built inside the property and found a spot of recently disturbed soil.

Once the police removed surface they found 150 packages of apparent cocaine, the agents said.

In addition, a 4x4 car and a motorcycle were confiscated.

Due to the confiscation and under the functional direction of the Public Prosecutor's Office, the arrested suspects received six months of preventive custody.
