Caro Quintero still heads drug
smuggling from Costa Rica to Mexico

The well-known drug lord Rafael Caro Quintero leads the narcotics rings from Costa Rica all the way up to México, according to the U.S. Federal Bureau of Investigation.

Caro Quintero is now part of the 10 most wanted by the FBI, whose officials also said in a press conference that he is the leader of the Sinaola Cartel.

The U.S. Department of State Narcotics Rewards Program offers up to $20 million for information that leads to the arrest or conviction of Caro Quintero.

The historic capo founded the Guadalajara cartel with Miguel Ángel Felix Gallardo and Ernesto Fonseca Carrillo, alias Don Neto. In the 1980s, it was one of the most powerful cartels in Mexico.

Quintero was arrested April 4, 1985 in a luxurious villa located in San Rafael de Alajuela.

The capo was accused of participating in the assassination of Enrique Camarena, an undercover agent of the U. S. Drug Enforcement Administration, which occurred Feb. 9 of that year outside Guadalajara, México.




Russell Ellersick, an FBI agent, said that Caro Quintero is called "literally a godfather for these people, he is like a demigod." Quintero was released from jail in México due to a legal loophole.

In Costa Rica, the Mexican owns of several properties, among them one called La California, in San Rafael de Ojo de Agua, just three kilometers from Juan Santamaría International Airport.

He also owns property in Vásquez de Coronado, where the National Olympic Committee is currently located, another in Bello Horizonte de Escazú, and another in San José de la Montaña.

In addition, the jewelry seized from Quintero in Costa Rica, which include gold-plated weapons, was auctioned off and the money was handed over to the Ciudad de los Niños organization in Cartago.

The 1985 arrival of the drug trafficker in Costa Rica was arranged thanks to a top politician who was never identified but who eased the way for Quintero to settle down in the country, José Miguel Corrales, a former Costa Rican legislator, said in 2013.

National Liberation Party meets with Alvarado and demands concrete actions cut public spending

The legislative faction of the National Liberation Party asked the government Wednesday to show concrete and measurable plans to curb public spending.

The meeting lasted two hours, according to Carlos Ricardo Benavides, head of the Liberation faction and Rodolfo Piza, minister of the presidency.


Benavides requested that Rocio Aguilar, minister of Finance, visit and appear before the deputies in the legislative assembly in order to explain what will be the measures with which the executive branch will strengthen public finances.

Piza said that the president will present the action plan for public spending this month.

However, these proposals will also be discussed in a tripartite commission of the government with the productive sector and trade unions, mediated by the International Labor Organization.


The minister of the Presidency said that the legislators right of amendment will be respected, meaning a delay to the six-month term that was set for the project to become law might be longer.

Benavides, a former tourism minister, said that the presence of Edna Camacho in the government generates confidence in the treasury’s plans.

The Liberation faction showed concern regarding the national infrastructure and will meet soon with Rodolfo Méndez Mata, new head of the Ministry of Public Works and Transportation.

In addition, Liberation legislators said that they will be attentive to the conformation of the boards of directors of the state banks, as a result of the last cases of irregularities in the granting of credits to the cement importer Juan Carlos Bolaños.


Environmentally friendly lighting
is now available in nine cantons

The placement of 11,037 lamps with LED street technology allows the residents of Mora, Acosta, Aserrí, Desamparados, Cartago, El Guarco, Dota, Tarrazú and León Cortés to enjoy better lighting in roads, neighborhoods and parks.

These bulbs contribute to the protection of the environment and reduce energy consumption by up to 50 percent. Additionally, they contribute to the safety of citizens, among other benefits.

This transformation is complemented with by the renewable energy production of the Los Santos Wind Farm and the water protection efforts in 24 communities.

"We have contributed to reducing greenhouse gas emissions from the efficiency of the processes. This implied creating a culture to offer services that generate well-being and are in harmony with nature," said Mario Patricio Solís, general manager of Coopesantos R.L.

Within the organization, measures were also implemented to reduce the consumption of water, electricity and paper, as well as an adequate management of solid waste.

 LED public lightning bulbs save up to 50 percent in electricity consumption in the nine cantons.

To achieve greater efficiency in the use of fuel from the vehicle fleet, drivers were trained, the use of biodiesel was included and a transport office was created.

The cooperative has also placed 1,200 solar panels on the administrative offices located in Los Santos, Conejo River, Acosta and Guayabo de Mora.

France's president congratulates
Carlos Alvarado on his inauguration

President Carlos Alvarado thanked the president of France, Emmanuel Macron, Tuesday for his greeting.

Macron offered his best wishes for Alvarado’s term in office and said that he hopes to continue strengthening the bonds of friendship between the two nations.

Alvarado posted the message on social media in French and Spanish and wrote that he is sure that both countries will continue to strengthen ties.

"My best wishes for success for the mandate that you are going to exercise, and I beg you to accept, Mr. President, my dearest consideration," Macron said in the letter.

Alvarado answered: "Mr. President Emmanuel Macron, I am sure that we can strengthen the bonds and work on the common values that you name and evoked. Thank you for your letter, and greeting from France ".

In the letter, Macron says that "France wishes to continue developing these ties, strengthening its bilateral cooperation with Costa Rica, especially in matters of educational and university cooperation, development of our commercial exchanges and its fight against drug trafficking."

In the text, the French president adds that he is "happy to continue carrying, at the same time, an active policy in the face of the great global challenges, in particular the fight against the effects of climate change."

The investiture ceremony of Alvarado, former minister of Human Development and Labor, took place in the Plaza de la Democracia, an open space in the center of San José, created as a symbol of peace and the democratic culture of the country.

The investiture ceremony of Alvarado Tuesday was attended by 2,000 citizens and 108 international delegations, seven of which were national presidents.

Lack of park rangers said to weaken
the country’s efforts towards environmental protection

The new environment minister, Carlos Manuel Rodríguez, says the current reality of the national parks is bleak due to the lack of administrative staff and people willing to move to the protected sites.

According to him, the country requires twice the number of park rangers that it currently employs to meet the needs of the park system.

As of now, there are 450 rangers distributed throughout the country, in other words, one officer in charge of every 5,000 hectares.

The minister explained that the budget for 2019 will encourage the hiring of 100 park rangers, at least as a first measure.

The secretary of the workers union of the Ministry of Environment and Energy, Roberto Molina, said he considers the arrival of Rodriguez as positive and said that Corcovado and Palo Verde national parks are the ones that require more staff urgently.

Closures will no longer take place.

Closures at bridge over the Virilla River are over

By A.M. Costa Rica staff

As of Wednesday, there will be no more closures as part of the assembly works on the new bridge over the Virilla River in the highway to Santa Ana.

Users can now travel without restrictions on the current Virilla Bridge 24 hours a day.

The closure was necessary because a large crane had to be placed on the bridge to move heavy metal parts to different points of the new structure so they could be welded into place.

The new two-lane bridge, which now has a length of 133 meters and will be complemented by the existing two-lane bridge, will allow transit through the area using four lanes, once the structure is completed.



The start order was issued in May 2017, and the job has an approximate cost of $8.5 million. It is estimated that the superstructure, which is the upper part of the bridge on which vehicles and pedestrians will pass, will be completed in June.

This work will be complemented with the expansion of the Santa Ana Radial, or Route 147, which is expected to begin in the first quarter of next year.

New legislators seek stricter rules for choosing attorney general

Three of the four groups heavily represented in the legislative assembly seek to include a requirement for the role of attorney general.

They said they feel the priority is that the person chosen should have not held any political post in the previous 10 years.

As of now, the different parties that make up the legislature are discussing the list of relevant issues that should be dealt with immediately and then handed to the legislative president, Carolina Hidalgo.

According to lawmakers, the strengthening of the Judicial Branch is essential.

"I agree to include this bill. It seems very good to me. Although it is a pretension that comes from the Judicial Branch, it is not exclusive to them. It is a concern that the country has and, in a certain way, the convenience that exists for reforms has been pointed out," said Carlos Ricardo Benavides, head of the National Liberation Party legislative faction.

The proposal also establishes that whoever assumes the public ministry must be at least 45 years old have at least a decade of experience as lawyer.

National Restoration Party supports fiscal reform
only if taxes in basic food supplies are eliminated

The National Restoration Party has stated that the following conditions must be met before it will support tax reform: eliminate the tax on the canasta básica (a group of goods and services considered essential to live with dignity), as well as to avoid new taxes on services such as education, health and rent.

With 14 legislators, the party is the second largest in the current legislature. The party raised this and other issues of interest during the meeting held with the President Carlos Alvarado April 9.

The head of the National Restoration faction, Carlos Avendaño, said his group is interested in proposing the necessary amendments to the proposed tax bill.

Some of these modifications are proposed to protect the most vulnerable people.

The legislator added that if the executive power wants to move forward with proposals in tax matters it should also give clear signs of cutting public spending.

Avendaño said that his party wants to make sure how the dynamics of changing the sales tax to one of a value-added system will work.

The minister of the Presidency, Rodolfo Piza, said that the approach of the different groups that want to incorporate elements into the draft under discussion seems reasonable, although he reiterated the need that the talks not extend for months.

The head of the National Restoration fraction said on Wednesday that legislators from his party are interested in having greater participation in those commissions where tax issues are discussed.

That is why he said they will ask the Legislative Assembly to review the composition of the forum that studies the bill for strengthening public finances so that the representativeness matches the new reality of the legislative body.

In the prior legislature, Restoration only had one deputy as member of that commission, but now, with 14 congressmen, the party wants higher participation.

The party also wants to participate in other legislative forums such as the Commission of Treasury Affairs and the Control of Income and Public Expenditure.

File 20.580, the tax bill, is being processed under the fast track so it must be discussed in a special commission.

Latin America not the poorest but
the most uneven region of the world

Latin America is not the poorest region of the world, but it is the most unequal, a burden that slows the sustainable development of its countries. This is the reason why the Economic Commission for Latin America and the Caribbean recommends the area works towards an equitable globalization that guarantees progress.

This was the key message of the executive secretary of the United Nations agency, Alicia Bárcena, during the 37th Period of Sessions of the Economic Commission, the most important biennial meeting of the entity. The session, which ends Friday in Havana, Cuba, brings together representatives of its 46 member countries and 13 associated states.

The U. N. commission foresees that the Latin American and Caribbean region will grow 2.2 percent for 2018 after two years of recession, but added that more than 187 million people in the region are poor and 62 million live in extreme poverty, according to its summary.

The ravages of climate change will cost the regional gross domestic product between 1.5 and 5 percent, a problem that is especially true with the Caribbean countries, while corruption problems discourage Latin Americans. 57 percent of them do not trust in their institutions, according to the commission.

Bárcena urged the region to "move from the culture of privileges to the culture of equality" and proposed a new path in the face of the proven inefficiency and unsustainability of social inequality.

"It's painful to say it. Our region, without being the poorest in the world and with recent advances, remains the most unequal. All our singular richness in natural resources and human capacities still do not translate into a more dignified life for all its inhabitants," she said.

This discrimination "closes opportunities and represents the loss of productivity," especially that of women in the region, where a third of the female population "cannot generate income and are economically dependent," said Bárcena.

The secretary general of the United Nations, Antonio Guterres, also present at the opening of the commission forum, reinforced in his speech the warning to the organization to achieve an "equitable globalization that does not leave anyone behind" and asked member countries to take advantage of the "fourth industrial revolution," as a source of well-being.

"Like it or not, the increase in inequality has become the face of globalization and has generated discontent, intolerance and social instability, especially among our youth," said the U.N. leader.

In addition, the senior official called for the region’s states to "redefine the concept of development, especially in transition regions and middle-income countries such as Latin America and the Caribbean."

He cited the fundamental support of the commission to help the Latin American region implement the UN 2030 Agenda and the Sustainable Development Goals that, he recalled, are the organization's roadmap for the eradication of poverty and extreme poverty, women's empowerment, the labor inclusion of young people and the reduction of climate risk, among other challenges.

The opening of the regional forum also left an unusual image: that of the organizations leaders and other high-level officials dancing to the Cuban popular song "Toca Toca" together with the children of the children's group "La Colmenita," which acted before the beginning of the session.

The sessions of the commission will last until Friday and will include a report of the work of the last two years, the presentation of the plan to be used until 2020, several economic and cooperation analysis panels and the presentation of the recommendations document, "The inefficiency of the inequality."

Former police chief sentenced to 10 years
in prison for international drug trafficking

The former director of the Fuerza Pública, José Fabio Pizarro, has been sentenced to 10 years in prison for international drug trafficking.

Both the former police chief and a Mexican, Víctor Hugo Pineda, accepted the charges so a trial was not necessary.

They were arrested along with four others in June last year while guarding a truck that was transporting about 230 kilos of cocaine on Route 27 in the Orotina sector.

According to the investigations, Pizarro was one of the leaders of the criminal group, dedicated to taking the drug to Guanacaste so it could be taken out of the country by plane, using clandestine airstrips.

Additionally, the Judicial Investigation Organization reported that Pizarro was apparently engaged in training and graduating a military force through a group known as the Patriotic National Defense Front, in which he served as commander in chief.

The former director of the national police force was appointed to that position in 2007 during the second administration of Óscar Arias.

In 2009, when he was no longer part of the institution, he was investigated for arriving ahead of the police at Cerro de la Muerte, where a helicopter loaded with cocaine had crashed.

German senior citizen is missing

Judicial agents in Cóbano are asking the cooperation of the public as they try to determine the location of a German senior citizen named Gerlinde Hahne Berhalter, 75. She was last seen on Thursday, around 2:45 p.m. in Las Delicias de Cóbano.

At that time she was dressed in the clothes that can be seen in the photograph. Any information could be important and the public is urged to 800-800-0645 or WhatsApp 8-8000645 which belong to the Confidential Information Center.
