State-owned public banks raided following
the Cementazo influence peddling case

State-owned Banco Popular and Banco Nacional were raided Friday in the search of evidence related to million dollar loans granted to an importer of cement, apparently under irregular conditions.

The case was made public in 2017 when an alleged influence peddling network with tentacles in the three powers favored loans and grants for the importation of Chinese cement to businessman Juan Carlos Bolaños, who is currently under preventive custody.

The Office of the Prosecutor is looking for evidence related to the alleged irregular appraisal of a property offered by Bolaños as collateral for a loan granted by Banco Nacional.

"According to evidence collected by the Prosecutor's Office, an expert from Banco Popular appraised the property at a certain amount. Apparently, one week later the same expert appraised the property for $1.7 million dollars more,” said a press statement.

The raid on Banco Nacional, which includes the offices of the Association of Bank Employee was carried out because there is evidence related to the Banco Popular case, the prosecutor's officers said.

The Office of the Prosecutor explained that the documentation of interest in Banco Nacional and the association is related to the processing of two credit lines requested by Bolaños for the importation of 20,000 tons of cement by May 2016.

According to the Office of the Prosecutor, that date is the same one in which, apparently, the cargo of cement would enter the country with the loans provided by both banks.

Since the case became public knowledge, the government has pushed for changes to the cement import regulation because it considers there is duopoly existing in the country.

Juan Carlos Bolaños, the most recognizable face of the Cementazo case which hit the headlines in 2017.

Since the investigation began in the middle of 2017, a judge has placed businessman Bolaños in preventative detention along with the managers of his company called Sinocem and some bank officials.

During the investigations, the authorities have also raided offices and houses of well-known public officials, such as former legislator Otto Guevara, former magistrate Celso Gamboa, and the ex-vice minister of Finance Fernando Rodríguez, but none of them is under arrest.


Russia suppresses visa requirements
for Costa Rican visitors

An agreement signed by Foreign Minister Manuel González and the Russian ambassador in the country, Alexander Dogadin, will allow Costa Ricans to travel without a visa, once the soccer World Cup is over. The agreement was signed Thursday.

The text still needs the signature of the Russian chancellor, Sergey Lavrov, to be fully endorsed.

"After a long negotiation with Russia, we managed to sign an agreement to suppress the visa requirement. However, it will not be valid during the World Cup," said González.

This agreement allows Costa Ricans to travel to Russia, and Russians to visit Costa Rica for 90 days without the need to request a visa.

The Tico soccer fans who will travel to the World Cup will not require a visa, as long as they have the Fan ID (or amateur passport), which is granted by the World Cup organizer, the Fédération Internationale de Football Association.

The World Cup starts June 14, while the National Soccer Team will have its first game on June 17 against the Serbia Soccer Team.

According to data from international soccer association, 7,735 tickets have been bought by Costa Ricans who hope to enjoy the different games during the World Cup.


Judicial investigators looking for
missing German senior citizen

Judicial agents in Cóbano are asking the cooperation of the public as they try to determine the location of  a German senior citizen named Gerlinde Hahne Berhalter, 75. She was last seen on Thursday around 2:45 p.m. in Las Delicias de Cóbano.

At that time she was dressed in the clothes that can be seen in the photograph. Any information could be important and the public is urged to 800-800-0645 or WhatsApp 8-8000645 which belong to the Confidential Information Center.

Costa Rica delegation will be present in the world’s
most important science and engineering fair

Four Costa Rican students will represent Costa Rica at the International Science and Engineering Fair, considered the most important in the world, to be held from May 14 to 18 in the city of Pittsburgh, Pennsylvania, in the United States.

Heilyn Calvo, Yaricsa Segura, Prisly Segura and Luis Ríos from the Acosta Professional Technical College and the Unesco Lyceum of Pérez Zeledón will present the two projects with which they won the Costa Rica ISEF Challenge, held last December.

"We are very proud to know that the effort and dedication of these young people will represent us as a country in an event as important as the International Science and Engineering Fair,” said Carolina Vásquez, minister of Science, Technology and Telecommunications.  "We reiterate to all the youth of the country the invitation to join activities of this kind because science is really cool."

The challenge event in which the four students were winners was organized by the ministry, Intel Costa Rica and the National Nanotechnology Laboratory.

"The knowledge-based economy that we face today is taking countries and companies to increasingly rapid changes, such as in the case of Intel Costa Rica, giving greater emphasis to research and development In this context, the country has the challenge of promoting greater interest of children and young people in the areas of science, technology, engineering and mathematics since there is a need for highly trained human talent,” said Timothy Scott, manager of government affairs and public relations of Intel Costa Rica.

In the last months, the projects underwent an improvement process in order to guarantee the representation of Costa Rica in the international competition. The students received mentorships from experts and specialists from the ministry, the national high technology laboratory, the nanotechnology laboratory, National University and University of Costa Rica.

The students will represent the country with the following projects:

Project Name: Effect of the artisanal technique BAMI (bamboo and honey) in the development of cucumber plants, Cucumis sativus. Students: Yaricsa Segura Marín, Prisly Segura Marín and Luis Fernando Ríos Hidalgo. Tutor: Jeison Vargas Sanabria

The project is based on accelerating the growth of leaves, stems and fruits in cucumber plantations, through a mixture of bamboo and honey that helps a plantation start its harvesting in a shorter time.

Project Name: In vitro establishment and acclimatization of coffee (Coffea arabica) in three traditional varieties of Costa Rica and in a promising variety resistant to rust (Hemileia vastatrix) Student: Heilyn Dayanna Calvo Vargas Tutor: Johanna Segura Solano

These are the four students competing in the name of Costa Rica at the International Science and Engineering Fair.

The project consists in the development of an in-vitro protocol based on establishing and acclimatizing coffee plants of traditional varieties of Costa Rica, which allows the farmer to solve problems that arise in the sowing of seedlings and coffee plantations.

Problems such as low germination of the seeds, as well as long germination times and attacks of rust disease, cause coffee production to decrease and a large number of families who depend upon this crop in the country are affected. The research aims to improve both the performance of Arabica coffee plantations and their phytosanitary quality and resistance to pests through specialized laboratory techniques.

The Pennsylvania event is considered the collegiate exhibition of the largest and most important research projects in the world. Each year more than seven million students around the world develop their projects through the processes of local and national science, technology and engineering fairs. Costa Rica has participated since 1998 after the arrival of Intel in the country, and with the support of the government, more than 130 students have participated.

Approximately 1,700 school students from 75 countries will be present in Pittsburgh, which gives them opportunity to compete for up to $4 million in scholarships and prizes in 22 categories of scientific and engineering specialties.

Costa Rica creates new maritime exclusion
zone to protect dolphins and whales

Through an executive decree, Costa Rica has created an exclusion zone to reduce possible accidents of whales and dolphins with vessels in the Golfo Dulce in the Osa Peninsula.

The decree also seeks to protect coastal ecosystems while improving the conditions for safe navigation in the area.

The decree was signed by President Luis Guillermo Solís and ministers Germán Valverde of Public Works and Transportation, Edgar Gutiérrez, minister of Environment and Energy and Gustavo Mata, Public Security minister.

This exclusion zone, which prohibits the transit of merchant ships of 500 tons or more, was established following the technical recommendations of the International Maritime Organization.

"We managed to complement and understand the spatial distribution of whales in southern Costa Rica using satellite transmitters, helping us to define the potential areas of collisions with large merchant ships. These new systems of maritime transit routes will help reduce collisions between ships and large whales, but also increases the area of protection for small fishermen by driving ships away from the coast," said Hector Guzmán, marine ecologist at the Smithsonian Institute of Tropical Investigations.

The decree defines the areas in which a traffic separation device will be applied for merchant ships, as well as coastal navigation zones between Punta Gigante and Cabo Blanco, and between Punta Loros and Punta Guapinol.

Golfo Dulce Forest Reserve is located near Corcovado National Park, another park known for its wonderful biodiversity, and the smaller Piedras Blancas National Park.


In order to reduce the risks of accidents that put human lives at risk, promote safe navigation and reduce harm to sensitive coastal ecosystems.

According to the government, the decree follows a balanced vision between marine conservation and development.

The U.N. Food and Agriculture Organization is offering a free online course on family farming for supplying food to schools, hospitals and other public institutions.

According to the organization, this is a successful program that allows the creation of a positive circle between the countryside and the city, producers and consumers.

Students who take the course will learn about the operation of these programs and the procedures and steps necessary to design and implement them.

According to the Food and Agriculture Organization, in recent years programs of this type have become a successful in fighting regional hunger, since they make it possible to connect policies such as school programs, the productive development of family farming and rural development.

Public procurement programs for family farming generate a true positive circle, the organization said in a press release.

On the one hand, family farmers have access to stable markets and can sell their products at fair prices and on the other hand, the participants of the social programs obtain fresh and varied foods, produced locally.

Public purchases also benefit the states: they allow their costs to be reduced by buying locally, thanks to lower transport costs.

This was demonstrated by a pilot intervention carried out in Paraguay, in which the school meal program coverage of 4,500 children was increased to 7,000 children with the same budget, just by buying locally from family farms.

In the course, everyone learns at his or her own pace.

In Costa Rica, family farming is encouraged by the Ministry of Public Education, whose canteens are supplied by small producers.

The course, offered by the organization’s Public Policy Training Center, has unlimited vacancies. It will be available until next April.

Students work according to a self-learning modality, which means that each person can advance and learn at his or her own pace.

In total it requires an approximate dedication of 20 chronological hours. Each unit culminates with self-assessment exercises that facilitate the understanding of the contents.

Alajuela will host its seventh job fair

By A.M. Costa Rica staff

The Training and Employability Office of the Municipality of Alajuela will hold edition seven of its job fair May 17 and 18.

The activity will be held at the Boulevard Lorenzo Tristán, located in the Central Park of Alajuela, from 9 a.m. to 3 p.m.

The fair will feature the participation of more than 30 companies with more than 61 types of vacancies in this free event.

The Training and Employability Office reminded jobseekers that they must take their documents in print and in digital format, present the original and copy of the identity card and, if required, the current work permit.

Some of the participants are Pizza Hut, Toyota Rent a Car, Monteverde Valley S.A.., Rostipollos, Concrete Products, Tacobar Restaurant, Vaxxen Internacional, AutoMercado, Manpower Group, Vanguard Security, Bimbo of Costa Rica, Arcos Dorados de Costa Rica, and Walmart.

Some other companies are Corderos Outsourcing SRL, Comedores Industriales del Norte, Global Exchange, Microtechnologies S.A., Enosh S.A., BV Media, Sissa Security S.A., MR DOS Seguridad, Hotelera Santa Marta S.A., SECURE S.A., Longest Wave, CITI S.A., Coopemontecillos, Yobel Logistics, and Sodexo Costa Rica.

All future roads and rail infrastructure works
must incorporate telecommunications platforms

In order to speed up and promote the deployment of infrastructure that enables all inhabitants to access more and better telecommunications services, regardless of the provider they select, the executive branch has issued guidelines to that effect.

"The Executive Power has made a great effort to expedite the deployment of support infrastructure for telecommunications networks, in order to enable the inhabitants access to quality telecommunications services, independently of the place of the country in which they reside," said Edwin Estrada, deputy minister of Telecommunications.

In order to achieve its goal, the Coordination Commission for the Installation or Expansion of Telecommunications Infrastructure was created. The group includes the Superintendency of Telecommunications, the Institute of Municipal Development and Advisory, the Ministry of Economy, Industry and Commerce, and the Vice Ministry of Telecommunications of the Ministry of Science, Technology and Telecommunications.

Within the framework of the work carried out by this commission, a number of initiatives have been identified with the purpose of enabling the construction of infrastructure for telecommunications networks as an integral part of road and highway projects.

To Plan or Not to Plan...

Planning.

Planning ‘they’ will tell you is essential to a great garden. “Look at your space as a blank canvas,” ‘they’ say, “a place to “paint” a beautiful picture in all the colors of the rainbow.”

Phooey. Okay, it’s true that you need to do some planning but you also need to take into consideration the needs of the thing you are planting. Take my ylang ylang for example. I put it where it would be happy and where I could see (and smell) it but we also wanted the view of the lake. The solution? Have it topped. Problem solved. Alright, I could have planted it in a slightly different place but there was already hardscape there…

Hardscape – do you have an already there or do you get to decide. Hardscape is walls and paths, patios and fountains – oh and streams. We have a lovely stream that has never dried up, even though it is mentioned on the map as “seasonal.” Hardscape is one place where you do have to plan. You can always dig a plant up or move a small tree but hardscape is harder (duh) to move.

With all that said, I don’t usually plan anything except hardscape – sometimes I don’t even plan that but base the hardscape on what is already there, like a big pile of rocks or a boulder we can’t move.

Planning. I usually just go to the local (or distant) vivero and start with, “ooooooh that is beautiful” but one or six, take them home and try to fit them into a “space” somewhere. Fitting things into a “space” can be tricky and I admit that my “space” looks a bit hodgepodgy, but it does tend to surprise me that things work out in the end even if I have to move things here and there.


Then I have to add in the presents. People give me stuff. Gardeners are like that – we share things. Come to my house and you will usually go home with at least a dozen plants. Or a friend may drop in and ask, “would you like some strawberries and rhubarb” (thank you Soo and Ken). The answer, “Yes, I have been looking for those!” So now I have strawberries and rhubarb and I have to rearrange things to plant them. Planning? Nope just find a nice spot and put them in.

Yes, okay, if you want the perfect yard, you can hire a landscaper and make a plan. I had a plan done once and then realized that I needed vetiver to prevent slump….bye bye plan.

My advice? Keep in mind how big things will get then get out there and play in the dirt!

Here is a great little lily for pots or borders that I first saw in Cartage. This one was quite crowded in its pot and needed to be thinned (I offered to help, but no luck). Plant in full to partial sun and rich soil and remember to separate it occasionally.

Man stabbed to death in Heredia

By A.M. Costa Rica staff

Judicial agents from Heredia, are investigating the circumstances surrounding the death of a 25-year-old Nicaraguan male. The victim died after receiving at least three stab wounds in his thorax.

The incident happened Saturday at 7 p.m. at a bus stop in San Isidro de Heredia.

According to a preliminary report, the man was attacked by at least two persons when he was at the bus stop. The victim was taken to the back side of the bus stop where the duo apparently tried to rob him. It seems the man resisted the attack and was wounded three times. The victim walked a few steps and collapsed.

Apparently the assailants fled before completing the robbery because a wallet containing more than 40,000 colones was found in the victim’s hand.

Judicial agents took care of the body which was transferred to the judicial morgue where doctors will perform the autopsy. The case is under investigation, and officers are trying to locate the attackers.
