Criminal court orders a halt to work
affecting wetlands in Playa Hermosa

The Puntarenas criminal court ordered a private company to remove construction material and demolish a wall in a protected wetland located in the Hermosa Beach sector in Garabito.

The precautionary measure was issued against the developer of a condominium project which has been prosecuted by the criminal court of Puntarenas since April 3, where it is charged with a wetland drainage crime in File 17-00036-0611-PE.

The resolution ordered the removal of all the filling material deposited in the wetland and the removal of the embankment that divides the water bank. The local municipality was ordered to execute the work in case the company fails to comply.

The investigation began last September as a result of an accusation of possible damages to the ecosystem. The Prosecutor's Office requested investigative measures including the opinion of experts, which were provided as evidence and served as the basis for the precautionary measure ordered.

If the company does not comply with the order, then the Municipality of Garabito will carry out the demolition.

The case continues under investigation so that investigators may collect further evidence.


Central American system aims to become an entrepreneurial bridge between Europe and Latin America

The presidency of the Central American Integration System, held by the Dominican Republic, has deployed all its resources in the Startup Olé Entrepreneurs contest in the Spanish city of Salamanca to consolidate Central America as a bridge between Europe and America.

Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic make up this group, which presented its so called strengthened ecosystem in Salamanca for the development of entrepreneurial projects, which are said to have been a common dream since 2013.

The Dominican ambassador in Spain, Olivo Rodríguez, explained that the steps taken in terms of entrepreneurship, mainly through the integration system’s Emprende Strategy, generate employment and new companies and increase the economic autonomy of the companies.

Since its launch, these countries have invested some $3 million and created 534 new companies,  47 percent managed by women, and generated more than 1,500 jobs in the region, according to data provided by Rodríguez, who added that in these years of activity, 12 percent of the projects have been internationalized.

In the case of the Dominican Republic, the ambassador pointed out the participation of up to seven entrepreneurs in StartUp Olé, from various fields of activity, such as education, entrepreneurship, labor, financial services, marketing and technology.

In particular, Edupass offers students from Latin America and the Caribbean the support necessary to achieve success in the process of admission to the best universities in the world, while Happiness Labor is dedicated to business consulting and training on welfare at work.

The integration system runs several projects to attract direct foreign investment to the Central American region.


In addition, Emprende SDQ has become a kind of bridge between the Dominican Republic and Spain for entrepreneurship and the financing of emerging companies, with the support of the European Institute for Entrepreneurship, while Impact Migrants tries to eliminate risk and facilitate employment of migrants through personalized training on the requirements of the contracting companies.


The dream of overcoming inequality before 2030

Costa Rica seeks to reduce or even eliminate discrimination and inequalities between women and men before 2030 with the help of authorities of the Judiciary, Executive Power, Legislative Power and the Supreme Electoral Tribunal.

A commitment on reaching these goals was signed Wednesday during the presentation made by the National Institute for Women of the National Policy for Effective Equality between Women and Men, 2018-2030.

"This policy is supported by all the Powers of the Republic and establishes a strategic route for the promotion of equality, inclusion and respect for human rights within the framework of compliance with the sustainable development goals, established for the year 2030," said Alejandra Mora, Executive President of National Women Institute.

Unlike the first policy, which covered the years 2007-2017, this new model seeks to expand opportunities for women and the general population and ensure their access to a culture of equality, wealth and power.

It is hoped that the construction and execution of the action plans of this policy will be carried out from national and regional levels, considering the diversity of women by region.

"We have learned that proposals must be prepared and managed in all regions of the country. We learned to monitor and evaluate the work of many institutions in favor of equality and to encourage many people to make public services better, more sensitive to diversity, more inclusive of rights, that is why we openly declare our commitments and goals and offer them an assessable policy. We have also learned that together public institutions can do more," Mora said.

This new policy proposes that public institutions, municipalities, private companies, and mixed social organizations, as well as networks or other non-governmental organizations of different types, support actions and initiatives that open more opportunities for women and their inclusion in the national development.

Each work axis will yield a set of results in the next 12 years. These must be evaluated at least three times during the period.

Since 2017,  the National Institute for Women has been coordinating this new National Policy for Effective Equality between Women and Men, 2018-2030 through dialogues and negotiations with women  and with organizations and public institutions.

Participation at the presentation of the new policy participated were: Ana Felicia Torres, Coordinator of the Forum of the Women of the womens institute; Hugo Picado, representative of the Supreme Electoral Tribunal; Alejandra Mora Mora, minister of the Status of Women and Executive President of the institute; Carmen María Escoto, magistrate of the Supreme Court of Justice; Ana Helena Chacón Echeverría, vice president of the Republic and Gonzalo Ramírez, president of the Legislative Assembly.

The new policy deals with four main axes: the consolidation of an egalitarian institutional culture, the equitable distribution of work, equitable distribution of wealth, and the promotion of parity in positions of power.

U. S. embassy will provide further training to English teachers

The U.S. Embassy in Costa Rica will help train the English teachers of the Ministry of Public Education so they can improve their language skills.

This is part of an agreement signed Monday by the minister of Education, Sonia Marta Mora, and the U.S. ambassador, Sharon Day, as a means  to strengthen public education in the country.

The document says that the embassy will promote training and research programs in English for teachers and administrative staff, as well as curricular specialists, scholarships, and professional internships.

The education ministry’s national English consultant, Ana Campos, said the cooperation opens the possibilities for some teachers to leave the country and become more familiar with the English language and American culture.

Campos acknowledged that the ministry is still making efforts so that teachers who teach English can improve their language skills.

The estimate is that about 20 percent of teachers who specialize in that language still require training.

Indigenous tourist route ready to start operations

The rehabilitation of Los Maleku tourist route is over and ready to affect tourism, livestock, agriculture, employment and the quality of life of approximately 75,000 people in the northern areas of the country.

This project is part of the Weaving Development Program, promoted by the office of the First Lady, Mercedes Peñas. The work is considered strategic because it transverses the cantons of Guatuso, Upala, Los Chiles, and the province of Guanacaste.

The Maleku Route comprises 23 kilometers, of which 5.87 were supported by the Municipality of Guatuso in collaboration with the Inter-American Development Bank, the National Directorate for Community Development, the Ministry of Public Works and Transportation, the Ministry of Labor and the Development Association.

The remaining 17.13 kilometers will be supported in a second and third stage through contributions from the Rural Development Institute, the development bank and the local governments of Upala and Guatuso.

The road will provide access to internationally famous sites, several high-level hotels, as well as various micro-, small- and medium-sized business projects, and around 400 ventures distributed throughout the territory.

"Ruta Maleku is an emblematic project of the Weaving Development Program, not only because it perfectly represents our way of working, articulating institutions and joining forces, but because it responds to a need of the communities themselves and that goes beyond a road, it means economic activation and progress," said Peñas.

The first phase of the work is already completed.

The communities that will be directly benefited are: Florida, Río Celeste, La Paz, Maquengal, La Rivera, Buenos Aires, Katira, San Rafael, Palenque Margarita , Palenque El Sol, El Pilón, San Miguel, El Progreso, El Jorón, Betania, Samen and Bijagua.

Legislators approve on first vote a
new law to encourage film productions

Seven legislators who make up the Permanent Special Commission of Science, Technology and Education approved File 20661, called Law of Cinematography and Audiovisual Production, which will now be analyzed and likely get a second vote in the Legislative Plenary.

The legislative bill promotes the cinematographic and audiovisual activity systematically in all its creative-productive cycle, from the production, distribution and exhibition, as well as conservation and diffusion of the cinematographic history of the country. In addition, it promotes film and audiovisual education in public education and research and supports cultural entrepreneurship.

"We are deeply grateful for the support that the various political forces present in the Legislative Assembly, specifically in this committee have shown in order to update a law that is practically four decades old and was preventing the development of the potential of the country's audiovisual industry. This draft aims to open economic opportunities for new audiovisual projects and above all, to put Costa Rica in the industry's spotlight,” said Javier Cambronero, president of the Special Permanent Committee of Science, Technology and Education.

"The contribution of the audiovisual sector in the national economy is being recognized. With this new draft we will see a strengthened the Film and Audiovisual Council, which also recognizes the existence of cinema as economic production, but also other media, including television, animation, video games and other content in different platforms,” said Fernando Rodríguez, director of the Costa Rican Film Center

"For the first time, and after many years of joint work with the sector, we have a project that is closer and closer to becoming a law. Thanks to all the legislators who have made this possible," said Sylvie Durán, minister of Culture and Youth.

This entity would be in charge of a cinematography and audiovisual council, made up of the minister of the sector, a representative of the producing sector, one of the sector of exhibitors and film and audiovisual distributors, a representative of the public higher education centers that provide careers in the cinematographic, audiovisual or related area, one of the sector of information technology companies, as well as the president of the National Television System.

The Law of Cinematography and Audiovisual Production was officially filed in the Legislative Assembly last Dec. 19.


This new text that passes to the full legislature, proposes that the tax on public shows established in Law No. 3632, of December 16, 1965, be distributed as follows: 40 percent to the National Theater to attend the works of restoration, remodeling and maintenance of the building, 20 percent to the Costa Rican Film and Audiovisual Center for the Film and Audiovisual Development Fund, 22 percent to the National Theater Company for its extension, dissemination and promotion programs, 9 percent for the Costa Rican Museum of Art and 9 percent for the National Institute of Music. All are autonomous bodies or programs of the Ministry of Culture and Youth which carry out activities of cultural extension.

Another of the modifications proposed by the draft is the elimination of a 6 percent tax on the cost of rental of audiovisual material, which was included in the original text.

First professional ballet company calls for dancers to join it

The Costa Rican Youth Ballet will create the first professional classical ballet company with the aim of giving Costa Rica an artistic and cultural gift for the enjoyment of the whole country.

Dancers will have the opportunity to be part of the professional company after participating in national auditions, which are scheduled for May 5 and 6. There is no audition fee.

The ballet company, which is in charge of the creation and management of the professional company, has a solid 24 years of experience, has produced the classic works and claims to be the only ballet institution in the country that holds the National Prize of Dance.

"Our beloved Costa Rica has been an inexhaustible quarry of culture and has created great artistic figures. However, we never had a formal classic ballet company before. With the creation of the first company we want to give the country an artistic and cultural gift for the enjoyment of all," said Viviana Clare, commercial director of the company.

The first classical ballet company, Ballet de Costa Rica, will be under the artistic direction of the Cuban ballet masters Pedro Martín Boza and Annia Rosales Surená.

It will have the support of the National Ballet School of Cuba and three professional companies of ballet and contemporary dance of the United States and Europe, recognized for the artistic rigor and technical level they demand from their dancers.

"The continuity of the work, gradual growth and development of the company, will be the hallmark of this novel opportunity for dancers," said Martín, the ballet master.

Auditions are open for both citizens and residents alike.


The new company will start operating as of next August and will premiere Nov. 9, 10 and 11 at the National Theater with one of the most recognized works of the international repertoire of classical ballet, organizers said.

To audition, interested dancers must enter the website www.bjcballet.com and complete the form. The requirements are to be between 18 and 25 years old, to be an advanced level dancer in classical ballet and to have intermediate knowledge of jazz and contemporary dance.

Same-sex couples may now inherit pensions,
according to labor ministry

By signing the guideline No. MTSS-DMT-DR-5-2018, the minister of Labor and Social Security, Alfredo Hasbum has allowed the transfer of pension between people of the same sex, said the Presidential House Tuesday.

The directive orders to comply with the requests to transfer the pension between same-sex people living together.

Since 2016, the labor ministry has accepted the modification of the regulations of the disability, old age and death regime of the Costa Rican Social Security Fund, to include the pension benefit in case of death in same-sex couples, which is reflected in the contributory pensions administered by the ministry.

"With this guideline, we are giving equal treatment and rights in accordance to the principle of equality, respect for human dignity, sexual orientation, and gender identity," said Hasbum.

The decree establishes that, with the official communication of the minister through institutional email, the measure must be applied immediately by the officials of the National Pension Directorate.

The rule would benefit at least 42,131 people.


Last year, the labor ministry held a consultation, answered positively, with the attorney's general office on the feasibility of granting survivor's pension to cohabitants of the same sex through a regulation. The which was answered positively.

Authority and Liberty


Dear A.M. Costa Rica Readers:

Nowadays, one of the main problems in education is the lack of authority in the family. A mother complained that her child would not obey her, would answer back, and would insult her until she could no longer handle it. When she was asked how old the child was, she responded that the girl was 3 years old.

What can go wrong in education? In many occasions, those who are at fault and give up are the parents themselves, by ignoring their children, thinking that they are not trained and believing that they know what they are doing.

Reflecting upon a parent's authority and on children's liberty is a necessary and irrevocable task.

We can consider education to be a process towards personal development, as well as a process towards the responsibility of free individuals, since liberty and its corresponding responsibility should always be promoted. Moreover, it deals not with the partial development of the person, but of his or her development as a whole, not in an abstract and empty manner, but in essential aspects such as liberty, love, and faith.

Authority is not just power, but most of all service. It is a service for the development of liberty in human beings who become more and more autonomous and responsible with their own projects of reaching their fullest potential and overcoming personal and environmental limitations.

Furthermore, the development of personal liberty is a process that could be accelerated by education. By educating liberty, one can foster more autonomy and responsibility in who is being educated.
