 Authorities launch national policy on climate change

The Ministry of Environment and Energy launched a national policy on adaptation to climate change, a tool devised after formalizing its National Adaptation Plan for 2018 which was established in the Paris Agreement.

Among the specific objectives of the policy is the strengthening of adaptation capacities and resilience conditions, incorporating guidelines to improve territorial planning, and reduce exposure and vulnerability of natural assets of the country.

In addition, it seeks to reduce the present and future vulnerability of human and natural systems and to control material damages, such as the loss of livestock.

"Climate change is a challenge for the economic and social development of the country. The adverse effects are felt in the country due to excess and shortage of rains, sea level rise and gradual changes in the climate," said the environmental minister, Edgar Gutiérrez.

Six thematic groups were created to analyze biodiversity, water resources, agriculture and fisheries, infrastructure, and health and tourism, and there was a broad participation of public institutions that make up the environment, energy, seas and territorial planning sector.

Last October, a draft of this policy was submitted to an open public consultation, and input was received from the academic sector, the private sector and organized civil society.

Biodiversity and water resources are a critical component of any adaptation policy. The adverse effects of climate change will exacerbate the current conditions of the distribution, availability and quality of water and will promote conditions for a higher incidence of forest fires and extreme events that will impact the protected areas and biological corridors of the country.

The policy also includes ancestral knowledge from indigenous populations who were consulted in the development of the document.

One of the axes of the policy focuses on the management of biodiversity, ecosystems, watersheds and marine and coastal spaces for adaptation.

The policy seeks to promote adaptation to reduce the vulnerability of water resources and ecosystems by protecting biodiversity, regulating the sustainable use of ecosystem goods and services in the state's natural heritage, biological corridors, landscapes, productive and private reserves, both terrestrial as well as coastal and marine.

"The executive decree that makes official the national adaptation policy takes into consideration priorities, needs, traditional or ancestral knowledge and capacities of local communities to solve problems," Gutiérrez said.

Legislative committee approves draft for fiscal reform

The deputies of the special commission that studied the bill for strengthening of public finances approved the fiscal plan.

File 20.580 had four votes in favor and three against in Tuesday's session.

Tax projects include a 13 percent value added tax on goods and services, capital gains reforms, and some changes related to public employment.

Monday night the deputies rejected more than 1,000 appeals that were recently submitted to invalidate the draft.

Lawmakers decided Feb. 28 that the tax plan would be discussed through a fast track process to expedite the measure before the deterioration of public finances as a result of the fiscal deficit.

The legislators who approved the legislative bill were Johnny Leiva, Marco Vinicio Redondo, Maureen Fallas, and Juan Luis Jiménez.

The deputies who voted against were Otto Guevara, Edgardo Araya and Alexandra Loría.

by the full legislature.

The draft will be discussed in the full legislature where it is expected that a first vote will be taken before April 30, the day in which the current lawmakers leave their seats.

Disney cruise will arrive at the Pacific Coast Sunday

Sunday the Puntarenas pier will receive more tourists than usual due to the arrival of a Disney cruise.

The cruise resumes its arrival in Costa Rican ports after more than seven years of absence and brings with it about 2,500 passengers, mainly families which joined the cruise for its affinity with the mythical characters of the Disney fables and films.

Mauricio Ventura, minister of Tourism, noted the injection of money the arrival represents for the local economy.

Ventura also highlighted the significant increase in the arrival of cruises to the different ports of the country.

According to him, current conditions have allowed large vessels to include Costa Rica in their travels more frequently.

Disney is currently working on the creation of three new cruises, and it is expected that Costa Rica will be included in the itinerary once start operations start.

Health authorities withdraw contaminated
disinfectants from hospitals and clinics

Authorities of the Costa Rican Social Security Fund made the decision to withdraw disinfectants used in all their health facilities due to some corrupted samples.

José Herrera, director of the chemical laboratory, explained that the measure was adopted to reduce any risk.

The production of the disinfectant was suspended so that flaws in the manufacturing process could be uncovered and sources of the contamination detected.

The specialist said that this investigation determined the presence of alterations in the quality of some raw materials, so he informed the medical and logistic authorities to proceed with the withdrawal of the product from all the establishments and authorized the acquisition of other products.

According to Herrera, it is expected that the production of the disinfectant will be reactivated in May once there is a guaranteed safety of the product.

The laboratory manufactures about 220,000 liters of concentrated disinfectant per year.

The finding occurred thanks to the investigations carried out by health agency to determine the origin  of the infection that caused the closure of the Calderón Guardia hospital maternity ward when the presence of Serratia liquefaciens was discovered in some patients.

However, the studies did not find the presence of this bacterium in the disinfectant, although researchers did determine other environmental contaminants and that is precisely what forced the agency to remove it from the facilities.

The Social Security Fund manufactures its own cleaning products.

Xiomara Badilla, chief of the sub-area of epidemiological surveillance, said the situation presented at Calderón Guardia triggered disinfection protocols.

The specialist said that officials still have no certainty of what caused the contamination at Calderón Guardia.

However, once the disinfectant was withdrawn, there have been no new cases of infection.

Regarding Heredia, Badilla said that the investigations are in process, but that, as in Calderón Guardia, all the preventive measures related to the disinfection of affected areas are being reinforced.

3M Global Shared Services Center seeks 200 more employees

The 3M Global Services Center in Costa Rica plans to continue with its expansion plans in the country and has around 200 new posts.

The subsidiary, with less than three years of operation the country, has had strong growth since its opening thanks to the quality and diversity of services offered globally, key factors for its expansion, the firm said.

"The 3M Global Services Center in Costa Rica started with a very conservative mentality and we have done such a good job in such a short period that we have had to accelerate our plans to transition services from other countries to Costa Rica. If we see the initial strategic plan that we had in 2016 with the current one, the change is much faster due to the good results it has given," said Gabriel Portes, human resources manager.

The services offered by the company are divided into human resources, purchasing, finance, master data, information technology, global service channels, marketing and sales.

Currently there are more than 100 open positions in areas such as information technology, purchasing, accounts payable and finance. 100 percent of the positions are available through the website www.3m.com/careers-cr

The main requirement is the command of the English language, but candidates are sought who have a strong desire to think outside the box and want to develop in the company, the firm said.

The company expects to open around 200 positions in the market by the end of this year in order to finish in a range of 850 to 900 employees distributed in different areas of the company.

Nicaragua refused Costa Rican assistance
in fighting a fire at Indio Maíz Reserve

The Government of Nicaragua rejected the assistance Monday of 40 Costa Rican forest firefighters to control a voracious fire in the Indio Maíz Biological Reserve, which represents the second most important protected area in that country.

Through a press release, the Firefighters Corps of Costa Rica reported that the deputy minister of the Interior of the neighboring nation, Luis Cañas, reported the incorporation of local army officers to the battle against the fire.

Monday a caravan with four dozen Costa Rican specialists moved to the northern border, which is close to the site where the fire is taking place.

The firefighters were ordered to return after they were officially informed that Nicaragua would solve the problem with its own resources.

More than 5,000 hectares have been destroyed, according to environmental groups.

Currently, 500 military personnel along with 120 community members work to control the fire, the Nicaraguan authorities said. In addition, President Daniel Ortega declared a yellow alert.

Sunday Costa Rica sent two heads of operations who have been in meetings all day, confirmed the corps director, Héctor Chaves. They prepared all the logistics to receive the 10 pick-up vehicles and 40 firefighters.

According to the Nicaraguan government, it has the necessary resources to deal with the emergency.


The collaborators also had hand tools such as pumps, drones and a special radio-communications system, due to the access difficulties that of the area which is near the San Juan River.

DEA agents train Costa Rican authorities on synthetic drugs

The U.S. Drug Enforcement Agency began a training session for Costa Rican police forces in the face of the international boom of synthetic drugs and their increasingly frequent presence in the country.

The director general of the Costa Rican Institute on Drugs, Guillermo Araya, said that 50 representatives of the counter-narcotics and intelligence agencies of the country received a refresher course on narcotic drugs, which is the first of its kind in the last 10 years.

The trainings are being given by six agents and chemists of the U.S. Drug Enforcement Agency in the Aurola Holiday Inn Hotel, in San José through Friday. There are representatives of the narcotics division of the Judicial Investigation Agency, the Drug Control Police and the Border Police and participants from the judiciary, the Public Ministry and the Intelligence Programs Unit.

This represents the first of four modules that will be taught in Costa Rica. The remaining, still pending a schedule, will have to do with technologies and trends of the uses of computer platforms.

The drug institute director acknowledged that, while it is true that the indicators of consumption of such drugs are normal in the country, there is concern by the authorities about the increasingly recent waves of narcotics that are common mainly in Asia and Europe.

The drugs, which normally come from a clandestine laboratory, originate far from the structures of high violence that characterize the cocaine and heroin trade of the cartels of Mexico and Colombia.

According to figures provided by the National Information and Statistics Unit on Drugs of the institute, before 2000 there were no records of seizures of this type of narcotic drugs.

That year, a total of 195 ecstasy doses and 1,046 LSD pills were confiscated.

K2 is one of the synthetic drugs gaining popularity in Costa Rica.

As of 2017, there was a growth in seizures, with 53,992 doses confiscated, while LSD seizures showed a slight increase total 1,327 doses.

Both seizure figures are historic in the country.

In 2011, 15 doses of amphetamines were found, and a year earlier 17.05 kilograms of pseudoephedrine were confiscated. Crystal meth and ketamines are increasingly frequent in seizures, and last year the police found 672 doses of the first drug and 1,143 of the latter.

The seizures of the last two years also proved the presence of K2 among the citizens. Between June and September 2016, the authorities seized 71.2 grams of that drug and only one dose. However, between March and April 2017, 3,382 doses were seized.

March 27 the Drug Control Police of the Ministry of Security at the Juan Santamaría International Airport detected a Dutch national who arrived in the country with 10,042 green and pink ecstasy pills.

They also confiscated two bags of methamphetamine totaling 3,386 grams.

Both seized products were hidden in a double lining in the man’s suitcase as her tried to enter the country from Zurich, Switzerland.

Costa Rican delegation finished its commercial mission in Japan

The high-level tour to Japan led by the minister of Foreign Trade, Alexander Mora, concluded last week.

The trip was intended to promote the attraction of investments in Costa Rica and to strengthen the excellent positioning of the country as a strategic place to do business, the ministry said.

Among the activities developed, the Costa Rican delegation, also integrated by Costa Rica Investment Promotion Agency, participated in a forum organized by the Japanese agency responsible for promoting foreign trade in Japan.

This brought together a hundred entrepreneurs from various sectors, all interested in exploring the opportunities offered by Costa Rica.

The main presentation was by Minister Mora. It was preceded by introductory words from the Ambassador of Costa Rica in Japan, Laura Esquivel, and followed by an exhibition by the promotional agency’s investment climate director, Vanessa Gibson, who spoke about the conditions that make the country an attractive destination for foreign investment.

The event was completed with two presentations by the Japanese agency, motivating the attendees to define Costa Rica as a reliable partner and as a platform of first order to establish operations in the Americas.

During the trip, Tico representatives also had the opportunity to talk with senior officials of the ministries of Foreign Affairs and Economy, Trade and Industry of Japan, on prospects to deepen the business relationship with Costa Rica.

Both countries agreed to begin a negotiation process with a view to finalizing an investment agreement that contributes to generating confidence and increasing the flow of information between nations.

According to Mora, "it was a very productive visit with meetings that represent opportunities of great importance for the country's trade and investment agenda. Gathering in a single place and time, multiple actors of the highest level, public and private, allows an exchange of experiences and visions on the main topics of the global agenda, to make the country known to many interested parties, and to invite them to consider it in their plans of commercial expansion and investments, in search of greater approaches."

In addition, he said, "the conversations with the ministerial authorities and the decision to initiate the negotiation of the bilateral investment agreement is the prelude for the eventual negotiation of a free trade agreement between Costa Rica, other Central American countries and Japan.

The delegation is ending its commercial mission with a visit to Singapore.

A community fights against the demolition of their main bridge

The community of General Viejo in Pérez Zeledón is fighting against the decision by the Ministry of Public Works and Transport to demolish a temporary bridge over the General River. Officials warn that the span is in imminent danger of collapse, an event that could cause a human tragedy.

The deputy minister of infrastructure, Giselle Alfaro, said that although she understands the need for that community to travel through the area on Route 321 to the center of Pérez Zeledón, that is not the only available way. She said that communication with local leaders has been constant after the original bridge collapsed during storm Nate last October.

"There are two fundamental aspects. The first is that the bridge that was built the community lacks any technical criteria, and many of the parts used are damaged. Secondly, we have been clear that the administration is working on the subject since the bridge fell, but it is a very long solution whose cost is about 3 million euros," said Alfaro.

The current bridge lacks all technical security measures, according to government.


She said authorities are working on a solution, which is to install a temporary metal bridge, but they require the authorization of the National Commission of Emergencies to do it, a process that will take about six months.
