Scientific expedition will study
migratory species at Cocos Island

A scientific expedition is being carried out from the Galápagos Islands in Ecuador to Isla del Cocos in Costa Rica from last Monday to April 13.

The aim is to identify the migratory marine species that use this route, quantify their distribution and abundance and identify the diversity of their predators.

Research studies will also be carried out in order to point out the importance of implementing conservation in the marine corridor for highly migratory species.

"We want to quantify the distribution, abundance and diversity of existing species in the marine corridor using remote video stations with bait, as well as monitoring marine mammals and seabirds by observation and investigate the effect of environmental factors," explained Zdenka Piskulich of the PACIFICO Foundation. The foundation is made up of four environmental funds in Costa Rica.

The assessment of the status of sharks and other species is particularly important given the rapid pace at which some species are declining. Large sharks are capable of structuring marine food chains by regulating prey populations and/or modifying their behavior.

For that reason, the removal of sharks from the oceans could have important ecological consequences, such as the loss of biodiversity, and a decrease in the function and the health of the ecosystem.

The PACIFICO Foundation, the Directorate of the Galapagos National Park and the Isla del Coco National Park with the funding of the Waitt Foundation, the Shark Conservation Fund and the Helmsley Charitable Trust will carry out this expedition, with the participation of MigraMar and the University of Costa Rica.

"This marine corridor of approximately 120,000 km2 is key to the conservation of highly migratory emblematic species such as sharks, whales, rays and sea turtles. We seek to strengthen research and control actions and surveillance of the protected areas of the two countries," said Jorge Carrión, director of the Galapagos National Park.

The ultimate goal of the research is to protect migratory animal species.

The project began on Baltra Island in the Galapagos Islands in Ecuador and a total of 11 days will be used for navigating and researching along the Galápagos-Cocos marine corridor.

The expedition’s route will follow the volcanic mountain range of Coco, a submarine mountain range that unites the marine protected areas of Galápagos and Cocos Island. "We will have nine sampling sites in iconic places such as the north of Darwin Island in the Galapagos Marine Reserve, several seamounts such as Paramount, Medina, West Cocos and Las Gemelas, and Isla del Coco," added Carrión.


Legislators decide to suppress
new tax on severance payments

Tuesday night lawmakers decided to pull back on an initiative to tax the severance payment for those with more than eight years working in the public sector due to negative reactions from different sectors.

The proposed tax was 15 percent.

The idea came from legislator Ottón Solís from the Citizens Action Party.

The bill would have affected the monies created in the worker's solidarity associations, whose capital come from the contribution of the workers.

According to Solís, there are public institutions where collective agreements have approved these benefits for up to 20 years, which he considers an abuse.

The proposal was voted with the support of the legislators of the National Liberation Party, the Social Christian Unity Party and the the Citizens Action Party

"The agreements were made under abusive conditions and under pressure and the populism of the presidents of the right wing of this country to please some sectors. We cannot eliminate the collective bargains because they have the status of law, but we can have them pay taxes,”  explained lawmaker Solís.

Libertarian Otto Guevara voted against the proposal which, although he agrees with the collection of the tax in the public sector, he does not support the tax on the savings made by the worker in his or her associations.

The Costa Rican Solidarity Movement had already spoken out against this initiative and announced measures to try to revert what has been approved.

Another proposal from Solís was also rejected.

It proposed that public institutions cannot exceed the cap of severance payment established by the labor code which is eight years, but the proposal would respect workers who already exceed that limit.

The committee should finish their draft by April 12 and submit it to the plenary.

Left-wing legislator Edgardo Araya believes that this proposal is despicable because it does not distinguish between the public and private sectors.

The government informed everyone that the proposal must be reviewed before issuing a criterion on whether or not they are in favor of the initiative.

Sergio Alfaro, head of the Presidency Ministry, said the assessment should be done as part of the discussion process.

President-elect Carlos Alvarado was in favor of the proposal.

"It seems to me very positive in the context of the fiscal discussion that we are having," he said after a consultation on the subject.

The committee in charge must provide a positive or negative to the project by April 12 and then submit it to a vote in the full legislature.

Digital technologies must be pushed forward,
according to the Information Technology chamber

The Chamber of Information and Communication Technologies has congratulated the president-elect Carlos Alvarado while stressing that it expects the new government to boost technologies and digital advances.

According to the chamber, digital technologies are a support tool in the transition towards a government of national unity and will give encouragement to government efforts towards the IV Industrial Revolution and the country's bicentennial.

Alvarado has promised to work to create a government of national unity, and to that end, a rapprochement with the political parties represented in congress began.

"The president-elect is clear about the immense potential that digital technologies have to achieve a state development in a transparent way. He understands that they are essential for the cross-productive development and technological advancement in Costa Rica," said Otto Rivera, CEO of the tech chamber.

The president-elect has expressed his interest in creating a section in digital government and has shown his concern about the shortage of professionals and technicians in the sector.

"This evolution involves the digital sector directly because it forces it to use all the capabilities of the sector and allow the population and the government to have greater access and use information and communication technologies," said Paul Fervoy, vice president of the chamber.

Data from the chamber shows that the digital technologies sector produces one-fifth of the gross domestic product and a third of Costa Rica's exports, primarily with digital goods and services.

Health authorities on alert for potential measles outbreak

Several countries in the Americas have reported cases of measles, which has put the health authorities in Costa Rica on alert.  Health officials are working on prevention measures and an extraordinary vaccination campaign is to be held in August.

María Luisa Ávila, an infectious disease specialist at the National Children's Hospital,  and Daniel Salas, director of health surveillance at the Ministry of Health, agreed that it is better for adults who travel to certain countries to know about the disease and to avoid taking children under 4 years old.

The countries with case reports are: Venezuela, Peru, Mexico, Guatemala, Colombia, Brazil, Argentine, Antigua and Barbados, as well as the United States.

In Costa Rica the last case was in 2014.

Although Salas said health officials had asked the Costa Rican Social Security Fund to carry out the vaccination campaign, Leandra Abarca, coordinator of the expanded program on immunization, said she has not yet received any request, but that the campaign is scheduled for August.

Measles is usually transmitted through direct contact and air by particles from the nose and mouth. It infects the respiratory tract and extends to the rest of the body.

The first sign is usually high fever, which begins about 10 to 12 days after exposure to the virus and lasts between four and seven days. The patient may have nasal congestion, cough, watery and red eyes and small white spots on the inside of the cheeks as well as a rash on the body.

"The fact that we have cases in so many countries in America means that surveillance strategies need to be strengthened. So, at the level of the institution, we have routine vaccination schemes that will always help prevent the disease and we are looking for ways to strengthen and have children go to health centers.”

"The surveillance and detection of suspicious cases at the level of the health centers have been strengthened so that if a case arrives, it is immediately detected, addressed and prevented from spreading," said Abarca.

In the health centers, different education strategies are carried out so that the population knows how the disease is transmitted, what it is, why there have been no cases for a long time and what is the risk that exists due to the situation in other countries.

The last measles case in the country took place in 2014.

Measles is a disease that can cause complications ands even death, especially in children under 5 years of age and people over 30.

Among the complications that may occur are pulmonary alterations, problems in the central nervous system, altered vision and others.

"Despite the fact that people believe that it is a harmless disease, the truth is that it causes complications. We are responsible for maintaining vaccination in children when they are 1 and 3 months old and at 7 years," Abarca said.

"Adults should be aware that if they have a fever and went to a country where there are measles cases reported, they immediately should tell health center about it," Abarca added.

The social security fund estimates that about 10 percent of children who are vaccinated every year are not protected against this disease, so it is necessary to carry out an extraordinary vaccination campaign like the one scheduled for August occasionally.

Medical device's manufacturer
expands operations in Costa Rica

The company Advant Medical announced the opening of 30 new jobs in Costa Rica as part of the expansion of operations.

The jobs are in the areas of quality, engineering, operators and administration.

The expansion in the country includes the installation of a 13,000 square foot plant.

The site will be able to manufacture medical devices of class I, II, and III, as well as other equipment and machinery to support its manufacturing capacity in the region.

Advant is dedicated to providing packaging and managing production subcontracts for the medical device industry.

Alexander Mora, minister of Foreign Trade, said that medical devices allowed advances in the country.

"The medical devices sector has allowed Costa Rica to occupy more sophisticated links in global value chains," Mora said.

In the last five years, the medical device industry has become one of the country’s main products with a 78 percent increase in exports.

For Bob DiPetrillo, CEO of Advant Medical, the business climate of Costa Rica and the political environment allowed the expansion of operations in the country.

"Costa Rica will position Advant Medical at the center of our medical device customers,” he said.

ALUNASA officially requests permits
before Labor Ministry to proceed with lay-offs

The Venezuelan company Aluminios Nacionales S.A. (ALUNASA) asked the Ministry of Labor of Costa Rica for permission to suspend contracts with its 340 employees for three months due to the lack of raw material imported from Venezuela.

The Ministry of Labor said that the manufacturer of aluminum products requested the suspension of contracts March 22, a situation that is being evaluated by the National Directorate of Labor Inspection.

"The company is making efforts so that the process resumes as soon as possible. They say that the problem is due to the lack of raw material which has generated a liquidity problem," the Labor Ministry said in a statement.

Costa Rican authorities reported that, after a visit to the company, it was confirmed that March wages were paid correctly and that labor rights have been respected so far.

Workers have reported to the local media that for weeks there has been a decline in production and many of them have been sent home as a result.

The Ministry of Labor staffers are in contact with the workers of the company to provide them with advice about this situation.

The Labor Code of Costa Rica establishes the conditions, requirements, and procedures for a company to suspend its work in whole or in part for a certain period of time without terminating labor contracts and without causing unlawful harm to workers.

The company is located in Esparza, province of Puntarenas, in the central Pacific of Costa Rica and, as it explains on its website, it produces 12,000 tons of aluminum per year and exports 97 percent of it to North America, the Caribbean, Central America, Europe and South America.

On Tuesday, workers demonstrated demanding documents explaining their status.


The company was founded in 1976. In 2000 it was purchased by the Corporacion Venezolana de Guayana, and in 2015 it became part of the National Aluminum Corp. of Venezuela.

In 2012, the deceased president of Venezuela, Hugo Chávez, declared ALUNASA as a company of the Bolivarian Alternative for the Americas.


As long as the ministry does not answer the request for suspension, ALUNASA must continue paying the salaries to the workers.

Central American satellite will be
attached to International Space Station

The first Costa Rican satellite will be attached to the International Space Station after successfully completing the first phase, which consisted of its launch.

There was a lot of anxiety because it was a very long process, said Esteban Martínez, a 24-year-old electronics engineer who took part in the assembly of this satellite.

Martinez, a graduate of the Technological Institute of Costa Rica said that within a month the first scientific data could be collected and confirmed that the period in orbit will be about six months.

Martinez explained the primary purpose of this expedition is to measure the forest growth in the country and measure the levels of carbon fixation in the forests of Costa Rica.

The specialist engineer in telecommunications showed his satisfaction saying it is a national project completed with the cooperation of several institutions.

The design of this satellite hopes to evaluate options for reducing environmental pollution.

Guanacaste will hold women's entrepreneurship fair

The National Women's Institute announced Wednesday it seeks female entrepreneurs from the Chorotega region to register in the Business Fair: Expo Women 2018.

The event is looking for businesses in handcrafts, agroindustry, textiles, primary production and services.

Those interested in participating must reside in the Chorotega region, prove that they have been in charge of their business for at least a year and show that their economic activity is their main source of income.

Those interested can download the participation rules and the registration form of the fair at http://www.inamu.go.cr/584

The complete documentation must be submitted before 3 p.m. May 4 at the offices of the Chorotega Regional Unit of the institute in Liberia 25 meters from Clinica 25 de Julio clinic or sent to: daiza@inamu.go.cr and lcastillo@inamu.go.cr

The fair is being organized by the Chorotega Regional Unit with the support of the Entrepreneurship Committee of the Interinstitutional Team for Development with Equality and Gender Equity and the Women's Offices of the cantons of Abangares, Liberia, Cañas, Nandayure, Santa Cruz, and Carrillo.

Indigenous themes film festival starts today

The National University and the State University at a Distance came together to pay homage to the indigenous communities of Costa Rica through a series of film forums.

The Cinema on Campus project at the National University headquarters in Heredia will be the site of the screening of the documentaries produced by the University at a Distance every Thursday in April at 2 p.m.

The initiative is part of the 2018 declaration as the "Year of Public Universities for Autonomy, Regionalization and Human Rights" of the National Council of Rectors.

Both academic institutions decided to collaborate in this project by selecting seven documentaries.

"Both in UNA and in UNED, we want to be part of the visibility of the indigenous population of our country and, thus, support the creation of a democratic and inclusive society,” said Jimena Valverde, head of Cinema at the National University campus. "That is why we have selected documentaries that portray the struggles and needs that these communities have had for decades."

Every Thursday in the University Student House of the the National University, two documentaries produced by the Audiovisual Material Production Program of the University at a Distance will be screened with specific themes such as: identity, territory, defense of natural goods, education and memory.

"We selected documentaries such as 'Los Guardianes del Bosque,' 'Salitre' and 'I did not come, they invited me,’ among others, because they represent very well the thematic axes established as a priority for this year in public universities, reflecting our commitment to national and regional development," said Iván Porras, coordinator of the program.

Some of the indigenous individuals portrayed in the films will be present at the screenings.


As part of the tribute, each presentation will have, as special guests, representatives of the indigenous peoples portrayed in the documentaries who have had a leading role in their struggles. With them and with the producers of each audiovisual work, the attendees will have a discussion opportunity to learn more about their situations.

This initiative will be complemented with audio recommendations from the "Vivir con valor" radio program, produced by the University at a Distance, which also highlights these topics of the indigenous populations of Costa Rica.
