Fitch Ratings warns about possible fiscal
measures in Carlos Alvarado government

Fitch Ratings warned of the fiscal uncertainty that would affect the country after the election of Carlos Alvarado as president of Costa Rica, according to a statement released Tuesday.

The document states that uncertainty is evident despite the announcements by Alvarado that he will work solve the fiscal deficit.

Among the issues pointed out in the rating agency’s report are the fragmented congress and the creation of new taxes that surpass the cut in spending.

"Costa Rica's fiscal prospects still face considerable uncertainties despite the promise of President-elect Carlos Alvarado to make comprehensive reforms to reduce the fiscal deficit significantly," according to the statement.

"Political challenges facing the government of the Citizen's Action Party and fiscal reform attempts persist despite a greater sense of urgency to address the imbalance in fiscal matters," added the release.

The risk rating agency said the need is to establish the necessary consensus so that both the executive and the legislative powers manage to take the fiscal bills forward.

"The urgency regarding the fiscal issue has grown in the last year due to the growing pressures on interest rates and signs of the government's adjusted liquidity."

The international agency considers new taxes will be higher than the public expenditure cuts.

In February, lawmakers voted to speed up the approval of the reform bill, which seeks to provide the country with new monetary resources to face internal and external debt.

The fiscal deficit in Costa Rica closed at 6.2 percent of the gross domestic product at year’s end.

Sunday's election had the highest
participation of all second rounds

Sunday was the first time in the electoral history of Costa Rica in which there was more participation in the second round than in the first, according to Luis Antonio Sobrado, president of the Supreme Electoral Tribunal.

"It was the second round with the largest participation out of the three we have had in history," he added.

"It is also striking that people became interested in an adverse environment because it was Easter Sunday and the end of holidays, but the Costa Rican took it very seriously and felt that there was an important decision to make as a country," the magistrate said.

On April 7, 2002, candidate Abel Pacheco of the Christian Social Unity Party had a run off against Rolando Araya of the National Liberation Party in the second round of elections. At the time, 1, 339,000 valid votes were cast, and Pacheco became the nation's president.

Then on April 6, 2014, the second round had 1,689,000 valid votes with the current president of the Republic, Luis Guillermo Solís of the Citizen's Action Party competing against the long-time mayor of San José, Johnny Araya of the National Liberation Party.

Sunday the result was historic because, according to data from the election tribunal,  2,132,000 valid votes were received.

A total of 66.46 percent of voters visited the polls, so 33.54 percent did not vote.

Sobrado said that he had a more pessimistic thought about the participation of Costa Ricans in the second round. However, reality did not prove him right.

Sobrado also assured everyone that Costa Rica has the best electoral system in Latin America in terms of price and efficiency.

"As for the extraordinary result of the transmission of results, it ratifies that Costa Rica has the best system in Latin America if we see price and efficiency,” Sobrado said. “The speed of the transmission of results does not depend on us, but also on the time required for provisional scrutiny," said the president.

The president of the Supreme Electoral Tribunal said the electoral process worked as precisely as a Swiss clock.

In the first round that took place on Feb. 4, the difference between the provisional and definitive count was 0.12 percent.

The president of the electoral body was satisfied after the organization of the elections and noted that "everything worked perfectly as a Swiss clock."

After the closing of the polls at 6 p.m., the tribunal was able to present the first preliminary results at 8:15 p.m. At that time, 90.62 percent of the polls had already been scrutinized.

At Monday noon, the tribunal finished the transmission of data with 97.47 percent of the polls processed.

As of Tuesday, the five tribunal magistrates, accompanied by around 195 people, started the final count. The process is expected to last between five to 10 days.

After the completion of the counting of votes, the declaration of election and the delivery of credentials will be given.

Turrialba Volcano shows activity by expelling ashes

The Turrialba Volcano started a constant passive emission of ash Monday, according to a report by the National Seismological Network, which belongs to the University of Costa Rica and the Costa Rican Electricity Institute.

According to the report, the spewing of ash began Monday night and continued throughout the morning of Tuesday.

The network said the passive expulsions of ash started at 8:53 p.m. local time Monday and continued to 11:45 p.m., while on Tuesday, it recorded emissions at 1:06 a.m., 2:50 a.m., 4:53 a.m., 5: 48 a.m., 6:40 a.m. And 7:01 a.m. local time.

The emanations lasted between 10 minutes and an hour, according to the network, and reached heights close to 500 meters above the active crater.

The volcano has become more active since January 2010, when the eruptions of the volcano reached 3,340 meters high, showering the greater metropolitan area with ash. About 60 percent of the country's 4.9 million inhabitants reside in that area.

Severance payments after eight years
of work will be subject to 15 percent tax

Legislators of the special committee of fiscal reform approved a motion Tuesday that said all the workers who receive an unemployment severance payment equal or higher to eight years salary will pay up to 15 percent in taxes.

The measure would only affect public sector workers, who enjoy benefits above those required by law thanks to collective bargaining agreements, while private employees are mostly subject to the eight-year cap.

Workers receive the severance once they retire or when the employer dismisses them for reasons out of the worker's control.

The initiative was promoted by legislator Otton Solís of the Citizen's Action Party and had the support of National Liberation and the Social Christian Unity Party.

The draft of the fiscal plan or fiscal responsibility that is under discussion in the congress aims to mitigate the impact of the fiscal deficit that closed last year at 6.2 percent of the gross domestic product.

To do this, it proposes new taxes such as the value added tax.

Monday legislator Solís lost the support of other parties to support the increase in the proposed value added tax to 16 percent.

Monday legislator Ottón Solís also proposed a raise in the value added tax, but this initiative was rejected by the committee.

The vote allowed the proposed tax to remain at 13 percent.

The proposal to tax some companies that enjoy certain exemptions also fell through.

Donated U.S. vessels on their way to Costa Rica

Tuesday two vessels sailed from the U.S. port of Baltimore, Maryland, toward Puerto Caldera.

They are two patrol ships that the United States donated to Costa Rica to aid in the fight against drug trafficking. However, they will also be used to control illegal fishing, for search and rescue and for the control of human trafficking at sea.

These boats are the largest that the National Coast Guard Service has had and, for the first time in history, it will be possible to patrol 100 percent of the jurisdictional waters of the country.

For the Costa Rican ambassador to the United States, Román Macaya, this is an acknowledgment to the country for being a strategic partner.

With the incorporation of the patrol boats that will arrive in Costa Rica  April 26, it is estimated that drug seizures will increase.

As part of the donation, 47 members of the National Coast Guard Service of Costa Rica were trained for three months in North America where they obtained the necessary knowledge to command, navigate and maintain these ships with state-of-the-art technology.

Workers of Venezuelan factory in Costa Rica

Workers of the Alunasa Co. in Esparza de Puntarenas demonstrated Tuesday against layoffs and the supposed financial crisis they face.

According to employees, they seek the help of the Ministry of Labor for advice because the Venezuelan company’s management has said they would suspend labor contracts for up to three months.

However, there appears to be no written warning from Alunasa explaining the reasons for a decision not to allow employees to enter the facility on Tuesday.

Police showed up and, according to the Ministry of Public Security, the situation started when demonstrators sought a written reason for their layoffs.

Last week, through a letter addressed to legislators, the Ministry of Labor, the Municipality of Esparza and the Venezuelan Embassy, the employees denounced a possible crisis in the aluminum fabricating company.

About 400 people who work there asked for the immediate intervention by labor authorities. The company alleges it faces operational and financial crises. Apparently, the operational shutdown and total closure of the company is unavoidable, putting at risk the severance payment to the workers.

According to the letter, the factory has experienced constant stoppages of operation due to the lack of raw material from Venezuela.  This generates undue withholdings of workers' contributions, such as payments from the Costa Rican Social Security Fund and the Solidarity Association of Employees.

Protesters denounced the company that would have retained labor savings of workers which equals to 2 percent of their salary.

They also pointed out irregularities in the payments of workers who quit the company, as well as debts to institutions such as the National Insurance Institute, the Costa Rican Electricity Institute and suppliers.

"It is important to report the negligence in the non-payment of the credit operation with the National Bank, for $2.8 million where the collateral is the inventory, which currently does not exist. There is also a breach of the operating permits in LPG Gas storage and operation systems, issued by the Ministry of Health,” the employee document says.

According to the letter, managers are not even showing up for work because there is no raw material to do anything or is there any transportation.

The financial crisis is so serious that the employer has taken the money that is deducted from the workers' salary to cancel personal loans and uses it to catch up with other debts and thus avoid lawsuits, the document adds.

Alunasa employs a large percentage of Esparza’s population, and workers have expressed their concern through social networks due to the crisis and the uncertainty about their futures.

Two weeks ago the Municipal Council of Esparza read the document and sent it to the Ombudsman's Office.

Monday the Labor Ministry said inspectors already started on-site visits.

The country seeks proposals on atomic energy use

The Ministry of Science, Technology and Telecommunications seeks projects to show before the International Atomic Energy Agency in 2020 and 2021.

To reach the goal, the ministry organized a workshop in March. Groups from the public, private and academic sectors participated in the session.

The workshop allowed attendees to share experiences and explain what is necessary to present new proposals.

"Currently, Costa Rica executes around 30 projects in different categories such as national and regional in topics in: agriculture and environment; radiological protection and safety, health services, industry, food safety, human health, and radiation technologies. This is why the preparation of the call for the 2020-2021 cycle is so valuable,” said Saddie Ruiz, national liaison officer before the atomic energy agency on behalf of the ministry.

In the last six years, Costa Rica received around 3 million euros for the execution of national projects for peaceful applications of nuclear science and technology.

Since 2015, 41 Costa Rican experts have provided services to the international agency on topics such as: general development of atomic energy, nuclear and atomic physics, nuclear chemistry and radiochemistry, fuel cycle and waste management, application of isotopes and radiation in food and agriculture, medicine and radiation health, isotope hydrology and applications of isotopes and radiation in industry, nuclear and radiological safety and nuclear safety.

EcoPack Systems, a manufacturer of transport packaging, has started production of the EcoPack Pineapple Crate at locations in Costa Rica and California to support growing demand from suppliers in Central America and the western United States, the company announced Tuesday.

The new crates, the latest innovations from EcoPack, reduce transportation costs and are made from food-grade material.

"EcoPack brings a critical alternative solution to the market," said Siben Yin, chief executive officer of Grupo Mitasa, EcoPack's crate production partner in Costa Rica.


"The new EcoPack Pineapple Crate creates an advantage for both suppliers and retailers by providing the many financial, hygiene-related and marketing benefits of all our containers with specific design elements created to ensure less damage to the fruit in transit,” added Danny Bartal, EcoPack Systems CEO.

Left-wing party analyzes joining the newly elected government

The Broad Front Party will sign a possible agreement with the Citizen's Action Party to take part in a national government after the electoral victory of Carlos Alvarado.

Patricia Mora, legislator and president of the political group, said that so far they have not signed any agreement.

However, she said that the party, "accepts the invitation the PAC has made to us and, responding to our founding principles and a historic patriotic tradition of the Costa Rican left, we are present to reiterate our full readiness to immediately initiate a dialogue that opens a worthy horizon to the country." She used the party’s Spanish acronym.

Mora explained that in order to sign an agreement, "we need to make it known to our members and followers first, listen to their criteria and their evaluations."

The legislator said that after the recently concluded campaign a new and renewed national agreement is urgent.

"Any agreement must be based on the unwavering commitment to work for a country where wealth is distributed with greater degrees of justice and where the principles of inclusion and social solidarity are guaranteed," she said.

She warned that the Broad Front Party, "will not participate in any deal that puts that at risk."
