 Elected president call for a national unity government

President-elect Carlos Alvarado sent a letter Monday to the country's political parties inviting them to form a national unity government to solve the national problems.

In the letter, Alvarado of the ruling Citizen Action Party, invited the elected leaders and legislators of the National Liberation, Christian Social Unity, National Integration, National Restoration, Broad Front and Republican Social Christian parties to meeting this week. Representatives of these groups will have representation in the Congress.

"The Costa Rican people have entrusted me with the responsibility of assuming the presidency of the Republic. It has done so with the clear mandate to form, in the bicentennial of our independence, a government of national unity that calls on the different political forces to join in common agenda for the development and welfare of the country," Alvarado said in the letter.

The new president will face a divided congress that will force him to establish alliances since his party only won 10 of the 57 seats that make up the Costa Rican Legislative Assembly.

The social democrat National Liberation Party, the most traditional in the country, won 17 legislative seats. The Evangelical National Restoration won 14. The Christian Social Unity Party won nine. The National Integration Party won four. The Social Christian Republican won two, and the leftist Frente Amplio Party won one.

The president-elect said that his interest in meeting with the authorities of each party and its legislative fraction lies in the conviction that "200 years of independence for our country, the task entrusted to us by the people is to work based on what unites us."

In the year 2021 Costa Rica will celebrate 200 years of its independence from Spain.

Alvarado will begin governing May 8 for a period of four years and affirmed in the letter that he will have "the best of wills to build bridges and all the willingness to listen."

Alvarado said he will take this week off and travel with his family.

The idea of a government of national unity was raised by Alvarado during the campaign towards the second round when he signed a commitment with the former candidate of the Christian Social Unity Party, Rodolfo Piza, who gave him his support.

Leaders and ex-ministers of other political parties also gave their support to Alvarado prior to the second round.

The president-elect took the day off to rest after the extensive campaign that ended Sunday with his victory in the second round against Fabricio Alvarado, of the evangelical conservative National Restoration Party.

Carlos Alvarado won the second round with 60.7 percent support, compared to 39.3 percent obtained by his rival.

congratulates Costa Rica for its electoral process

The electoral observation mission of the Organization of American States has congratulated the elected president of Costa Rica, Carlos Alvarado, for his victory in the second round and the Costa Rican people for their civic spirit showed during the election day.

The team, led by former Colombian president Andres Pastrana, said it was also pleased by the fast recognition of defeat by the evangelical candidate Fabricio Alvarado and highlighted the political maturity of both candidates once the results were announced.

The mission of observers emphasized through a statement that the Supreme Electoral Tribunal showed, its high technical level by successfully organizing this process and invited the institution to share and promote its technical and democratic culture advances with the rest of the countries of the region.

In addition, the observers highlighted the efforts of the tribunal to modernize the process of transmission of results that allowed provisional results to be given two hours after the polls closed. The president of the institution, Luis Antonio Sobrado, gave the provisional results based on 90.62 percent of the votes.

During the stay in Costa Rica, the observer team met with tribunal magistrates, with the two presidential candidates, and representatives of civil society and academics to learn about their perspectives on the presidential runoff.

On the day of the election, the team toured polling stations in San José to observe the development of the voting.

The group made several recommendations from its observations. These included an analysis and discussion of the role that surveys have in the electoral system of the country since public opinion studies showed that they are not necessarily a predictive tool for the results.

International observers were pleased with the fast delivery of the results by the Supreme Electoral Tribunal.

Another recommendation is to review the party composition model of the polling stations to reflect a new reality of the national electoral political system.

For the first electoral round held on Feb. 4, the Organization of American States deployed an electoral observation mission of 15 experts and observers from 13 nationalities, which conducted an analysis on electoral organization and technology, campaign financing, political participation of women and electoral justice.

After the elections, the mission presented its preliminary observations and recommendations which will be included in a final report that will be presented to the Permanent Council of the organization in Washington, D.C., after the conclusion of this electoral process.

Legislator suggests raising the tax in the fiscal reform bill

The legislative committee that will analyze the bill for a law to strengthen public finances met Monday and had to review appeals against the project.

The bill is the core of tax reform and seeks to change current income and sales taxes to achieve an increase that would help to alleviate the growing fiscal deficit.

During the session, legislator Ottón Solís from the Citizen's Action Party proposed to increase a new value added tax, known as VAT, to 16 percent, a request that was rejected.

His argument was that the proposed reforms are not enough to eliminate the gap between expenditures and revenues.

"The difficult thing is to approve a fiscal reform in Costa Rica that covers the deficit. With a VAT of 16 percent, we could reduce the deficit by 2.65 percent of the gross domestic product, so in one year, the primary deficit would be reduced, "said Solís.

Otto Guevara, libertarian lawmaker, criticized the behavior of the government of President Luis Guillermo Solís in terms of spending.

"Ottón, you must feel very alone in your party. Nobody shares this idea," said Guevara.

The proposal would also suppress benefits to companies under special fiscal regimes.
Regarding free trade zones, Solís insisted on the possibility of withdrawing some exemptions for the companies in this system, a proposal that was agreed upon by legislator Edgardo Araya of the Broad Front Party. Despite this, the proposal was rejected.

Guevara said he thinks the project is not necessary.

magistrate Celso Gamboa to be removed from post

Celso Gamboa, a magistrate suspended from the Supreme Court of Justice, must be dismissed from his post.

Such was the recommendation made Monday by the deputies of the special commission of the congress that requested the revocation of Gamboa’s appointment for his involvement in the case of influence peddling known as cementazo.

Legislators Marvin Atencio of the Citizen Action Party, Julio Rojas of the National Liberation Party, and Gerardo Vargas Varela of the Broad Front Party endorsed the file sent by the court.

They also rejected Gamboa's request that he not be removed from office.

"This committee after having studied the files, videos proofs and having listened to the magistrate Mr. Celso Gamboa, recommends the appointment of the magistrate be revoked," read Atencio.

The revocation of Gamboa's appointment was requested by the full court to the Legislative Assembly because it considered that it was unduly interested in judicial matters related to Juan Carlos Bolaños, importer of the Chinese cement, right now facing six months of preventive detention.

According to the court's file, Gamboa committed very serious misconduct in the exercise of his position in favor of  Bolaños, who imported cement from China with two credit lines of more than $ 30 million granted by the Bank of Costa Rica.

Celso Gamboa has been linked to the Cementazo influence peddling scandal.

As very serious faults, the report highlight the trip to Panama that the magistrate made with Bolaños on Oct. 9, 2016, and 662 communications between the two men that occurred between January 2016 and May 2017.

The lawmakers will file the report as soon as possible to the full legislature.

If at least 38 congressmen support the recommendation of the committee, Gamboa will be dismissed from his position.

First Central American satellite launched

The developers of the first Central American satellite, created in Costa Rica, proudly celebrated the launch of the device carried out on April 2 from the Kennedy Space Center in Cape Canaveral, Florida.

The project has been developed jointly by the Central American Association of Aeronautics and Space  and the Technological Institute of Costa Rica with the support of private companies.

"We feel tremendously proud because within that rocket goes the first Costa Rican and Central American satellite, which will go into orbit after eight years of hard work by ACAE, TEC and all the partners and people who have helped," said the president of the aeronautics association, Carlos Alvarado, during a live broadcast of the event at the Children's Museum in San José.

The launch of the Falcon 9 rocket, developed by the SpaceX Co., and the Dragon spacecraft, are part of the penultimate stage of the mission that contains the Cubesat device and was called the Irazú Project.

This nanosatellite weighs about a kilo and was built to collect data on forest growth, environment and carbon in tropical forests of Costa Rica in order to study the effects of climate change in the country and contribute to the national goal of being carbon neutral in the year 2021.

Alvarado added that those involved want to motivate all the people to continue being inspired and being part of the project.

Government declared the launch of a satellite to be a project of national interest.

"We as a country have the ability to do great things because Costa Rica is a small country in territory but huge in talent and ambition," he said.

The satellite will enter orbit when it is released into space by the Japanese Experimental Module known as the Kibo Module. Once in orbit, the satellite will be focused on Costa Rica twice a day to collect data on carbon fixation in the forests of the north of the country.

Business sector demands new president revamp the economy

The Costa Rican business sector congratulated the country's president-elect, Carlos Alvarado, for his victory in the second round Sunday and urged him to work immediately on projects that reactivate the economy.

The president of the Costa Rican Union of Chambers and Associations of the Private Business Sector, Franco Pacheco, said in a statement that there is "urgency to reactivate the country economically to reduce unemployment rates, improve national competitiveness and repair poor road infrastructure."

"We congratulate President-elect Carlos Alvarado, and we remind him, as we expressed it to both candidates at the various meetings prior to the elections, that we are willing to work along with his team, and as soon as possible," Pacheco said.

The businessman added that "it is necessary to materialize various projects that are required to start increasing production in Costa Rica because there is no time to continue postponing decisions."

Among the approaches of entrepreneurs that stand out are the reduction of state spending through a reform of the public employment system and other reforms to control spending and reduce the fiscal deficit.

Carlos Alvarado has asked Congress to approve a tax reform that, among other things, changes the sales tax into one of a value added tax, in addition to establishing a capital gains tax and reducing public sector salary bonuses.

Nicaraguan sex workers reject national
decision to fine overstayed foreigners

The Association of Sun Women Sex Workers (RedTraSex) in Nicaragua criticized the decision of Costa Rica to collect a fine of $100 for each month foreigners remain irregularly in the country.

"Women migrant workers are those who send remittances to their families. Fines like this would be fatal for their situation," RedTraSex Nicaragua said in a statement.

The government of Costa Rica announced last March that the fine will be applied as of April 20.

The measure could affect a part of about 500,000 Nicaraguans living in the country since not all of them are documented.

RedTraSex Nicaragua said it believes that the most affected would be Nicaraguans with precarious jobs, such as domestic workers or those engaged in agricultural activities.

The measure could cause labor exploitation since Nicaraguan women "will not be able to sue for fear of being fined."

RedTraSex Nicaragua demanded that the Nicaraguan government "pronounce itself or act, providing the legal procedures to thousands and thousands of workers who in the end contribute to the economy of both countries."

Nicaraguans who migrate to Costa Rica are usually low-educated people who make the decision as the last option in an asphyxiating economic situation in Nicaragua and are recruited as cheap labor.

In 2017 Nicaraguans living in Costa Rica, both legally and irregularly, sent $278.1 million home in remittances, which represented 20 percent of all the family remittances received in Nicaragua.

The RedTraSex Nicaragua is a group that enjoys local recognition, both by the authorities and by society, despite the fact the members are discriminated against.

Nicaraguan sex workers belong to state health commissions and are part of the structure of the Supreme Court of Justice, as judicial facilitators who train police officers in human rights.

Teenagers called the most vulnerable group for sexual abuse

Teenage girls between the ages of 12 and 17 are the most vulnerable victims of sexual abuse in Costa Rica, according to the Judicial Investigation Organization.

This is a crime that has increased in the last three years according to the agency’s figures.

In 2015 the Judicial Investigation Organization reported 351 complaints. That figure grew to 516 the following next year, judicial authorities confirmed.

Natalia Vargas, a researcher of the Sex Crimes Section, said that the second most affected age group was girls age 12 and under. Usually, perpetrators are individuals close and known to the victim, such as relatives, friends, neighbors or companions. This is true in 54 percent of the cases, she said.

"In 2016, 516 cases were reported, and a year later there were 501 cases nationwide," said the researcher. “The percentage rose significantly and then had a slight decrease"

Of the total number of complaints, 4 percent were from men.

The profile of the abusers shows that in many cases they use death threats to silence the victims, the researcher said.

In addition, perpetrators try to deceive the minors, making them believe that nothing happens and these actions are normal, she added.

"There are verbal threats, where the aggressor will tell the victim that if she or he says something, he will kill a mother or brothers. The threat is not always against the victim, but against relatives or loved ones," she added.

Relatives and individuals close to the family are usually the perpetrators of the abuse.


According to judicial agency, most of the time victims live in conditions of vulnerability. Some are minors left under the care of third parties because their parents work, and there are also cases where victims are abused in schools or high schools.

Electrical discharge kills a man at a tourist complex pool

A 22-year-old man died Thursday from an electric shock in a hot water pool in La Palmera de San Carlos at a tourist complex. Monday his family said they will take legal action.

The victim was a dancer and aerobics instructor from Aguas Zarcas in Alajuela, and was swimming with his girlfriend and a friend.

For reasons that are not clear, the young man received an electric shock inside one of the thermal water pools.

The shock left him unconscious and he was immediately sent to the Aguas Zarcas Clinic, where he died.

Representatives of the family said that the primary objective is not to obtain financial compensation but to clarify the cause of the young man’s death and establish an eventual criminal responsibility for his death.

The funeral took place on Sunday in his hometown. His relatives asked for some time to mourn and declined to speak about the incident.

The family told the legal representatives that a lawsuit and a civil action will be filed as a due course of action.

The tourist complex, through an official publication on Facebook, announced that it will not provide statements about what happened until the investigation is finished. In this way they will respect the due process, according to their post.

The death is under investigation by the Judicial Investigation Organization of San Carlos, an entity that inspected the swimming pools and made some inquiries on the site.
